i. The detailed R&R plan for people from whom the land is acquired and the details of local

people deriving their livelihood from the lease area

The proposed mining lease area of 377.68 ha consists of 347.983 ha of Patta Land and

29.692 ha of Government Land and the Patta Land constitutes 92 % of the total proposed

mining lease area. The total land owners involved are 332. The R & R Plan for the land

owners is enclosed herewith as Appendix 1a.

The proposed mining area is having lots of outcrop of Limestone. The photographs

showing the outcrop of limestone are given in Appendix 1b. These clearly confirms that no

activity is being carried out at present by any of the land owners in the proposed mine

lease area.

ii. The CGWA approval for intersecting the ground water table and drawl of 120 kld of

water to be used for carrying out mining operations need to be submitted.

Application for ground water drawl for the Plant and the Mine has been submitted to

Central Ground Water Board (CGWB), Hyderabad on 20th Jan 2104. A copy of the same

is enclosed as Appendix 2a

Queries raised by the CGWB vide letter F.No 1/CGWA/Perm/SR/2013‐14/274 dated

14th Feb 2014 have been clarified through our letter Chettinad Cement/ Dachepalli/

CGWB‐Hyd /2014 dated 15th Apr 2014. A copy of the same is enclosed as Appendix 2b

Queries raised by the CGWB vide letter F.No 1/CGWA/Perm/SR/2013‐14/774 dated 6th

May 2014 have been clarified through our letter Chettinad Cement/ Dachepalli/

CGWB‐Hyd / 2014 dated 27th Jun 2014. A copy of the same is enclosed as Appendix 2c

The proposal recommended by the CGWB, Hyderabad to the Central Ground Water

Authority,(CGWA), New Delhi is under process

Appendix 1a

Rehabilitation & Resettlement Plan for Land Owners

The proposed mining lease area of 377.68 ha consists of 347.983 ha of Patta Land and 29.692 ha of

Government Land and the Patta Land constitutes 92 % of the total proposed mining lease area.The

total land owners involved are 332 (Pedagarlapadu Village :197 & in Kesanupalli Village: 135). The

details of extent of land given by each land owner , Government Guideline Rate & Government

Guideline Value and the CCCL Value pertaining to both Pedagarlapadu Village & Kesanupalli Village

have been included as as a part of this document . In the proposed mining lease area there are no

structures and no habitation. Hence, Resettlement Plan has not been envisaged.

Rehabilitation Plan

Though full compensation for the land has been paid to land givers as per mutual‐ agreement, the

following measures have also been proposed to be taken up to help the land givers to lead a

sustained livlihood.

1. Employment

Project Stage

The plan includes foreseeing involvement in construction activities during the project stage,

whether skilled or unskilled through the contractor executing the project. If they are skilled

persons like electricians, plumbers, carpenters, drivers etc., they will be engaged to meet the

project work related requirements. If required, temporary housing facilities will be extended to

them. In addition to the above health care facilities will also be provided to them.

Operation Stage

Preference will be given to land‐giver/his or her legal heir, if the qualification/experience /skill

matches with requirement for a particular opening in the Plant/Mine.

Similarly , the services of the land givers will be utlilised by the company ,depending upon the

need of the company and capabilities of the land‐givers.

2. Training

Training is a very useful tool,which will be used extensively to develop a specific skill or help

persons to enhance their skills. Various training programmes will be conducted for the land‐givers ,

which will help them to have a sustained livilihood.

Chettinad Cement hereby confirms that the R & R policy of Govt. of Andhra Pradesh will be

followed in the true spirit.

Ground Water Level & Intersection of Ground Water TableRegional

The ground water levels have been observed in the study area during the study period of

November 2013. Ground water level has been observed in 11 wells spreading the 5 km radius

from the site boundary. During the ground water measurement, the locations of the wells

were captured using GARMIN Global Positioning System (GPS). Using the GPS data, the

location were marked on map.The minimum and maximum ground water level in the study

area during the study period is 4 and 17m respectively. The ground water level during the

study period in the project site is 8m. Based on the ground water level data, ground water

level zones and ground water table (Ground water table = Mean Sea Level – water level below

ground level) have been developed and presented below. From the ground water level zone

map it is clear that deepest water level zone of > 17 m is observed in the eastern side of the

study area and it is also noticed that relatively shallow water level zones occupied southern

side of the study area. The project site falls in 4-8 m ground water level zones during the study

period. The ground water table contour map depicts that steep hydraulic gradient is in the

southern part of the study area. Gentle hydraulic gradient is observed in the project site area. It

is observed that the movement of ground water is from the southern side. There is a ground

water trough (convergent flow of ground water) observed in the western side of the study are.

