Welcometo IFIP Congress 62

The digital computer and its applications to information pro-cessing will have a much greaterconstructive impact on mankindduring the remainder of the Twentieth Century than any of themajor technological developments of the past two decades. The significance of this new technology is clearly demonstratedby the exhibitand by thewide variety of papers to be discussedat this congress.

The IFIP Congress 62 is extremely important because it pro-vides the opportunity for participants from a great many coun-tries, representing every continent, to exchange ideas andexperiences about information technology. It is through thesecongresses and the other technical work of IFIP that we canfurther the communication between scientists working on theapplication of information processing in such diversefields aseducation, science, industry and government.

4

This week we will be holding our technical meetings in theTechnische Hochschule of Munich, which includes among itsstaff one of the first groups actively engaged in the develop-ment of digital computers in Germany. This educational insti-tution is an ideal setting for the interchange of thoughts on thefuture developmentof the field of information processing. Weowe a great tribute of thanks and appreciationto the many menwho have given so generously of their time and energyto havearranged this IFIP Congress 62, and particularly to DARA(Deutsche Arbeitsgemeinschaftfur Rechen-Anlagen), the hostnational committee.

I extend to each of you the hope that you will have a moststimulating and worthwhile stay at the IFIP Congress 62 inMunich, and that through our coordinated

effort,

we help builda peaceful and betterworld.

Scientific Program

Parallel SessionsDue to the immensevariety of subjects which are to be coveredby a universal conference on information processing, as IFIPCongress 62, parallel sessions could not be avoided. It isrealized that having as many as 4-6 parallel sessions on eachhalf-day may make it impossible for an individual to take partin each session that he would like to attend. It has been at-tempted, however, not to have sessions on similar subjects atthe same time.Paper SessionsIn each paper session, invited and submitted papers pertainingto a specific subject will be presented. For invited papers, atotal of 60 minutes (45 mm. presentation + 15 mm. discussion),and for submitted papers,a total of 30 minutes(20 mm. presen-tation + 10 mm. discussion) is provided. There will be simul-taneous translation for the paper sessions taking place in theTechnische Hochschule (see section Translation below). Pre-prints and abstracts will be available for all submitted papers(see section Abstracts, Preprints).Sessions 21 to 23 (Equipment l-lll) will be held at the KleineKongresshalle in the Ausstellungspark (see map of Ausstel-lungspark). Simultaneoustranslationwillbe provided there, too.SymposiaA symposium is organized by a competent scientist in thefield and features a series of shorter papers with much timeallowed for discussion; the duration of the session is 3 hours. The languages of the papers are English and French, with notranslation, and the discussionshould also berestricted totheselanguages with a preference for English. Importantdiscussionremarks should be handed in on a special form (see sectionDiscussion Remarks).

Panel DiscussionsThe organizer of a panel discussion will choose a group ofspecialists to conduct a prepared discussion on the subject. In the course of the 3 hour session, the audience may take part

14

in this discussion. The languagesare English and French, witha preference for English; no translation. Important discussionremarks should be handed in on a special form (see sectionDiscussion Remarks).

Survey Session, Closing SessionSession 24 on Saturday afternoon will feature 3 major invitedtalks by eminent scientists. It will be held in the "Bayernhalle"at the Ausstellungspark and will be the Closing Session ofIFIP Congress 62.

TranslationA simultaneous translation system is installed in the Audi-torium and in Lecture Hall 930 for use in the paper sessions. One half of each hall is equipped with multiplechannel phones, the other half with one channel phones (see sketch):

Scientific SecretariesThe scientific secretaries (scientists from various countries)areresponsiblefor thesmooth running of thevarious sessionsand for contact between chairmen, speakers, and interpre-ters. All matters regarding the scientific program shouldbe taken to the Office of Scientific Secretaries, Room 1025.Discussion remarks may be deposited in a special box infront of Room 1025 (see section below). The scientific secretaries are not in a position to handle anyclerical work.

Discussion RemarksIn your Congress Portfolio you will find several sheets for"Discussion Remarks". If you plan to contribute to the dis-cussion in any type of session you should formulate yourcontribution (preferably in English) on this

form,

and hand Itto the Scientific Secretary in charge, if possible before thebeginning of the session. He will then call on you to makeyour contribution at the appropriate time. If you wish to con-tribute to the discussion in the course of the session, youshould indicate your wish to the Scientific Secretary in charge. In this case you should formulate your contribution on theform as soon as possible after the session and deliver it attheboxin front of theOfficeof Scientific Secretaries,Room 1025,before the end of the Congress.Only discussion remarks which are handed in to the ScientificSecretaries on the proper form will appear in the CongressI Proceedings.

16

Discussion GroupsIt is well-known that the value of a scientific congress dependslargely on its effectiveness in bringing people of the sameinterests together. To achieve this purpose, the formation ofinformal discussion gruops is facilitated by the followingprocedure:Any participant wishing to discuss a specific detail problem, may indicate his request at the Office of Scientific

Secretaries,

Room 1025. On a specially reserved board the suggestionswill be assembled and each further participant interested ina certain topic should put down a cross on the respectivesheet. As soon as a suitablenumberof crosses have appearedwith one suggestion, the Congress Service will put downthe place and the time at which the discussion group mayconvene. The Discussion Rooms A, B, etc. are located in thefirst floor of the Mensa building (see map).

Conference ProceedingsThe Proceedings of the Congress will be published by theNorth-Holland Publishing Company of Amsterdam. They willcontain thefull texts, togetherwith abstracts in five languages,of the submittedpapers, thefull texts of the invited papers, andaccounts of Symposia and Panel Discussions. It Is hopedthat they will be ready early in 1963.One copy of the Proceedings may be bought with a discountof 25% by every participant of the Congress. These must beordered directlyfrom the Publisher; theorder form is includedIn your Congress Portfolio.

Note from the EditorAuthors of submitted papers are urged to check the preprintsand abstracts of their papers and to notify the Editor duringthe Congress of any errors or omissions. All contributors are reminded that reprints may be boughtdirectly from the Publisher. The "Festsaal" (Festival Hall) of the Lowenbraukeller will bethe location of our welcome evening, a welcome to Munich, famous for her beer and her "Gemutlichkeit". The LowenbrSu("Lion's Brewery"), known around the world, was founded in1383. (The Lion is the Bavarian national animal; you will find itin many places around Munich.)By the way, brewing is one of the major industries of Bavaria, there are more than 3000 breweries of all sizes in our state.A School of Brewing is part of the Technische HochschuleMiinchen. The law regulating the preparation of beer datesback of theyear 1516, it is the world's oldest lawon food whichhas remained fully valid until to-day.A Bavarian supper and one liter of beer will be served free toeach Congress participant; please do not forget to bring withyou the coupons which you received with your badge. Opera Gala PerformanceAltes Residenztheater (Cuvilli6s Theater), Residenz (see mapon badge)

In 1753, Francois Cuvilli6s completed this theater within thebuildings of the Residenz, which today seems to us an in-comparable jewel of its time, worthy of the honor that Mozartpersonally bestowed upon it when he conducted his "Ido-meneo" there in 1781. The decorative charm of the CuvilliesTheater-a fairy-tale wonder gleaming in red and gold-willgive the perfect setting for our gala opera performance of theMunich Opera Festival 1962, featuring "Die EntfOhrung ausdem Serail" ("The Abduction from the Seraglio") by W.
