ABSTRACT This report summarizes the 2005 bald eagle (Haliaeetus leucocephalus) nesting survey for Idaho. As in previous years, the nesting population of bald eagles in Idaho increased in 2005 with 196 territories now known to be active. More nests were monitored (n = 187) and more nests were occupied (n = 177) than in any year previously reported. Eighteen previously undocumented nests were discovered. One hundred sixteen nests successfully fledged a total of 186 young – also the highest numbers on record. Nest-site occupancy was very high with 95% of known active territories being occupied. Despite higher numbers of nests and occupancy rates, numbers of young produced per occupied nest (1.05 young/nest) and per successful nest (1.60 young/nest) were lower in 2005 compared with the previous 2 years. Failure rates (33% of occupied nests; n = 59) were higher in 2005 than in the previous 2 years. Despite this year’s results, long-term demographic trends suggest that Idaho’s bald eagle population remains stable to increasing. For 6 of the 10 bald eagle management zones in Idaho, current numbers of breeding pairs exceed those established as recovery population goals within the Pacific recovery region. For those bald eagle management zones that are wholly contained within Idaho (zones 15, 17, and 20), recovery goals have been exceeded in all cases, sometimes by as much as 925%.

INTRODUCTION Bald eagles (Haliaeetus leucocephalus) nest in 3 primary areas within Idaho (Figure 1). The largest nesting population is located in eastern Idaho along the North and South Forks of the Snake River and its tributaries (bald eagle management zone 18). The other large concentration of nesting bald eagles is located within the Pend Oreille River drainage and the Kootenai valley of north Idaho (bald eagle management zone 7). The North Fork of the Payette River drainage, including Cascade Reservoir, contains another significant concentration of nesting bald eagles (bald eagle management zone 15W). Other territories are scattered throughout central and southern Idaho (Figure 1). Bald eagle recovery in Idaho is assessed in terms of 10 management zones as outlined in the Pacific Bald Eagle Recovery Plan (U.S. Fish and Wildlife Service 1986). Some management zones are shared with surrounding states (Figure 2) although this report summarizes only the Idaho portions of those zones. As in 2004, this year’s report includes digitized management zone boundaries to facilitate more accurate placement of each territory into the correct zone. This process, and a continued effort to more accurately map existing nests has resulted in some territories being assigned to new zones; note that whenever this occurred, nest identification numbers have remained unchanged to maintain consistency with previous reports. This greater emphasis on management zones is to allow for a discussion of zone-level recovery goals in anticipation of action by the FWS to delist the bald eagle as a Threatened species. The objectives of annual nesting bald eagle surveys are to: 1. Determine the productivity of breeding pairs at all occupied bald eagle territories in

Idaho. 2. Compile nesting data and other information for the purpose of monitoring bald eagle

recovery in Idaho. 3. Document and map the locations of new bald eagle territories as well as new nests

