    CUTTING-EDGE LIBRARY PLANS UNVEILEDDetailed building plans have finally been presented for the new Imperial Beach Li-brary construction project. On Tuesday, June 16th, a comprehensive presentationwas held in the Marina Vista Center. The presentation was led by San Diego CountySupervisor Greg Cox, with Mayor Serge Dedina and other civic leaders in atten-dance. Also present were the projects design and construction team, who madethemselves available to answer questions regarding the new library.

The Pow Wow bythe Sea was by far one of the best eventswe have seen ever. A presentation of cul-ture, celebratory and ceremonial dance andmusic was educational and inspirational.The workmanship of native Americancrafts displayed for sale was amazing. Weadvertised last years event which was can-celled. We apologize for not promoting theevent but, we never received a press re-lease about it. If your group has an event,let us know at least 2 weeks prior and wewill print it.We are gratified to find out that our news-paper has become a voice for the citizens.Our recent story about Pier Plaza Tenantsgetting parking tickets while loading andunloading store supplies has reached ahappy conclusion; just days after publica-tion. While the Port Real Estate person hasyet to respond, Mayor Serge Dedina, CityManager Andy Hall and outgoing PublicSafety Director Tom Clark all went to visitthose affected and immediately resolvedthe problem by issuing special parkingpermits with the City Logo and official sig-natures for their dashboards. How simpleit could have been for the Port to put thisfire out long ago? We are very happy that

    justice has been served for those being needlessly op-pressed and to be able to provide a forum for the un-derdogs to be heard. Our special thanks to the CityOfficials who jumped on this problem and resolved italmost instantly. Do you have a problem or issue youcant get resolved? This paper can be your voice, ifyou tell us about your problem. The City has recentlybeen more receptive to resolving citizen problems asdemonstrated once again by the issuance of parkingpermits for these Port Tenants at Pier Plaza.The Library Project has been approved now and thetemporary library will be at the Boys and Girls Club forprobably the next year. A seamless move is plannedover a weekend.A staff member witnessed an altercation at the beachthis weekend and prevented the arrest of the victim byapproaching the arresting officer and presenting himwith video of the incident. The person who had beenarrested at gunpoint had actually been the victim andthe officer finally released a very grateful tourist. Af-terwards, he stopped our staff member and thankedher for saving him from a night in jail over nothing.This illustrates how anyone in Imperial Beach with acamera in their phone can become an instant reporter.The fireworks are scheduled to happen but at presstime, the group trying to raise the $9000 balance neededstill had not reached their goal. Kick in some change ora few dollars to help keep this event going in the future.The 4th of July Bike Parade promises to be the biggestyet. The fireworks are a GO even if all the moneyhas not been raised by the event time.Coming up later in July will be the Sun and Sea Festi-val. Parade applications have been taken and suppos-edly the parade is full with entries. This year, besidesthe Mayors Breakfast at the event, there will be a newevent. The Mayors swim and paddle around the pier.In true surf culture style, our new Mayor Serge Dedinawill hit the water with others to swim and paddle aroundthe pier. This could likely become a yearly event ifenough people participate.The City Council Meeting for July 1st has been can-celled. A short summer vacation for Mar Vista Stu-dents ends July 27th.     Joe Ukulele comes to the Farmers Market in Im-perial Beach on Fridays. Joe plays the ukuleleand sings. He is a free spirit and his music andsongs make you feel happy. Little children arealso inspired by his music. When I saw Jeziahand his little sister Kaia dancing with Ukulele Joe,I had to take this photo. He inspires so many andhe does this on his own time.     Imperial Beach. After the proper safety fence was installedto protect the public, all hazardous materials were abatedand removed from the site. All usable appliances, cabinetsand windows were removed and recycled for use in otherprojects. The developer was approached by the IB FireDepartment requesting the opportunity to use the structuresfor training purposes, noting that not many circumstancesexist that will allow the fire department to practice escapeand rescue techniques. Three days of training were achieved,with participation of the Imperial Beach, Coronado FD andthe County Fire Dept. The structures were taken apart byhand to maximize the reuse of the lumber. Three truckloadsof lumber were salvaged and will be reused. All pipe, wireand assorted metals were recycled. The concrete will becrushed and used for road base. To date, the work has gonewell with little disruption of traffic, neighbors or tourism.With the anticipation of building a first class destination re-sort, the management realizes that they will be part of thecommunity for a long time and want to start their involve-ment immediately. In response to a call for donations tofund the Fourth of July Fireworks, Imperial Beach Resortoffered to match up to $9,000 dollars of all new donationsuntil the needed amount is raised. Other activities, such asthe Sun and Sea Festival event and local high school andyouth sporting events, are being investigated to see wheretheir property or sponsorship might be of benefit to localgroups or events.I was lucky, to meet Mr. James Knudson, the owners rep-

