By MATTHEW [email protected]

OAK BROOK – The OakBrook Park District wasawarded $400,000 by the stateof Illinois for a renovation ofCentral Park, Gov. Pat Quinnannounced Jan. 3.

The funds will be used torenovate Oak Brook’s largestpark in the district, CentralPark, located along Route 83 at1500 Forest Gate Road.

Laure Kosey, executivedirector of the Oak BrookPark District, said they werethrilled be a recipient of anOpen Space Land Acquisitionand Development programgrant. The grant will fund 75park projects across the stateof Illinois at a total amount of$26 million.

Kosey said the Oak BrookPark District will contribute$600,000 toward the renovationof Central Park as well.

Planned work includes ren-ovating the ball fields, addingfitness equipment throughoutthe park, a renovation of thepark’s existing walking pathsand adding a new creative playarea for children.

Since the grant was just re-cently awarded, Kosey said allplans for the project haven’tbeen finalized.

Work on the project won’tbegin until May 1 at the earli-est, Kosey said. The Park Dis-trict plans to wait until afterthe little league season hasended before starting work on

Drivers on tollways in the

western suburbs could reach

their destination a little faster

in 2015.

And, for the first time, if

a boater along the Cal-Sag

Channel or Fox River oper-

ates under the influence, the

boat can be impounded.

Likewise, if underage kids

are caught drinking inside

cars, motor homes, campers

and private planes, their par-

ents now can be charged with

a crime.

As Illinois residents begina new year, they face 220 newlaws that took effect Jan. 1,approved by lawmakers andGov. Pat Quinn. The high-lights cover various issues, from transportation to wildanimals.

TransportationAfter lawmakers raised

the speed limit to 70 mphon downstate interstates in2014, they decided to do thesame in 2015 for Chicago-ar-ea interstates under the Il-linois Tollway Authority’scontrol.

However, it could be a

while before 70 mph speed

limit signs start popping

up along Interstates 88, 294

or 355. The tollway author-

ity still needs to conduct

traffic studies to determine

if a speed limit increase is

warranted. Then it would

require approval from the

tollway’s board of directors,

the Illinois Department of

Transportation and the Joint

Commission on Administra-

tive Rules before taking ef-

fect.

Trustees approve ordinances to keepOak Street Bridge Project on trackBy MATTHEW [email protected]

HINSDALE – The HinsdaleBoard of Trustees approvedseveral ordinances at theirTuesday night meeting relat-ed to the village’s Oak StreetBridge Project.

Trustees unanimouslyapproved an ordinance thatwouldallowthevillagetospendup to $1.15 million to purchaseland in area around the proj-ect. Village President ThomasK. Cauley Jr. told trustees thevillage has already negotiatedwith several land owners inthe area and was still in negoti-ations with Hinsdale Hospitalas of Tuesday night.

Trustees also unanimous-ly approved an agreementwith Illinois Department ofTransportation, which IDOTalso will have to approve, tonot exceed spending a totalof $10,125,000 on the project.A contract, which also willhave be to approved by IDOT,was unanimously approvedby trustees to hire HR GreenInc. for the bridge replace-ment project not to exceed$928,412.65, which will be paidfor with grant money issuedto the village.

President Cauley saidthe board was approving theitems after a first discussionof them to keep the project ontrack.

“The last thing I want to dois have this board be the bodythat slows down this project,”Cauley said of the expeditedapproval of the ordinances.“If we have to do somethingquickly, we’ll do it quickly.”

The village must have theland negotiations completedby Jan. 16, according to Cau-ley, to meet the state’s dead-line and keep the project ontrack. Failure to do so, hesaid, would delay the projectat least a month.

The Oak Street Bridge Re-placement Project seeks to al-leviate traffic congestion andto replace the current OakStreet Bridge, parts of whichare more than 100 years old.

Children including Matthew D’Aprile (left) of Clarendon Hills and Charlie Brubaker of Hinsdale fight offthe cold weather Tuesday with a game of hockey at Prospect Park.

If you thought the comparatively mild weather this winter

through Christmas and New Year’s meant that we were going to

get off lightly this year, then you were sadly mistaken. It might

not be quite as bad as the polar vortex conditions we saw last win-

ter for weeks on end, but this week’s snow and single-digit tem-

peratures are a reminder that in this part of the world, a harsh

winter is inevitable. Maybe next week will be nicer.

SPRINGFIELD – Many years ago, I was a minimum-wageworker making $3.35 an hour writing obituaries for the Gales-burg Register-Mail. More than a few times during that collegesummer break I had an editor holler at me, “There is no ‘a’ incemetery!” But I learned how to meet deadlines, deal with thepublic and spell a bit better.

