Approvals for world marketsOverview

The standard versions of most Moeller devices are approved for use throughout the world, including the USA and Canada, and as such can be used without restriction as devices for world markets.

Some devices such as circuit-breakers can be used everywhere except in the USA and Canada in their standard versions.Such devices are available in special UL and CSA approved versions for export to these countries.

Moeller low-voltage switchgear and switchgear assemblies conform to national and international specifications, making it possible to construct control systems that will conform to international specifications, as well as to the national specifications of any country in the world. This of course means that due consideration must be given to the particular national standards of the country in question, such as those concerning installation, operation, installation materials and methods, as well as any pertaining to circumstances such as severe environmental conditions, for example. The component rating data for 2 2 0 –2 4 0V, 380 – 440 V, 500 V, 600 V and 690 V given in this Catalogue cover virtually all existing three-phase systems, worldwide.Ratings are also given for the supply voltages in common use in the USA and Canada.

In addition to the widely differing system conditions, special installation standards and approval requirements also have to be observed for the worldwide use of switchgear: Where screw fuses have to be used in a control system, some European countries (Denmark, Finland, the Netherlands, Norway, Sweden) require gauge screws. In this case, “FORM P” fuse bases must be used. Switzerland no longer requires the use of gauge screws, but they are often still requested by customers.

The majority of countries permit the import of switchgear assemblies and devices on the manufacturer's undertaking that they have been constructed in accordance with the pertinent specifications. In some countries such as the USA and Canada, however, there is a legal obligation to obtain official approval. In these countries devices and enclosures - sometimes even complete control systems - are tested by independent bodies.

Likewise, to a certain extent in Scandinavia and Switzerland there used to be a legal obligation to obtain official approval for low-voltage switchgear and controlgear. This legal obligation has now been abolished for industrial switchgear provided the devices have been manufactured and tested in accordance with harmonized European standards, (such as IEC/EN 60 947). There is then no longer a requirement for them to carry their country's own approval mark. Moeller develops switchgear to international standards, e.g. IEC/EN 60947 and marks them accordingly.

Since January 1997 all devices must conform to the European Low-Voltage Directive and, where intended for sale within the European Union, must carry the CE mark.

This mark denotes that the device carrying it conforms to all the relevant requirements and specifications. The obligation to apply this mark thus enables the unrestricted use of such devices within the European economic area.

Since January 1996, all devices sold within the European Union must comply with the Electromagnetic Compatibility (EMC) Directive. Moeller has passed the required tests for all products subject to these Directives, and the devices carry the CE mark. Compliance with the EMC Directive is thus demonstrated. As devices bearing the CE mark comply with the harmonized Standards, approval and the associated marking is no longer required in the following countries:

An exception is equipment for service installations. The device group of miniature circuit-breakers and residual-current circuit-breakers in certain areas is still subject to mandatory marking and therefore provided with the appropriate approval marks:

Devices for export to the USA and Canada have either additional UL and CSA approval, or are available in a separate version with UL and CSA approval.

Recently introduced is the mandatory approval of electrical products for • Slovakia• Poland• South Africa• China• Russia• Turkey• Argentina

Marking is partly mandatory for these countries. The IEC rating data are accepted as in the other European countries.

Approval is not mandatory in the Czech Republic or Hungary. Here the manufacturer's declaration of conformity is sufficient.

Romania requires that components which are to be used in public buildings must be approved by the Romanian Test Authority ICECON.

Devices for Russia must bear the appropriate marking.

Approval is mandatory in South Africa for circuit-breakers and busbar trunking systems. These devices must bear the appropriate marking.

In Argentina, mandatory approval is based on Resolution 92/98. From 01.04.2001 miniature circuit-breakers and residual current circuit-breakers are subject to mandatory approval. From 01.04.2002 protective switches up to Ie = 63 A and Ue max = 440 V are subject to mandatory approval and must bear the following markings:

Approvals for world marketsOverview

Selection of devices“Selection appropriate for export” does not mean merely meeting the requisite approvals and conformity to relevant specifications; the meaning of the term goes a great deal further by even including that equipment and installations must be designed to a concept with export in mind.

The following are important criteria for the selection of switchgear suitable for export:

• For motor-protective circuit-breakers the use of inherently short-circuit proof switches capable of controlling the highest prospective fault levels at the point of installation without the need for back-up protection. Advantage:– No restrictions whatsoever for installation. – Complete independence from the protective

systems on site.– No problems regarding replacement of spare

parts.

• For circuit-breakersthe use of types with visible contacts, quick-make and quick-break operation as standard. With high short-circuit levels use of current limiting circuit-breakers. Selective switches are recommended for the selective graduation of networks.Advantage:– Compliance with local accident prevention

regulations requiring visible contacts, and safety from faults caused by possibly inexperienced operating personnel.