    resentative on site and take photos of the FireDepartments training and tell him about ourcitys local events. It has been my pleasure totake photos and learn more about the ImperialBeach Resort Hotel. I think they are a GoodNeighbor already by matching our fireworksfund and giving back to our community beforethey are even built! Thisevent was strictly dancing, inter-tribal songs,teachings of different styles in feathers, drumdances and attire of the Native Culture and ways.There are 18 tribes in the San Diego County and

    over a hundred tribes in the state of California alone.Some participants included tribes as far as Alaska that cameoffering Indian feathers. Where they dance, it is consideredsacred ground; since it was all Indian land before; from theChulaVista Bird Estuary to the Seacoast.The Pow-wow by the Sea was a unique event on the first dayof summer and Fathers Day. We also had unique offeringsfor kids to experience a real community friendly event.The drum beats attracts the Dolphins. The Dolphins feel thebeat of the drum and come close to shore.     A Dollar for Dollar match for Funding July 4th Fireworks.

    Thanks to a grassroots city-wide effort, last years Bring Back the Boom fundraisingcampaign was a success. In just over a month we raised nearly $18,000 to secure 4th ofJuly Fireworks in Imperial Beach. It was hard work, but worth every minute to see nearly70,000 people gather along IBs beachfront to celebrate the Fourth.

    This year, were extremely thankful for The Port of San Diegos substantial donation.However, their donation only covers half of the $50,000 needed for fireworks. I HEARTIB and the Imperial Beach Chamber of Commerce have committed to help raise thefunds to cover the remaining costs.

    Independence Day is less than two weeks away and were still short of our goal. How-ever, the owners of Imperial Beach Resort have generously offered to match,dollar-for-dollar, all donations (up to $9,000) collected from now until July4th. Imperial Beach Resort understands the value in being a good neighbor and wantsthe community to know they look forward to supporting more events in the future.

    4th of July fireworks is a time honored tradition in Imperial Beach and last year provedIB residents and local businesses love and support this event. Its with this in mind that weask for your financial support in order to Preserve Our Fireworks in Imperial Beach foranother year.

    Clearly evident was the broad scope and ambi-tious nature of the project that was presented tothe general public that evening.The new facility, which is being funded by boththe City of Imperial Beach and the County of SanDiego, has been designed to be one of the firstZero Net Energy (ZNE) sites in the United States,meaning that every kilowatt used by the buildingwill be produced on-site. Essentially, the library isdesigned to run on renewable energy generatedby the facility itself.The flat parts of the roof will also feature solarpanels designed to produce direct-current elec-tricity for the library. In addition to that, the de-signers plan on installing low-flow fixtures, as wellas planting native plants with a drip-irrigation sys-tem to conserve water.The venture hopes to be designated a LEED GoldStandard Building, which is a label awarded bythe U.S. Green Building Council when a facilitydisplays, leadership in energy and environmentaldesign standards.As for the design of the building itself, architectJeff Katz says that he was inspired by the sea-shore. He began with the roof, which is curvedand designed to resemble a breaking wave. He alsoincluded a boardwalk, which will run from thelibrary and Veterans Park all the way to 8th Street.The design draws you through the building, much

