COLLEGE OF THE DESERT

1. Hanagement personnel who hold Z:i5 work-day contracts and who work extra days may be permitted to carry into any new fiscal year a maximum of 25 days except as specified in Item 2.

2. Any management employee who, prior to July 1, 1977, has accumulated more than 25 vacation days shall carry into a new fiscal year no more than the number of days indi­cated below:

Please note the follCMing:

1. Net Beginning Balance, July;!" 1977. The estimate for the Net Beginning Balance has been increased in the arrount of $165, 000 , which increase is largely due to additional units of average daily attendance as reflected in our second period attendance report. The decline in ada was reduced fran 12.6% to 6.1% fran the first to the second attendance reporting period.

2. Basic and Equalization Aid. The estimate is based upon a 5% decrease in ada for 1977-78. As noted above, we have experienced a decrease of 6.1% in resident ada for the current school year.

3. Secured Tax Receipts. The estimate is based upon a 6.5% increase in secured valuations, a 92% collection factor, and a tax rate of $. 89l, which rate is the SaIl'e as the current fiscal year.

4. Unsecured Tax Receipts. The estimate is based upon a 7% increase in unseCllred valuations, a 93% collection factor and a tax rate of $891, which rate is the SaIl'e as the current fiscal year.

SUBJECI': Sabbatical Leaves for 1977-78

The Faculty Salary Reclassification Advisory Committee received five applications for sabbatical leaves to take place during the 1977-78 academic year. Two applications were approved as originally submitted. The other three were approved when re-sul:rnitted after satisfying concerns of the F.S.R.A.C. Conmittee.

In keeping with policy 4152.1 part C2d the F.S.R.A.C. Conmittee recommended the five for consideration by the Administration in priority rank order. I am pleased to be able to support F.S.R.A.C. recammendations. I sul:rnit all five for.your information and consideration, however, according to 4152.1 part A3b the maximum number allowable in 1977-78 at 3% is four persons and at 4% it would be five persons.

Dr. Lawrence M. Frederick Faculty member 15 years and first sabbatical application. Dr. Frederick's plan would encrnpass the fall and spring semesters of 1977-78 at full salary. During this time he would work full-time at C.O.D. doing institutional research on those projects seemed most useful to the institution by the President of the College.

Mr. Jan B. Lawson Faculty member 7 years and first sabbatical application. Mr. Lawson's plan would be for the spring semester of 1978 at full salary. During this time he would attend Brigham Young University for one quarter as a full-time student pursuing a Doctorate Degree in B.Y.U.'s Intern program. During the 2nd quarter he would work on his intern project.

Respiratory Therapy Instructor - You will recall that for a period of almost two years we worked cooperatively with Desert Hospital, Eisenhower Medical Center, and Indio Corrmunity Hospital to try and remove all obstacles to revive the Respiratory Therapy Program. This will be a cooperative effort with costs being shared by the various institutions. Our share is primarily a full-time instructor in respiratory therapy. This additional position does not represent an enlargement of staff due to the fact that the Nursing Department, Mr. pulliam, and myself felt that we would be able to operate this academic year, 1976-77, without replacing Ms. Ferguson who resigned last spring. This has worked out very well by using part-time staff. Therefore, the respiratory therapy position could be considered as simply a replacement.

New Instructor, High Desert - With the grOl'lth on the High Desert and opening of the new hospital, there is a tremendous demand for trained personnel in that area. The addition of a full-time staff msnber in the Nursing Department for the High Desert would represent enlargement of the department. Please see the attached memorandum fran Mrs. Marian Katz for the supportive arguments in favor of this position.

One New Full-Time position Teaching Handicapped Students - During this past year we had a half-time instructor working with the handicapped students. Due to the grOlvth of our program and additional monies brought in by special funding for handicapped, there is sufficient funds and a need for a full-time instructor in this area. It represents one additional full-time staff member but no additional costs to the District out of regular district funds.

Full-Time Person for Tutorial Services Under Learning Resources - At the present tliU8 we have tutorial services tlcru EOPS funds. Thus students receiving this benefit are limited due to staffing and facilities. In order to expand tutorial services and make available to all students, we are recommending a full-time tutorial service person to be housed in Learning Resources and funding for the position would be as follO\'ls: One­third of the funds would cane from EOPS monies, one-third of the funds would cane from special handicapped monies, and one-third of the funds would be from regular district monies.

This is a letter of information; no board decision or actibn is requested.

The Social Science Department is now in the process of recommending to the administration the names of two or more department members to be considered for appointment by the President as Department Chairperson for next year. This is in accordance with college policy as contained in the Faculty Handbook.

The Department had, however, requested that a waiver be granted to permit rotating the position of Department Chairperson. The pilot program, an inovative change, would be tried for a six year period, a chairperson serving a three year term, and then the program would be evaluated and either continued i·f it has value or discontinued if the administration and Board of Trustees found it of no benefit. The benefits that might accrue from such an arrangement might be:

1. The experience of administering a department would make an ex-department chairperson more understanding of the problems of administration.

2. Should the college lose a department chairperson by.death, i .. e. Mr. Mallory and Dr. Masters, or by illness or accident then an experienced ex-· chairperson who "knew the ropes" could serve during an interim period.

3. New department leaders would bring fresh new ideas into the department and could result in improved instruction.

4. Other colleges with more experience rotate their department leaders; should we not learn from their experience?

The request was not approved by Drs. Patterson and Stout but it is the feeling of the department that the Board of Trustees should be alerted to the desires of the faculty to bring about changes and that at some future