The above may is due the heavy pumping in the western part of the study area. Near the

project site the ground water movement is towards south.

Ground Water Intersection &

Estimation of Ground Water Inflow and Radius of Influence

In general the digging of any mine below the water table will create lowering of water table in

the surrounding area due to the development of cone of depression. The radius of influence

depends on the depth of the water table and the quantum of dewatering of the mines.

In order to calculate the radius of influence, capture zone delineation method, which is the

best suitable method for the heterogeneous aquifer as defined in the formula given by Hudak

has been adopted.

In Hudak method the pumping rate from the mine pit, the saturated thickness of the aquifer,

the duration of pumping, the effective porosity of the lithological unit and the radius of

equivalent to the radius of the mine pit are considered in deciding the distance and the

influence zone of mine pit dewatering.

The volume of aquifer Vc that contributes water to the mine over a period of time ‘t’ is

Where Q is the discharge rate from the mine, and ne is the effective porosity of the aquifer.

The area Ac around the excavated mine that contributes water to the mine is given by

CCCL Proposed to go to a depth of 46 m for lime stone mining with 5 benches. In first year

CCCL proposed to excavate to a depth of 10.0 (1m top soil + 9m 1st Bench) and the remaining

depth excavation planned from 2 to 5 years.

The ground water level in the proposed mine area is 8.0 m. Hence the dewatering is required

below 8.0 m ie. from bench 1 at a depth of 8 m onwards. The average thickness of Black

Cotton Soil is 1m. With 5 benches of Limestone Mining having a bench height of 9m, the total

depth of Limestone Mining will be 1m + 45 m i.e., 46m and the water is to be dewatered is for

a depth of 46m – 8m i.e., 38m. ( as the depth of ground water is 8m).

The cone of depression created due to the mining activity is within the limits of the area owned

by Chettinad Cements ltd and there will not be any adverse impact on the adjacent lands.

Transmissivity & Storativity

The generalized aquifer parameters of geological formations of

Guntur district have been estimated by the state government department is given below:

Resistivity

The total water requirement of the Project is 2659 KLD and the ground water requirement is

2000 KLD. The balance 659 KLD can be met out from the recycled water. To meet out the

above requirement it is proposed to explore the possibility of availability ground water sources

within the project site. In order to know Hydro geological conditions and to study the fracture

pattern, Geophysical survey (VES) was carried out inside the premises in selected locations.

The purpose of electrical surveys is to determine the subsurface resistivity distribution by

making measurements on the ground surface. From these measurements, the true resistivity of

the subsurface can be estimated. The ground resistivity is related to various geological

parameters such as the mineral and fluid content, porosity and degree of water saturation in

the rock.

Electrical resistivity surveys have been used for many decades in hydro geological, mining and

geo technical investigations. More recently, it has been used for environmental surveys.

Injecting current into the ground through two current electrodes and measuring the resulting

voltage difference at two potential electrodes normally record the resistivity measurements.

From the current (I) and voltage (V) values, an apparent resistivity (pa) value is calculated. pa

= k V / I where k is the geometric factor which depends on the arrangement of the four

electrodes.

Resistivity meters normally give a resistance value, R = V/I, so in practice the apparent

resistivity value is calculated by pa = k R. The calculated resistivity value is not the true

resistivity of the subsurface, but an “apparent” value, which is the resistivity of a homogeneous

ground, which will give the same resistance value for the same electrode arrangement.

Based on the Geology and Hydrology, Resistivity Survey using schlumberger method of

configuration was carried out in order to identify the Hydro geological conditions and the

fracture pattern. The data obtained from the resistivity survey were analyzed.

In the site 10 locations have been identified for conducting resistivity survey based on the site

condition and hydrogeological conditions. The resistivity survey has been conducted to a

depth of 160 m bgl to know the subsurface lithology and the existence of fracture pattern

which serves as ground water source.

After care full interpretation of the resistivity results, it is ascertained that the fracture system

exists within the plant and mines area. The plant and mines area are more favorable for

development of bore well in the fracture system and the open wells near the nallah. Bore

wells to a depth of 120 m and open well to a depth 25 is required to tap the water table and

fractured aquifers.

Pumping Test

Pumping test is the most accurate reliable and commonly used method to evaluate the

hydraulic parameters of an aquifer, efficiency of a well / bore well, safer operational rates of

pumping and selection of suitable pump.. The main objective of pumping test is to determine

the aquifer parameters such as Transmissivity (T), Storage co-efficient (S) Hydraulic

Conductivity (K), well performance and safe yield for execution of water supply.

