The General Assembly of the United Nations, by Resolution 429 (V) of 14 December1950, decided to convene in Geneva a Conference of Plenipotentiaries to complete thedrafting of, and to sign, a Convention relatingto the Status of Refugees and a Protocolrelating to the Status of Stateless Persons.
The Conference met at the European Officeof the United Nations in Geneva from 2 to25 July 1951.
The Governments of the following twentysix States were represented by delegates whoall submitted satisfactory credentials or othercommunications of appointment authorizingthem to participate in the Conference:

Representatives of Non-Governmental Organizations which have been granted consultative status by the Economic and SocialCouncil as well as of those entered by theSecretary-General on the Register referred toin Resolution 288 B (X) of the Economic andSocial Council, paragraph 17, had under therules of procedure adopted by the Conferencethe right to submit written or oral statementsto the Conference.
The Conference elected Mr. Knud Larsen, ofDenmark, as President, and Mr. A. Herment,of Belgium, and Mr. Talat Miras, of Turkey,as Vice-Presidents.
At its second meeting, the Conference, actingon a proposal of the representative of Egypt,unanimously decided to address an invitationto the Holy See to designate a plenipotentiaryrepresentative to participate in its work. Arepresentative of the Holy See took his placeat the Conference on 10 July 1951.
The Conference adopted as its agenda theProvisional Agenda drawn up by the SecretaryGeneral (A/CONF.2/2/Rev.1). It also adoptedthe Provisional Rules of Procedure drawn upby the Secretary-General, with the addition ofa provision which authorized a representativeof the Council of Europe to be present at theConference without the right to vote and tosubmit proposals (A/CONF.2/3/Rev.1).
In accordance with the Rules of Procedureof the Conference, the President and Vice-

EIlea egalement adopte Ie Reglement Interieurprovisoire redige par le Seoretadre general, eny ajoutant une disposition qui autorisait unrepresentant du Conseil de l'Europe a assisterala Conference sans droit de vote, et apresenterdes propositions (A/CONF.2/3/Rev.1).

Presidents examined the credentials of representatives and on 17 July 1951 reported to theConference the results of such examination,the Conference adopting the report.
The Conference used as the basis of itsdiscussions the draft Convention relating tothe Status of Refugees and the draft Protocolrelating to the Status of Stateless Personsprepared by the ad hoc Committee on Refugeesand Stateless Persons at its second sessionheld in Geneva from 14 to 25 August 1950,with the exception of the preamble andarticle 1 (Definition of the term "refugee")of the draft Convention. The text of thepreamble before the Conference was that whichwas adopted by the Economic and SocialCouncil on 11 August 1950 in Resolution319 B II (XI). The text of article 1 before theConference was that recommended by theGeneral Assembly on 14 December 1950 andcontained in the Annex to Resolution 429 (V).The latter was a modification of the text as ithad been adopted by the Economic and SocialCouncil in Resolution 319 B II (XI).-
The Conference adopted the Conventionrelating to the Status of Refugees in two readings. Prior to its second reading it establisheda Style Committee composed of the Presidentand the representatives of Belgium, France,Israel, Italy, the United Kingdom of GreatBritain and Northern Ireland and the UnitedStates of America,. together with the HighCommissioner for Refugees, which elected asits Chairman Mr. G. Warren, of the UnitedStates of America. The Style Oommittee redrafted the text which had been adopted bythe Conference on first reading, particularlyfrom the point of view of language and ofconcordance between the English and Frenchtexts.
The Convention was adopted on 25 Julyby 24 votes to none with no abstentions andopened for signature at the European Office ofthe United Nations from 28 July to 31 August1951. It will be re-opened for signature atthe permancut headquarters of the United

The Conference decided, by 17 votes to 3 with3 abstentions, that the titles of the chaptersand of the articles of the Convention areincluded for practical purposes and do notconstitute an element of interpretation.
Ill.
With respect to the draft Protocol relatingto the Status of Stateless Persons, the Conference adopted the following resolution:
"THE CONFERENCE,
" HAVING OONSIDERED the draft Protocol relating to the Status of Stateless Persons,
"CONSIDERING that the subject stillrequires more detailed study,
" DECIDES not to take a decision on thesubject at the present Conference and refersthe draft Protocol back to the appropriateorgans of the United Nations for' furtherstudy. "
IV.
The Conference adopted unanimously thefollowing recommendations:
A.
"THE CONFERENOE,
"CONSIDERING that the issue and recognition of travel documents is necessaryto facilitate the movement of refugees, andin particular their resettlement,
"URGES Governments which are partiesto the Inter-Governmental Agreement on Refugee Travel Documents signed in Londonon 15 October 1940, or which recognizetravel documents issued in accordance withthe Agreement, to continue to issue or torecognize such travel documents, and to

