Succeeding the eSafety Forum, the iMobility Forum, which now encompasses smart and clean mobility in addition to safety on European roads, held its inaugural iMobility Forum Plenary Meeting on 24-25 October 2011, in Brussels.

On the first day, the Plenary Meeting was opened by Member of the European Parliament Silvia-Adriana Ticău, who introduced Europe’s expectations towards intelligent mobility and the conclusions of this year’s Plenary Meeting. The session started off by developing the new focus and directions undertaken by the iMobility Forum, putting special emphasis on the activities of each of the Forum’s Working Groups by introducing in particular new Working Groups such as the Business Models WG, by re-launching the Digital maps Maps and ICT for Energy and Efficiency WGs and by giving a new focus and work plan to the International Cooperation WG.

The second part of the session was dedicated to the iMobility Observers Group giving an overview on the progress of the Forum Recommendations, in particular in the UK, Romania and the Czech Republic. This represented a good opportunity for Eastern European ITS stakeholders to present the latest developments in their work, as well as to benchmark and share best practices with their peers.

After a half day of fruitful exchanges, the iMobility Forum Plenary Meeting was concluded, giving way to the first iMobility Awards Ceremony. Rewarding excellence in deployment of iMobility systems, the Awards Ceremony was hosted by Ms Ţicău, who introduced to the intelligent mobility community this year’s winners: the Industry and Technology Award 2011 went to BMW, the Policy Award 2011 to City of Helmond, and the National/Local ITS Implementation Award 2011 to TNO.

On 25 October, the second and final session of the 1st iMobility Forum Plenary Meeting opened the way to the mobility of the future with ITS experts sharing their views on where European mobility is headed and how to achieve further innovation, research,

development, deployment and use of ICT based transport systems and services. 9 European ITS projects were presented to the audience, who appreciated the opportunity to share ideas and best practices based on their respective experiences in the different European countries.

• The Plenary Meeting was concluded with a presentation of Horizon 2020 - the Framework Programme for Research and Innovation - and 3 SMART studies commissioned by DG Information Society aimed at providing input to FP8, as well as with a presentation of the highlights of the ITS World Congress 2011 and giving an introduction to next year’s World Congress to be held in Vienna.

iMobility Awards 2011: Rewarding excellence in deployment of iMobility systemOn Monday 24 October, the 1st iMobility Forum Awards were presented to organisations which have been recognised by the ITS community as paving the way to the mobility of the future.

The iMoblity Forum Awards aims to reward excellence in ITS implementation and deployment in Europe. For 3 months, the names of 11 nominees were up for online voting in the following categories: Industry and Technology, Policy, and National/Local ITS Implementation.

After sorting almost 250 votes and on the occasion of the 1st iMobility Forum Plenary Meeting, Member of the European ParliamentSilvia-AdrianaŢicăuintroducedto the intelligent mobility community this year’s winners:

• In the category Industry and Technology Award BMW - represented by Joachim Scholten - were rewarded for their efforts in providing a safe andefficientenvironmentfortheuser,andplaying a key role in accelerating deployment of iMobility systems in Europe

• In the Policy category, a city which was acclaimed by the iMobility community for turning ambitious policy goals into pioneering deployment of cooperative mobility technology in Europe: the City of Helmond – represented by Gert Blom

• Finally, the National/Local ITS Implementation Award went to the Grand Cooperative Driving Challenge – represented by Bastiaan Krosse from TNO - for their contribution to the acceleration of ITS implementation in the Netherlands and beyond

However, there also exists a fourth category of the iMobility Awards, which is not awarded every year, but on special occasions. With the Lifetime Achievement Award, the iMobility Forum wishes to put forward and reward one’s lifetime achievement in the world of ITS. This year, it was awarded to Francisco Ferreira (Principal Scientific Officer, European Commission DG INFSO) for his lifetime dedication to transport and intelligent mobility.

The iMobility Forum Members and iCar Support team wish to warmly congratulate this year’s winnersfortheirsignificantcontributiontotheworld of ITS.

The iMobility Forum, assisted by the iCar Support Secretariat, has been following the progress of the 28 Recommendations proposed by the eSafety Working Group on Road Safety in November 2002. After the completion of the eSafety Support project (September 2009), the eSafety Forum activities support was undertaken by the new EU funded iCar Support project.

