    SE, LMC briefed Hon’ble CM about the status of woks at LMC and

    informed that notices are issued to PKG 1, 4 and 5 contractors due to

    slow progress.

    conservation drive

    Hon’ble CM reviewed 116 days action plan and instructed WRD officials

    to prepare department-wise action plan for taking up various activities

    under Jala-Samrakshna-Udhayamam (116 days water conversation

    drive). It was also discussed that drone surveys shall be done for

    evaluating status of existing canals. Extensive report shall be prepared

    by running drones all through the canals to assess the status of canals

    in state.

    assess weekly progress.

    Adavipalli reservoir :

    — CE, Tirupathi informed Hon’ble CM that the project will be

    completed by 15th

    March’18 though the planned completion date is

    31st March’18.

    Kuppam branch canal :

    — CE, Trupathi informed Hon’ble CM that small bits of canal length,

    each ranging from 50 to 200m length, total put together 1.961 Km

    held up due to land acquisition payments and court cases.

    — Collector, Chittoor district informed Hon’ble CM that INR 10.56 Cr is

    required for completion of balance LA. Hon’ble CM assured that

    required payment shall be cleared immediately and project should be

    completed by targeted date – 30th

    — CE, Tirupathi informed Hon’ble CM that civil works shall be

    completed by 31st March’18. Encroachments clearance for taking up

    balance protection works and flood banks is in progress.

    — CE, Tirupathi briefed Hon’ble CM about the status of works at

    Sangam barrage. Hon’ble CM interacted with the respective agency

    and instructed APWRD officials to ensure all design clearances by

    15th

    March and agency to improve productivity and complete civil

    works by 31st March’18 and balance works by 30

    th June’18.

    Marala reservoirs :

    — CE, Anantapuram informed Hon’ble CM that case is running in

    Supreme Court. It is expected to be finalized by 8th

    Mar’18.

    Cherlopally reservoir :

    — CE, Anantapuram informed Hon’ble CM that the case is running in

    Supreme Court and shall be finalized by 8th

    Mar’18. It was also

    discussed that Somandapalli railway crossing is completed but

    additional side walls needs to constructed on upstream and

    downstream side, as per requirement of Indian railways, to ensure

    safety in case of water leakage.

    — Hon’ble CM instructed that respective railway contractor shall attend

    the review meeting on 12th

    March’18

    Madakasira branch canal beyond Gollapalli reservoir :

    — CE, Anantapuram informed Hon’ble CM that LA Problem is solved is

    Kirikera village and work is in progress. It was also discussed that

    balance pumping station works shall be awarded to M/s MEIL under

    60(C) since the existing agency - M/s IVRCL is under insolvency

    proceedings by NCLT.

    — Hon’ble CM instructed AP WRD officials to continuously follow up

    for Land Acquisition Court Case at Demakethapalli for early

    resolution.

    Electricity supply for

    Punganuru branch

    canal

    CE, Ananthapur informed Hon’ble that 16 pumping stations under

    Punganuru branch canal are lacking timely power supply due to pending

    payments with APTRANSCO & APSPDCL.

    Hon’ble CM assured that payments shall be processed and issues shall

    be sorted on immediate basis

    7 Road works at SH 31

    CE, Kadapa informed Hon’ble CM that SH 31 road works are under

    finishing stage. 89 out of 90 structures are completed and balance one

    structure – ROB is under construction by railway contractor.

    Hon’ble CM interacted with respective railway contractor and

    instructed that works shall be completed by 30th

    April (extended from

    initial planned completion date - 30th

    March’18 as per the request of

    contractor) without any further delay.

    8 Gandikota reservoir

    (GNSS Phase I)

    CE, Kadapa briefed Hon’ble CM about the status of works and it was

    discussed that current storage of water is 4.45TMC. It was also

    discussed that R&R problems in Muchumarri, Nedarpeta and Korrapudu

    villages are being resolved by Revenue authorities by identified land for

    and shifting PDF’s.

    CE, Kurnool informed Hon’ble CM that works are in progress as per

    schedule. Laying pressure main pipeline is in progress and motors

    erection shall be completed by 15th

    March’18. Project shall be ready for

    10 Gorukallu reservoir

    CE, Kurnool informed Hon’ble CM that land required for balance bund

    formation (3 lakh cum of earth work) is available with endowment

    department. Though the land with endowment is dry land, AP WRD

    shall compensate by providing equal area of wet land to endowment

    department as it falls under 1.5km radius / lead.

    LA and R&R works and it was discussed that balance 21 farmers, not

    cooperating for handing over land shall be vacated forcefully in the

    interest of project completion, if required.

    by 28th

    — CE, Ongole and JC Prakasam briefed Hon’ble CM about various

    alternate options to avoid existing LA issues. Hon’ble CM instructed

    JC, Prakasam and CE, Ongole to explore various possibilities in all

    respects and come up with best possible solution by 12th

    CE, North coast, Visakhapatnam updated status of works to Hon’ble

    CM as follows

    Package 87:

    — Presently, 412 nos. of workmen (280 skilled &132 unskilled) are

    working at site. The agency is to deploy another 150 workmen to

    achieve the target productivity. The agency has been instructed to

    increase resources for project completion on time.