Most people I know havehad similar first-job expe-riences. They didn’t earn awhole lot, but they learnedenough to help them get abetter job down the road.

We could spend a lot of time bemoaning the loss of low-pay-ing positions to innovation or we can simply accept that busi-nesses will seek the most cost-effective solutions. That’s whytalk of raising the state’s minimum wage is troubling.

While it will result in pay raises for some lucky individuals,it will result in fewer jobs for the state’s low-skill workers. Asthe cost of labor goes up, the demand will go down.

When I mentioned this economic principle to a friend, heasked, “Then, who will do the work if positions are eliminat-ed?” Look no further than McDonald’s for the answer.

According to a recent Malcolm Berko column, the fast-foodchain anticipates adding touch screens in 2,000 of its 15,000restaurants in 2015. Customers, rather than employees, will bethe ones pecking away at the touch screens and sending theirorders directly to the kitchen. According to the Berko analysis, this will result in the elimination of four to six employees perlocation, reducing labor costs by $110,000 per location.

Many of these fast food workers who would see their jobseliminated earn the minimum wage. Raising the minimumwage will accelerate the loss of these and other jobs.

Most folks earning minimum wage are either younger than25 or working part time, a 2012 study conducted by the CatoInstitute found. This runs contrary to the narrative of Gov. PatQuinn and others.

In November 2014, Quinn said, “Our minimum wage is $8.25.It is not enough for a mom, a dad or anyone to raise a familyon.”

He’ll get no argument from me on that. But the Cato studyfound less than 5 percent of those earning minimum wage areheads of households. So raising the minimum wage will dolittle to help those trying to raise families and will do much tohurt young people trying to enter the workforce.

And, in this economy, that’s the last thing we want to do.

SOUND OFF

No more fireworks atmidnight New Year’s DayThis is in regards to New Year’s

[Eve and Day] celebrations. Iwould like to address all thesepeople who feel the need tobring their neighbors into theircelebrations by letting off fire-works at midnight. It’s very dis-turbing. It’s very unnecessary. And if you want to celebrate, celebrate on your own. But don’tinvolve all your neighbors.

To save money, try goingto community collegeAlthough private four-year

colleges are noting their veryminimal tuition hikes this year, they have a history of disregard-ing the inflation rate in manyyears by large percents. Yet,students are burdened withloans that will last a lifetime, and at the same time, find ithard to find decent-paying jobs. Why not “get even” by spendingthe first two years at a highquality community college likethe College of DuPage? Then, transfer as a junior, whichbecomes quite easy for mostfour-year colleges. You’ll end upwith as good an education, lessstudent loans and probably saveat least $50,000 to $200,000 inthe process.

Downers Grove shouldconsider village complexThere has been a lot of talk

about spending $52 milliondollars on a new village complexto include the village hall, policedepartment and fleet mainte-nance. If residents do not feel it isappropriate to spend this amountof money, why doesn’t DownersGrove consider using an existingbuilding that would only needinterior work? Using an existingbuilding should cut down dramat-ically on the final cost. There is anunoccupied Dominick’s store on63rd Street, which should haveample space to meet the needsof Downers Grove. There is alsoample parking. If that amountof parking is not needed, thenperhaps a fleet building couldbe built in the parking lot area.Downers Grove could sell theexisting village hall and use theproceeds toward the new facility.

Sometimes thinking outside thebox is the best option.

Glen Ellyn Park Districtshould reduce taxesI am disappointed that after

news releases about how [the]Glen Ellyn Park District hasstockpiled money, that we don’treap the reward in [the] form of atax reduction. If the board mem-bers bothered to look up on theirmaster plans and surveys, CODand the village of Glen Ellyn haveimplemented no tax increaserecently. The community hassupported GEPD’s expansions fora decade. It’s time for a breather.

Students shouldn’tprovide election inputI [wanted to Sound Off]

regarding the Hadley projectregarding low election turnouts.I was just thinking the students, who are still children, shouldstick to reading, writing andarithmetic, and leave that otherkind of thing to the adults.

Property taxes down, water and rubbish rates upIt is great that Elmhurst is low-

ering our property taxes a littlethis year, but they are raisingour water and rubbish rates.Talk about giving with one handand taking away with the other!

Another bill now prohibitspolice from taking a person’sdriver’s license as bond af-ter pulling them over for mi-nor traffic violations such asspeeding.

Illinois was one of sixstates that allowed police toconfiscate licenses for minortraffic violations, accordingto Illinois Senate Republi-cans.