An important task of iCar Support was to support the Steering Group and the Working Groups chairs in the review of the 28 iMobility Recommendations in light of:

• the achieved results in the active and concluded Working Groups (WG)

• the new focus of the Forum and the new WGs

• the related on-going activities at European Commission level mainly ITS Action Plan, ELSA, EASYWAY etc.

To support the Forum Steering Group and Working Groups chairs with this review process, iCar Support organised 4 “iMobility Recommendations Review” workshops on 17 June 2010, 13 September 2010, 12 January 2011 and 13 September 2011. All workshops involved the Steering Group Chairs and the Active Working Group Chairs.

The 4th iMobility Forum Recommendations Workshop was held on 13 September 2011, with the aim of specifying the actions needed to bring the Recommendations back on track. Upon the outcomes of the workshop, iCar Support prepared an action table which shows, per recommendation:

• Who - Which stakeholder group will be responsible for implementing the recommendations?

• Related Initiatives - What are the current or past initiatives linked to the recommendations?

• Trafficlights-Whatisthestatusoftherecommendation?

• Actions - What will be the Actions towards implementation of the recommendations?

Thefinal22iMobilityRecommendationswerepresented at the Steering Group meeting that took place on 22 September 2011, together with the actions required to bring these Recommendations back on track. It is important to note that some of these recommendations gave way to the creation of new Working Groups; the following were approved: Business Models WG, Digital Maps WG, Vulnerable Road Users WG, and Legal Issues WG.

Recommendations Workshop: Back on the right track

The iMobility Forum welcomes 4 new Working Groups

TheiMobilityForumWorkingGroupsfocusondomain-specificpriorityareasthatareimportantfortheimplementation of the iMobility Forum Recommendations, in line with the actions brought forward in the Commission Communication.

In the second half of 2011, 4 new iMobility Forum Working Groups were created: Business Models WG, Legal Issues WG, Vulnerable Road Users WG, and Digital Maps WG.

The initial objectives of the Business Models WG are to identify and develop business models for co-mobility services, as well as combinations of co-mobility services. It aims to stimulate the interaction (or harmonisation) via roadmaps between market developments in intelligent infrastructure, in-car systems, and nomadic devices.

The Vulnerable Road Users WG intends to investigate the most suitable safe, smart and clean mobility services and applications for VRUs.

While investigating legal and liability issues related to safe, smart and clean mobility (for example automated driving), the Legal Issues WG objectives also encompass the research of a methodology for riskbenefitassessment,anindustrialandsocietalconsensusonaEuropeanCodeofPracticeandtheestablishment of guidelines to facilitate the market introduction of safe, smart and clean intelligent vehicle systems. Special emphasis shall be put on the ‘privacy by design’ concept, whilst taking into account product liability issues.

Last, but not least, the Digital Maps WG advises and validates the activities leading to the establishment of an independent implementation platform promoting and extending the scope of the validated ROSATTE framework as an enabler for the implementation of priority action 1.2 and 1.3 of the ITS directive.

iMobility Forum Working Group for Clean and Efficient Mobility: Solutions beyond 2020The iMobility Forum Working Group for Clean and EfficientMobility(WG4CEM)meton1September2011 in Brussels, under the chairmanship of CEDR/Rijkswaterstaat DVS (Centre for Transport and Navigation) and FIA – European Bureau. The 18 attendees further discussed the Terms of Reference oftheWGwiththeaimtofine-tuneitsscopeanddefinitions.

The initial objectives of WG4CEM can be summarised as follows:

Whilst WG4CEM contributes to the general objectives of the iMobility Forum, it also aims

to reach consensus amongst its Working Group members on discussed issues and to produce detailed recommendations for the iMobility Forum Steering Group and Plenary.

WG4CEM will identify the expectations regarding cleanandefficientmobilityofITSandtrytoprovide answers to the following questions:

• Doesitinfluencemobility?• Doesitinfluencetrafficflowandtowhat

extent?• Doesisinfluenceatvehiclelevel?• Whataretherevenuesintermsofefficiency?