"CONSIDERING that the unity of thefamily, the natural and fundamental groupunit of society, is an essential right of therefugee, and that such unity is constantlythreatened, and
" NOTING with satisfaction that, according to the official commentary of the ad hocCommittee on Statelessness and RelatedProblems (E/1618, p. 40) the rights grantedto a refugee are extended to members ofhis family,
"REOOMMENDS Governments to takethe necessary measures for the protection ofthe refugee's family, especially with a viewto: .
" (1) Ensuring that the unity of the refugee's family is maintained parti.eula.rly in cases where the head ofthe family has fulfilled the necessaryconditions for admission to a particular country j
"(2) The protection of refugees who areminors, in particular unaccompaniedchildren and girls, with special reference to guardianship and adoption. "

"EXPRESSES the hope that the Convention relating to the Status of Refugees willhave value as an example exceeding itscontractual scope and that all nations willbe guided by it in granting so far as possibleto persons in their territory as refugees andwho would not be covered by the terms ofthe Convention, the treatment for whichit provides."

Preamble
The HIGH CONTRACTING PARTIES,
CONSIDERING that the Charter of the UnitedNations and the Universal Declaration ofHuman Rights approved on 10 December 1948by the General Assembly have affirmed theprinciple that human beings shall enjoy fundamental rights and freedoms without discrimination,
CONSIDERING that the United Nations has,on various occasions, manifested its profoundconcern for refugees and endeavoured to assurerefugees the widest possible exercise of thesefundamental rights and freedoms,
CONSIDERING that it is desirable to reviseand consolidate previous international agreements relating to the status of refugees andto extend the scope of and the protectionaccorded by such instruments by means ofa new agreement,
CONSIDERING that the grant of asylum mayplace unduly heavy burdens on certain countries, and that a satisfactory solution of aproblem of which the United Nations hasrecognized the international scope and naturecannot therefore be achieved without international co-operation,
EXPRESSING the wish that all States, recognizing the social and humanitarian natureof the problem of refugees,will do everythingwithin their power to prevent this problemfrom becoming a cause of tension betweenStates,
NOTING that the United Nations High Commissioner for Refugees is charged with thetask of supervising international conventionsproviding for the protection of refugees, andrecognizing that the effective co-ordination of

Chapter I
GENERAL PROVISIONS
ARTICLE 1
Definition of the Term "Refugee"
A. For the purposes of the present Convention, the term "refugee" shall apply to anyperson who:
(1) Has been considered a refugee underthe Arrangements of 12 May 1926 and30 June 1928 or under the Conventions of28 October 1933 and 10 February 1938, theProtocol of 14: September 1939 or the Constitution of the International Refugee Organization;
Decisions of non-eligibility taken bythe International Refugee Organizationduring the period of its activities shall notprevent the status of refugee being accordedto persons who fulfil the conditions of paragraph 2 of this section;
(2) As a result of events occurring before1 January 1951 and owing to well-foundedfear of being persecuted for reasons of race,religion, nationality, membership of a particular social group or political opinion, isoutside the country of his nationality and isunable or, owing to such fear, is unwillingto avail himself of the protection of thatcountry; or who, not having a nationalityand being outside the country of his formerhabitual residence as a result of such events,is unable or, owing to such fear, is unwillingto return to it.
In the case of a person who has morethan one nationality, the term I'the countryof his nationality" shall mean each of thecountries of which he is a national, and aperson shall not be deemed to be lacking the

ARTICLE PREMIER

B. (1) For the purposes of this Convention.the words "events occurring before 1 J anuary 1951" in article 1, section A, shall beunderstood to mean either
(a) « events occurring in Europe before1 January 1951 ": or
(b) "events occurring in Europe orelsewhere before 1 January 1951 ";
and each Contracting State shall make a declaration at the time of signature, ratificationor accession, specifying which of these meanings it applies for the purpose of its obligationsunder this Convention.
(2) Any Contracting State which hasadopted alternative (a) may at any timeextend its obligations by adopting alternative (b) by means of a notification addressedto the Secretary-General of the United Nations.
C. This Convention shall cease to apply toany person falling under the terms of section Aif:
(1) He has voluntarily re-availed himselfof the protection of the country of hisnationality; or
(2) Having lost his nationality, he hasvoluntarily reacquired it; or
(3) He has acquired a new nationality,and enjoys the protection of the country ofhis new nationality; or
(4) He has voluntarily re-established himself in the country which he left or outsidewhich he remained owing to fear of persecution; or
(5) He can no longer, because the circumstances in connexion with which he hasbeen recognized as a refugee have ceased toexist, continue to refuse to avail himself ofthe protection of the country of his nationality;

