The Government of Tamil Nadu is the host for the 73rd Annual Session of INDIAN ROADS CONGRESS to be held at Coimbatore. Highways and Minor Ports Department is the Nodal department for the arrangements.

Shri Dr. Niranjan Mardi, Principal Secretary to Government, Highways and Minor Ports Department, Government of Tamil Nadu, is the Chairman of the Steering Committee and Shri M. Rajamani, Chief Engineer, Highways Department, Government of Tamil Nadu, is the Chairman of Local Organizing Committee. Shri P. Packiam, Chief Engineer, is the Convenor and Nodal Officer of IRC 73rd Session. The Local Organizing Secretary is Shri K. Ameerdeen, Superintending Engineer, Coimbatore Circle, Highways Department, Coimbatore and Shri M. Murugesan, Divisional Engineer, Construction and Maintenance Highways Department, Coimbatore, is the Liaison Officer.

2 WELCOME TO COIMBATORE

Coimbatore, also known as Kovai, is the 3rd largest city in Tamil Nadu and the 15th largest city in India with a metropolitan population of over 4 million located on the banks of holy river Noyyal. The Coimbatore region has been ruled by the Cheras, the Cholas, the later Pandyas, the Vijayanagar Empire and the Madurai Nayaks and is believed to have been named after a chieftain called COVAN. The history of modern Coimbatore, however, dates from the 1930s, when the city grew rapidly capitalizing on textile boom, mainly due to the abundant cultivation of Cotton. There are more than 30,000 tiny, small, medium and large industries, textile mills, Software services and Automobile ancillaries. Hence, it has been referred to as the Manchester of South India. Coimbatore city is a major hub for commercial activities and Healthcare in Tamil Nadu. The city has witnessed steady growth fuelled by its favourable soil, climate, resources, educational and environmental conditions. Coimbatore has been ranked 4th among Indian cities in investment climate by a survey done by the Confederation of Indian Industry (CII).

It is situated in Western part of Tamil Nadu and is surrounded by the Western Ghats, with reserve forests and the Nilgiri Biosphere Reserve on the northern side. Coimbatore has a pleasant, salubrious climate due to the cool breeze blowing through the Palghat pass.

Coimbatore district is home to 7 Universities, 54 Engineering Colleges, 2 Medical Colleges, 35 Polytechnic Colleges and more than 70 Arts and Science Colleges and a large number of schools. The city also houses research institutes like Central Institute for Cotton Research, Sugarcane Breeding Institute, Institute for Forest Genetics and Tree Breeding, Indian Council for Forestry Research and Education and Tamil Nadu Institute of Urban Studies and South India Textile Research Association. Among the regions livestock animals are Kangeyam Bulls. This breed, which helped the region gain a foothold in the dairy industry, are found only in Coimbatore and neighboring districts.

2.1 Places of Interest

2.1.1 Kovai Kutralam/Siruvani Water Falls, Coimbatore

Kovai Kutralam is a wonderful water fall located in a scenic location (forest/protected area) around 35 km on the road that goes to Siruvani Dam. There is also an observatory that enables one to view breathtaking scenery.

2.1.2 TNAU Botanical Garden, Coimbatore

The Botanical Garden is located in Tamil Nadu Agricultural University Campus, within the city limits of Coimbatore. It is a huge garden with a large variety of plants and trees. You can even see Green Houses in this campus. Covai Flower Show is conducted every year in the month of January in this campus.

2.1.3 VOC Zoo & Park, Coimbatore

The VOC Zoological park is situated in the heart of Coimbatore city (Next to Nehru Stadium complex). It is a small zoo with a handful of animals and birds.

2.1.4 Race Course Road, Coimbatore

The road is circular with a beautiful lane for walkers/joggers & at some places along the road, there are miniature models of famous monuments like the Leaning Tower of Pisa, shown in the above picture. All along the walkway, there are lots of decorative plants, and the whole area is green with a lot of trees.

2.1.5 G.D.Naidu Museum & Industrial Exhibition, Coimbatore

This museum is not only about the legendary inventor and industrialist G.D. Naidu, but they have collected and chronicled most of the scientific inventions and electronic gadgetry used from maybe 1950s to current date. There is also a section to showcase scientific principles through practical experiments. This is located in the Avinashi Main road (Opposite to Police Recruitment School).

