    January 2020

    Summary:

    During the month of January on the Oklahoma State Capitol Exterior Restoration

    Project, the interior tunnel work continued. The drywall for the tunnel and the fram-

    ing and sheetrock for the vestibule area were completed in January. The fi nal tunnel

    fi nishes began in mid-January with the fl oor prep for tile installation and painting.

    Flooring, millwork, and lay-in ceilings will all start in February. The tunnel is still

    tracking a March completion; however, the tunnel will remain closed until the new

    Visitor’s Center is complete this summer.

    The roofi ng replacement has progressed on all remaining wings. The copper sky-

    lights and ridge cap on the South Wing were completed in January. The copper

    standing seam panels on the East Wing low roof and East Monitor roof are complete.

    Gutters, snow-guards, and the ridge cap will fi nish out the East Wing in early Febru-

    ary. The West Wing’s substrate demo, repairs, and new substrate were all completed

    on the low roof and West Wing monitor this month. The West Wing copper fl at-lock

    panels installation started in January. The low roof copper standing seam panels will

    start in early February. The new copper roofi ng completion is still tracking for March

    completion, weather permitting.

    Safety:The safety of our workforce and the general public during the course of

    construction is the most important task that we must deliver. To that end, every

    craftsmen involved with the project receives a detailed project orientation, and prior

    to performing any task, the teams develop detailed task specifi c work plans. These

    work plans are often called Job Site Analysis (JSA) and assist project teams with ana-

    lyzing diff erent hazards associated with each work activity prior to

    beginning work.

    Safety Spotlight

    In January on the Oklahoma Capitol Exterior Restoration project, the safety

    focus has been on working in and around occupied spaces. With the new leg-

    islative session starting in February, the building and surrounding areas will be

    full of people. The safety of those around us is paramount. Extra precautions

    are taken by the use of signage, debris netting, keeping construction entranc-

    es closed and gates locked.

    East wing – Reviewed progress on mockups S, T, and W. See review comments posted to the Box site on 1/20/20. Mockup T is reviewed as noted and provided no alterations are made remains accepted. Mockup W/U has items outstanding. Mockup S was in progress, but not complete. Alterations to the height of the ridge proposed by Brackin were discussed and accepted for integration into the next iteration.

    Substrate replacement on the skylight is in progress and nearly complete. Roofing on south main slope has progressed to the west end of the monitor.

    South wing – Installation of skylight cladding and crickets is in progress, five of eight lower skylights on are complete. Portions of the upper skylights are missing finishing side wall trim and ridges are outstanding. Main ridge remains incomplete. Construction of mockup M on the west slope has resulted in a standing seam much closer to the end of the flat flock than originally planned.

    West wing – Substrate repairs are in progress, including repairs to the slab/pediment stone connection. Replacement of monitor decking is not complete, temporary protection is in place. Workers have been assigned to substrate repairs.

    Construction schedule for Christmas and New Years holidays. Discussed the need for ridges and all edges that have not been completed to be protected and well-sealed before Baker Roofing leaves for the holidays.

    South wing mockup M area: seam layout did not end up as predicted. Discussed the need to evaluate how many standing seams need to be rolled over and location/width of the divertor for the gutter with running water. Area needs to be completed on both sides. Hose tests may help, but observations made during a rain will likely be necessary.

    Counterflashing at the pediment valleys has not been completed and lead t-cap requires adjustment in various locations.

    Cladding is being applied to monitor sidewalls. Roofing panels for monitor roof are staged and ready to start installation.

    South wing – Installation of ridge caps at the main slope and on the upper skylights is in progress.

    West wing – Substrate repairs are in progress, replacement of decking at the monitor is nearly complete.

    ITEMS DISCUSSED:

    Punch list for the east wing (both slopes) and the east slopes above the low roof on the north and south wings. Per JE Dunn and Baker 1/30 will be the date. Goal is to have all items complete including snow guards on the east wing. North and south complete except for snow guards. This will need to include all work at the low roofs as well. Removal of railings, and patching associated with removal will not be complete.

    Installation of counter flashing at pediment valley ends, masons need to set threaded rods. Detail is the same as is used on the north and south wings.

    Mark 1 on site to provide anchors and patches for reconfiguration of lighting protection down leads.

    Area of spalled stone on the Kilo-Juliette corner of the drum base, west wing. The spall is adjacent to a reglet and requires repair to provide secure sheet metal attachment. Concept for repair drawn and emailed to JE Dunn on 1/20/20.