C. Cette Convention cessera, dans Ies casci-apres, d'etre applicable Et, toute personnevisee par les dispositions de la section A cidessus:

2) Si, ayant perdu sa natdonalite, elle I'avolontairement recouvree ; ou

4) Si elle est retournee volontairements'etablir dans le pays qu'elle a quitte ouhors duquel elle est demeuree de crainted'etre persecutee; ou
5) Si, les circonstances Et, la suite desquelleselle a eta reconnue comrne refugiee ayantcesse d'exister, elle ne peut plus continuer arefuser de se reclamer de la protection dupays dont elle a la nationalite;
Provided that this paragraph shall notapply to a refugee falling under section A (1)of this article who is able to invoke compelling reasons arising out of previous persecution for refusing to avail himself ofthe protection of the country of nationality;
(6) Being a person who has no nationalityhe is, because the circumstances in connexionwith which he has been recognized as arefugee have ceased to exist, able to returnto the country of his former- habitual residence;
Provided that this paragraph shall notapply to a refugee falling under section A (1)of this article who is able to invoke compelling reasons arising out of previous persecution for refusing to rcturn to the country ofhis former habitual residence.
D. This Convention shall not apply to persons who are at present receiving from organsor agencies of the United Nations other thanthe United Nations High Commissioner forRefugees protection or assistance.
When such protection or assistance hasceased for any reason, without the position ofsuch persons being definitively settled in accordance with the relevant resolutions adopted bythe Genorul Assembly of the United Nations,these porsons shall ipso facto be entitledto the benefits of this Convention.
E. This Convention shall not apply to aperson who is recogriized by the competentauthorities of the country in which he hastaken residence as having the rights and obligations which are attached to th~ possession ofthe natlonality of that country.
F. The provisions of this Convention shallnot apply to any person with respect towhom there are serious reasons for consideringthat:
(a) he has committed a crime against peace,a war crime, or a crime against humanity, as defined in the international in-

E. Cette Convention ne sera pas applicableEL une personne consideree pur les autorites cornpetentes du pays dans lequel cette personne aetabli sa residence comme ayant lea droits etles obligations attaches a la possession de lanationalite de ce pays.
F, Les dispositions de cette Convention neserorrt pas applicables aux personnes dont onaura des raisons serieuses de penser:

ARTICLE 2
General Obligations
Every refugee has duties to the countryin which he finds himself, which require inparticular that he conform to its laws andregulations as well as to measures taken forthe maintenance of public order.
ARTICLE 3
Non-discrimination
The Contracting States shall apply theprovisions of this Convention to refugeeswithout discrimination as to race, religion orcountry of origin.
ARTICLE 4,
Religion
The Contracting States shall accord torefugees within their territories treatment atleast as favourable as that accorded to theirnationals with respect to freedom to practicetheir religion and freedom as regards the religious education of their children.
ARTICLE 5
Rights granted apart from this Convention
Nothing in this Convention shall be deemedto impair any rights and benefits granted bya Contracting State to refugees apart fromthis Convention.

ARTICLE 5

ARTICLE 6
The Term "in the same circumstances"
For the purpose of t.hie Convention, theterm "in t}IC same circumstnrices ' impliesthat any requirements (including requirementsas to length und coudit.ions of sojourn orresidence) whic-h the par-ticular individual wouldhave to fulfil for the enjoyment of the rightin question, if he were not a refugee, must befulfilled by him, with the exception of requirements which by their nature a refugee isincapable of' fulfilling.
ARTICLE 7
Exemption from Reciprocity
L Except where this Convention containsmore favourable provisions, a ContractingState shall accord to refugees the same treatment as is accorded to aliens generally.
2. After a period of three years' residence,all. refugees shall enjoy exemption from legislative reciprocity in the territory of theContracting States.
3. Each Oontracting State shall continue toaccord to refugees the rights and benefits towhich they were already entitled, in theabsence of reciprocity, at the date of entryinto force of this Convention for that State.
4. 'I'he Contracting States shall considerfavourably the possibility of according to refugees, in the absence of reciprocity, rightsand benefits beyond those to which they areentitled according to paragra.phs 2 and 3, andto extending exemption from reciprocity torefugees who do oot fulfil the conditions provided for in paragraphs 2 and 3.
5. The prOVISIOns of paragraphs 2 and 3apply both to the righta and benefits referredto in articles 13, 18, 19, 21 and 22 of thisConvention and to rights and benefits for whichthis Convention does not provide.