2.1.6 Perur Lord Shiva Temple

Perur Patteswar temple is one of seven Kongu Sivalyam. The Patteswar temple is situated on the bank of holy river Noyyal. It is 7 Km from the west of Coimbatore. Patteswaran temple was built by Karikal Cholan, 1500 years ago. The main deity of this temple is Lord Shiva (Patteswarar) and his consort Pachainayagi.

2.1.7 Marudamalai

The temple of Lord Dhandayuthapani is located upon the hill Marudhamalai. It is located 12 km from Coimbatore. Maruthamalai has got its name from marutha trees which are found in large number.

2.1.8 Eachanari Vinayagar Temple

Eachanari Vinayagar Temple is located at 10 km from Coimbatore on the way to Pollachi. The deitys height is 6 feet and 3 inch and is one of the biggest in South India. This is one of the oldest temples in Coimbatore and dates back to 1500 A.D.

2.1.9 Koniamman Temple

Coimbatore gets its name because of the ancient Koniamman temple located in the heart of the city near the Town Hall. The temple was built around 600 years ago by a leader of the Irula tribe called Covan. The village around the temple was named as Covanputhur which later on became Coimbatore. The temple was renovated again by the king of Mysore and Devi Koniamman was reinstalled here in the form of Mahisasuramardhini.

2.1.10 Isha Yoga Center

It is a multi-religious yoga temple located in the foothills of Vellingiri hills about 30 km from the city. Dhyanalinga was consecrated by Sadguru Jaggi Vasudev, founder of Isha Foundation. This temple is maintained by Isha foundation. The Dhyanalinga is 13 9 high and is the largest ever seen. It is housed in a free spanning dome measuring 77 in diameter and is an architectural excellence of its kind. The construction materials do not involve any metal but only mud, brick, alum, lime and herb additives.

2.1.11 Kasthuri Srinivasan Art Gallery and Textile Museum

Kasthuri Srinivasan Art Gallery and Textile Museum is a cultural center run by Kasthuri Srinivasan Trust, Coimbatore. The Art Gallery and Museum is located in Avinashi road near CODISSIA. The Art gallery also has good reproductions of European, Asian and other overseas art.

The Textile Museum has large historical collections of textile technology. Textile technology developments are well illustrated through drawings, charts and working models. Interesting are models of handlooms, different yarns and fabrics. The museum also houses historical costumes of India very well illustrated through drawings.

2.2 Venue of Session

The Venue of the 73rd Session of IRC is CODISSIA Trade Fair Complex, Coimbatore. The venue is situated near Jennys Residency, Avinashi Road. Guide Map of Coimbatore is given in Appendix-2. All activities relating to the Session, as per Tentative Programme in Appendix-4, will be held at this Venue.

2.3 Access

3 TENTATIVE SCHEDULE OF EVENTS

Programme of the Session includes Registration of Delegates, Discussion of Technical Papers, Panel Discussion and Discussion on Report of the Work Done in Road Research Laboratories in the Country during 2011-12, Talk by Experts, Technical and Research Presentations, Meetings of the Council, Highway Research Board, General Body and Secretaries/E-in-Cs/Chief Engineers Meeting etc., Technical Exhibition. Tentative Programme of the Session is given in Appendix-4.

4 PAPERS FOR 73RD ANNUAL SESSION

The Papers published in IRC Journal Volume 1, 2, & 3, Papers published in Volume 4 of Highway Research Journal both Parts 1 & 2 and Papers published in Highway Research Record No. 39 pertaining to General Report on Road Research Work done in the country during 2011-12 will be discussed. These publications are sent free of cost to members who are up-to-date in their membership subscription and members are expected to receive the above publication in December 2012. Papers to be discussed are listed in Appendix-5. Members attending the Session are requested to bring with them these publications.

5 RECEPTION OF DELEGATES

The Government of Tamil Nadu has extended courtesy to receive the delegates at Coimbatore. Delegates will be received by the volunteers at Coimbatore Main Junction, Coimbatore Airport at Coimbatore, Ukkadam Bus Terminus, Coimbatore and Central Bus Terminus, Gandhipuram, Coimbatore. Reception Counters will be opened at these places. Delegates will be provided with the initial transport to take them to their respective places of lodging arranged by the local organisers. Enquiry offices will be opened from 6th January, 2013 at Venue and at the office of the Local Organising Secretary & Superintending Engineer, Highways Department, Coimbatore. Complete information about the arrangements and programme of the 73rd Annual Session will be available in these offices.

