緒言 Introduction

香港所需的能源差不多全賴外地供應。能源

主要經由直接進口（如油產品及煤產品），

或從進口燃料轉化而成（如電力及煤氣）。

Hong Kong derives its energy supplies almost entirely from external sources. Energy is either imported

directly (as in the case of oil products and coal products),

or produced through some intermediate transformation

processes using imported fuel inputs (as in the case of

electricity and gas).

自2006年年初開始，香港亦有很小規模的風

力發電。此外，由2007年開始，垃圾堆填區

的沼氣已用作生產煤氣的燃料。

Hong Kong also has very small scale wind power generation as from early 2006. In addition, landfill gas

has been utilised as the fuel for gas production as from

2007.

除結集載於其他刊物內有關的能源統計數字

外（如香港對外貿易統計數字中的燃料進口

數字），本報告書亦列載從其他途徑搜集的

能源統計數字，有關資料來源在第2頁「能源

統計數字的種類及來源」的章節內說明。

Apart from collating energy statistics published elsewhere (such as those on fuel imports from Hong Kong external

trade statistics), this report also contains information

obtained from various data sources as mentioned in the

section "Types and Sources of Energy Statistics" on

page 2.

除每年第1季、第2季及第3季出版的能源統計

季刊外，本處每年出版年刊，提供該年及過

往10年詳盡的能源統計資料。

Besides the quarterly supplements for the first, second

and third quarters each year, an annual report is published

to provide comprehensive energy information for the

whole year and for the preceding ten years.

1997年7月1日，香港成為中華人民共和國的

特別行政區。在本系列報告書中就1997年7月

或以後的統計資料而言，「香港」是指香港

特別行政區。

On 1 July 1997, Hong Kong became a Special Administrative Region of the People’s Republic of China.

In respect of statistics in this series of report, "Hong

Region with effect from July 1997.

選定油產品及煤產品的進口、轉口及淨進口

的貨值與貨量，以及進口單位價格的統計數

字（表1.1、2.1 - 2.3、3.1 - 3.3），是根據香港

對外貿易統計數字編製而成。淨進口數字是

把進口統計數字減除相應的轉口數字。

Statistics on the value and quantity of imports, re-exports and net imports as well as the unit values of imports of

selected oil products and coal products (Tables 1.1, 2.1 -

2.3, 3.1 - 3.3) are based on Hong Kong external trade

statistics. Net import statistics are derived by

subtracting re-export statistics from the corresponding

import statistics.

表2.4和表2.5所列有關油產品的儲存容量、油

庫儲存量及銷售等統計數字，是機電工程署

根據香港各主要石油公司按月提供的數據編

製而成。

Based on monthly returns submitted by the leading petroleum companies in Hong Kong, the Electrical and

Mechanical Services Department (EMSD) compiles

statistics on the storage capacity, tank stock and sales of

various types of oil products, as shown in Tables 2.4 and

2.5.

電力及煤氣的本地使用量、生產、進出口、

銷售收入及一般價目等統計數字是由香港電

燈有限公司、中華電力有限公司及香港中華

煤氣有限公司所提供。此等統計數字列於表

4.1 - 4.3及附錄A和B。

Statistics on the local consumption, production, imports / exports, sales revenue and general tariff in respect of both

electricity and gas are supplied by The Hongkong Electric

Company, Limited; CLP Power Hong Kong Limited; and

The Hong Kong and China Gas Company Limited.

They are presented in Tables 4.1 - 4.3 and Appendices A

and B.

1.1 2016年第1季與2015年第1季比較，油產品

及煤產品的淨進口貨值合計下跌44.4%，而與2015年第4季比較亦下跌21.6%。 [表1.1]

1.1 The total value of net imports of oil products and coal products in Q1 2016 decreased by 44.4% when compared with Q1 2015, and also decreased by 21.6% when compared with Q4 2015. [Table 1.1]

2.1 2016年第1季與上年同季比較，除航空汽油與煤油外，所有種類的油產品的淨進口

貨量均下跌。與2015年第4季比較，輕質柴油、重質柴油與石腦油、石油氣和天然

氣的淨進口貨量亦下跌，而其他油產品的

淨進口貨量則上升。 [表2.1]

2.1 In Q1 2016, the quantity of net imports decreased for all types of oil products, except for aviation gasoline and kerosene, when compared with a year earlier. Compared with Q4 2015, the quantity of net imports of gas oil, diesel oil and naphtha; LPG; and natural gas decreased, while that of other oil products increased. [Table 2.1]

2.2 In Q1 2016, the unit value of imports decreased for all types of oil products when compared with a year earlier, and also when compared with Q4 2015.[Table 2.2]