ARTICLE 6

ARTICLE 7
Dispense de reciprociie
1. Sous reserve des dispositions plus favorables prevues par cette Convention, tout EtatContractant accordera aux refugies le regimequ'il accorde aux etrangers en general.
2. Apres un delai de residence de trois ans,tous les refugies beneflcieront, sur le territoiredes Etats Contractants, de la dispense dereciprocite legislative.
3. Tout Etat Contractant continuera a accordel' aux refugies les droits et avantages auxquelsils pouvaient deja pretendre, en l'absence dereeiprocite, a la date d'entree en vigueur decette Convention pour ledit Etat,
4. Les Etats Contractants envisageront avecbienveillance la possibilite d'accorder aux refugies, en l'absence de reeiprocite, des droits etdes avantages outre ceux auxquels ils peuventpretendre en vertu des paragraphes 2 et 3 ainsique la possibilite de faire 'beneficier de la dispense de reciprocite des refugies qui ne remplissent pas les conditions visees aux paragraphes 2 et 3.
5. Les dispositions des paragraphes 2 et 3 cidessus s'appliquent aussi bien aux droits etavantages vises aux articles 13, 18, 19, 21 et 22de cette Convention qu'aux droits et avantagesqui ne sont pas prevus par elle.
ARTICLE 8
Exemption from Exceptional Measures
With regard to exceptional measures whichmay be taken against the person, property orinterests of nationals of a foreign State, theContracting States shall not apply such measures to a refugee who is formally a national
. of the said State solely on account of suchnationality. Contracting States which, undertheir legislation, are prevented from applyingthe general principle expressed in this article,shall, in appropriate cases, grant exemptions infavour of such refugees.
ARTICLE 9
Provisional Measures
Nothing in this Oonvention shall preventa Contracting State, in time of war or othergrave and exceptional circumstances, fromtaking provisionally measures which it considers to be essential to the national security inthe case of a particular person, pending adetermination by the Contracting State thatthat person is in fact a refugee and that thecontinuance of such measures is necessary inhis case in the interests of national security.
ARTICLE 10
Continuity of Residence
1. Where a refugee has been forcibly displacedduring the Second World War and removedto the territory of a Oontracting State, and isresident there, the period of such enforcedsojourn shall be considered to have been lawful residence within that territory.
2. Where a refugee has been forcibly displaced during the Second World War from theterritory of a Contracting State and has, priorto the date of entry into force of this Oonvention, returned there for the purpose of takingup residence, the period of residence' beforeand after such enforced displacement shall beregarded as one uninterrupted period for anypurposes for which uninterrupted residence isrequired.

Refuqee Seamen
In the case of refugees regularly servingas crew members on board a ship flying theflag, oaf a Contracting State, that State shallgin' sympathetic consideration to their estabIishrnerrt on its territory find the issue oftravel documents to them or their temporaryadmission to its territory particularly with aview to facilitating their establishment inanother country.
Chapter 11
JURIDICAL STATUS
ARTICLE 12
Personal Status
1. The personal status of a refugee shall begoverned by the law of the country of hisdomicile or, if he has no domicile, by the lawof the country of his residence.
2. Rights previously acquired by a refugeeand dependent on personal status, more particularly rights attaching to marriage, shall berespected by a Contracting State, subject tocompliance, if this be necessary, with the formalities required by the law of that State,provided that the right in question is onewhich would have been recognized by the lawof that State had he not become a refugee.
ARTICLE 13
M ovable and Immovable Property
The Contracting States shall accord to arefugee treatment as favourable as possibleand, in any event, not less favourable thanthat accorded to aliens generally in the samecircumstances, as regards the acquisition ofmovable and immovable property and otherrights pertaining thereto, and to leases andother contracts relating to movable and immova ble property.

