Sexual harassment isn’t limited to just making inappropriate advances. On Behalf of SECURITY It is imperative that we all remain vigilant and ensure we all stay safe during deployment. Individuals and supervisors must ensure that they and their staff practice safe habits and point out potential problems when they are observed. Outside the office, employees should mitigate personal and organizational risk by following accepted best practices for personal security: Below are some general security guidelines for staff safety: 1. PIV Cards/Badges
• Wear and display PIV Cards/Badges while in FEMA facilities, even to go to the restroom. A good rule of thumb at this JFO is that if you are passing by a Security Guard Post, you should be wearing your PIV Card/Badge. Remember, if you don’t have it with you, you may have left it unattended in your computer and that’s a serious breach of security.
• PIV Cards/Badges are required to be displayed above your waist. • Report lost/stolen PIV Card/Badges to a Security Manager immediately. • Avoid wearing them off-site or off-duty. • Keep them secured and separate from laptops. • Never allow anyone to use your PIV Card/Badge for any reason. • If you are escorting a visitor on FEMA property, you are responsible for them at all times and must keep
them in your sight and control at all times. 2. Personal Security
• Maintain Situational Awareness – Know Your Surroundings – Be Prepared! • Remove PIV Cards/Badges from view and do not wear FEMA attire in public. If you have to do so,
cover FEMA attire with an outer garment. • Pair up or stay in groups outside of facilities – Use a Buddy System. • Keep vehicles locked, keep property out of sight and park in safe, well-lit locations. • Keep hotel room secure (dead bolt locks, use peep holes, avoid 1st floor accommodations when
possible). • Avoid unfamiliar, high crime, or hazardous areas. • If You See Something – Say Something.
3. Personal Property • Keep work places secure. • Don’t leave personal property in work places. • Maintain control of handbags, backpacks, coats, etc. (all are subject to search on FEMA sites). • Hotel Security - valuables can be kept in room safes or at the front desk. • Report loss/theft of FEMA property to Security, APO, and Supervisor.
4. Social Networking • No pictures on FEMA sites or with FEMA attire or badges. Don’t publicize deployments. • FEMA computers are to be used for government business only. • Do not provide information over the net (address, phone number, SSN, DOB, etc). • Don’t share. Use privacy filters and delete inactive accounts (don’t abandon them).
5. Alcohol/Drugs
• Use or possession at/in FEMA facilities is prohibited. • Consuming in FEMA apparel is prohibited. • Marijuana is still illegal per Federal law regardless of local or state laws. • Can Not consume illegal drugs on or off-duty. • Drunk Driving – Do not drink and operate Government, Rental or any other vehicle after consuming
alcohol.
6. Weapons • No firearms, knives (3 inch or larger blade), edged weapons, clubs/striking devices,
explosives/incendiary materials, disabling chemicals (mace, pepper spray, etc), or hazardous chemicals/materials allowed on FEMA properties, including FEMA parking lots.
7. Local Concerns
• Avoid low income areas or high tourist areas. Both are considered high crime areas. • Avoid homeless and vagrants (under overpasses, highway ramps, intersections, etc.). • Be wary of credit card scams (scanners at ATMs, gas pumps, etc.).
8. Additional Comments
• Secure your laptop (Ctrl/Alt/Delete or remove your PIV card) every time you leave your duty station. • Trust your gut! Report things that don’t seem right. Make the proper people aware and error on the
side of caution. Better safe than sorry. • Take a look around before exiting or entering your vehicle. Look in back seat before getting in. Don’t sit
in vehicle and text. Keep doors locked and windows up, even when driving (reduces exposure and risk).
• Don’t keep FEMA equipment in vehicle trunk overnight. • Don’t answer door unless you know who you are dealing with. Call front desk to confirm hotel
personnel. Have deliveries made to front desk. Don’t give PII over phone. • Don’t resist robbery. FEMA and personal property are not worth injury or death. Be a good witness
though. Observe and record information. • Avoid provoking or responding to road rage. Please drive prudently and defensively and don’t get
provoked. Ignore it, let it go and proceed safely on your route. If necessary, drive to a safe location (police or fire station) and report the incident to authorities.

