QSD– Permit requires dischargers to hire a QSD who has

completed the statewide training protocol. The QSD write the SWPPP and gives professional site compliance guidance to the discharger.

QSP – The discharger is required to assign and send an

individual from the facility who is authorized to implement this Permit’s requirements to the QSP training.
