The rosters filled up quickly with over 70 groms in 12 Divisions jumping into the waves to compete for the 6th Annual Katy’s Endless Summer Surf Competition. For the first time, the contest was held in August not Sep- tember or October and the weather did not disappoint. “This year it will be bikinis and board shorts. I want to worry about sunscreen not beanies,” said Katy Fallon, the co-creator of the contest with Manny Vargas. Katy and Vargas had the idea of a surfing contest for kids 16 and younger while out surfing one day. MID-AIR PLANE CRASH RAISES CONCERNS Just before noon on August 16th, two small planes headed toward Brown Field collided in midair. The wreck left five people dead and ignited brush fires in a field not far from the Municipal Airport. While the Federal Aviation Administration (FAA) and National Trans- portation Safety Board (NTSB) are still investigating the cause of the crash, many locals have since expressed concern over the inci- dent, and the likelihood of it happening again. “It was just dumb luck that they went down in a field,” said Brad Tyce, a longtime Imperial Beach resident. “It could have just as well happened over one of our homes or the schools.” Just weeks before the accident, many south county residents had expressed concerns over what they perceived as reckless flying on the part of private plane owners. Well I tried to take a week off for vacation but, never adull moment in the newspaper business. I did enjoy myflight back east however, I was deeply disturbed by thehundreds of miles of fouled and muddied rivers causedby a mine cleanup project in Colorado a couple weeksago. The devastation is visible from the air for quite sometime. One has to wonder how much wildlife was killedby the contaminants in that water that blew out fromthat Colorado Mine?A two day drive from the Great Lakes to the Gulf ofMexico was a beautiful green cruise with gas prices aslow as $2.04 in southern Alabama! $2.26 on the FloridaGulf Coast. How much is it in I.B. this week?Several issues ago, we wrote about the B.I.D. and it’sChairperson Christine LaPausky’s zeal to purchase surf-board shaped bike racks. It’s been reported to this news-paper that Ms. LaPausky has officially resigned her du-ties as Chairperson of the Business Improvement Dis-trict or B.I.D. No announcement about a possible re-placement or election has been made yet. It is still un-clear whether Ms. LaPausky will purchase the bike racksfor her own personal use or not.A ribbon cutting for a sidewalk project took place lastweek on Delaware. This particular sidewalk project took11 years to complete! Not sure if taking that long reallydeserves an award or not but, it did get completed fi-

nally. A neighbor who had lived there since1970 got to cut the ribbon. The dirtpile at9th and Palm remains a dusty eyesorethrough yet another summer.Dear Friend Jan Sarkisian passed away re-cently. She and her husband Haig lived onCitrus for over 30 years supporting one can-didate for council after another in hopes thatsomeday they would get sidewalks. They

were convinced Gary Brown would getthem done. They are both gone now andnever got their sidewalks.A reunion of Navy Seals took place thislast weekend and a famous movie starmingled with locals at the Ye Olde PlankInn and posed for photos with many.You just never know who you mightrun into in I.B.

Our Mayor has been very active attending events allover the City. Because of the expansion of programs inconjunction with the Boys and Girls Club and SportsPark, our Mayor recently participated in a Zumba Class!We’re still trying to get photos of that to publish. If thecitizens of Imperial Beach are doing something; thechances are pretty good that Mayor Dedina will be do-ing it with them or at least stopping by. Mayor SergeDedina continues to demonstrate leadership and trans-parency never seen in this City previously. Along withCity Staff, they have opened a new page in ImperialBeach History and setting an example that other southbay communities would do well to follow.It’s the Perfect Storm right now at City Hall. We have aCity Manager and Mayor that are “Problem Solvers”and four Council Members that are now listening to thepublic. Thanks to the many folks who came out overthe YMCA/Sports Park Debacle and now see the re-sults. The public now sees that there is strength in num-bers. Even after a recent vote on a development project,the citizens proved that they still have power over electedofficial decisions and were able to gain considerableadditional concessions regarding a project that had beenpreviously considered a “done deal”. Public Speakerssuggested that the City reconsider it’s decision not tore-establish a Planning Commission. Over 20 speakersslips handed in that supported changes to the plans ofthe Lighthouse Project and almost all took issue withthe process and how I.B.’s General Plan and Codes arenot being enforced as they relate to new developments.The Parking Issues remain yet unresolved.When we first started this newspaper, we gave awaysome free advertising as a promotion. One particularbusiness thinks that we owe them free advertising andrecently refused to allow us to continue to place ournewspapers in their establishment unless, we first gavethem more free advertising. Our newspaper is not avail-able now at one location you might frequent for break-fast because we won’t give them free advertising.As I tried to explain, our newspaper could be an assetto their business as many people like to read the localnewspaper with coffee or breakfast. If you frequentthis establishment and our newspapers are not there,we encourage you to bring your own copy and makesure to tell them how much you enjoy reading it whenyou come there to eat breakfast.This newspaper has been an experiment in communityjournalism. We believe that we have demonstrated aneed for a local newspaper that is not owned and oper-ated by the politically powerful and allows the public agreater voice in local affairs. We believe that the news-paper has become more popular with a wider group ofpeople including visitors who come from other cities.Thank you for your readership and support.

