    Any persons may apply fot dasignaton of an existing on-premise sign as a landmark sign. Such application shall be submitted to and on a fonn &mined by the Zoning A &h&mtor. Applications for ladmark sign designation must be made no later than one (1) year from the adoption date of this amendment.

    0) Criteria

    The zoning Administrator m y designate an exist& on-premise sign as a lan- sign if it meets the following criteria:

    (1) The sign is an on-premise sign which meets i & h & h ~ ~ (3) of the following:

    (a) It was expressly designed for the business, institution, or other establishment at that location; or

    (b) It bears a national or local emblem, logo, or other graphic that is unique to the p q q t y or the estab1Mment; or

    (c) It is a reminant of an advertising program that is no longer uraed by the prcrent company; or

    (d) The sign exhibits unique or rate &mwte&ic9 that edmce the stree- or identity of a mdglth-, or

    (e) The sign cotltrihts to the historical or cultural character of the s- or the c o m m ~ t y at I-.

    (2) The sign was erected at lea& 15 yeas prior to the adoption date of this m m e n t .

    (3) The sign comgEes with the appjnWe provisions of the Mrth C!&oliaa State. BaildEng ahd E1&cai C&s. If any portion of the sign is permitted to Eemain un or over a public right-of-way, a City or State approved encroachment agreement is executed.

    (1) The Zoning Administrator shall have the authority to approve or to disapprove the designation of landaaark signs based upon the criteria stated above.