Other core objectives of WG4CEM encompass following up on a roadmap with permanent updating and consolidation of new results when available, covering both infrastructure and vehicle related applications; providing an overview on related activities to eco-mobility; distinguishing between short, medium, and long term options; discussing and establishing a priority list of activities related to largest saving potential andbenefits;examiningrelevantmeasuresthatcould complement and enhance environmental compatibility of mobility; providing a platform for expert discussion and exchange of information and best-practices; providing input to political discussion and decision-making process; and complying with the targets and the focus points set out in the White Paper Road Map to a Single European Transport Area.

In addition, WG4CEM will look for solutions that are applicable throughout Europe and on integrated European Road Transport Networks, whilst ensuring the implementation of cooperative systems at road infrastructure and/or vehicle level and contributing tocleanerandmoreefficientmobility.

Finally, WG4CEM will identify policy options for roadoperatorsanddefinepossiblepilotprojectsfor road operators, road user organisations and/or industry, to further develop and implement ITSmeasuresforcleanandefficientmobility,aswell as identify indicators for the user acceptance ofITSforcleanandefficientmobilityandsetrecommendations for their mass deployment on the market

During the meeting, it was pointed out that the Working Group should also be able to identify the current state of mobility, the eco-friendly and sustainable future envisioned, and the way to achieve the transition towards this vision: to achieveanefficienttransition,theWGshouldhereto suggest political measures to remove barriers in the short term but also beyond 2020.

The WG4CEMwill organise its work as follows:

• WG4CEM is expected to meet three to four times a year

• The WG will contribute to the setting up of Workshopsrelatedtospecifictopicsoncleanandefficientmobility

• WG4CEM will focus its work on: » Identifying the “state of the art” for each

member country and each sector » Identifying fruitful guidelines for further

Digital Maps Working Group: Advising and Validating the Work of eMaPs

TheDigitalMapsWorkingGroup(DMWG)metforthefirsttimeon28September2011tofurtherdefinetheWorkingGroup’stasksandresponsibilities.Themeetingwasco-chairedbyTrafikverket,NAVTEQB.V.,and TomTom.

DMWG is designed to advise and validate the work of eMaPs. eMaPs WPs represent the content of the work needed to achieve the establishment of the ROSATTE Implementation Platform (RIP): this means work for the constitution of the RIP, as well as promotion of the RIP. DMWG should be dissolved after 18 months, once the RIP has been established.

The objectives of DMWG are to advise and validate the work executed within the eMaPS support action.

It will report to the iMobility Steering Group. As stated in the Terms of Reference:

The iMobility Digital Maps Working Group advises and validates the activities leading to the establishment of an independent implementation platform promoting and extending the scope of the validated ROSATTE framework as an enabler for the implementation of priority action 1.2 and 1.3 of the ITS directive.

In more detail, the objectives are as follows:

• AdviseandvalidatethedefinitionoftheTermsofReferenceandthegovernancestructureoftheROSATTE Implementation Platform

• AdviseandvalidatethedefinitionoftheactionsandrecommendationstobeaddressedbythePlatform leading to a European-wide deployment of road data exchange infrastructure including the maintenance of the data

• Advise and validate on standardisation procedures of the ROSATTE framework;• Adviseandvalidatethedefinitionofthestudiesortechnicalinvestigationsontopicsidentifiedand

endorsed by the iMobility Forum Steering Group• Support in gaining public authorities’ commitment at national, regional and local level through the

signature of a Memorandum of Understanding with the European Member States• Supporttheimplementationplatforminbecominganindependentandfinanciallyviableorganisation

DMWG will work in accordance with a plan of initiatives in line with the contractual obligation of the eMaPS support action: the co-chairs are responsible for managing the plan of initiatives.

DMWG will report regularly coinciding its meetings with those of the iMobility Steering Group, and will present results and recommendations at necessary venues if requested. All reports are considered to be public, if not explicitly stated otherwise by the co-chairs. The Commission may use DMWG results in its internal reporting and the possible reports to the Council and the Parliament.

DMWG is expected to meet four times a year. The 2nd DMWG meeting took place on 30 November 2011. Next meeting is to be scheduled for January 2012.