CHILD PREDATOR WARNING FOR I.B. PARENTSLocal parents were horrified last week after receiving an urgent messagefrom the South Bay Union School District warning of a suspicious manthat had approached various students in Imperial Beach.According to Sheriff’s Department officials, a group of students wereapproached after school by a man holding a clipboard who asked them tosign up for a program offering extra-credit. If they did, they would havea chance at earning a free iPad.One of the kids approached was a Mar Vista High School student, and theother a much younger child from a local elementary school.The South Bay Union School District has since stated that the unknownman was not at all affiliated with the district, nor any known after-schoolprogram. Upon learning of the encounter, district officials notified policeand sent out a series of recorded telephone messages to local parents,warning them of the incident and asking that they take all necessary pre-cautions.Online resources such as I.B. Neighborhood Watch.The stranger has been described as a white male, aged 35-45, with asemi-muscular build, crooked teeth and long black hair set in a ponytail.Anyone with information concerning this ongoing investigation is urgedto contact the San Diego County Sheriff’s Department at (858) 565-5200or San Diego County Crime Stoppers at (888) 580-8477. - Jordan Jacobo

L O CA L L I TT L E LE A GU E C H A MPIO N SLast Tuesday night, the Sweetwater Valley Little League team moved up the ranks in the LittleLeague World Series Play-Off’s. The team defeated Bowling Green East, a little league teamfrom south-western Kentucky, by a score of 11-3.The victory was made possible by heavy hitters such as Antonio Andrade, Dante Schmid andLevi Hernandez, who’ efforts greatly helped the team move into the semi-finals.While San Diegan’s from all parts of the county are firmly behind the team, those of us in thesouth bay are especially excited to see our boys make it this far.“Everything is about to change for these guys,” says Kiko Garcia, a south bay local andformer pitcher for the Chula Vista Park View Little League. In 2009, his team went on to winthe 63rd Little League World Series in a stunning, 6-3 victory over their opponents fromTaoyuan, Taiwan.“Winning opens a lot of doors for you and your teammates,” said Garcia. Shortly after theirvictory, his team was invited to the White House to meet with President Barak Obama, as wellas a special guest appearance on the Tonight Show.Regardless of how the Sweetwater Valley Little League Team does in the coming days, thepeople of San Diego are proud of how far they’ve come. - Jordan Jacobo

Mar Vista scrimmaged Chula Vista High School on 8/21 on all three levels (Freshman, JV andVarsity). It was a chance for kids to showcase their improvement under live fire against anopponent. The team had a solid showing with good effort and hustle. There are things thatwe need to work on (improving technique, learning assignments) but the coaching staff wasgenerally please with the overall outcome (there was no score kept). A couple of standoutsplays included an interception by Alfredo Ramirez (Jr.), a touchdown pass from Jake Borst(Sophomore QB/LB) to Cleveland Camper (Senior WR/DB). Michael Wilson (Junior QB/DB)had a solid game completing four passes and rushing for 20 yards.The first home game is this Friday (8/28) against San Diego High School. Homecoming (andSenior Night) is October 30th against Hilltop. Also, we have a fundraiser at Boll Weevil(Saturn & Palm) this Saturday 8/29 from 3PM-10PM. 25% of the sales (food and bever-ages) will go towards Mar Vista Football. All you have to do is show up. Katy’s idea for the contest was tohave a free grass root competition for the younger kids.She has many wonderful memories of taking her ownson Joey and his best friend surfing. Joey had manysurfers to look up to and that’s what she wanted to cre-ate for the younger generation of groms in IB. Althoughit is a free and grassroots competition, they have lockedin some big name sponsors like Oakley and Nixon andmany local ones like Surf Hut, Brad Bender with NaturalSelection, and TNT. Three participants walked away withbrand new custom boards. “My sponsors are incredibleand generous,” she said. The surf was incredible and itwas run just like a pro contest. The groms hit the waterand shredded it out for the title. It was hours of endlesssummer fun. Since the first year, local artist GregBroadfoot has been making the wooden trophies. Thisyears had a beautiful hand painted wave with the yearand name of the contest on them. The contest had twojudges’ tables with three judges each. Participants alsoenjoyed a lunch sponsored by Katy after the contest be-hind the café. Groms got trophies for sportsmanshipand etiquette as well as performance. It was a day filledwith family filled fun in the waves and some of IB’s bestup and coming surfers. Congratulations to all of the gromswho got out there and gave it their best! -Jeannette Shambaugh