CONDITION JURIDIQUE
ARTICLE 12
Statut personnel
1. Le statut personnel de tout refugie sera regipar la loi du pays de son domicile ou, it defautde domicile, par la loi du pays de sa residence.
2. Les droits, precedemment acquis par lerefugio et decoulant du statut personnel, etnotamment ceux qui resultenf du mariage,seront respectes par tout Etat Contractant,sous reserve, le cas echeant, de l'accomplissement des formalites prevues par la legislationdudit Etat, etant entendu, toutefois, que ledroit en cause doit etre de ceux qui auraientete reconnus par la legislation dudit Etat siI'interesse n'etait devenu un refugie.
ARTICLE 13
Propriete -mobiliere et immobiliere
Lea Etats Contractants accorderont a toutrefugie un traitement aussi favorable que possible et de toute faeon un traitement qui nesoit pas moins favorable que celui qui estaccorde, dans les memes circonstances, auxetrangers en general en ce qui concerne l'acquisition de la propriete mobiliere et immobifiereet autres droits s'y rapportant, le Iouage etlea autres contrats relatifs a la propriete mobiHere et immobiliere.
ARTICLE 14
Artistic Rights and Industrial Property
In respect of the protection of industrialproperty, such as inventions, designs or models,trade marks, trade names, and of rights inliterary, artistic and scientific works, a refugeeshall be accorded in the country in which hehas his habitual residence the same protectionas is accorded to nationals of that country.In the territory of any other Contracting State,he shall be accorded the same protection as isaccorded in that territory to nationals of thecountry in which he has his habitual residence.
ARTICLE 15
Right of Association
As regards non-political and non-profitmaking associations and trade unions theCo;ntracting States shall accord to refugeeslawfully staying in their territory the mostfavourable treatment accorded to nationals ofa foreign country, in the same circumstances.
ARTICLE 16
Access to Courts
1. A refugee shall have free access to thecourts of law on the territory of all Contracting States.
2. A refugee shall enjoy in the ContractingState in which he has his habitual residencethe same treatment as a national in matterspertaining to access to the Courts, includinglegal assistance and exemption from cautiojudicatum solvi.
3. A refugee shall be accorded in the mattersreferred to in paragraph 2 in countries otherthan that in which he has his habitual residencethe treatment granted to a national of thecountry of his habitual residence.

ARTICLE 16

Chapter HI
GAINFUL EMPLOYMENT
ARTICLE 17
Wage-earning Employment
1. The Contracting States shall accord torefugees lawfully staying in their territory themost favourable treatment accorded to nationals of a foreign country in the same circumstances, as regards the right to engage in wageearning employment.
2. In any case, restrictive measures imposedon aliens or the employment of aliens for theprotection of the national labour market shallnot be applied to a refugee who was alreadyexempt from them at the elate of entry intoforce of this Convention for the ContractingState concerned, or who fulfils one of thefollowing conditions:
(a) He has completed three years' residencein the country.
(b) He has a spouse possessing the nationality of the country of residence. Arefugee may not invoke the benefit ofthis provision if he has abandoned hisspouse;
(c) He has one or more children possessingthe nationality of the country of residence.
3. The Contracting States shall give sympathetic consideration to assimilating the rightsof all refugees with regard to wage-earningemployment to those of nationals, and 'inpartioular of'<t.hose refugees who have onteredtheir territory pursuant to progrltlUInC's ofIa.bour recruitment or under immigrationschemes.
ARTICLE lR
Self-employment

Rationing
Where a rationing system exists, whichapplies to the population at large and regulatesthe general distribution of products in shortsupply, refugees shall be accorded the sametreatment as nationals.

2. The right to compensation for the death. of a refugee resulting from employment injuryor from occupational disease shall not beaffected by the fact that the residence of thebeneficiary is outside the territory of theContracting State.
3. The Contracting States shall extend torefugees the benefits of agreements concludedbetween them, or which may be concludedbetween them in the future, concerning themaintenance of acquired rights and rights inthe process of acquisition in regard to socialsecurity, subject only to the conditions whichapply to nationals of the States signatory tothe agreements in question.
4. The Contracting States will give sympathetic consideration to extending to refugeesso far as possible the benefits of similar agreements which may at any time be in forcebetween such Contracting States and noncontracting States.

ADMINISTRATIVE MEASURES
ARTICI.E 25
Administrative Assistance
1. When the exercise of a right by a refugeewould normally require the assistance ofauthorities of a foreign country to whom hecannot have recourse, the Contracting Statesin whose territory he is residing shall arrangethat such assistance be afforded to him bytheir own authorities 01' by an internationalauthority.
2. The authority or authorities mentioned inparagraph 1 shall deliver or cause to be delivered under their supervision to refugeessuch documents or certifications as wouldnormally be delivered to aliens by or throughtheir national authorities.
3. Documents or certifications so deliveredshall stand in the stead of the official instruments delivered to aliens by or through theirnational authorities, and shall be given credence in the absence of proof to the contrary.
4. Subject to such exceptional treatment asmay be granted to Indigent persons, fees maybe charged for the services mentioned herein,but such fees shall be moderate and commensurate with those charged to nationals forsimilar services.
5. The provisrons of this article shall hewithout prejudice to artlcles 27 and 28.