    Wellness Day was first celebrated in 2012. Global Wellness Daywas established in Turkey as the first day dedicated to livingwell, and has now been accepted world-wide. Pier South Re-sort in Imperial Beach is now one of those locations. All of uswould like to be healthier, to look better, and to live well bothphysically and spiritually. Living well is almost the entire worldsshared dream and a large part of the Imperial Beach culture. Aseverything that is precious to us has been honored with a spe-cial day, why is it that we dont have a special global day dedi-cated to the only thing which is really valuable to all of us, thatis, living well? We can now answer this question by saying itnow exists. This special day is called Global Wellness Day.With the slogan One day can change your whole life, PierSouth and the Imperial Beach participants celebrated GlobalWellness Day on Saturday, June 13th with a bang. This will beits 4th year and it will be held on the 2nd Saturday of June everyyear as an international day dedicated to living well. GlobalWellness Day is an entirely not-for-profit day, a social projectcreated by volunteers dedicated to living well. The purpose ofGlobal Wellness Day is to ask the question, even if for just oneday, How can I live a healthier and better life?, to direct thethoughts of both individuals and society towards living welland to raise awareness. Participants at Pier South Resort didjust that. They enjoyed a day full of FREE activities. Everythingfrom tai chi, meditation, yoga, cross fit, beach boot camp andworkout of the day classes were offered to massages andnutrition classes. Attendees enjoyed music and yoga from IBYoga pool side. The event was full of nutrition and health andwellness displays that were interactive to participants, they alsooffered a variety of classes. Global Wellness Day was a suc-cess and the Pier South Resort looks forward to an even biggerand better one next year!     HAPPY ENDING FOR PORT TENANTS ATTHE PIERLast week, this publication reported that the businesses located at Portwood Pier Plaza believed thatthey were experiencing harassment by the local Sheriffs Department, who would regularly issuecitations for using the adjoining alley as a spot to temporarily park their vehicles for the purposes ofloading and unloading supplies for their businesses.Their primary complaint was that other parties, such as civic maintenance crews and Farmers MarketVendors were using the same spot with impunity, which made the residing small-business owners feeltargeted.We are now happy to report that, shortly after running the story in the previous issue of I.B. LocalNews, direct action has been taken by the city to rectify the situation.Mayor Serge Dedina, City Manager Andy Hall and Public Safety Director Tom Clark addressed theissue personally, issuing the residents designated parking passes, as well as offering to look into theparking citations.We would like to thank Mayor Dedina for his assistance, said a grateful Marc Desmas, proprietor ofPar Amor.     RUTA MADRA FILMED INIMPERIAL BEACH

    Film Makers choose Imperial Beach to start their Epic Jour-ney. The film Ruta Madre Mother of all Road Trips wasfilmed in Imperial Beach last week. Producers were here forabout a week and used three separate filming locations for themovie. They began at Rema Park, then did a day of beach film-ing and finished at the Portwood Pier Plazas iconic Surfhenge.The movie is about a group of friends on a journey; the motherof all journeys; appropriately so it is begins in our little beachtown. The movie will be available on Netflix next year and atupcoming film festivals. - Jeannette Shambaugh

The childrens section will house anold time Woody station wagon, reminiscent of theclassic mid-century surf era.Just off the sprawling courtyard, the developers willalso construct a small bookstore for the Friends ofthe Library, in which books will be offered for saleto the public. There will also be ample meeting spacefor civic organizations such as the Imperial BeachWomans Club, which has an official agreement withthe city to use the library as a sort of base of opera-tions.Aside from its energy-saving features, the new li-brary is designed to be almost three-times as largeas the old facility. Upgrading the total square foot-age from 5,000 feet to a more comfortable 14,000square feet.The current library is scheduled for demolition andland-grading in October of this year, but ImperialBeach Library staff have assured residents that,throughout the construction process, the library sys-tem will still function. Plans have been made totransfer a large portion of library materials to theBoys and Girls Club, which has graciously agreedto make part of their facility available.The new library is slated for completion by late sum-mer of 2016. - By Jordan Jacobo