METHODS Aerial, ground, and float surveys were used to collect nesting data on eagles. Occupied territories (pair of eagles present) with known outcome were surveyed at least twice. The first survey, generally during March, was conducted to determine occupancy. Occupied territories were surveyed again when the nestlings were within approximately 1 to 2 weeks of fledging (late June to mid-July) to determine productivity (the number of successful pairs and the number of near fledging-age young) (Steenhof 1987). Nests were occasionally checked at other times, with pertinent information recorded on nest observation forms. RESULTS Statewide territory monitoring in 2005 In 2005, the number of known active bald eagle nesting territories in Idaho increased to 196. Of these, 187 were monitored in 2005, 177 of which were occupied (Tables 1 and 2). Of the 177 occupied nest sites, 18 were new territories in 2005 (Table 1). One hundred eighty-six young reaching fledging age were produced from 116 successful nests, for an average of 1.60 young per successful pair (Table 2). Thirty-three percent of occupied bald eagle nests were unsuccessful (Table 2); this rate was similar to that recorded in 2004 (31%). Although overall success rate and number of young produced per nest declined slightly in 2005 relative to the previous 2 years, Idaho’s bald eagle population appears healthy with overall trends remaining stable to increasing (Figures 3 and 4). Bald Eagle Management Zone Recovery Goals Recovery population goals for numbers of breeding pairs of bald eagles have been exceeded in 6 of 10 management zones in the Pacific recovery region, even when numbers of birds in neighboring states that share the same zone are not considered (Table 3). In other words, numbers of eagles in Idaho alone, regardless of how many might be within the same zone but beyond Idaho’s borders, are in most cases sufficient to have met the recovery goals set by the Pacific region recovery team in 1986 (U.S. Fish and Wildlife Service 1986) (Table 3). For those zones that are wholly contained within Idaho (zones 15, 17, and 20; see Figure 2), recovery goals have been exceeded in all cases, sometimes by as much as 925% (Table 3). Table 3. Bald Eagle Management Zone Narratives Zone 7 – Fifty-one nesting territories were monitored within Zone 7 during 2005, 48 of which were occupied (Table 2). Two new territories were documented in Zone 7 in 2005, both of which were successful (Table 1). Several territories previously thought to be historical sites were once again occupied (e.g., Sheepherder Pt. [07I00204], Bonners Ferry [07I00702], and Springy Point [07I00802]); these territories have therefore been “reactivated” in this year’s report. An average of 1.56 young was produced from 36 successful nests. Fifty-six young fledged from nests within the zone. One bald eagle mortality was reported in Zone 7 during 2005. One territory, Falls Creek (07I03702), previously reported to have been in bald eagle management Zone 7 was moved to Zone 15 following digitization of zone boundaries. Forty-eight breeding pairs in Zone 7 represents 70% of the recovery goals for the entire zone (Table 3), which extends from central Washington to western Montana (Figure 2). Zone 8 – Seven nesting territories were monitored in Zone 8 during 2005, 6 of which were occupied (Table 2). Five young were fledged from 4 successful nests. No bald eagle mortalities were reported in Zone 8 during 2005. One new nest was discovered in Zone 8 during 2005 – Windy Bay (08I00101), which successfully fledged 1 young. The 6 occupied territories in 2005 represent 200% of the recovery population goal for this zone (Table 3). Zone 14 – This zone now contains 2 historical territories and 3 active territories. In 2005, all 3 active territories were occupied and all 3 were successful, producing a total of 4 young. One new nest was discovered – Lamont Springs (14I00601). No bald eagle mortalities were reported in Zone 14 during 2005. The 3 occupied territories represent 50% of the recovery goal for this zone (Table 3) which is shared with Oregon and se. Washington (Figure 2). Zone 15 – Thirty-eight territories were monitored within Zone 15 during 2005, 37 of which (97%) were occupied (Table 2). Seven new territories were documented: 3 in the north (Trout Creek [St. Joe] [15I03501], Kamiah [15I03601], and Merry’s Bay [15I03701]); 2 in the east (Rattlesnake Creek [15I04001] and Cadagan [15I04101]); 1 in the south (SFBR Rivermile 72.7 [15I03801]); and 1 in the west (Sage Hen Reservoir [15I03901]). The historical nest at Dworshak Reservoir was reactivated and the name changed from “Dworshak (15I02201)” to “Cold Springs (15I02201)”; we did this to avoid additional confusion over the Dworshak nests as there are now 3 active territories on the reservoir, including the new Merry’s Bay nest discovered this year. The nest number originally assigned to the Cold Springs territory (15I03501) was reassigned to the new Trout Creek (St. Joe) nest. In 2005, an average of 1.68 young was produced from 22 successful nests. Thirty-seven young fledged from nests within the zone (Table 2). One bald eagle mortality was reported in 2005. Relative to recovery population goals set in 1986 (4 breeding pairs; U.S. Fish and Wildlife Service 1986) numbers of nesting eagles in Zone 15 (n = 37) exceeds target numbers by 925% – the greatest margin of any zone in the state (Table 3). Zone 16 – Seven territories were monitored within Zone 16 during 2005, all of which

