DEVELOPMENT PLAN

MSA 25(1)(a-e)

a) links, integrates and co-ordinates plans and takes into

account proposals for the development of the

municipality;

b) aligns the resources and capacity of the municipality with

the implementation of the plan;

c) forms the policy framework and general basis on which

annual budgets must be based;

d) complies with the provisions of Chapter 5 of the

Municipal Systems Act; and

e) is compatible with national and provincial development

2040 VISION FOR

INDUSTRIAL DEVELOPMENT

• By 2040, the West Coast Industrial Region has emerged as growing and

nationally important industrial node that is home to a diverse range of

industries and ancillary service firms that leverage Saldanha Bay’s minerals

and manufacturing base, its natural assets, its deep-water port and its

location to deliver innovative and competitive products and services to the

international and local market.

• This industrial renaissance was given an initial impetus by four related

interventions in the period before 2020:

– The expansion and upgrading of the Saldanha Bay port that created the

necessary facilities for the growth of the oil and gas sector and increased the

bulk minerals export capacity.

– The establishment of an LNG terminal which facilitated Saldanha Bay’s

emergence as a primary site for LNG imports into South Africa.

– The approval and construction of local gas-powered electricity generation plant

that provided a much more stable energy platform for industry in the area.

– The establishment of the Saldanha Bay oil and gas IDZ and its conversion into

an Special Economic Zone with a range of tax and other incentives for investors

in the sector.