The Contracting States shall issue to refugees lawfully staying in their territory tnweldocuments for the purpose of travel outsidetheir territory, unless compelling reasons ofnabionn.l security or public order otherwiserequire, and the provisions of the Schedule tothis Convention shall apply with respect tosuch documents. The Contrar-tdng States mayissue such a travel document to any otherrefugee in their territory; they shall in pm·bicular give sympathetic consideration to theissue of such a t.ravel document to refugees intheir territory who are unable to obtain atravel document from the country of theirlawful residence.
2. Travel documents issued to refugees underprevious international agreements by 'partiesthereto shall be recognized and treated by theContracting States in the same way as if theyhad been issued pursuant to this article.

Fiscal Charges
1. The Contracting States shall not imposeupon refugees duties, charges or taxes, of anydescription whatsoever, other or higher thanthose which are or may be levied 011 theirnationals in similar situations.
2. Nothing in the above paragraph shallprevent the application to refugees of the lawsand regulations concerning charges in respectof the issue to aliens of administrative documents including identity papers.

ARTICLE 29

ARTICLE 30
Transfer of Assets
1. A Contracting Siate shall, in conformitywith its laws and regulations, permit refugeesto transfer assets which they have broughtinto its territory, t-o another country wherethey have been admitted for the purposes ofresettlement.
2. A Contracting State shall give sympatheticconsideration to the application of refugees forpermission to transfer assets wherever theymay be and which are necessary for theirresettlement in another country to which theyhave been admitted.
ARTICLE 31
Refugees unlawfully in the Country oj Refuge
1. The Contracting States shall not imposepenalties, on account of their illegal entry orpresence, on refugees who, coming directlyfrom a territory where their life or freedomwas threatened in the sense of article 1, enteror are present in their territory withoutauthorization, provided they present themselves without delay to the authorities andshow good cause for their illegal entry orpresence.
2. The Contracting States shall not apply tothe movements of such refugees restrictionsother than those which are necessary and suchrestrictions shall only be applied until theirstatus in, the country is regularized or theyobtain admission into another country. TheContracting States shall allow such refugees areasonable period and.all the necessary facilitiesto obtain admission into another country.
ARTICLE 32

1. The Contracting States shall not expel arefugee lawfully in their territory save ongrounds of national security or public order.

Expulsion
1. Les Etats Oontractants n'expulseront unrefugie se trouvant regulieremerit sur leur territoire que pour des raisons de securite nationale ou d'ordre public.
2. 'I'he expulsion of such a refugee shall beonly in pursuance of a decision reached inaccordance with due process of law. Except.where compelling reasons of national securityotherwise require, the refugee shall be allowedto submit evidence to clear himself, and toappeal to and be represented for the purposebefore competent authority or a person orpersons specially designated by the competentauthority.
3. The Contracting Btates shall allow such arefugee a reasonable period within which toseek legal admission into another country.The Contracting States reserve the right toapply during that period such internal measuresas they may deem necessary.
ARTICLE 33
Prohibition of Expulsion or Return.(" Rejoulement ")
1. No Contracting State shall expel or return(" refouler ") a refugee in any manner whatsoever to the frontiers of territories where hislife or freedom would be threatened on accountof his race, religion, nationality, membershipof a particular social group or political opinion,

The Contracting States shall as far aspossible facilitate the assimilation and naturalization of refugees. They shall in particularmake every effort to expedite naturalizationproceedings and to reduce as far as possiblethe charges and costs of such proceedings.

Le benefice de la presente disposition nepourra toutefois €ltre irrvoque par un refugiequ'il y aura des raisons serieuses de eonsiderercomme un danger pour la securite du pays ouil se trouve ou qui, ayant eM l'objet d'une condamnation definitive pour un crime ou delitpartdculierement grave, constitue une menacepour la communaute dudit pays.
ARTICLE 34
Naturalisation
Les Etats Contractants faciliteront, danstoute la mesure du possible, l'assimilation etla naturalisation des refugies. Ils s'efforcerontnotamment daceelerer la procedure dei naturalisation et de reduire, dans toute la mesuredu possible, les taxes et lea frais de cette procedure.

EXECUTORY AND TRANSITORYPROVISIONS
ARTICLE 35
Co-operation of the National Authoritieswith the United Naiione
1. The Contracting States undertake to cooperate with the Office of the United NationsHigh Commissioner for Refugees, or any otheragency of the United Nations which maysucceed it, in the exercise of its functions, andshall in particular facilitate its duty of supervising the application of the provisions of thisConvention.
2. In order to enable the Office of the HighCommissioner or any other agency of theUnited Nations which may succeed it, tomake reports to the- competent organs of theUnited Nations, the Oontracting States undertake to provide them in the appropriate formwith information and statistical data requestedconcerning:
(a) the condition of refugees,
(b) the implementation. of this Convention,and
(c) laws, regulations and decrees which are,or may hereafter be, in force relating torefugees.
ARTICLE 36
Information on National Legislation
The Contracting States shall communicateto the Secretary-General of the United Nationsthe laws and regulations which they mayadopt to ensure the application of this Convention.
ARTICLE 37
Relation to Previous Conventions
Without prejudice to article 28, paragraph 2, of this Oonvention, this Conventionreplaces, as between parties to it, the Arrangements of 5 July 1922, 31 May 1924, 12 May

