INAUGURAL SESSION MINUTES HURON COUNTY COUNCIL

Goderich, Ontario December 10th, 2014

The Council of the Corporation of the County of Huron met in the Court House Council Chambers, in Goderich on Wednesday December 10th, 2014 at 1:00 p.m. with the 2014 Warden Joe Steffler presiding. 1. Warden Steffler welcomed the members of Huron County Council and guests

to the Inaugural Session. 2. Roll Call CAO Brenda Orchard called the roll and all members were present. 3. CAO Orchard verified with Clerk Cronin that the Clerk’s Certificates were received

for each elected member of County Council for the Term of Council 2015 to 2019. 4. Teresa Donnelly, Crown Attorney for the County of Huron, administered the

Declaration of Office to the elected members of County Council for the Term of Council 2015 to 2019.

5. Nominations for Warden MOTION: #001-15 Moved by: Councillor Fergusson and Seconded by: Councillor Ginn THAT: CAO Brenda Orchard proceed with the Election of Warden for 2015-2016 as set out in the County of Huron Procedural By-law No. 2014-117.

CARRIED 6. CAO Brenda Orchard called for nominations for Warden of Huron County for 2015-

2016. Councillor Ginn, from the Municipality of Central Huron, nominated Councillor Gowing, from the Municipality of Morris-Turnberry, as a candidate for Warden for 2015-2016. Councillor Jewitt, from the Municipality of Central Huron, nominated Councillor Versteeg, from the Township of Howick, as a candidate for Warden for 2015-2016. Councillor Fergusson, from the Municipality of Bluewater, nominated Councillor MacLellan, from the Municipality of Huron East, as a candidate for Warden for 2015-2016. CAO Brenda Orchard called two more times for nominations for Warden of Huron County for 2015-2016. CAO Brenda Orchard requested a motion stating nominations closed. MOTION: #002-15 Moved by: Councillor Van Diepenbeek and Seconded by: Councillor Vincent THAT: The nominations for the position of Warden for 2015-2016 be closed.

7. Election of Warden The candidates for the 2015-2016 Warden’s position, namely; Councillors Gowing, MacLellan and Versteeg briefly addressed Council.

8. CAO Brenda Orchard, with the assistance of the County Clerk Susan Cronin,

conducted the election by secret ballot in accordance with the County of Huron Procedural By-law No. 2014-117.

MOTION: #003-15 Moved by: Councillor Frayne and Seconded by: Councillor Ginn THAT: Paul Gowing, County Councillor from the Municipality of Morris-Turnberry; be elected as Warden of the County of Huron for the years 2015-2016; and until his successor is appointed.

CARRIED MOTION: #004-15 Moved by: Councillor Morrison and Seconded by: Councillor Watt THAT: The ballots be destroyed.

CARRIED 9. Installation of Warden The new Warden Paul Gowing joined Past Warden Steffler at the dais. CAO Brenda Orchard administered the Declaration of Office to Warden Steffler. Past Warden Steffler presented Warden Gowing with the Chain of Office, Gavel, the Warden's Pin, Crest and the Key to the County of Huron. Warden Gowing presented Past Warden Steffler with his name plate as a memento of his year as Warden.

CAO Brenda Orchard formally turned the meeting over to the newly elected Warden; Warden Gowing. Warden Gowing called on Lieutenant Laura Hickman from the Salvation Army to conduct the devotional exercises. MOTION: #005-15 Moved by: Councillor Hessel and Seconded by: Councillor MacLellan THAT: The Council of the County of Huron extend their thanks to Lieutenant Laura Hickman from the Salvation Army for her participation at the Inaugural Meeting of Council.

Warden Gowing spoke briefly thanking Council for the honour of being elected Warden for 2015-2016. Warden Gowing introduced his wife Jacquie along with other family members in attendance.

Warden Gowing asked for Deputy Mayor Jamie Heffer to introduce staff and Council in attendance from Municipality of Morris-Turnberry. Ben Lobb, M.P. for Huron-Bruce was unavailable to attend the Inaugural Session. In M.P. Lobb’s absence, Bill Strong the Constituency Manager for M.P. Lobb’s Goderich office was in attendance and brought greetings from the Government of Canada and congratulations to Warden Gowing. Lisa Thompson, M.P.P. for Huron-Bruce was unavailable to attend the Inaugural Session.