2.3 中國內地及新加坡是香港多年來一些進口油產品的最主要供應地。在2016年第1季，全港100%的天然氣及99.9%的石油氣均進口自中國內地，而全港82.9%的無鉛車用汽油及76.4%的燃油則進口自新加坡。至於油產品轉口方面，在2016年第1季，中國內地及澳門繼續是最主要的轉口

目的地。 [表2.3]

2.3 The mainland of China and Singapore have been the major suppliers of some oil products imported into Hong Kong for many years. In Q1 2016, the mainland of China accounted for 100% of imports of natural gas and 99.9% of imports of LPG, while Singapore accounted for 82.9% of imports of unleaded motor gasoline and 76.4% of imports of fuel oil. Regarding re-exports of oil products, the mainland of China and Macao remained the major destinations in Q1 2016. [Table 2.3]

2.4 Comparing Q1 2016 with Q4 2015, the level of tank stock of aviation gasoline and kerosene; unleaded motor gasoline; and fuel oil increased, while that of other oil products decreased. [Table 2.4]

2.5 在2016年第1季，所有的石油氣(100.0%)皆銷售作本地使用，而無鉛車用汽油

(98.2%)和煤油(98.2%)作本地使用的銷售量亦佔總銷售量很高的比例。船艙儲存佔

燃油總銷售量的99.0%。飛機艙儲存佔航空汽油與煤油總銷售量的99.9%。 [表2.5]

2.5 In Q1 2016, sales for local consumption accounted for all of the sales of LPG (100.0%) and a very high percentage of the overall sales of unleaded motor gasoline (98.2%) as well as kerosene (98.2%).Ship stores accounted for 99.0% of the overall sales of fuel oil. Aircraft stores took up 99.9% of the overall sales of aviation gasoline and kerosene.[Table 2.5]

3.1 在2016年第1季，煤產品的淨進口貨量主要

是作發電用的蒸餾煤與其他煤產品。這類

煤產品在2016年第1季的淨進口貨量較2015年第1季上升18.2%，而較2015年第4季亦上升20.9%。 [表3.1]

3.1 In Q1 2016, the net imports of coal products were dominated in terms of quantity by steam coal and other coal, mainly for electricity generation. The quantity of net imports of this type of coal products in Q1 2016 increased by 18.2% when compared with Q12015, and also increased by 20.9% when compared with Q4 2015. [Table 3.1]

3.2 2016年第1季蒸餾煤與其他煤產品的進口單位價格，較上年同季下跌22.0%，而與2015年第4季比較亦下跌10.6%。 [表3.2]

3.2 The unit value of imports of steam coal and other coaldecreased by 22.0% in Q1 2016 when compared witha year earlier, and also decreased by 10.6% whencompared with Q4 2015. [Table 3.2]

3.3 在2016年第1季，蒸餾煤與其他煤產品主要

進口自印度尼西亞(92.2%)，而木炭則主要從印度尼西亞(37.9%)及新加坡(28.7%)進口。 [表3.3]

3.3 In Q1 2016, steam coal and other coal were mainlyimported from Indonesia (92.2%), while woodcharcoal was mainly imported from Indonesia(37.9%) and Singapore (28.7%). [Table 3.3]

4. 電力及煤氣 4. Electricity and Gas

4.1 按數量計算，2016年第1季本地總用電量較2015年第1季上升1.7%，而與2015年第4季比較則下跌12.3%。在2016年第1季，商業用戶佔總用電量 66.3% ，住宅用戶佔26.0%，而工業用戶則佔7.7%。 [表4.1]

4.1 In volume terms, the total local consumption ofelectricity in Q1 2016 increased by 1.7% whencompared with Q1 2015, but decreased by 12.3%when compared with Q4 2015. The shares of overallelectricity consumption in Q1 2016 were 66.3% forcommercial users, 26.0% for domestic users and 7.7%for industrial users. [Table 4.1]

4.2 按數量計算，2016年第1季本地煤氣總用量

較2015年第1季上升2.0%，而與2015年第4季比較亦上升27.0%。在2016年第1季，住宅用戶佔煤氣總用量的59.4%，商業用戶佔36.9%，而工業用戶則佔3.7%。 [表4.3]

4.2 In volume terms, the total local consumption of gas inQ1 2016 increased by 2.0% when compared with Q12015, and also increased by 27.0% when comparedwith Q4 2015. The shares of overall gasconsumption in Q1 2016 were 59.4% for domesticusers, 36.9% for commercial users and 3.7% forindustrial users. [Table 4.3]

The above figures are based on the data supplied by the

include consumption of oil products by ships and

aircrafts commuting between Hong Kong and other

places. Consumption of oil products by helicopters and

cross-harbour ferries in Hong Kong is included under