John Harvard Academy alsooffers an ACT preparatory and college applica-tion program. The new partnership allows stu-dents to receive both academic enrichment fromJohn Harvard Academy and extra-curricular ac-tivities from the Boys & Girls Clubs. JohnHarvard Academy not only serves the Boys &Girls Clubs, but also the community of ImperialBeach; in which, many local residents have ex-pressed genuine interest and welcome the pro-gram into the community.

At 9 am, kids started fishing their hearts out anddidn’t quit until 11 when the buzzer went off. Itwas a race to see who could catch the biggest,funniest, smallest or ugliest fish. Volunteers fromImperial Beach South Bay Kiwanis were on handwalking up and down the pier assisting kids in anyway possible. The MVHS Key Club was there tojudge and mark all catches. Ily Alfred was doingface painting and shirt signing. IB Posse createdone of their famous sandcastles and the IB Life-guards, WILDCOAST and IB Girl Scout Troop5912 were also on hand volunteering and educat-ing participants. Such a successful event would not be possiblewithout the many donations and sponsors. Thisyear’s sponsors did not disappoint. Prizes rangedfrom a free year at the Boys and Girls Club, fish-ing gift baskets to 4 passes to Sea World!!! Everychild left a winner. WAYNE CARR CELEBRATED CENTENNIAL BIRTHDAYThursday, August 20, 2015, Wayne Carr celebrated his 100th Birthday! Friends, Family, Veter-ans and local dignitaries gathered at the Fleet Reserve Association #289 to celebrate 100 years oflife with Wayne. It was all a surprise to him as his daughter along with friends of Wayne, put theparty together with everything from local news crews to the I Love Wayne t-shirts, it truly wasa magical day. Wayne has had a very long and happy life. He was married to the love of his lifeBelle for many years and had 3 lovely children. He joined the Navy at a very young age in 1934and proudly served 35 years of diligent and impeccable service. In that time, he traveled theworld and lived throughout some of our countries most amazing historical times. He truly lovedserving his country and enjoyed all aspects of his service career. Mayor Serge Dedina came tothe party to hand deliver a certificate from the City of Imperial Beach. Carr also received lettersfrom the Secretary of the Navy and President Obama as well as a Special Commendation fromSupervisor Greg Cox thanking him for his years of service and proclaiming that August 20thwill always be known as Wayne Carr Day! These notes are only a synopsis and some observations of the August 19thCouncil Meeting. If you are interested in any of these subjects we encourageyou to view the entire video or read the agenda package or minutes.Pledge was lead by local honor student Janet Figueroa, a 6th grade student atNicoloff School.Two Public Speakers Addressed City Council. One was a Code Complianceperson from an unstated municipality and the other speaker was former Im-perial Beach Code Officer David Garcias representing the Public Employee’sUnion. In what seemed to be a conciliatory statement, Garcias commentedthat the negotiations regarding the Public Employee’s Union had been heatedand difficult but, he was asking Council to Approve the new Contract.

COUNCIL REPORTS OF EVENTS ATTENDED BY COUNCIL MEMBERS

2.1-2.3 CONSENT CALENDAR APPROVED (Spriggs Absent)

4.1 Was a Public Hearing to authorize an Abatement Order for 741 HickoryCourt. Another property scheduled for the same kind of hearing was can-celled after the property owner made direct contact with Code Complianceand worked out an agreement to resolve the outstanding issues of debris andjunk cars on the property. An attorney appeared on behalf of the owners/residents of 741 Hickory and pleaded for more time to come into compli-ance. Jack Holden presented the report to Council about how many yearsthis has been going on at the same property. His Compliance Officer said thatthe residence has not had trash service since she has worked for the City andneighbors had seen cats entering and leaving the property from a hole in theroof. The attorney was able to buy time and granted a continuance till thesecond Council Meeting in September to resolve the outstanding issues or anabatement order would be issued by City Council at that time. City AttorneyJennifer Lyons let another attorney advise Council as she has had previousinvolvement with the case.

