 It’s been more than a year after a major VA overhaul waspassed by Congress and signed into law, yet the VA has stillnot implemented a key portion of the law, the Veterans ChoiceProgram. Through the program, service men and women canreceive vital home care services that are critical to follow­upcare and medication adherence assistance, especially fordisabled veterans and those without access to transportation.Yet local VA facilities are still refusing to work with newproviders to get veterans the care they need. I took to the House floor to demand answers from the VA, andhave sent a letter pressing the VA for answers and action tohelp our veterans and implement the law.

measuring chocolate syrup to see how it mixed and tasteddifferently in skim, whole milk and cream, and with addedsaltweighing and mixing binding ingredients in an oatmealcaramel apple granola bite to see how different grains havedifferent binding propertiesplaying the role of a flavorist by creating a customstrawberry flavor from five different natural chemicalslearning mechanical engineering equipment, programs,and systems

I was also humbled to be recognized by the NationalAssociation of Manufacturers with their Award for LegislativeExcellence this Congress. Manufacturing means jobs, which iswhy we must continue to support our local businesses andinspire our young people to enter these fields. I was very pleased a bipartisan group of Senators has acted tointroduce the companion version of my own legislation, theModernizing American Manufacturing Bonds (MAMBA) Act,which reforms the outdated rules surrounding the use of keyfinancing tools so that our manufacturers can focus on growingtheir businesses and providing jobs for Americans. A big thank­you to Senators Sherrod Brown (D­OH) and DavidPerdue (R­GA) for propelling this forward in the upper chamber.Now, let’s get this passed both Houses and on to thePresident’s desk! Additional Legislative Update

group of employees eligible for overtime pay. When I askbusinesses what prevents them from hiring more workers,however, they tell me overregulation is a key obstacle thatgets in the way. They understand the new standard forwhat it is—a well­advertised but empty promise from theadministration that could really mean fewer hours forworkers, slowed hiring for salaried employees and a shiftfor full­time employees into hourly work. The rule’sunintended consequences mean heavier burdens oncolleges, nonprofits and small businesses—and a return tohourly work for salaried employees.

I voted in favor of H.R. 6094, the Regulatory Relieffor Small Businesses, Schools and Nonprofits Act,which passed the House and would delay the rule forsix months. I have also signed a letter to LaborSecretary Thomas Perez urging the department toreconsider its proposal, and I joined 200 of my Housecolleagues in cosponsoring the Protecting WorkplaceOpportunity and Advancement Act to nullify the finalrule.

In July Illinois’s Consumer Operated and Oriented Plan(CO­OP), the Land of Lincoln Mutual Health InsuranceCompany, began the process of liquidation after it was leftwith a $70 million shortfall. Since the collapse of Land ofLincoln under the Affordable Care Act (ACA), I have heardheart­wrenching stories from families in the 14th Districtwho have loved ones with cancer and other complexconditions who are now left without a health plan.To make matters worse, any other plan they enroll in on theIllinois exchange gives them not just a narrower providernetwork, but a totally different one. They are left in afinancially vulnerable, rushed and confusing position asthey have to navigate a drastically changed exchange andcosts for out­of­network care.

I cosponsored and voted in favor of H.R. 954, the CO­OP Consumer Protection Act, which passed theHouse and provides a temporary exemption from theACA’s individual mandate for individuals who wereenrolled in a CO­OP that failed. Should these

consumers decide to forego coverage for the rest ofthe year, they would not be subject to the individualmandate penalty. This measure would affect a largegroup of Americans—including 50,000 Illinoisans—inthe 17 ACA CO­OPs that were liquidated.

The estate, or “death,” tax hurts family farms and smallbusinesses—and it's bad tax policy. It is an unfair doubletax on the families of individuals who have paid incometaxes for their entire lives, and it is a costly financial burdenon loved ones at an especially hard time. Recentregulations from the Treasury Department artificiallyincrease the value of many family farms and businesses,which could ultimately force them to pay more in estatetaxes.

I have cosponsored H.R. 6100, the Protect FamilyFarms and Businesses Act, to help rein in the IRSand protect family farms and small businesses. I amalso a cosponsor of H.R. 1105, the Death Tax RepealAct, and voted in favor of the full estate tax repeal inthe House last spring.

As the needs of banking customers change in the 21stCentury, hardworking Americans—especially those withlow and moderate incomes—need access to traditionalbanking services that may not be easily accessible in theircommunities.

I am proud to be an original cosponsor of H.R. 6287,the Making Online Banking Initiation Legal andEasy (MOBILE) Act of 2016, to expand access tobanking services in rural communities and make iteasier for my constituents to open a bank account fromtheir mobile device.

I joined a bipartisan, bicameral letter sent to Department ofHealth and Human Services (HHS) Secretary SylviaBurwell expressing our opposition to the Department’s newproposed rule to amend regulations implementing the TitleX Family Planning Program. Rarely do the Americanpeople benefit when the federal government attempts tosubstitute its judgment for that of state or localgovernments.