– The effects of short-circuits are kept to a minimum.

– Fuseless installations offer greater safety and reliability in plant operation. In the event of a fault arising, only the faulty section of the system is isolated.

• For contactorsthe use of devices whose entire range provides consistently reliable operation in the event of voltage drops - consistency down to 80% Un should be aimed for - and whose contact system will not assume an indeterminate position either on closing or opening in such conditions.Advantage:– During the electrification work in developing

countries (Africa and the Middle East, for example) it is probable that the voltage stability will - at least for some time - leave much to be desired in many applications, as a result of long spur lines or small local generators). The use of devices which fulfil the requirements stated above will eliminate one of the major causes of problems with contactors.

• For enclosures the use of insulated enclosures having transparent covers (i.e. "totally insulated" enclosures).Advantage:– Total insulation is the best possible protective

measure from the user's point of view, avoiding, as it does, reliance on the possibly doubtful skills of unknown installation personnel. Furthermore, protective measures based on earthing are often extremely difficult, if not impossible (in the Middle East for example, due to the aridity of the ground).

– Insulated enclosures completely eliminate the need for any additional protection against corrosion. The transparent covers contribute significantly to the correct operation of a system, because the operation of the switchgear can be monitored even with the doors or covers closed, thus virtually eliminating the possibility of these being left open through carelessness. The transparent cover is an important contribution to safety, particularly where exports to areas of uncertain skills are concerned.

• For overcurrent protective devices the use of circuit-breakers and motor-protective circuit-breakers. Fuses should be avoided as far as possible.Advantage:– The operational reliability of a system is

particularly important for export contracts. Circuit-breakers and motor-protective circuit-breakers provide this reliability in full measure since they can be immediately reclosed once a fault has been cleared, they disconnect in all poles, they have ideal protection through high tripping accuracy and they can be used for selective operation. They also greatly reduce the problems of replacement of parts because they have no consumables such as fuses or the like. The advantages of fuseless designs for export are particularly clear in this case. No complex investigation is required to find out which fusing system is used in the location involved and which specifications have to be followed to select the correct fuses. It is quite common to find, alongside one another in one country, several differing fusing systems whose characteristics may vary considerably. It may be almost impossible for the uninitiated to find the correct fuse in these circumstances. These problems do not arise where a circuit-breaker is used, since it can simply be reset.

• For main switches and safety switchesthe use of devices with positive contact separation and clear switch position indication.Advantage:– The mechanical coupling of the actuating element

with the contacts ensures that the Off position is indicated only when all main contacts are separated by the prescribed distance, and only in this position can the switch be padlocked. This ensures safety when carrying out maintenance or repair work on the installation or machinery.

Glossary of standard terms

This Glossary offers brief explanations of some of the standard terms used in this Catalogue. However, it must not be regarded as a substitute for the actual text of the Standard, especially, where the new terms used in IEC/EN 60947 are concerned.

Reference is therefore made alongside each such term to the relevant section of the Standard, e.g. IEC/EN 60947-1. In addition, IEV numbers are given to enable you to find foreign language equivalents in the International Electrotechnical Vocabulary (IEC 50), e.g. IEV 441-17-31).

Further explanations of technical and other standard terms can be found in the “Lexikon Schaltgeräte und Automatisierung” (Available in German only. Ordering reference: TB0-012, Article no. 031954).

(AC) Rating or rated power(See also IEC/EN 60947-1; 4.3.2.3)

The operational power that an equipment is capable of switching at the associated rated operational voltage in accordance with the utilization category, e.g. contactor utilization category AC-3: 37 kW at 400 V.

Altitude The density of air decreases with increasing altitude, and this reduces its insulating capacity as well as its heat transfer capability. The rated operational voltage and rated operational current of switching devices, conductors and motors as well as the tripping behaviour of thermal overload relays are affected by this. Upon request, Moeller will supply information as to the suitability or otherwise of switchgear for operation at altitudes above the 2000 m limit specified by the Standard.

Ambient temperature, enclosed(See also IEV 441-17-13)

Temperature at which the switching device is capable of being operated within a closed housing. For this purpose it must be taken into account that the heat losses of the device will add to the internal temperature rise within the enclosure.

Ambient temperature, open(See also IEV 441-17-13)

Room temperature (for example of the workshop or switch room) in which the switching device is located.

Back-of-hand proof An equipment whose live parts cannot be touched by a sphere of 50 mm diameter is regarded as back-of-hand proof.

Clearance in air(See also IEC/EN 60947-1; 2.5.46/IEV 441-17-31)

The distance between two conductive parts along a string stretched the shortest way between these conductive parts. The clearance in air is determined by the rated impulse withstand voltage, overvoltage category and the pollution degree.