    — Hon’ble CM interacted with the agency and instructed that works

    shall be completed in time under any circumstances, failing with the

    agency shall be disqualified and blacklisted.

    Package 88:

    — Pending court case in WP 3192/2017 in respect of LA of Flood Flow

    Canal U/S of inlet regulator cum DLRB at KM 26.330. The SDC, LA

    Hiremandalam reservoir :

    — The agency has been instructed to increase resources to

    achieve targets. Diversion Road Work is being carried out by

    R&B Department, shall be completed by 31st March’18.

    — Works of all 3 Packages to store 8.00TMC of water in

    Hiramandalam Reservoir shall be completed by 31st March’18

    and balance work store 19 TMC shall be completed by 30th

    May’18

    Hon’ble CM interacted with Collector, Srikakulam and advised to

    complete LA activity at the earliest to complete reservoir and link canal

    at the earliest.

    14 Mahendratanaya

    project

    Collector, Srikakulam informed Hon’ble CM that project works are in

    progress as per schedule and Tunnel approvals are awaited. It was also

    discussed that R&R tenders shall be opened by 9th

    March and shifting

    of PDF’s is planned by 30th

    April’18. It was requested that pending INR

    14 Cr may be cleared

    15 Tarakarama

    Theertham project

    Hon’ble CM instructed WRD to include Tarakarama Teertham project in

    prioritized projects list. CE, Vijayanagaram informed Hon’ble CM that

    project was initiated in the year 2006 but delayed to due to LA issues.

    Subsequently, project has been divided into two packages in the year

    2013-14 with administrative sanction of INR 471.3 Cr and storage

    capacity of 2.76 TMC.

    Current status of Package 1: 37% completed.

    Current status of Package 2: 47% completed.

    LA for Tunnel and Canal is in progress. Stage 2 forest clearances are

    expected by May’18.

    Hon’ble CM instructed that project shall be completed on time if

    required by assigning new agencies.

    EnC, AP WRD informed Hon’ble CM that proposal for deleting works

    from existing agency for one package is under evaluation and might

    require legal action against the agency.

    action plan by 12th

    March’18 meeting.

    CE, Tirupathi informed Hon’ble CM that estimated are under scrutiny

    by government. Stage 1 forest clearances proposals shall be submitted

    by 12th

    March’18 and clearances are expected by 30th

    June’18.

    Balaji reservoir :

    CE, Tirupathi informed Hon’ble CM that progress is slow due to

    unavailability of soil. A special request has been sent to GoAP for

    approval of extra lead since the required soil is unavailable within the

    specified limits.

    Mallemadugu and Venugopal sagar reservoirs :

    CE, Tirupathi informed Hon’ble CM that agency has requested WRD to

    pay INR 21 Cr directly to Energy department for diversion of HT lines to

    take up balance works.

    Hon’ble CM emphasized that only 9% of works are completed as on

    date at Mallemadugu, and also there hasn’t been substantial progress

    at Balaji reservoir project. It was instructed that action plan has to be

    prepared to ensure projects completion by 31st Dec’18 and respective

    forest officials shall attend review meeting on 12th

    March’18.

    CE, Tirupathi informed Hon’ble CM that estimates are under scrutiny

    by finance department. It was also discussed that total value of

    estimate is tentatively INR 1000 Cr.

    Hon’ble CM instructed that tenders shall be called immediately for LIS

    and reservoir.

    SE, Nellore informed Hon’ble CM that most of the land out of 560 acres

    required area is government land. Hon’ble CM instructed that land

    acquisition and related details shall be presented during meeting on 12th

    March’18.

    20 Measures to improve

    ground water levels.

    Ground water department and APSRAC presented analysis on existing

    status of ground water levels at all the villages in the state. It was also

    informed villages are being prioritized w.r.t ground water levels to take

    up ground water improvement measures. Additional structures

    requirement is under assessment to improve GW levels in villages

    under top priority.

    Hon’ble CM instructed that all measures shall be taken to ensure that

    ground water levels are improved in all the areas of the state. A detailed

    presentation shall be made during review meeting on 12th

    March’18.

    21 Study on water

    management

    Hon’ble CM instructed M/s Vassar labs to take up a detailed study on

    world’s best water management systems to enhance water utilization

    and management in drinking, agricultural and industrial sectors. Also, a

    study needs to be done for utilization of treated water in urban areas.

    It was also discussed that a works shop is scheduled during March’18

    to enable other states officials to visit AP and learn water management

    systems and technologies under implementation in AP.

    states for water resource utilization and optimization if required. It was

    discussed that special focus and care should be taken to ensure

    protection of intellectual property of certain technologies / methods,

    under implementation in AP.