International Cooperation Working Group: Fostering Tri-Lateral CooperationOn 3 October 2011, the International Cooperation Working Group (ICWG) participants, lead by the chairs EuropeanCommissionandERTICOmetinBrusselswiththeaimoffurtherdefiningtheroleofICWGwithinthe iMobility Forum, whilst paving the way to its establishment as a global forum. According to the WG’s Terms of Reference, which were approved during the meeting, due to market globalisation:

…both the industry and the public sector would benefit from global harmonisation and standardisation of ITS. This is especially true for the cooperative systems which need to be interoperable to enable communication between different vehicles, and the vehicles and the infrastructure. […] Moreover, there is a need for a common understanding at international level of the topics related to market deployment (so-called deployment enablers) for cooperative systems such as business models, liability & privacy, certification and testing and user acceptance.

This is why it was decided that ICWG participants would focus on the following objectives:

• ICWG contribution to the general objectives of the iMobility Forum which aims at safe, smart and clean road mobility using advanced Information and Communication Technologies

• ICWG support to “Inter-Continental” cooperation, enhancing the tri-lateral EU-US-Japan cooperation through increased support to government-industry cooperation of the three regions, and building on this basis extending the cooperation to world-wide fora

• ICWG focus on the global harmonisation and standardisation of Cooperative Systems, extending the current tri-lateral work to a world-wide reach

• ICWG focus on Cooperative Systems and in particular ‘’deployment enablers’’ of the cooperative systems

Next year’s ICWG activities will focus on the following:

ThefirststepwillbetoestablishtheEuropeanGroup(ICWG-Europe);aftertheestablishmentoftheEuropean group, it will inform the US and Japan, and request them to take corresponding action: the tri-lateral EU-US-Japan group (ICWG-trilateral) will consist of representatives of the three governments EC DG INFSO, US-DoT RITA and Road Bureau, MLIT and the ITS organisations. The ICWG-trilateral will remain the core group of international cooperation: it will decide on the geographical extension beyond the EU-US-Japan regions, most notably by inviting Canada, China, India, Brazil, Russia, Australia, Korea and Taiwan to join the forum.

In the 2nd quarter of 2012, ICWG will organise an international cooperation workshop summit based on the analysis report on the SoA of cooperative systems in the different regions of the world.

ICWG will organise its work as follows:

The members of the ICWG-Europe will meet two to three times a year – the meetings will normally take place in Brussels:

• Theinter-continentalICWG-trilateralwillmeetonetotwotimesayear,benefitingfromglobalevents such as the ITS World Congresses (the group may organise workshops and/or sessions focussing on international cooperation at the ITS World Congresses)

Implementation Road Map Working Group: Monitoring Priority System DeploymentOn 13 October 2011, Risto Kulmala (VTT) and Hans-Jürgen Mäurer (DEKRA) co-chaired the Implementation Road Map Working Group (IRMWG) meeting, which focused not only on the updated recommendations of the iMobility Forum, but also on the monitoring of priority system deployment, putting special emphasis on infrastructure-based deployment.

Risto Kulmala (VTT) gave a presentation on EasyWay, highlighting the deployment of RTTI, dynamic trafficmanagement,localdangerwarningsandICTinfrastructureontheEasyWaynetwork.Hemovedon to presenting the deployment of ITS infrastructure now and in the future, based on the project SMART63. One of the main conclusions is that there are clear differences between countries in terms of infrastructure deployment. Countries can hence be grouped in 3 categories: countries with congested mainnetworks,advancedcountrieswithdispersedtraffic,andpoorcountries.HansJürgenMäurer(DEKRA) told the participants about the results covering the equipment of new vehicles in Europe and Germany, based on the German database. Andy Rooke (ERTICO – ITS Europe) carried on with a presentation on the deployment of eCall and other emergency call services, including the status of HeERO and eCall Implementation Platform.

The deployment monitoring possibilities were further discussed by the IRMWG: after investigation, it turns out that getting the data through the ITS Directive national reporting is not yet feasible. However, the IRMWG hopes to get EC DG MOVE’s support on this issue.

It was also highlighted that the iMobility Forum Observers network would be a good support platform to further monitor deployment, and the Observers Group welcomed the initiative.