    VENDORS AND ARTISANS SOUGHT FOR THE SUN & SEA FESTIVALSun & Sea Festival Organizers Want Specialty Booths for Saturday, July 18

    Sun & Sea Festival organizers are seeking food and small business vendors as well as artisans to sellhandmade items at the one-day, family-friendly and no alcohol event. Smaller, handmade items orspecialty booths are the ideal fit for this type of event which also features a Farmers Market andInternational food booths. This is the second year as the Sun & Sea Festival which starts at Pier Plazaand runs north along Seacoast Drive to Dunes Park.

    We are interested in the Sun & Sea festival becoming a fun family event and to offer a broad varietyof unique and quality of items that attracts all ages, said Shirley Nakawatase, event co-chair.

    Food booths or food trucks with vendors whose dishes are authentic and nutritious serving qualityfood such as lobster rolls or international flavors are a good fit for the festival. According to Kim Paris,vendor chairperson, We like the idea of healthy, family alternatives versus everything fried as adver-tised at other fairs and we will maintain a balance of vendors to avoid selling too much of the same typeof food.

    Artisans who make their own crafts produce one-of-a-kind items are also attractive to festival organiz-ers. The handmade Artisan booths will also be scattered around the festival area and kept in balance sothat the handmade items being sold will not be competing with. Children-specific items should beidentified as there is a specific childrens area called the Nathans Famous Kidzone.

    The application for vendors is available online at the Sun & Sea Festival website. The online applica-tion can be submitted online or there is a PDF document available to print which can be filled out andmail through the U.S. Post office. The one-day fee for food Vendors/Trucks is $675. The ArtisanBooths selling handmade items pay $155 to sell at the festival.

    On Sunday, June 28th from noon- 2pm, thecommunity is invited to a free Picnic and Re-source Faire at the IB United Methodist Church(455 Palm Avenue). The event is sponsoredby IB Community Harvest which is a commu-nity collaborative group dedicated to end hun-ger in Imperial Beach.Everyone attending is encouraged to bring fooddonations. Needed food includes spaghetti,pasta sauce, canned meats, soup, canned fruit& vegetables, rice, beans and cake mix. Alldonated food will be distributed through the IBUnited Methodist Churchs weekly food pan-try to those in need. Currently, the churchsfood pantry is open on Tuesdays from 9am-noon; however, beginning July 14, the pantrywill be open on Tuesdays and Thursday from9am-11am.Besides a free picnic lunch on June 28th, indi-viduals will be able to learn about other com-munity groups who will be present at the eventsuch as Habitat for Humanity, IB Boys & GirlsClub, IB Health Clinic, Camp Surf, Sheriff andFire Departments, American Cancer Societyand the IB United Methodist Church.Parking at the church is limited, so the publicis encouraged to park on surrounding streets.The event will be held in the back playgroundarea of the church property.The IB Community Harvest is a subcommitteeof the IB Collaborative and is made up of indi-viduals representing the IB Health Clinic,

    L O C A L S A I D T O U R I S TOn the afternoon of Sunday, June 21st, a black male was assaulted in the alleyjust behind The Plank bar. The altercation began after the man accused aHispanic male of damaging his vehicle. The man, who bystanders claim wasadorned with gang-affiliated tattoos, quickly became enraged and began to yellat his accuser, spouting insults and racial slurs. He then proceeded to throwbricks, rocks and debris at the man, and swung a pipe at him.Shortly thereafter, a deputy from the sheriffs department arrived on the scene.Though the attacker had long since fled, the officer proceeded to draw hisweapon and ordered the victim to get on his knees in order to search him.Despite the protests of bystanders and witnesses, all of whom attested to themans innocence, the officer proceeded to arrest the assault victim.It was then that a staff member from I.B. Local News, who happened to havebeen in the crowd, came forward and informed the officer that she had takenpictures of the altercation. At first, the deputy was dismissive, refusing to viewthe photos. It wasnt until our staff member informed him that she was withthe local press that the officer agreed to view the images.Over the next couple hours, those who had witnessed the assault also offeredtheir testimony, and the victim was eventually allowed to go free.

