PART I.—RECOMMENDATIONS. RECOMMENDATION I: Private Street Works: Warren House Estate, Stanmore. Your Committee have now considered quotations received from the Eastern Electricity Board for the provision of street lighting in five streets on the Warren House Estate, Stanmore, pursuant to the Council's proposals under the Private Street Works Act, 1892. The columns, lanterns and control gear will be provided by the Council, and the Board will undertake the work of erecting the columns, and will provide and install service cable, wiring and lamps. Your Committee are informed that the quotation of the Eastern Electricity Board in respect of Knights Road exceeds by a considerable amount the provisional apportionments relating to the frontages in that road, and, in order that the provision of street lighting in the remaining four streets on the estate may not be delayed, your Committee have agreed that the question of the provision of lighting in Knights Road be deferred for the time being. In order to comply with the practice of the Electricity Board in work of this nature, your Committee recommend that no formal contract be entered into in this case. The method of meeting the expenditure involved is a matter for the Finance Committee. Resolved to RECOMMEND: That the Council hereby (a) accept the quotations of the Eastern Electricity Board for the work of erecting street lighting columns and providing and installing service cable, wiring and lamps, in (i) Glanleam Road, Stanmore, at a cost of £187 2s. lid.; (ii) Kerry Avenue, Stanmore, at a cost of £65 19s. Id.; (iii) Valencia Road, Stanmore, at a cost of £187; and (iv) Reenglass Road, Stanmore, at a cost of £82 15s. 7d.; (b) agree to dispense with the necessity for a formal contract with the Eastern Electricity Board; and (c) agree that the street lighting columns, lanterns and control gear be provided from Council stocks at a cost (including transport and reinstate ment of paving) of £292 17s. Id. in respect of Glanleam Road; £109 Os. lid. in respect of Kerry Avenue; £330 in respect of Valencia Road; and £140 4s. 5d. in respect of Reenglass Road; all the above relating to the Council's pro posals for the provision, pursuant to the Private Street Works Act, 1892, of street lighting, comprising 45-watt sodium installations, on the Warren House Estate, Stanmore, as detailed in the report of the Highways and Cleansing Committee of 29th June, 1955. (Note: Councillor Rees voted against the proposal not to provide, at the present time, street lighting in Knights Road, Stanmore.) Electricity Board for the provision of street lighting in five streets on the Warren House Estate, Stanmore, pursuant to the Council's proposals under the Private Street Works Act, 1892. The columns, lanterns and control gear will be provided by the Council, and the Board will undertake the work of erecting the columns, and will provide and install service cable, wiring and lamps.

Your Committee are informed that the quotation of the Eastern Electricity Board in respect of Knights Road exceeds by a considerable amount the provisional apportionments relating to the frontages in that road, and, in order that the provision of street lighting in the remaining four streets on the estate may not be delayed, your Committee have agreed that the question of the provision of lighting in Knights Road be deferred for the time being.

In order to comply with the practice of the Electricity Board in work of this nature, your Committee recommend that no formal contract be entered into in this case.

The method of meeting the expenditure involved is a matter for the Finance Committee.

Refuse Collection Vehicles by six Dual-Tip " Karrier " Refuse Collection Vehicles. These machines are required to work in conjunction with the " Karrier Loadmaster " vehicles on the relay system, and Rootes Ltd., who supplied the " Loadmasters," have quoted as follows:—

Six " Karrier Gamecock " low loading vehicles, as per specification, with salvage racks and access ladders: £10,972 4s. Od.

Delivery forecast: six to seven months.Your Committee recommend acceptance of the above-mentioned quotation,

and also that the Borough Engineer be authorised to dispose of the six " Karrier " Transport Moving Floor Refuse Collection Vehicles on the best terms when the new vehicles are received.

The method of meeting the expenditure involved is a matter for the Finance Committee.

Resolved to RECOMMEND:(a) That, pursuant to Standing Order 31 (5), the Council hereby accept

the quotation of Rootes Ltd., of St. John's Wood Road, London, N.W.8, amounting to £10,972 4s. Od. (or other the price ruling at the date of delivery) for the supply and delivery of six " Karrier Gamecock" low loading vehicles, as per specification, with salvage racks and access ladders; (b) that the Town Clerk be hereby instructed to prepare and execute a contract accordingly; and (c) that the Borough Engineer be hereby authorised, when the above-mentioned vehicles are received, to dispose of, to the Council's best advantage, the six " Karrier" Transport Moving Floor Refuse Collection Vehicles at present in use by the Council.(Note: The Finance Committee are recommending that this expenditure be

met from the Renewal and Repairs Fund.}

RECOMMENDATION HI: Replacement of Two-Ton Trucks.The sum of £5,915 has been provided in your Committee's current capital

estimates for the replacement of seven " Karrier Bantam " tipping trucks by machines of a similar make, and Rootes Ltd. have quoted alternative prices as under:—

The delivery forecast is four to five months in each case, and the Borough Engineer has recommended the purchase of the trucks with the all-steel bodies, as the extra degree of robustness will reduce the cost of maintenance as com­ pared with the timber body.