6 REGISTRATION

6.1 Registration Fee

Registration of the delegates will be done at the Venue, viz, CODISSIA Trade Fair Complex Coimbatore. Details of Registration fee (upto 31st December, 2012 and from 1st January, 2013) payable by the respective delegates are given in Table.

The arrangements for accommodation, transport and tours, etc. will be made only for the delegates and their spouses who are registered and have sent their intimation by the cut-off dates. As accommodation, transport and other facilities are limited, the delegates are advised strongly not to bring their children with them as it will not be possible to provide accommodation for them.

Non-Members (whether official or non-official) will not be registered. Delegates are, therefore, advised to become Members of Indian Roads Congress well in advance. Membership Form for this may be obtained by writing to the Secretary General, IRC or downloaded from IRC website: www.irc.org.in. Generally, Graduate Engineers are eligible for membership of IRC.

Note : Members who are retired from service, are entitled to pay 75 per cent of above rates of Registration Fee between 60 to 65 years and 50 per cent after 65 years of age. This concession will not be admissible to the spouse of the retired Member. Spouses of the delegates will also have to be registered on payment of the requisite Registration Fee.

6.2 Last Date for Registration and Payment

Members desiring registration should fill-in the Registration Form, Appendix-9, and send to The Under Secretary, Indian Roads Congress, Jamnagar House, Shahjahan Road, New Delhi-110 011, so as to reach him along with the requisite Registration Fee by 31.12.2012 at the latest. Members may please note that the increased rates of Registration fee would be applicable from 01.01.2013 onwards. The enclosed printed envelope may be used for mailing the same. For on-line payment, visit IRC website: www.irc.org.in. Request for registration, received without Registration fee, will not be accepted.

Registration is valid only after remittance of Registration fee. Official delegates are, therefore, advised to ensure that the Registration fee on their behalf is sent by their Governments/Organizations within the stipulated time. But, if there is any likelihood of delay in payment by their respective Governments/Organizations, they should themselves remit the Registration fee so as to reach the IRC office at New Delhi upto the 31.12.2012 to ensure registration in time. The amount so received will be refunded to them in full, on receipt of the Registration fee on their behalf from their Governments/Organizations. Delegates may kindly note that it will not be possible to register any delegate unless his registration fee has been received in advance. Demand Draft should be drawn in favour of the Secretary General, Indian Roads Congress and made payable at New Delhi. Outstation Cheques will not be accepted. Delegates coming from foreign countries may, however, make remittance of registration fee at the time of Registration by cash.

6.3 Cancellation of Registration

In case of request for cancellation of registration from individual delegates is received in IRC office at New Delhi upto the 15.12.2012, 50 per cent of Registration Fee will be refunded. But no such refund will be admissible if the request for cancellation is received after this date.

In case of official and local delegates, no refund of the registration fee will be admissible irrespective of the date of cancellation. However, as regards official delegates, the Governments/Organizations concerned can substitute the names in place of those whose nominations are cancelled.

6.4 NominationofOfficialDelegates

Government of India, Ministry of Road Transport and Highways, have addressed the State Governments/Union Territories, Director General of Works, CPWD; Engineer-in-Chief, A.H.Q.; Council of Scientific and Industrial Research, Director General, Border Roads; Director, CRRI; Ministries of Rural Development, Agriculture and Water Resources, Central Water Commission, RITES, IAHE, NHAI, IRF etc. to nominate Senior and Junior Delegates. It is suggested that in addition to Engineer Officers from among Members of IRC whom Governments/Organizations may like to nominate to attend the Session, the official delegation should include:

(i) Members of the Council (Appendix-6) and Technical Committees of the IRC (Personnel of Technical Committees is published in Volume 73 Part 2 of the Journal of the IRC),

(ii) Authors of Papers published under Discussion Section of Volume 73 Parts 1, 2 & 3 of Journal of the IRC.