Councilman Spriggs asked that theitem be pulled because there was a discrepancy between the amount ofthe authorization and the variation that might set a not so good newprecident by allowing the measure to be adopted as it was written.Possible wage increases and prevailing wages could affect the futurecosts of the program. Handicapped people get paid a % of their abilityto do the full $10 per hour job.based on their ability to do the job wellaccording to Public Works Director Levine. If the prevailing wage orminimum wage were to go up the program could increase in cost to$38,000. Spriggs noted that if wages go up there are a multitude ofitems the City will have to deal with and they will all have to be dealtwith together at that time but, not individually ahead of time based onspeculation of what those cost increases might be. He felt that an 8.6%overage approval ahead of time might not be of great consequence in a$35,000 contract but, an 8.6% disparity in a larger contract ahead oftime would be a significant amount of money! He did not want to starta precedent for funding future needs before they are proven needed. (Ihope I have explain the principles and point Councilman Spriggs wastrying to make fairly.     RELINQUISHED CALTRANS PARCELS

    We will be hosting a public meeting regarding the Airport Land Use Compatibility Plan(ALUCP) developed by our agency for Naval Outlaying Landing Field (NOLF) ImperialBeach. The San Diego County Regional Airport Authority (SDCRAA) functions as theAirport Land Use Commission (ALUC) for the county of San Diego. Each county inCalifornia (with a few exemptions) has an ALUC as provided for by State statute. EachALUC is responsible for preparing and implementing an ALUCP for each military andpublic-use airport within its county, of which there are 16 in the county of San Diego. Thepurpose of an ALUCP is to protect the airport from encroachment by incompatible landuses and to protect the public within the airport vicinity by establishing airport compatibilitystandards for a variety of land uses. Affected agencies such as cities and school districtsare then required to incorporate the ALUCP into their zoning and general/master plan-ningor overrule the ALUCP in whole or in part. Since SDCRAA assumed the ALUCresponsibility in 2003 (previously held by SANDAG), ALUCPs have been completed for14 of the 16 military and public-use airports in the county; only NOLF Imperial Beach andNaval Air Station (NAS) North Island remain as airports for which ALUCPs need to beadopted.

    CHAMBER STATEMENTOn February 10, 2015, a member of the Imperial BeachChamber of Commerce (IBCOC) Board of Directors madean unauthorized withdrawal from the IBCOC bank account.A portion of these funds have been returned but $19,500remains outstanding. The Board of Directors continues towork with Chase Bank to recover these funds and to pre-vent future incidents of this nature. Since this is an ongo-ing investigation through the San Diego County SheriffsDepartment through their Central Investigations Division,Financial Crimes Investigations, we cannot release anyfurther information. The Imperial Beach Chamber ofCommerce continues to operate as normal and remainsopen for business.

    NEW DISPENSARY SHUT DOWN

    A new Medical Marijuana Dispensary recently opened in South San Diego just east of Impe-rial Beach on Palm Avenue. A court order taped to the front of the business states that aTemporary Restraining Order was placed on the Dispensary by the County of San Diego inan Ex-Parte action on May 28th.Nobody appeared at the Ex-Parte hearing on behalf of the dispensary and a default judgmentwas rendered. Ex-Parte Hearings are on short notice and do not require the same standard ofservice. A phone call the day before can be accepted as legal service versus the normalmethod of being handed a summons personally to appear.This is just another in a series of shut downs by the District Attorneys Office of MedicalMarijuana Dispensaries in the County.While Medical Marijuana has been mandated by the voters in the State, it appears that theDistrict Attorney and the Federal Government have different ideas on this subject.Grandma is sick and needs her medicine.
