ITEM 1 TECHNICAL SPECIFICATIONS

GENERAL REQUIREMENTSThe switchgear and its components are designed for design ambient temperature of 50ºC. Switchgear is designed for natural air cooling.

6.6KV /11 KV Switchgear1. Basic performance parametersRated voltage: 6.6kV / 11 KVRated frequency: 50 HzBus bar working ratings: As per specificationShort circuit current ratings (rms): 40KA for 1 secOne minute test voltage at power frequency: 32kV (dry test)/ Basic Insulation level: 60 KV/ 75 KV6.6kV/ 11KV systems are earthed through resistance.

2. The 6.6KV/11KV switch cabinet is indoor type, metal-clad and removable type and made of prefabricated parts. All components for functional units within the cabinet are segregated electrically.The protection class of cabinet is IP32

3. The feeders are equipped with vacuum circuit breaker, when motor capacity (or L.V. auxiliary transformer capacity) is equal to or greater than 1500kW. Otherwise the vacuum contactor F-C circuit is applied when the capacity is between 160Kw and 1500kW.

4. The main and branch bus bars of cabinet, all connections and various links, etc. are insulated.The main and branch bus bars of cabinet are capable of tolerating the maximum mechanical and thermal stresses due to short circuit of bus bar.

5. Relay compartment with necessary protection relays are provided in each switch cabinet.

6. Each switch cabinet is provided with necessary instruments and control devices such as current meter, kWh meter, and current, power transmitters except P.T. panels.Each P.T. panel is provided with necessary instruments and control devices such as voltage meter and voltage transmitter.

7. For each 6.6kV distribution section, a voltage transformer with ratio of transformation equal to 6.6kV/110V and rated capacity is 90VA of class 0.5 is provided.

entries from the bottom and removable plates at its top and back to allow for the connection of power cable and control cable.

9. The circuit breakers have the following characteristics: It is necessary to set up special over voltage protection inside the

panels. The vacuum testing device is provided for circuit breaker.

10. The interrupting capacity and fusing time of H.V. fuse in F-C circuit cabinet are in coordination with vacuum contactor and appropriate for load starting (motor or transformer) and overload status.Since the vacuum contactor is characterized by its low impact, no special over voltage protection at load side is provided in close-open operation.

11. The passage way for operation shall not be less than 2.3m in width when these switch cabinets are arranged in a single row and the passage way shall not be less than 3m in width when they are arranged in a double row. The passage way for maintenance at the back of these switch cabinets shall not be less than 0.8m in width and their side passage way for maintenance shall not be less than 1.0m in width. In addition, some spare space is kept for future installations of switch cabinets in each section.

All members of the test team and all other persons involved in the testing /commissioning schedule must be made familiar with the contents of the testing /commissioning schedule.

Safe access to and adequate escape routes from the confined areas must be maintained.

The test area must be effectively defined.

Access to the test area shall be restricted where necessary by use of barriers and /or warning notices/Danger Boards.

The test area shall be clear of obstructions.

Permanent lighting, supplemented by temporary lighting wherever necessary, must be availed to give adequate lighting to all equipments.

All hand rails access stairs, ladders, guards and trench covers must be permanently fitted unless specified exempted by the test method.

Safety clearance certificate shall be in force

Fire fighting equipment suitable for electrical fire shall be available.

Inspect for physical damage.

Compare equipment nameplate data with the latest diagram and report discrepancies. Inspect for proper alignment, anchorage and grounding.

Inspect doors, panels and sections for dents, scratches, fit and missing hardware or devices.

Inspect bus insulation and insulators for contamination, cracks, chips or any damage that would impair the insulation characteristics.

Check shutter operation, cell switches, and grounding mechanisms for proper operation. Check the cell fit and alignment. Check the racking mechanism.

Inspect CT and PT installations.

Check the breaker cell alignment. Check alignment and penetration of the breaker primary contacts with the bus connection. Perform mechanical operator and contact alignment tests on both the circuit breaker and its operating mechanism. When applicable, verify that filters are in place and/or vents are not obstructed.

Check breakers for interchangeability.

