The challenge
IFAD know-how in rural development project(answering livelihood needs for water)
IFAD mandate to finance the agriculture sector(financing agricultural water – and agro-
processing)
Challenging “Business as Usual”
Our IFAD approach: Strengthen stakeholders:
Farmer organizations, trans-boundary agencies, decentralized agencies, private sector market supply chains, consumer organizations, educational centers, research
Improve smallholder market linkages Enhance water management in rainfed areas for HH FNS,
including pastoralism Increase subsurface storage (3R concept) Ensure a next generation of AWM expertise Networking for K and Learning (CoP Water & Rural People Foster innovations, multi-functionality and information
Implementation Issues
Some topics: Lessons Learnt
Documented but not fully understood and used at HQ and field Training and Capacity Building
Lack of technical training of implementers, PMUs, farmers, contractors; No new AWM expertise building or mentoring hand-over
IFAD Guidelines Guidelines are inadequate regarding technical issues (e.g. bidding)
Composition of Missions Limited number of technical advisors on missions; frequency and follow-
up. Co-funding of Projects
Supervision aims at suiting co-funder agendas rather than the project Community Involvement
Insufficient involvement beyond design; O&M, warranty, fiscal autonomy Design Documents
Documents not share widely, inhibiting understanding by PMU … and so on
Your Contribution: today and beyond