Closing delay The interval of time between the instant of command and the first make operation of the contacts of the first pole to close. The closing delay is made up of the response delay and the closing delay.

Control circuit reliability Measures the probability of switching states arising during the lifespan of a contact, that would be interpreted as faults by downstream electronic controllers (PLCs). Control circuit reliability is expressed in values based on tests using standard limit values for signals to IEC/EN 61 131-2.

Conventional free air thermal current Ith (See also IEC/EN 60947-1; 4.3.2.1)

The maximum value of current that an equipment is capable of carrying for a minimum of 8 hours without thermal overloading. As a rule, it corresponds to the maximum rated operational current.

Creepage path/distance(See also IEC/EN 60947-1; 2.5.51/IEV 151-03-37)

The shortest distance along the surface of the insulating material between two conductive parts. The creepage path/distance is determined by the rated insulation voltage, the pollution degree and the creepage current resistance of the material used.

Damp heat, constant This test subjects the equipment to an ambient temperature of 40 °C at a constant humidity of 93 %. At set intervals during the test, the electrical and mechanical function of the equipment are examined.

Damp heat, cyclical This test subjects the equipment to cyclically changing climatic conditions. A cycle applies 40 °C at 93 % relative humidity for 12 hours, followed by 12 hours of 2 5°C at 95 % relative humidity. At set intervals during the test, the electrical and mechanical function of the equipment are examined.

Emergency-Stop switching device Switching device within an Emergency-Stop circuit that is intended to prevent danger to persons, damage to machinery or work materials.

Finger proof An equipment whose live parts cannot be touched by the operator during actuation is termed finger proof. This also affects operator activity on neighbouring switching devices. The finger proof area of a push-actuated operating medium is a circular area of at least 30 mm radius around the actuating element, and vertical to the direction of actuation. Within this circular area, touch-critical parts must be located at not less than 80 mm below the actuating level.

Interlock of opposing contacts(See also IEC/EN 60947-1; 2.4.11/IEV 441-16-12)

This ensures that the auxiliary contacts of a switching device are always in the switching position corresponding to the (open or closed) position of the main contacts. The contacts of contactors are interlocked opposing contacts, provided they are mechanically linked in such a way as to ensure that break contacts and make contacts can never be closed simultaneously. This arrangement must also ensure that minimum contact separation of 0.5 mm is maintained over the entire lifespan of the device, even during a fault (e.g. welding of one contact). The pertinent German Trade Association requires the use of contactors with interlocked opposing contacts for control systems on power presses in the metal processing industry.

Isolating function(See also IEC/EN 60947-1; 2.1.19)

Equipments are deemed to possess this isolating function provided their switching contacts, when in the open position, achieve the separation distance prescribed for the isolation of electrical circuits, and their creepage paths and clearance distances are of the required magnitude. The power supply to the entire installation or a section of the installation can thus be cut off for safety reasons, e.g. during maintenance.

Losses(See also IEV 151-03-18)

The difference between the input power and the output power of a device. The main type of loss in electrical equipment and operating media in power distribution is current heat loss.

Mechanical shock resistance The capacity of an equipment to withstand pulse-like motions without changing its operating status or sustaining damage. No contact lifting must take place on devices in the On position, the main contacts must not knock against one another in the Off position. A protective switch must not trip, and control circuit switches must not change their switching status.

Minimum command time Minimum period of time for which a trip-initiating factor (control pulse, short-circuit current) must be present in order to effect the corresponding reaction, e.g. the short-circuit duration necessary to initiate tripping.

Motor rating or rated power(See also IEC/EN 60947-1; 4.3.2.3)

The power output of a motor at the associated rated operational voltage.

Opening delay(See also IEV 441-17-36)

The interval of time between the specified instant of initiation of the opening operation and the instant when the arcing contacts have separated in all poles. The opening delay is the sum of the tripping delay and the inherent delay of the contacts.

Overvoltage category(See also IEC/EN 60947-1; 2.5.60)

Conventional number for prospective overvoltages at the point of installation, as might be caused for example by the effect of lightning or switching processes. The overvoltage category applicable to industrial switchgear is III. The applicability of switchgear according to overvoltage category is defined as follows: Overvoltage category IV: Use allowed directly at the termination point of the installation (directly affected by any lightning), e.g. at an overhead line connection point. Overvoltage category III: Operating media with special requirements as to the serviceability for connection in fixed installations, that are protected by overvoltage diversion measures, e.g. switches in low-voltage distribution systems or in control systems for industrial use. Overvoltage category II:Power consumers for connection to fixed installations, e.g. household appliances, electrical tools. Overvoltage category I: : Operating media for connection to circuits with overvoltage protection schemes, e.g. electronic devices.