Any dispute between parties to this Convention relating to its interpretation or application, which cannot be settled by other means,shall be referred to the International Court ofJustice at the request of anyone of the partiesto the dispute.
ARTICLE 39
Signature, Ratification and Accession
1. This Convention shall be opened for signature at Geneva on 28 July Hl51 and shallthereafter be deposited with the SecretaryGeneral of the United Nations. It shall beopen for signature at the European Office ofthe United Nations from 28 July to 31 August1951 and shall be re-opened for signature atthe Headquarters of the United Nations from17 September 1951 to 31 December 1952.
2. This Convention shall be open for signatureon behalf of all States Members of the UnitedNations, and also on behalf of any other Stateinvited to attend the Conference of Plenipotentiaries on the Status of Refugees andStateless Persons or to which an invitation tosign will have been addressed by the GeneralAssembly. It shall be ratified and the instruments of ratification shall be deposited withthe Secretary-General of the United Nations.
3. This Convention shall be open from 28 July1951 for accession by the States referred to inparagraph 2 of this article. Accession shallbe effected by the deposit of an instrument ofaccession with the Secretary-General of theUnited Nations.

ARTICLE 40
Territorial Applica~ion Clause
1. Any State may, at the time of signature,ratification or accession, declare that thisConvention shall extend to all or any ofthe territories for the international relationsof which it is responsible. Such a declarationshall take effect when the Convention entersinto force for the State concerned.
2. At any time thereafter any such extensionshall be made by notification addressed to theSecretary-General of the United Nations andshall take effect as from the ninetieth dayafter the day of receipt by the SecretaryGeneral of the United Nations of this notification, or as from the date of entry into forceof the Convention for the State concerned,whichever is the later.
3. With respect to those territories to whichthis Convention is not extended at the time ofliignature, ratification or accession, each Stateconcerned shall consider the possibility oftaking the necessary steps in order to extendthe application of this Convention to suchterritories, subject, where necessary for constitutional reasons, to the consent of the Governments of such territories.
ARTICLE 41
Federal Clause
In the case of a Federal or non-unitaryState, the following provisions shall apply:
Ca) With respect to those articles of thisConvention that come within the legislative jurisdiction of the federal legislative authority, the obligations of theFederal Government shall to this extentbe the same as those of Parties whichare not Federal States;
(b) With respect to those articles of thisConvention that come within the legislative jurisdiction of constituent States,provinces or cantons which are not,under the constitutional system of thefederation, bound to take legislativeaction, the Federal Government shall

ARTICLE 41
ClaUse federale

ARTICLE 42
Reservations
1. At the time of signature, ratification oraccession, any State may make reservationsto articles of the Convention other than toarticles 1, 3, 4, 16 (1), 33, 36-46 inclusive.
2. Any State making a reservation in accordance with paragraph 1 of this article may atany time withdraw the reservation by a communication to that effect addressed to theSecretary-General of the United Nations.
ARTICLE 43
Entry into force
1. This Convention shall come into force onthe ninetieth day following the day of depositof the sixth instrument of ratification oraccession.
2. For each State ratifying or acceding tothe Convention after the deposit of the sixthinstrument of ratification or accession, theConvention shall enter into force on the ninetieth day following the date of deposit bysuch State of its instrument of ratification oraccession.
ARTICLE 44
Denunoiation
1. Any Contracting State may denounce thisConvention at any time by a notification

ARTICLE 44
Denoneiaium.
1. Tout Etat Contractant pourra denoncer laConvention a tout" moment par notification

ARTICLE 45
Revision
1. Any Contracting State may request revision of this Convention at a.o.y time by anotification addressed to the Secretary-Generalof the United Nations.
2. The General Assembly of the United Nations shall recommend the steps, if any, tobe taken in respect of such request.
ARTICLE 46
Notifications by the Secretary- Generalof the United Nations
The Secretary-General of the United Nations shall inform all Members of the UnitedNations and non-member States referred to inarticle 39:
(a) Of declarations and notifications inaccordance with section B of article 1;
(b) Of signatures, ratifications and accessions in accordance with article 39;
(c) Of declarations and notifications inaccordance with article 40;
(d) Of reservations and withdrawals inaccordance with article 42;
(e) Of the date on which this Conventionwill come into force in accordance witharticle 43;
(f) Of denunciations and notifications inaccordance with article 44;
(g) Of requests for revision in accordancewith article 4: 5.

