The City of Lawton Stormwater Management is hosting a speech contest open to all 1st - 12th grade
students within Southwest Oklahoma.
Pre-registration not required but encouraged by calling (580)581-3478.
Rules and Procedures1. All speeches must be typed before the contest, and each
contestant should bring at least three copies of their speech
to give to the judges.
2. Speeches will be judged by a panel of judges.
3. After the contestant gives their speech, there will be a two
minute question period in which the judges will ask the
contestant questions regarding their speech.
DIVISIONSJunior DivisionStudents in grades 1, 2, 3 and 4. Time Limit: 1-3 minutes.
Intermediate DivisionStudents in grades 5, 6, 7 and 8. Time Limit: 4-6 minutes.

2017 Stormwater Management
1st Annual Speech Contest This contest is being held to promote Stormwater Management and to educate the youth of Southwest
Oklahoma on the importance of reducing stormwater pollution. The contest is open to all students in
the Southwest Oklahoma region, in grades 1-12. The contest will be held on April 21, 2017 at 6:00pm, in
Lawton’s City Hall Auditorium.
Divisions
Junior Division – Students in grades 1, 2, 3 and 4. Time Limit: 1-3 minutes.
Intermediate Division -- Students in grades 5, 6, 7 and 8. Time Limit: 4-6 minutes.
Senior Division -- Students in grades 9, 10, 11 and 12. Time Limit: 5-8 minutes.
Prompt
Students are to prepare and perform a speech over the following prompt: “Stormwater… street to
stream, keep it clean.”
Rules and Procedures
All speeches must be typed before the contest, and each contestant should bring at least three
copies of their speech to give to the judges. Contestants will be judged on how well they
perform the written speech.
Contestants are expected to dress nicely, as they will be judged on their overall presentation
and appearance during the speech.
Contestants will be disqualified if their speech fails to clearly identify the negative effects of
stormwater pollution and the best management practices involved in reducing said pollution.
Contestants will enter a speaking room one at a time to perform their speeches in front of three
judges. One of the judges will time the speech from beginning to end. Contestants should not
give their name or the school they attend prior to giving their speech to prevent any bias from
the judges.
Speeches will be judged by a panel of judges individually scoring each speaker. After each
speech, the scores from all three judges will be combined to give one final score for each
contestant.
After the contestant gives their speech, there will be a two minute question period in which the
judges will ask the contestant questions regarding their speech. These questions can span from
questions regarding the contestant’s motivation for participating in the contest, to questions
asking the contestant to explain a source of stormwater pollution and its effect on water bodies.
Each judge will score the contestant on a scale on one to five, depending on how well the
contestant answered the questions.
If a speech does not finish within the predetermined time limits, the contestant will be
penalized with a reduction of 5 points off of their final score
Speeches will be judged on 4 different areas, which include knowledge of topic, stage presence,
content, and general effect.
The maximum score a contestant can receive is 75 points.