The pumping test conducted in the same hydrogeological environment has been collected

from the government department. The results are as follows:

Comprehensive Strategy to harvest and Utilise Rain Water & Storm Water

There is lot of surface and subsurface recharging measures available depending upon the site

conditions. The specific recharge measures are to be selected depending on the soil

characteristics, lithology and nature of the aquifer material, pre and post monsoon ground

water level and so on. The ground water level in the project in the project site is 8 m , which

clearly indicates that the ground water level in the study area is moderately deep. As the

ground water level is moderately deep, proposal for roof top collection, Storage cum

percolation pond have been contemplated. In addition the above recharge trench with bore

well has also been suggested inside the pond.

A seasonal nallah flowing south to north passes through Pedagarlapadu

block dividing it into two portions

Further, in the southern extremity of Pedagarlapadu block two more

seasonal nallahs, one flowing from southwest and the other flowing from

southeast join the nallah flowing south to north direction

This nallah flowing from south to north further joins with the main nallah

flowing in between Pedagarlapadu block in south and Kesanupalli block in

the north, thus dividing the ML area into two blocks. This main nallah also

forms the village boundaries of Pedagarlapadu and Kesanupalli and

ultimately flows towards northwest joining with Naguleru vagu streamlet

located about 0.5 km northwest of ML

Kindly refer your letter cited above, wherein you have requested for extension of thevalidity of the Terms of Reference (ToR) letter of even no. dated 13.10.2011 by a period ofone year.

2. The above proposal was placed before the Reconstituted Expert AppraisalCommittee (lndustry) in its 10th meeting held during 29-31't July, 2013. lt was noted thatfollowing are the reasons for seeking extension of validity of ToR:

. Awaiting issuance of Mines ToR to carry out EIA Study for both Plant & Minessimultaneously so that common EIA can be prepared to go for a common PublicConsultation (as the proposal is a Green Field Project of lntegrated Cement Plantincluding Captive Power Plant, Waste Heat Recovery Boiler & Captive LimestoneMine)

After detailed deliberations, the committee recommended for the extension of validity of TORfor a period of one year with effect from 12.1O.2013.

3. The Ministry accepts the recommendation of the REAC (lndustry) and extends thevalidity of the aforesaid ToR letter for a period of one year with effect from 12.10.2013.

4. The company shall comply with all the conditions stipulated in the ToR letter of evenno. dated 1 3.10.201 1 .

Occupational Health Monitoring and Implementation Plan

Methodology Proposed

a) Identification and evaluation of the environmental factors which may affect the

workers' health and safety

b) Assessment of conditions of occupational hygiene and factors in the work places which

may give rise to risks for the health and safety of workers

c) Assessment of personal protective equipment

d) Assessment where appropriate exposure of workers to hazardous conditions by valid

and generally accepted monitoring methods

e) Assessment of control systems designed to eliminate or reduce exposure

Thus the above methodlogy of assessment of working environment will include examination of

the factors in the work place which may affect the workers' health and the environmental

conditions based on which guidance and advice on measures to improve the working

environment and the health and safety of workers will be developed.

Occupational Health Monitoring

This will include

a) Monitoring of worker’s exposure to health hazards like exposure to dust, noxious gases,

etc.

b) Monitoring of sanitary installations and other facilities for the workers, such as drinking

water, canteens and living accommodation, provided by the employer

c) Examining possible impact on the worker’s health of the use of technologies like

equipment used in mining & transport

d) Participating in and advising on the selection of the equipment necessary for the

personal protection of the workers against occupational hazards

e) Participating in the analysis of occupational accidents and occupational diseases and in

Surveillance Monitoring

a) Health assessment of workers before their assignment to specific tasks which may

involve a danger to their health

b) Health assessment at periodic intervals during employment which involves exposure to

a particular hazard to health

c) Health assessment on resumption of work after a prolonged absence for health reasons

for the purpose of determining its possible occupational causes, recommending

appropriate action to protect the workers and determining the worker's suitability for

the job and needs for reassignment and rehabilitation

d) Health assessment on and after the termination of assignments involving hazards which

might cause or contribute to future health impairment, if applicable

e) Any examinations and investigations which may be necessary to detect exposure levels

and early biological effects and responses,if applicable

Information, Education & Training

a) Training and regular retraining of first‐aid personnel for providing first‐aid and

emergency treatment in cases of accident or indisposition of workers at the workplace

b) Progressive and continuous training of all workers to enhance their knowledge on

occupational health and safety

c) Advising on occupational health and hygiene and ergonomics to all employees including

contract workmen

d) Carrying out immunisations,if applicable , in respect of biological hazards in the working

environment

e) Conducting occupational health related campaigns

f) Conducting awareness programme on through competitions, exhibitions on

occupational health and safety

g) Display of notices, posters, wall ‐paintings on occupational health and safety realted