(iii) Officers working in Central and State Road Research Laboratories, who have helped towards compilation of Road Research Reports and are in a position to make useful contribution in the Discussion of General Report on Road Research for the Year 2011- 12 published as Highway Research Record No.39.

In the event of delay in finalizing names of the delegates, Governments/Organizations should send information of the total number of delegates of each category being nominated for the Session. Members nominated as official delegates by the respective Central and State Governments or such delegates as may be deputed by District Boards, Zilla Parishads, Municipalities, Improvement Trusts, Development Authorities, Cantonments, Educational Institutes, etc. will, in accordance with previous practice, draw their travelling and halting allowances from the Administration/Organization concerned. These Administrations/Organizations will also pay the Registration fee to the Indian Roads Congress at the rates mentioned in para 6.1.

6.5 Special Casual Leave to Attend Session

As a General Rule, Government of India encourages participation in IRC Sessions. Members may avail Special Casual Leave as per Government Rules for attending IRC Session.

7 ACCOMMODATION

Government of Tamil Nadu will make arrangements to allot the accommodation for delegates who have requested, in advance, along with advance payment, in Government Guest Houses, Hotels, etc. Details will be available on the website (www.73irccoimbatore.in) and will also be communicated to them at Reception Counters. For those desiring accommodation of their own choice and at their own cost, the list of Hotels and their current tariff is given in Appendix-7.

Accommodation for all delegates shall be arranged only for 5 days, i.e., from the afternoon of the 7th to the noon of the 11th January, 2013. It will not be possible to provide accommodation for period less than that mentioned above and charges for the period will have to be paid in advance.

In case, the delegates do not remit the charges in advance, it will not be possible to reserve any accommodation for them. This may kindly be noted carefully to avoid inconvenience on arrival.

For those delegates who want to avail tour, accommodation could be arranged upto one more day provided requirement is intimated by the stipulated date along with charges on pro-rata basis, in advance.

Delegates who desire that lodging arrangements be made for them may fill their requirements in the form at Appendix-10 and return the same to the Local Organizing Secretary together with lodging charges as the case may be (in one of the enclosed Envelope with the printed address of the Local Organizing Secretary, 73rd Annual Session, IRC).

Demand Draft should be drawn in favour of the Local Organizing Committee, 73rd Annual Session, IRC, payable at Coimbatore. Please note that payment will be accepted through Demand Draft only and not by cheque. Payment in this regard should not be sent to the Secretary General, Indian Roads Congress. For on-line payment, visit website: www.73irccoimbatore.in

To avoid inconvenience on arrival, the delegates are advised to intimate their requirements well in advance so as to reach the Local Organizing Secretary before the 31st December, 2012. Requests received after this date will not be entertained due to restricted accommodation facilities. Members must, therefore, send their accommodation requirements positively by the prescribed date. Charges for package of five days from 7th (afternoon) to 11th January, 2013 (check out 1200 noon) for lodging including incidental charges for delegates are indicated below:

Because of acute scarcity of accommodation, double bed room will have to be shared by two persons. In view of limited accommodation available, it may not be possible to arrange family accommodation for Members who do not intimate their requirement well in advance.

No refund of accommodation charges will be made unless cancellation is done at least 10 days in advance of the Session. The charges will be payable in advance and no refund for shorter stay will be permissible. For stay beyond the official period, full hotel charges will have to be borne by the delegates through direct arrangement with the management of Hotels/Rest Houses. However, LOS can provide assistance in this

regard, if requested in advance. Delegates requiring accommodation in Hotels mentioned in Appendix-6 may send their firm requirements along with hotel charges in advance to the Local Organizing Secretary, so that reservation arrangements can be made on their behalf.

Breakfast will be arranged at the places of lodging by the respective Hotels/Guest Houses on payment by the delegates. Lunch/Dinner will be served at the earmarked Pandal at the Venue. Delegates may visit websites: www.73irccoimbatore.in or www.irc.org.in after 30th November, 2012 for accommodation allotted to them.

8 TRANSPORT FACILITIES

Transport facility will be provided from the 7th to 11th January, 2013 at the time of arrival and departure of the delegates, from Airport, Railway Station and Bus Terminal. Transport will also be provided every day from the places of lodging to the Venue in the morning and back to their respective places of lodging after the Dinner/end of days programme.