were occupied (Table 2). No reports were submitted for the 2 nests at Arrowrock Reservoir and so their fate was unknown in 2005. Two new nests were discovered in 2005 in this zone – both of which were along the Boise River; these 2 nests represent the first documentation of eagles nesting along the lower stretches of the Boise River close to the urban centers of Boise, Nampa, and Caldwell. An average of 1.48 young was produced from 5 successful nests (Table 2). No bald eagle mortalities were reported in Zone 16 during 2005. The 7 occupied territories in 2005 represent 140% of the recovery goal for this management zone (Table 3) which extends into eastern Oregon (Figure 2). Zone 17 – Three territories were monitored in Zone 17 in 2005, all of which were occupied, and 2 of which were successful (Table 2). Five young were produced from the 2 successful nests. No bald eagle mortalities were reported in Zone 17 during 2005. The 3 occupied territories in 2005 represent 300% of the recovery population goal for this zone (Table 3). Zone 18 – Sixty-one territories, the most in any zone statewide, were monitored within Zone 18 during 2005 (Whitfield 2005) (Table 2). Three new nests (Sugar City [18IS39], Lundquist Ranch [18IS40], and Spaulding Ranch [18IS41]) were discovered (Table 1) as well as several new alternates for existing territories (see Whitfield 2005 for more details). An average of 1.61 young was produced from 36 successful nests. Fifty-eight young fledged from nests within the zone in 2005 (Table 2). Numerous nestlings were banded in Zone 18 in 2005 for research purposes. Despite the fact that Zone 18 encompasses Yellowstone and Grand Teton National Parks, as well as parts of southern Montana (Figure 2), numbers of nesting pairs of eagles in this zone exceed the recovery population goal within Idaho alone (Table 3). Zone 19 – Five nesting territories were monitored in Zone 19 during 2005, all of which were occupied (Table 2). Three young were fledged from 3 successful nests; the ultimate fate of the Pegram (20I01601) territory could not be determined. No bald eagle mortalities were reported in Zone 19 during 2004. The Lower Narrows (20I01901) territory was reassigned to Zone 19 in this report. The 5 occupied territories in 2005 represent 500% of the recovery population goal for this zone (Table 3). Zone 20 – Eleven territories were monitored in Zone 20 during 2005, 9 of which were occupied (Table 2). One new territory was documented (Table 1). The Kimball (20I00201) territory has been inactive for several years and the nest tree in the Pingree (20I00901) territory has blown down; despite surveys in both territories, new nests have not been found and so both sites have been reclassified as historical in this report. Eleven young were fledged from 5 successful nests for an average of 2.20 young per successful pair. No bald eagle mortalities were reported for Zone 20 in 2005. Although the Pacific region recovery plan set no recovery population goals for eagles in this zone in 1986, 9 breeding pairs existed in Zone 20 in 2005 (Table 3). Zone 37 – The presence of a bald eagle nest in Zone 37 was reported for the first time in recorded history. Apparently this nest has been active for many years, at least since the mid-1990s, and has produced young historically. In approximately 2000, however, 1

of the adult eagles was shot and since then the territory has been occupied early in the year (i.e., January), but never later during the active breeding season. In 2005, 1 adult bird was observed in the vicinity of the nest in January and so this territory was again considered occupied but unsuccessful. The 1 occupied territory in 2005 represents 50% of the recovery population goal for this zone (Table 3). DISCUSSION In 2005, the number of active and occupied bald eagle territories in Idaho increased to 196 and 177, respectively – the highest numbers recorded since reporting began (Table 4). More sites were monitored and more young were produced than in any previous year. Long-term demographic measures indicate that Idaho’s bald eagle population remains stable to increasing (Figures 3 and 4). Recovery population goals have been met or exceeded in most bald eagle management zones, even when excluding numbers of breeding pairs in neighboring states that share the same zone with Idaho; statewide, recovery population goals have been exceeded by 126% (Table 3). As the FWS moves closer to delisting the bald eagle as a federally Threatened species, Idaho’s bald eagle population should continue to grow as suitable but yet unoccupied habitat is colonized by an ever-expanding number of birds. Post-delisting, whenever that may be, continued thorough and systematic surveys of Idaho’s breeding bald eagle population are needed to ensure that population recovery is

adequately monitored. Zone coordinators (see page 6) should compile results of nesting surveys for territories in their regions and then submit reports to Rex Sallabanks, Nongame Wildlife Program, IDFG, P.O. Box 25, Boise ID, 83707 ([email protected]). In order to produce a timely statewide summary, we would appreciate receiving zone reports for the 2006 nesting season by 30 September 2006. It is important to identify bald eagle territories by their territory or nest number, which reflects the zone, territory within the zone, region within the zone, and any alternate nests within the territory. It has become increasingly important to completely document all alternate nests within territories. Results of monitoring for any new nests reported must also be accompanied by a new nest record form, which should include a map clearly indicating the exact location of the new nest. Contact Rex Sallabanks at the Nongame Wildlife Program to obtain the appropriate nest record and survey forms. Electronic submission of reports is preferred.