All Hands DR-4337-FL: FEMA’s Mission is to help people before, during, and after a disaster. In order to help others, FEMA employees must remain physically healthy and mentally resilient. Over the past several weeks, we have been reminded of how fragile our wellbeing can be, and how important it is to take care of ourselves and our teammates. We never know when illnesses or accidents will occur. The majority of us are deployed to places that are distant from our loved ones and the ones who care most about us. To maintain top form, FEMA employees need to fill the void created by being distant from our loved ones, and this is why it’s imperative to utilize the “Buddy System” or “Battle Buddy’s,” to promote caring for one another. The following are some suggestions FEMA employees should follow to mitigate undesirable and unexpected events:
• Eat healthy food, including fresh fruits and vegetables, and maintain a balanced diet. • Get plenty of rest. Health professional recommend 8 hours of uninterrupted sleep each
night. • Practice moderation when consuming alcoholic beverages. • Check into DTS daily as required by FEMA. • Make sure your lodging and vehicle information is current in DTS. It’s a good idea to
put the state of your vehicle license plate into DTS since many rental cars have out of state registrations.
• Make sure that your family knows where you are staying and how to contact you. • If we are not feeling well – Let your supervisor know. (All supervisors must be an
advocate for their team members). • If an employee needs to go to the doctor, they should inform their supervisor. • Notify your supervisor and the safety office for any hospitalization if which you are
admitted. Some additional best practices are:
• Make sure you carry your health insurance cards with you. (and your driver’s license.) • A list of any medications and dosages should also be in your possession. • Make sure that your drug allergies are also listed on your mediation list. • Make sure that you have identified an Emergency Contact and how they can be reached. • When deployed and away from home it’s a good idea to have the contact information for
your supervisor readily available. Taking care of each other puts FEMA’s core values of compassion, fairness, integrity, and respect into action. Don Olsen

Submitting the Accident ReportThe FEMA driver must complete the SF91, “Motor Vehicle Accident Report” and attach supporting documentation.
Be sure to:
Sign and date block 71a and 71b.
Use a permanent (not temporary) home address and phone in “Section VIII – Extra Details”.
Have your supervisor fill out block 81a, 81b, 82a, 82b, and 82c.
Attach legible copies of the following:
Rental agreement º
Rental agency accident report º
Police report, if applicable º
Maintain a copy of all documents for your personal records.
If requested by FEMA’s Office of Chief Counsel, digital photos and/or a SF94, “Statement of Witness” may be required.
Provide the Disaster Safety Officer with a copy of the Accident Report and supporting documents.
The Safety Officer will fax and mail a hardcopy of these to the Office of Chief Counsel.

Vehicle AccidentsMany FEMA disaster employees use rental vehicles on a daily basis to perform their work. These “Government vehicles” may be used only for the conduct of official agency business, which includes traveling between a temporary duty station and temporary residence and simi-lar places necessary for the sustenance, comfort, or health of the employee.
When a vehicle is used for official purposes, the government covers the employee for acci-dent liability and worker’s compensation. This policy covers GSA vehicles, rental vehicles, and personal vehicles while on officially sanctioned FEMA business.
Unauthorized use of a rental vehicle is consid-ered personal use and is not considered to be “official travel” or “official use of the vehicle.”
When an Accident Occurs…If you should get in a vehicle accident while on offi-cial government business, follow these procedures.
What You Should Do
Check for personal injuries to other parties and yourself and call for help if necessary.
Write down the other driver’s information to include:

What You Should NOT Do
Make any statement which admits guilt or fault to anyone.
Move the vehicles unless they are obstructing traffic flow.
Provide the other driver with your own personal insurance information.