    ACTION REQUIRED:

    Confirm that all previous punchlist items (ADG or TreanorHL) are complete for sheet metal work on Delta and Foxtrot low roofs. (JED, Baker)

Observations:

    1. The north side of the East Monitor was walked in order to observe several of the monitor wall framing configurations.

    2. Several of the louver locations were framed differently than as intended on the construction documents. The adjacent photo is consistent with the design intent where the top and bottom horizontal stud members are continuous through the louver width.

    3. In one or two locations, the top and bottom stud framing was ‘broken’ and not

    continuous across the bay width. This is not consistent with the design intent. See the photo below for and example of the non-continuous line of studs. Based on conversations with Brandon Marriott of JE Dunn, the non-continuous framing would be re-worked with the final louver opening sizes and framed continuously.

    4. The jamb framing at the end of the bays was also reviewed and found to be in

    general conformance with the construction drawings. An example of this framing is shown below.     5. ZFI and JE Dunn observed an unforeseen condition at the east endwall of the East Wing monitor. The specified fasteners for the plywood substrate were unable to find purchase in the nominally 1½”-2” thick, brittle, cementitious wall material on Hy-Rib lathe and were spinning out or stripping out with little-to-no load. Note that the back of this wall framing was not directly observable due to the presence of spray-applied fireproofing foam. It was determined after discussions on-site to pursue the use of toggled bolts (similar to those used in drywall construction) to fasten the sheathing to this end wall. These bolts and the installation method would be forwarded via RFI for the SEOR to review. (SeeRFI0011)

    Personnel: Brandon Marriott – JE Dunn (General Contractor) Mike Thompson – ZFI Engineering (Structural EOR) Mark Maska - JE Dunn (General Contractor) Mike Thompson (MDT) of ZFI was on-site to observe an unforeseen condition of a crack in the structural concrete roof slab at the northwest corner of the West Wing roof near the west end of the north side of the monitor. Observations:

    1. A crack was observed in the Hy-Rib concrete roof slab in the immediate vicinity of the northwest corner of the West Wing roof monitor.

    The crack appeared to originate at the point where the Hy-Rib deck meets the monitor steel framing up from the steel roof truss below at the northwest corner of the West Wing roof monitor. The crack propagated north. The crack was located below a small strip of cementitious fill between two beveled wood sleepers that were in close proximity (see adjacent photo and on the previous page). The original construction suggests this may have been a pour joint or construction joint in the roof slab.

    The crack measured approximately ¼” to 3/8” along its length. The crack was through the entire depth of the Hy-Rib slab and the metal lathe of the Hy-Rib system was visible from above in many locations. The crack appeared to follow a seam in the lathe system.

    The crack was also visible from the attic below, confirming it occurred through the entire depth of the slab and reflected through the plaster on the soffit of the slab. It followed the line of the steel truss all the way to the north edge of the roof.

    The crack appeared to be quite old (see photo below) and may have occurred relatively soon after original construction.

    Given the location, there are several possibilities as to its origin: a. A failed seam in the Hy-Rib lathe that allowed shrinkage-related movement

    to manifest along the seam, b. A poorly bonded construction joint that propagated a crack due to

    shrinkage-related movement, c. Expected shrinkage-related movement may have been exceeded due to the

    differing aspect ratios for the portion of the roof due north of the monitor (red portion in below) and the portion of the roof west of the monitor (green portion below),

    d. Shrinkage-related stress was concentrated at the re-entrant corner in the roof slab created by the presence of the monitor framing, or

    e. Some combination of these reasons.

    It is our opinion that this is not a seismic-related crack and as it runs parallel to the north-south framing direction of the roof slab (recall that roof purlins run east-west between north-south running roof trusses), it does not pose a significant gravity load-carrying issue. As mentioned above, the crack appears to be quite old and given the ragged edges does not appear to be a ‘working’ crack that experiences cyclical loading or opening and closing of any kind. ZFI directed JEDunn to cut out the existing concrete along the length of the crack to 4”-to-5” minimum width and down the Hy-Rib lathe. The lathe should be maintained and new repair concrete per Type 1 concrete repair on sheet SS003 would be utilized to patch the slab back to its original profile along the entire length of the crack.

    2. At the same location on the south slope of the West Wing, a similar crack was observed from the attic below. This crack appeared to ‘jump’ from one Hy-Rib lathe seam west to the next before continuing south along the roof slope. The existing roof demolition has not reached this location at the time of ZFI’s visit; however, if a similar condition is encountered once the skyward facing side of the deck was uncovered, ZFI directed JEDunn to perform the same repair as outlined previously. It is unclear if the crack compromises the slab’s load-carrying ability at this location of if the cracking is confined to the plaster soffit material.

    3. The repair at the gap between the west end of the West Wing roof slab and the west pediment stone was underway. The north slope had been completed and the south slope was in progress. See the October1,2019Engineer’sFieldReport for additional information.