No separate vehicle will be provided to any delegate. Those who wish to hire a car will have to make their own arrangements. Local Organizing Secretary will provide assistance in this regard.

9 MEDICAL FACILITIES

First-Aid Facilities will be available at the Venue.

10 SOCIAL AND LADIES PROGRAMME

Cultural Programme will be arranged in the evening on certain days. The programme details shall be made available to delegates at the time of Registration. Special arrangements will be made by the Ladies Programme Committee for taking the ladies accompanying the delegates to some of the places of interest in and around the city.

11 CONDUCTED TOUR FOR THE DELEGATES ON 11TH & 12TH JANUARY, 2013

Post-Session tours have been arranged for the delegates subject to response of individual delegates and will be on first-come-first-served basis. The tour details are given in Appendix-3.

12 ATTENDANCE

The presence of the delegates at all the Technical Discussions and Presentations is essential. Delegates are requested to sign the Attendance Sheets, which will be presented for the purpose at the places of events. Co-operation of the Secretaries/Engineers-in-Chiefs/Chief Engineers/heads of Departments is solicited to ensure that the nominated delegates from their State Departments attend the scheduled Technical Sessions/Meetings and participate actively in the deliberations.

13 DISPERSAL

Delegates other than Council Members, Secretaries/Engineers-in-Chiefs and Chief Engineers may disperse in the morning of the 11th January, 2013. The Secretaries/Engineers-in-Chiefs and Chief Engineers and Council Members can do the same in the afternoon of the 11th January, 2013. For delegates availing the Post-Session Tours, dispersal will be at tour places after completion of the respective Post-Session Tour, as indicated.

14 TRAVEL AND RESERVATION

Current timings of Rail, Bus and Air Services to and fro Coimbatore are given in Appendix-8. These timings are, however, subject to change. Members are, therefore, requested to ascertain the correct timings before starting their journey.

Further information and any change in the programme will be conveyed to those Members who have intimated their intention to attend the Session and who have supplied their correct addresses/Email IDs for such communication. Members are requested to keep visiting websites: www.73irccoimbatore.in or www.irc.org.in for any latest information about 73rd Annual Session.

IRC has its own website www.irc.org.in where the above information is available. Similarly, the website for 73rd Annual Session at Coimbatore is www.73irccoimbatore.in. Members are advised to log on these websites to obtain latest information. Members may interact through E-mail with IRC/Local Organising Secretary for their queries.

17 IRC CAMP OFFICE

Camp Office of the IRC will start functioning at Coimbatore from 5th January, 2013 which will be located at the main Venue CODISSIA Trade Fair Complex, Coimbatore. Any communication relating to the Session after this date should be addressed to the Secretary General, Indian Roads Congress at the Camp Office. Communications through E-mail are requested for prompt action.

18 ELECTION OF COUNCIL MEMBERS

18.1 Election under Applicable Rules of IRC

At the 73rd Business Meeting of the IRC to be held on the 10th January, 2013, the following 28 members are to be elected to the New Council of the IRC from amongst those who are present at the Meeting. They will have a tenure extending to the next Annual General Meeting. Rules under which election will be held are reproduced below:

Rule 9k (i) Six representatives to be elected annually at the time of the Annual General Meeting by a Board consisting of nominees of Associate Members from Private Sector elected under Rule 5-g and present at the meeting from amongst themselves.

Rule 9k (ii) Three representatives to be elected annually at the time of the Annual General Meeting by a Board consisting of nominees of Associate Members from Government and Public Sector Undertakings elected under Rule 5-g and present at the meeting from amongst themselves.

Provided that in the event any dispute as to the composition of the Board, the dispute shall be referred to the President of the Society for decision and his decision shall be final.

Rule 9l One representative to be elected annually at the time of the Annual General Meeting by the nominees of such Associate Members elected under Rule 5-g which are institutions primarily engaged in roads and road transport research (whether in Private or Public Sectors) from amongst all such nominees present at the Meeting.

Rule 9m One representative to be elected annually at the time of the Annual General Meeting by the nominees of Engineering Universities/IITs, Engineering Colleges/Training Institutes, who are Associate Members elected under Rule 5-g from amongst the nominees present at the meeting.