BoatingLegislation sponsored by

state Sen. Julie Morrison,D-Deerfield, requires boaterstowing a person to display an

orange flag. The bill was in-

spired by Morrison’s nephew,

Tony Borcia, a 10-year-old

from Libertyville who died af-

ter a crash along the Chain O’

Lakes in 2012.

Borcia fell off an inner tube

being pulled by a boat on Pe-

tite Lake and died after being

struck by another boat. The

flag is meant to alert nearby

boaters that a person is being

towed.

Another law sponsored

by Morrison allows police to

seize the crafts of intoxicated

boaters in certain cases.

Children and healthKids younger than 18 who

suffer from seizures now can

qualify for the state’s medical

marijuana pilot program with

a parent’s consent.

Another law requires re-

tailers to sell e-cigarettes ei-

ther behind the counter, in an

age-restricted area or a sealed

display case.

Lawmakers also expanded

schools’ jurisdiction with cy-

berbullying in 2015. Schools

can discipline students who

bully others through personal

phones and computers, along

with school-owned devices.

Another measure allows

parents to be charged with a

crime if their child is caught

drinking alcohol inside cars,

private planes, motor homes,

campers and boats.

It expands an existing law

that made it illegal for parents

to allow underage drinking at

their home. The new law ex-

tends the prohibition to prop-

erty owned by parents outside

of their homes.

Animal protectionBlack bears, cougars and

gray wolves are now protect-

ed species in Illinois.

Although still rare, the

wild animals in recent years

have been spotted around the

state, including a black bear

seen last summer in a field

between Marengo and Belvid-

ere, near Interstate 90.

The new designation al-

lows conservation officials to

better protect the animals, as

they make appearances in Il-

linois.

Central boys basketball excited for clash vs. LTBy JASON ROSSI

[email protected]

HINSDALE – George Kier-nan had no second thoughtswhen he got his hands on theball.

Hinsdale Central’s 6-foot-6forward took a pass from Jor-dan Bradshaw, went strongto the hoop and converted athree-point play that all butsealed the Red Devils 44-38 winagainst St. Viator on Tuesday.

“I knew I was going to beable to go up and I was ableto finish through the contact, and I think that was kind ofthe dagger that was able to putthem away,” Kiernan said ofhis layup and free throw with19 seconds left in the game, which came on the heels ofGrant Hutcherson’s go-aheadjumper.

It wasn’t always prettyagainst St. Viator – there were10 lead changes and six ties inthe game, and the final scorerepresented the largest lead ofthe game for either team – butthe win was the fourth straight

for the Red Devils (11-2) andsends them into today’s rival-ry game against Lyons Town-ship with a bit of momentum.

Both teams come into thecontest with matching 3-0 re-cords in the West SuburbanSilver, and the winner willgain the inside track on theroad to a conference title. Hin-sdale Central athletic teamsdon’t need any extra incentivewhen playing against LyonsTownship, but the Red Devilshave it anyway.

“I think emotionally anddefinitely on a pride level, thisis the biggest game we’re goingto have this season, so we’redefinitely excited,” Kiernansaid.

Last season, the Red Dev-ils won a pair of tight gamesagainst the Lions (48-45 and 63-57) on their way to repeating

as WSS champions. As always, they expect a battle and a gamethat could go down to the wire.

“They’re good, very good,”Central head coach Nick La-torre said. “They have a goodpoint guard [Harrison Niego],they shoot the ball well, theyplay extremely hard, they mixtheir defenses and they have areally good 6-foot-8 young play-er [sophomore Connor Niego],so they’re just good.

“They do a lot of things well. They’re very well coached, sothey pose quite a few challeng-es.”

In Connor Niego and 6-4guard/forward Jaquan Phipps,LT has the size to match up wellwith Central’s duo of Kiernanand 6-8 Matt Rafferty, who bothscored nine points against St.Viator to back up Jordan Brad-shaw’s game-high 19 points.

Phipps and Harrison Niegoboth made the all-tournamentteam at the York Jack Tosh Hol-iday classic recently, so Centralknows it will need a top-notchdefensive effort to earn the win.

“We’re really going tobear down and focus on whatthey like to run and really fo-cus on our defense because Ithink that’s what was exposed[against St. Viator],” Kiernansaid. “We’re definitely going tobe on top of our game, because ifyou can’t get excited for a gameagainst LT, you’re not human.

“I’m excited. It’s my senioryear and we’re playing themat home for the last time. It’sjust going to be an electric at-mosphere. We can’t wait un-til [tonight], but we know wehave to work and polish up ourdefense before we get to battlethem.”