Verify the shipping split bus connections are installed properly and the manufacturer's bolt torquing recommendations are followed. Verify proper installation of the insulating

Contact resistance tests are performed.

Check control fuses, wiring, terminal strip identification with the manufacturers drawings and one line drawings. Disconnect all temporary wiring jumpers.

Current Transformer Tests

On all current transformers (CT's), including ground sensors, perform the following using the one line drawings.

All shorting screws removed.

Inspect for physical damage and compliance with design drawings. Report discrepancies or damaged/missing components..

Perform a 500 VDC insulation resistance test on the CT and the secondary control circuit. Do not perform this test on circuits with solid-state or microprocessor relays.

Verify there is only 1 ground on the relay current circuit.

Verify each CT current circuit by injecting 1 amp current from the CT secondary and check for this current at applicable devices while observing proper polarity.

To prevent nuisance tripping on feeder energization, confirm correct installation of phase conductors, ground conductors and shield conductors associated with CBCT applications.

Potential Transformers and Control Power Transformers Test

Inspect for physical damage and compliance with the design drawings. Report discrepancies or damaged/missing components.

Check mechanical clearances and proper operation of PT disconnecting and grounding devices. Use an ohmmeter to ensure good connection continuity.

Verify proper operation of grounding or shorting devices.

Winding insulation resistance is measured from primary-to-ground, secondary-to-ground, and primary-to-secondary. Disconnect solid-state and microprocessor devices before performing this test.

Perform a polarity test to verify HI-XI polarity marks.

Determine the turns ratio by the potential method.

Verify connection of secondary PT leads by applying 110 volts to the leads and checking for the voltage at applicable devices.

Verify primary and secondary fuse ratings (or circuit breaker ratings) match the manufacturer's drawings.

On double-ended switchgear, perform a phasing check to ensure correct bus phasing from each source. (annx-3)

Surge Arrester Test

When provided, an insulation resistance test shall be performed on surge arresters. The test voltage is 2500 VDC. Typical minimum results are 2500 megohms for 11 kV switchgear, 1000 megohms for 6.6 kV switchgear. The “kV+1 Megohm Rule” provides a guideline for the minimum acceptable insulation resistance value.

Meter Calibration

Calibrate the metering equipment shown on the one line diagram, i.e., voltmeter, ammeter, power factor meter, kWh demand meter, etc., in accordance with the manufacturer's instructions.

Transducer Calibration

When provided, calibrate watt transducers and current transducers for a 4-20 mA output.

DC Bus Test

Prior to connecting 220 VDC from the station batteries to the DC bus, an insulation resistance test is performed on the circuit with a 500 VDC megger.

Functional Test

The functional test of electrical circuits is performed with the circuits as close as possible to the normal operational mode. During functional tests, minimize the number of circuit breaker operations.

Example: If a vacuum circuit breaker (VCB) is tripped by an 86 device, only one trip of the VCB is required. After initial trip of the circuit breaker by the 86 device, only the 86 device is required to operate.

The functional test should include alarms, lock-outs, field contacts, space heater circuits, and controls, etc. When the functional test is complete, the control circuit should be ready for service. Inspect indicating and control devices for correct operation.

Protective Relays

Relays are inspected for physical damage and compliance with the final one line diagram. If blocking restraints are used, remove before making the electrical tests.

When applicable, perform the following checks and inspection. Inspect the cover gasket and cover glass. Check for the presence of foreign material, corrosion, and moisture. Check the condition of contacts. Inspect shorting hardware, connection paddles and/or knife switches.

When applicable, check mechanical freedom of movement, proper travel and alignment, and tightness of mounting hardware and tap screws. Verify target reset . When applicable, inspect targets. Verify pickup and dropout operation of targets.. When applicable, set the displays contrast.

Report any damaged or missing components.

Each adjustable relay shall be set, calibrated, and tested with a relay test set. Settings,

calibration points and check points conform to the Relay Setting Sheets.

Using the final Relay Setting Sheets provided, calibrate the relays in accordance with the manufacturer's instructions.

For microprocessor based relays test as per manufacturer’s procedure.

Configure the alarm LEDs & trip LEDs.
