Policy Context

● In Europe 80% of the population lives in cities

● 50% of CO2 is produced in cities

● 80% of energy is consumed in cities

Cities are an ideal test bed for innovative

solutions addressing climate change in

particular the three 20% targets for 2020

Policy Context

● Part of the SET-plan Roadmap on Low Carbon Energy Technologies

● 25 to 30 cities at the forefront of the three European targets for 2020

● Main components: buildings, energy networks and transport

● Concrete objectives:-Take up but 5% of EU population of energy efficient Technologies-Reduce 40% of greenhouse gas by 2020-Effective spread across Europe

Policy Context

● Launched at EUSEW on January 2008

● Signatories commit to go beyond the 20% CO2 reduction by 2020

● Each city will develop its own Sustainable Energy Action Plan

● The plan is to be submitted each year for 3 years after adhesion

● Second signatory ceremony 4 May 2010 at the European Parliament

● Number of signatories about 1700 cities

● ICT equipment is itself efficient

● The enabling role of ICT

November 2008 - European response to the financial and economic crisis

On research it launches three Public-Private Partnerships:● Energy-efficient buildings €1 bn● Factories of the future € 1.2 bn● Green Cars € 5 bn

On infrastructure:● Modifies the rules governing the cohesion funds (€ 347 bn for 2007- 2013) to allow support to energy-efficiency in all Member States● Launches trans-European energy interconnections and broadband infrastructure projects (5b€ for2009 – 2010)

● Launched in November 2009

● The signatory Mayors commit to

>Deploy 5 large scale projects before 2015>Decrease ICT direct carbon footprint by 30% by 2020 >Create partnerships on ICT and energy consuming sectors by 2011

● Signatories: Amsterdam, Birmingham, Bologna, Bristol, Genoa, Ghent, The Hague, Helsinki, Lisbon, Malaga, Manchester, Murcia, Nantes, Nice, Porto, Reykjavik, Rijeka, Tallinn, Stockholm, Vienna and Zaragoza.