Finally, 3rd party emergency calls were put in the spotlight as the IRMWG will have to further work on solutions to monitor the deployment of this type of features.

European eCall Implementation Platform ProgressOn 27 October 2011, the 7th meeting of the European eCall Implementation Platform (EeIP) – co-chaired by Juhani Jääskeläinen (EC DG INFSO) and Harry Evers (ITS Niedersaschen) – took place in Brussels. 2 new participants attended the meeting: the Association of European Leasing companies (LEASE Europe) and the International Federation of independent wholesalers and retailers of automotive replacement parts (FIGIEFA).

The meeting was dedicated to:

• Following up on the progress with the regulatory actions; a topic of the highest importance since eCall is based on three different legislations with different time and legal characteristics – the EeIP aims to have eCall implemented in 2015

• DebriefingontheGermaneCallDays,whichweresuccessfullyheldinBerlinon21stand22ndSeptember 2011

• Reporting on the status of standardisation: presentations included the recent Liaison Statement (LS) that ETSI has sent to GSMA (copy to EC and CEN), recommending the use of dual 2G and 3G modules – ETSI also informed that further studies are needed to consider the use of in-band modem in LTE environment;aswellasthestatusoftheeCallstandardsinCEN,mentioningthefinalapprovalofthe standards and the work on end-to-end conformance testing standard

• Reporting on the progress of the EeIP Task Forces (TF): PILO (presentation of HeERO project), PTI (Periodical Technical Inspection), LOC (Location – GSA), EXCH (exchange of experiences) -which presented the results of the eCall study in the Czech Republic and in France-, and SILENT (silent calls) -whose creation was agreed upon during the meeting

• Discussing the progress on ecall and P2W, eCall and aftermarket / nomadic devices, and EU-Russia cooperation on eCall and ERA-GLONASS

The next EeIP meeting will be held in March 2012 under the auspices of the European Commission. On thisoccasionEARSA(EuropeanAssociationofIndependentRepairShops)willjoinEeIPforthefirsttime.

18th ITS World Congress Orlando: ITS strategies and policies to keep the economy moving

The 18th ITS World Congress concluded in Orlando on20Octoberafterfivesuccessfuldays.Thisyear,thousands of attendees from over 60 countries participated in the event, attended the 4 plenary and 282 educational sessions.

On the opening night, Patrick McGowan, World Congress Chair (and President of Telvent North America), warmly welcomed delegates and gave a brief summary of upcoming highlights of the Congress.

The plenary sessions focused on developments of ITS strategies and policies to keep “the economy moving”.

DuringthefirstplenaryAnanthPrasad(Secretary- Florida Department of Transport), John Mica (Chairman of House Transportation and Infrastructure Committee, USA), Zhongze Wu

(Chairman of ITS China), Fotis Karamitsos (Director of DG MOVE, European Commission), and Catharina Elmsäter-Svard (Swedish Minister for Infrastructure) discussed the importance of innovation, political involvement and a strong cooperation between academia, industry and governments for the creation of new business models. It was agreed that all efforts have to be made to bring ITS into deployment.

The second plenary session centred on how to implement ITS policies for economic growth. Robert L. Darbelnet, President and CEO of the American Automobile Association, welcomed delegates and introduced the day’s speakers: Ray LaHood (US Secretary of Transport), Allison Cerra (Vice President of Marketing, Communications and Public Affairs for the Americas, Alcatel-Lucent), Hiroyuki Watanabe (Chairman, ITS Japan), and

Hauke Jürgensen (CEO of Intelligent Transport Systems, Siemens). The panellists addressed major opportunities for ITS in the context of the importance of transport to the economy and the contribution of ITS in safety issues as well as the creation of jobs.

The exhibition area was also very successful; visitors had the opportunity to visit 210 exhibits including the European Pavilion, where international stakeholders met with representatives from ERTICO – ITS Europe, ITS Sweden and ITS Finland.