Pollution degree(See also IEC/EN 60947-1; 5.5.58)

Conventional number for the prospective quantities of conductive dust and humidity which can lead to a reduction in the control circuit reliability of a device. The pollution degree is described by the following influencing factors: Pollution degree 1: No pollution or only dry, non-conductive pollution occurs. The pollution does not affect the control circuit reliability.Pollution degree 2:Usually, only non-conductive pollution. However, transient conductivity through condensation is to be expected.Pollution degree 3: (switchgear for industrial use) Conductive pollution or dry, non-conductive pollution, which is rendered conductive through condensation.Pollution degree 4:The pollution leads to long-term conductivity, e.g. pollution by conductive dust, rain or snow.

Positive opening(See also IEC/EN 60947-1; 2.4.10/IEV 441-16-11)

An opening operation which ensures that the main contacts of a mechanical switching device have attained the open position when the actuator is in the Off position.

Positive or enforced operation/actuation This describes an arrangement where a link between the actuator and the switching element ensures that the force exerted on the actuator is transferred directly, i.e. without the intervention of sprung parts, onto the switching element.

Protection against direct contact Design measures incorporated into equipment in order to prevent direct contact (i.e. without tools) with live parts of a system (finger proof, back-of-hand proof).

Rated actuating voltage Uc (See also IEC/EN 60947-1; 4.5.1)

The voltage that is applied to the actuating make contact in a control circuit.Due to the presence in the control circuit of transformers or resistors, this voltage may differ from the rated control voltage.

Glossary of standard terms

Rated breaking capacity(See also IEC/EN 60947-1; 4.3.5.3)

The r.m.s. value that a switching device is capable of breaking according to its utilization category. This value refers to the rated operational voltage and the rated operational current. Equipment must be capable of breaking any value of current up to and including its rated breaking capacity stated.

Rated conditional short-circuit current Iq (See also IEC/EN 60947-1; 2.5.29/IEV 441-17-20)

The short-circuit current that a switching device, e.g. a circuit-breaker, protected by a short-circuit protective device such as a motor-protective circuit-breaker, can carry for the duration of the tripping delay of the protective mechanism.

Rated control voltage Us (See also IEC/EN 60947-1; 4.5.1)

The voltage applied to the input terminals of the control circuit of an equipment. Due to the presence of transformers or resistors in the control circuit, this may differ from the rated actuating (control circuit) voltage.

Rated current In (of a circuit-breaker) (See also IEC/EN 60947-2; 4.3.2.3)

For circuit-breakers, this current value is equal to the rated uninterrupted current and the conventional free air thermal current .

Rated frequency(See also IEC/EN 60947-1; 4.3.3)

The frequency for which an equipment is designed and to which the other characteristics are referred.

Rated impulse withstand voltage Uimp (See also IEC/EN 60947-1; 4.3.1.3)

Measures the stability of the internal clearances of an equipment against overvoltage peaks. The utilization of suitable switchgear can ensure that overvoltages are prevented from transferring from the mains to de-energized system sections within it.

Rated insulation voltage Ui (See also IEC/EN 60947-1; 4.3.1.2)

The voltage to which insulation tests and creepage distances of an equipment are referred. The maximum rated operational voltage must not be higher than the rated insulation voltage.

Rated making capacity(See also IEC/EN 60947-1; 4.3.5.2)

The value of current that an equipment is capable of switching On in accordance with the utilization category and at the rated operational voltage.

Rated operational voltage Ue (See also IEC/EN 60947-1; 4.3.1.1)

The voltage to which the characteristics of an equipment are referred. The highest rated operational voltage must not be higher than the rated insulation voltage.

Rated service short-circuit breaking capacity Ics(See also IEC/EN 60947-2; 4.3.5.2.2)

The prospective short-circuit current which, depending on the rated operational voltage, a circuit-breaker is capable of breaking repeatedly (test cycle O-CO-CO, previously P-2). After interrupting this short-circuit current value, the circuit-breaker must be capable of continuing to carry and disconnect in the event of overloading, the rated uninterrupted current despite its own thermal level having increased.

Rated short-circuit breaking capacity Icn (See also IEC/EN 60947-1; 4.3.6.3)

Safe isolation(See also IEC 60536 / VDE 0106 Part 101)

Isolation of circuits not carrying hazardous voltages, e.g. protective extra-low voltage, from circuits in which hazardous voltages flow. Such isolation is achieved by means of reinforced or double insulation, which reliably prevents voltage transfer from one circuit to another. This might otherwise take place between main circuits and control circuits in switching devices or between primary and secondary in safety transformers. 'Safe isolation' is a priority requirement for safety circuits and functional low-voltage circuits.

Tamper proof An Emergency-Stop switching device is regarded as tamper proof provided it cannot be reset without tools or via prescribed procedures, after tripping has taken place. The device latches in the tripped position. Accidental or deliberate manipulation (inching) is thus ruled out.