In M.P.P. Lisa Thompson’s absence, Sarah Ross, Constituency Assistant for M.P.P. Thompson was in attendance and brought greetings from the Province of Ontario and congratulations to Warden Gowing. Randy Wagler, Chair, Board of Trustees, Avon Maitland District School Board was also in attendance. Jim McDade, Chair, Board of Trustees, Huron Perth Catholic District School Board was also in attendance. Jim McDade brought greetings from the Huron Perth Catholic District School Board and congratulations to Warden Gowing. 10. Appointment of the Striking Committee According to the County of Huron Procedural By-law No. 2014-117; the Striking Committee for 2014 will consist of:

1. Warden Gowing 2. Immediate Past Warden – Councillor Steffler 3. Two immediate Past Board Chairs - Councillors Van Diepenbeek and

Hessel 4. Two immediate Past Committee Chairs – Councillors Versteeg and Jewitt 5. One Councillor Appointee of the Warden – Councillor Ginn 6. CAO Brenda Orchard

MOTION: #006-15 Moved by: Councillor Steffler and Seconded by: Councillor Vincent THAT: The following members of Huron County Council be the Striking Committee for the year 2015-2016:

Warden Gowing, Chair Past Warden Steffler Councillor Van Diepenbeek Councillor Hessel Councillor Versteeeg Councillor Jewitt Councillor Ginn CAO Brenda Orchard

Warden Gowing requested Members of Council to stay close to the Council Chambers so that Council could resume sitting as soon as the Striking Committee had their Report ready. 11. Report of Committee: The report of the Striking Committee was read by CAO Brenda Orchard. MOTION: #007-15 Moved by: Councillor Hessel and Seconded by: Councillor Fergusson THAT: The Report of the Striking Committee; be adopted as amended and appear in the printed Minutes as Report #1.

THAT: Leave be given to introduce the following By-law: By-law No. 2015-01; being a By-law of The Corporation of the County of Huron to appoint members to various Committees and Boards.

CARRIED MOTION: #009-15 Moved by: Councillor Versteeg and Seconded by: Councillor Van Diepenbeek THAT: By-law No. 2015-01; be given first and second reading; AND FURTHER THAT: By-law No. 2015-01; as read a first and second time, be passed.

CARRIED MOTION: #010-15 Moved by: Councillor Morrison and Seconded by: Councillor MacLellan THAT: By-law No. 2015-01; be given a third reading in accordance with Part 13 of the Procedural By-law for the County of Huron, Section 1, Subsection 2; AND FURTHER THAT: By-law No. 2015-01 as read a third time; be passed, signed by the Warden and the Clerk, and the Seal of the Corporation affixed thereto.

CARRIED 13. Arrangement of Meetings The Warden announced the upcoming meetings for the balance of December 2014 and beginning of January 2015:

Board of Health – Thursday, December 11, 2014 at 9:00 a.m. in Seminar Room 2 of the Health & Library Complex, south of Clinton.

Committee of the Whole Day 1 – Monday, December 15, 2014 at 9:00 a.m. in the Court House Council Chambers, Goderich.

Committee of the Whole Day 2 – Wednesday, December 17, 2014 at 9:00 a.m. in the Court House Council Chambers, Goderich.

Library Board – Thursday, December 18, 2014 at 9:00 a.m. in the Court House Council Chambers, Goderich.

14. Closed to the Public Session: MOTION: #011-15 Moved by: Councillor Versteeg and Seconded by: Councillor Hessel THAT: County Council do now go into a “Closed to the Public Session” at 3:50 p.m. under Section 239 of the Municipal Act, 2001 as amended; to discuss an item that relates to:

Personal matters about an identifiable individual, including municipal or local Board employees;

AND FURTHER THAT: CAO Orchard remain in attendance.

Confirmatory By-law MOTION: #014-15 Moved by: Councillor MacLellan and Seconded by: Councillor Hessel THAT: By-law No. 2015-02; being a By-law of the Corporation of the County of Huron to confirm the proceedings of the Council of the Corporation of the County of Huron, be introduced, be given a first, second and third reading in accordance with Part 13 of the Procedural By-law for the County of Huron, Section 1, Subsection 2; AND FURTHER THAT: By-law No. 2015-02; as read a third time; be passed, signed by the Warden and the Clerk, and the Seal of the Corporation affixed thereto.

CARRIED 16. Adjournment MOTION: #015-15 Moved by: Councillor Frayne and Seconded by: Councillor Hessel THAT: County Council do now adjourn at 4:10 p.m. to meet again on Wednesday January 7, 2015, or at the call of the Warden and the Clerk.

CARRIED The 2015 Inaugural Session closed with the singing of O Canada.