The Closing Ceremony on 20 October was hosted by Patrick McGowan (World Congress Chair and President of Telvent North America) and William C. Ford (Executive Chairman of Ford Motor Company)

while John Peracchio, International Programme Committee Chair, presented the awards for thebestscientificandtechnicalpapersoftheCongress.Followingtheawards,ReinhardPfliegl(Chair Vienna 2012 Host Organising Committee),

Midori Ito (Senior Director, Tokyo Metropolitan Government), and James Barbaresso (Vice President for ITS at HNTB) introduced the forthcoming ITS World Congresses in Vienna, Tokyo and Detroit.

Finally, following the successful 18th ITS World Congress in Orlando, the

“Passing of the Globe” ceremony took place, whereupon Ingolf Schädler, Deputy Director General Austrian Federal Ministry for Transport, Innovation and Technology, received the globe from the Americas.

The 18th ITS World Congress opened on 16 October 2011, with plenary sessions focussing on developments of ITS strategies and policies to keep

the economy moving.

EC Workshop on Automation: Paving the way to the iMobility Forum Automation WGAn increasingly automated road transport system hasthepotentialtorevolutioniseroadtrafficbysignificantlyimprovingsafetyandenergyefficiency,reducing drivers’ stress and fatigue and decreasing congestions and pollution.

The Workshop on Automation in Road Transport, held by the European Commission DG INFSO on 26 October 2011, aimed to explore and promote the potential of highly automated vehicles and applications for intelligent and sustainable mobility. Diverse topics related to automation suchasurbanmobility,publictransport,trafficmanagement, infrastructure requirements, standardisation, liability, HMI and user acceptance, etc. were discussed. The workshop offered an interesting line-up of speakers, showed innovative ideas and laid out the latest developments and

future plans with regard to automated systems.

The outcome of the Workshop provided advice and guidance for all stakeholders. The need for aroadmapwasidentified:itshallbedevelopedin the framework of the iMobility Forum (pka eSafety Forum). The Workshop built on the results of research projects such as HAVEit and onthefinalreportofSMART2010/64studyonAutomation. It was also suggested that legal issues involve local Ministries of Transport in the future, and that more demonstrations be carried out on automation systems. As a result, the creation of a new WG on Automation, under the umbrella of the iMobility Forum, was highly encouraged. Some of the participants of the Automation workshop also expressed their interest in becoming Members of the WG.

20th International Symposium on Electronics in Transport26/03/2012 - 27/03/2012

Slovenian ITS Association under umbrella of the Electro technical Association of Slovenia will organise the jubilee 20th International Symposium on Electronics in Transport – ISEP which promotes the strategic objective of integrating and strengthening the European Research Area in Slovenia, as well as in the other member States, Accession States and in some nearby countries. The Symposiums’ 2012 theme is “Linking People with ITS”. This theme brings focus to the importance of planning, developing and using innovative trafficinfrastructureandvehiclesinthewaythattheywillcooperatewithdifferenttelematicsapplications especially to provide critical information to existing riders and encourage non-riders to become public transport users.

Transport Research Arena Europe 23/04/2012 - 26/04/2012

The 4th European ‘Transport Research Arena’ (TRA) Conference, will be held in Athens, Greece, 23-26 April 2012, hosted by the Greek Ministry of Infrastructure Transport & Networks and supported by the main transport industry stakeholders in Europe: the Conference of European Directors of Roads (CEDR), the European Commission (EC), the European Road Transport Research Advisory Council (ERTRAC), the European Rail Research Advisory Council (ERRAC), and the European Technology PlatformWaterborne(WATERBORNE).TRA2012seekstoreflectthe multidisciplinary nature of the transport sector and, for this reason, addresses all stakeholders in both the public and private sectors and all professionals, regardless of their roles (researchers, practitioners, designers, constructors, operators, administrators etc.).

European Conference on Human Centred Design for Intelligent Transport Systems14/06/2012 – 15/06/2012

The widespread deployment of in-vehicle driver information systems and the emergence of advanced driver assistance systems are profoundly transforming road transport. Through these Intelligent Transport Systems, a range of services is offered to the driver with the objective of facilitating the driving task and improving travel safety. Nevertheless, these developments raise numerous questions about acceptance and possible effects and their impact on drivers’ behaviour and attitudes. All this encourages Human Centred Design approach, in which ITS are designed according to driver needs and are not driven by technological capabilities. For this reason, the HUMANIST Virtual Centre of Excellence is organising a conference on this topic.