5.1 This was the Bi-Annual Investments report by Chandler Assets. A synop-sis of the City’s approximately $35 million in assets was given. For moredetails, please consult the staff report or watch the video.5.2 Appointments to Fill empty positions on the Design Review Board andTidelands Advisory Committee. DRC appointments are Peter Smith, DantePentantum, Ila Bran Cummings. TAC Appointments John Hill, Mary Doyleand Bruce Roberts. (Apologies for any names mis-spelled). Council talkedabout new procedures for interviewing applicants and a more transparentprocess than in previous years in their selection.5.3 Finalizing Sports Park Funding Agreement. The $50,000 grant to con-tinue operations of the Sports Park was officially given to the Boys and GirlsClub along with clarification of hours for the Skate Park, Boys and Girls Cluband other recreational programs.5.4 This was probably the most interesting item on the agenda. This agendaitem dealt with a previous agenda item we have written about at 951 SeacoastDrive (also called The Lighthouse Project). In our last paper, we wrote thatmany neighbors had been excluded from the process and were not givenadequate time to rebut the plans. Since that publication, an Appeal was filedby Michael Carey and Anna Shapiro along with about 50 signatures of sup-port from neighbors. What resulted is a most amazing demonstration of de-mocracy and transparency in motion.A series of meetings involving the Applicant, the Neighboring Residents andCity Staff were held. The Applicant agreed to make some modifications tothe plans if the Appeal were to be dropped. Among the concessions wereelimination of the roof deck and stairwells which would lower the overallheight from 44 feet to 35 feet. A setback on Elder will move back a couplefeet creating a much wider sidewalk. In addition, setbacks on the 2nd and3rd floor and corner setbacks will allow improved views for neighbors whowould have their ocean views blocked otherwise.These meetings and these agreements represents a new spirit of transpar-ency for City Hall and underscores that this new administration wants to getthings right. Without the cooperation of the applicant to compromise, thissituation could have become ugly, long and costly. It appears now that withthe exception of the Parking Element, all sides are pretty much in agreementthat the project can move ahead. There was also a commitment to take acloser look at the General Plan in regards to future development projects andthat variances should be limited or eliminated in future projects.

5.5 Was in regards to proposed bike lanes on 13th Street and putting theproject out to bid.If you wish to know more about this meeting, the video is available on theCity’s website and on Youtube.

The Challenge is to build a self containedand portable device that can purify sea wa-ter into potable drinking water. Deviceshould have the capacity to exceed the wa-ter requirements or water footprint of thecontestants. We are also seeking sponsors,mentors, parents and teachers to collabo-rate as teams or to make entries as well.Imperial Beach has the ability to become

fresh water independent in the middle of a drought. Let’s see what the community can come upwith in the way of innovation and practical application of simple , self contained technology?Want to take the challenge? How about making it a Science Project at Mar Vista and goingpublic with some prize money for the winners of the most innovative and practical devices? Wecan set up a public demonstration and have judging of the winners at another public event thisfall. Here’s some ideas to get you started.

On Thursday, August 27th, the Imperial BeachChamber of Commerce Networking Breakfast tookplace at the usual Dempsey Holder Center. ArnieGarcia from San Diego Gas and Electric announcedresidential and small business programs.We also had a Maritime Liaison Agent of the U.S.Border Patrol talk about human and drug traffick-ing in our area and other criminal maritime activi-ties.Mayor Serge Dedina made a few announcementsregarding the several upcoming fall events in Im-perial Beach. Our community has many plans andthis is a great way to stay in touch with the upcom-ing events.

AFTER 11 YEARS TO COMPLETE, A RIBBON CUTTING FOR ASIDEWALK PROJECTTOOK PLACE LAST WEEK ON DELAWARE

LOCAL MOMTREPENEURS COLLABORATEOn August 24, 2015, Fit4Mom (formerly Stroller Strides) celebrated their 14th anni-versary. As local franchise owners of the fitness company for moms in every stageof motherhood, Ashlee Lyman and Julie Anstedt held a wonderful anniversary partyfor all their Fit moms! They enlisted the help of other local businesses, includingSilver Strand Spine & Sport to offer free massages for their mothers, gathered localdonations for a spectacular raffle, had an awesome playdate after fitness class com-plete with healthy snacks at Dunes Park. They also enlisted the help of other localmomtrepeneurs Jennifer Bellis & Amber Olsen, who own Amber Jade Mobile CraftClasses, to host a craft class for their anniversary party. The moms and kids weretreated to painted sand dollar plaques, and the children got to paint their own locallygathered Imperial Beach sand dollars, mount them on a reclaimed wood plaque thatthey could take home and commemorate the celebration! A wonderful example oflocal businesses helping each other out and keeping things in IB!