Rule 9n One representative to be elected annually at the time of the Annual General Meeting by a Board of Engineers from Zilla Parishads, District Boards, Panchayat Samities, Panchayati Raj Departments, Rural Development Departments, Rural Works Departments and Rural Engineering Organisations who are Members of the Society, but are not under the administrative control of the P.W.D. Chief Engineer of the territory in which they are serving and present at the meeting from amongst themselves.

Rule 9o One representative to be elected annually at the time of the Annual General Meeting by a Board of Municipal, Improvement Trusts, Development Authorities and Cantonment Engineers who are Members of the Society and are present at the meeting from amongst themselves.

Rule 9p (i) Ten representatives who shall all have been Members of the Society for at least five years to be elected annually at the time of the Annual General Meeting by all present and voting; provided that the number of elected Members from each State/Union Territory under this Rule should be limited to one.

Rule 9p (ii) Two representatives who shall be below 35 years of age on the date of Business Meeting and all have been Members of the Society for at least five years to be elected annually at the time of the Annual General Meeting by all present and voting; provided that the number of elected Members from each State/Union Territory under this Rule should be limited to one.

It was decided that separate nomination for rule 9-p(i) and 9-(ii) will be obtained and election under the two sub-rule will be independent of each other. The representatives below 35 years of age may be from the same state as for the rule 9-p(i).

Rule 9q One representative of Mechanical Engineers having at least five years standing membership to be elected annually at the time of the Annual General Meeting from amongst the Mechanical Engineers who are Members of the Society and are present at the time of meeting.

Rule 9s Two representatives of lady Members of the Society having at least five years standing membership to be elected annually at the time of the Annual General Meeting from amongst lady Members of the Society who are present at the meeting.

Note: A Member will be allowed to seek election against only one Rule of his choice at anyone time.

Members who are eligible to elect Members under any of the above Rules are requested to indicate the Rule(s) in the Registration form Appendix-9 in the column provided for the same.

18.2 Nomination Form

Nomination form along with 73rd Business Meeting Agenda would be given along with Registration material of the Venue. Additional nomination form, if required, can be obtained from the IRC Registration Counter on any day after the start of the Session and upto 1100 hours on the 9th January, 2013.

18.3 Last Date for Filing Nominations

Nomination forms, duly completed, may be deposited with IRC Secretariat latest by 1200 hours on the 9th January, 2013 at Registration Counter. The list of the candidates eligible for election as Members of the Council will be displayed at the Registration Counter at 1500 hours on the same day. The nomination can be withdrawn through a written request addressed to the Secretary General, IRC before 1600 hours on the 9th January, 2013. All candidates are required to attend the meeting at 1700 hours on the 9th January, 2013. The final list of candidates will be displayed at the Registration Counter at 1000 hours on the 10th January, 2013 and only those candidates whose names figure in the list will be eligible to contest. The election schedule, in brief, would be as follows:

a. Obtaining nomination forms 09.01.2013 (1100 hours)

b. Last Date of filing nominations 09.01.2013 (1200 hours)

c. List of eligible candidates for election 09.01.2013 (1500 hours)

d. Last date for withdrawal 09.01.2013 (1600 hours)

e. Final List of candidates 10.01.2013 (1000 hours)

f. On line voting 10.01.2013 (1100 to 1600 hours)

g. Election 10.01.2013 (1700 hours)

Groups electing Members by consensus may submit the nomination signed by all parties electing the consensus candidates.

18.4 Procedure of Election

Voting will be open from 1100 hours to 1600 hrs on 10.01.2013. For casting their votes, Members would have to produce the Badge Card for entry to the Hall and for online voting Members would use their Roll No. For ready use, Roll No. would be printed on the Badge Card.

19 TECHNICAL EXHIBITION

Technical Exhibition with special emphasis on Highway Engineering, Bridge Engineering, Road Safety, emerging technologies and material, etc. will be organized at the CODISSIA Trade Fair Complex Coimbatore. A number of Government Departments, Government Undertakings and Engineering Firms are likely to participate in this Exhibition. Delegates are invited to visit the Exhibition as this is being organized for their benefit. There will be no entrance fee for the delegates. The Exhibition being educative and informative, the delegates should spare some time to visit it.