Subject to the regulations obtaining inthe country of issue, children may be includedin the travel document of a parent or, inexceptional circumstances, of another adultrefugee.
Paragraph 3
The fees charged for issue of the documentshall not exceed the lowest scale of charges fornational passports.
Paragraph 4
Save in special or exceptional cases, thedocument shall be made valid for the largestpossible number of countries.
ANNEXE
Paragraphe 1
1. Le titre de voyage vise par l'article 28 decette Convention sera conforme au modelejoint en annexe.
2. Ce titre sera redige en deux langues aumoins: l'une des deux sera la langue anglaiseou la langue franeaise.
Paragraphe 2

Paragraph 5
The document shall have a validity ofeither one or two years, at the discretionof the issuing authority.
Paragraph 6
1. The renewal or extension of the validityof the document is a matter for the authoritywhich issued it, so long as the holder has notestablished lawful residence in another territoryand resides lawfully in the territory of thesaid authority. The issue of a new documentis, under the same conditions, a matter for theauthority which issued the former document.
2. Diplomatic or consular authorities, specially authorized for the purpose, shall beempowered to extend, for a period not exceeding six months, the validity of travel documentsissued by their Governments.

3. The Contracting States shall give sympathetic consideration to renewing or extendingthe validity of travel documents or issuingnew documents to refugees no longer lawfullyresident in their territory who are unable toobtain a travel document from the countryof their lawful residence.
Paragraph 7
The Contracting States shall recognizethe validity of the documents issued in accordance with the provisions of article 28 of thisConvention.
Paragraph 8
The competent authorities of the countryto which the refugee desires to proceed shall, ifthey are prepared to admit him and if a visais required, affix a visa on the document ofwhich he is the holder.
Paragraph 9
1. The Contracting States undertake to issuetransit visas to refugees who have obtainedvisas for a territory of final destination.
2. The issue of such visas may be refused ongrounds which would justify refusal of a visato any alien.
Paragraph 10
The fees for the issue of exit, entry ortransit visas shall not exceed the lowest scaleof charges for visas on foreign passports.
Paragraph 11
When a refugee has lawfully taken upresidence in the territory of another Contracting State, the responsibility for the issue of anew document, under the terms and conditionsof article 28, shall be that of the competentauthority ofthat territory, to which the refugeeshall be entitled to apply.
Paragraph 12
The authority issuing a new documentshall withdraw the old document and shall

Paragraph 13
1. Each Contracting State undertakes thatthe holder of a travel document issued by it inaccordance with article 28 of this Conventionshall be readmitted to its territory at any timeduring the period of its validity.
2. Subject to the provisions of the precedingsub-paragraph, a Contracting State may require the holder of the document to complywith such formalities as may be prescribed inregard to exit from or return to its territory.
3. The Contracting States reserve the right,in exceptional cases, or in cases where the refugee's stay is authorized for a specific period,when issuing the document, to limit the periodduring which the refugee may return to aperiod of not less than three months.
Paragraph 14
Subject only to the terms of paragraph 13,the provisions of this Schedule in no wayaffect the laws and regulations governing theconditions of admission to, transit through,residence and establishment in, and departurefrom, the territories of the Contracting States.
Paragraph 15
Neither the issue of the document nor theentries made thereon determine or affect thestatus of the holder, particularly as regardsnationality.
Paragraph 16
The issue of the document does not in anyway entitle the holder to the protection ofthe diplomatic or consular authorities of thecountry of issue, and does not confer on theseauthorities a right of protection.

Les Etats Contractants se reservent lafaculte, dans des cas exceptionnels, ou dansles cas ou le permis de sejour du refugie estvalable pour une periode determinee, de limiter,au moment de la defivrance dudit titre, laperiode pendant laquelle le refugie pourrarentrer, cette periode ne pouvant etre inferieure it trois mois.

Sous la seule reserve des stipulations duparagraphe 13, les dispositions de la presentsannexe n'affectent en rien les lois et reglementsregissant., dans Ies territoires des Etats Contractants, Ies conditions d'admission, de transit,de sejour, d'etablissement et de sortie.
Paragraphe 15
La delivrance du titre, pas plus que lesmentions y apposees, ne determinent ni n'affectent le statut du deterrteur, notamment en cequi concerne la nationalite.
Paragraphe 16
La delivrance du titre ne donne au detenteur aucun droit it la protection des representants diplomatiques et coneulaires du pays dedelivrance, et ne confere pas it ces represeritarrtaun droit de protection.