Your Committee accordingly recommend acceptance of the quotation for the trucks with the all-steel bodies, and also that the Borough Engineer be authorised to dispose, on the best terms, of the seven existing trucks when the new vehicles are received.

The method of meeting the expenditure involved is a matter for the Finance Committee.

Resolved to RECOMMEND:(d) That, pursuant to Standing Orders 31 (5) and (7), the Council hereby

accept the quotation of Rootes Ltd., of St. John's Wood Road, London, N.W.8, amounting to £6,098 3s. 4d. (or other the price ruling at the date of delivery)

being the second lowest received, for the supply and delivery of seven " Karrier Bantam" two-ton tipping trucks with all-steel bodies; (b) that the Town Clerk be hereby instructed to prepare and execute a contract accordingly; and (c) that the Borough Engineer be hereby authorised, when the above-mentioned vehicles are received, to dispose of, to the Council's best advantage, the seven trucks at present in use by the Council. (Note: The Finance Committee are recommending that this expenditure

be met from the Renewal and Repairs Fund.)

RECOMMENDATION IV: Purchase of f-Cubic Yard Hydraulic Shovel.The sum of £1,600 has been provided in your Committee's current capital

estimates for the replacement of one of the existing " Chaseside " Shovels by one of the hydraulic lift type, and your Committee have considered quotations received from three firms for the supply of this equipment.

Having considered the report of the Borough Engineer, your Committee are recommending acceptance of the quotation of Greenham Equipments Ltd., amounting to £1,427, being the second lowest received, less an allowance of £40 for the Council's " Chaseside " Shovel.

The method of meeting the above-mentioned expenditure is a matter for the Finance Committee.

Resolved to RECOMMEND:(a) That, pursuant to Standing Orders 31 (5) and (7), the Council hereby

accept the quotation of Greenham Equipments Ltd., of Clayton Road, Greenford, Middlesex, amounting to £1,427 (less an allowance of £40 for the Council's " Chaseside " Shovel), being the second lowest received, for the supply and delivery of one " Bray Hydraulic H.L. Series" f-cubic yard (Fordson Major Diesel) Shovel; and (b) that the Town Clerk be hereby instructed to prepare and execute a contract accordingly. (Note: The Finance Committee are recommending that this expenditure

be met from the Renewal and Repairs Fund.)RECOMMENDATION V: Purchase of Tractor and Trailer.

Your Committee are informed that the " Bedford " Dual Purpose Tipping Truck, which was purchased (second-hand) from the War Department in 1948, is in need of considerable repair and that spare parts are unobtainable. Also that, in the circumstances, the Open Spaces Committee desire a replace­ ment, and have in mind a " David Brown " Tractor and Trailer.

Your Committee have accordingly considered, and recommend acceptance of, the following quotation received from J. Gibbs, Ltd., who are agents for the " David Brown " machine:—

Resolved to RECOMMEND:(a) That the Council hereby accept the quotation of J. Gibbs, Ltd., of

Bedfont, Feltham, Middlesex, amounting to £803 4s. 7d. (less an allowance of £65 for the Council's " Bedford " tipping truck) for the supply and delivery of one " David Brown (T.V.O.) Tractor " with model T.M. Cab (£586 16s. 1 Id.), and one Gibbs trailer,including necessary extras (£216 7s. 8d.); and (b) that the Town Clerk be hereby instructed to prepare and execute a contract accordingly.(Note: The Finance Committee recommend that this expenditure be met

from the Renewal and Repairs Fund.}

RECOMMENDATION VI: Provision of Footway at Dennis Lane, Stanmore.Your Committee have considered tenders, received in response to public

advertisement, for the construction of a footway, and ancillary works, in Dennis Lane, Stanmore, between Eaton Close and The Broadway, and recom­ mend acceptance of that of John Sugrue & Sons, Ltd., amounting to £4,018 5s. 9d., being the lowest received.

In addition to the above-mentioned tender figure, the following estimated expenditure will be incurred:—

Your Committee have approved the carrying out of the work in three sections, as land is acquired by the Corporation. Work on the first section and, possibly, on the second section, will proceed as soon as the money becomes available. With regard to the third section, however, from the allotments site to The Broadway, land requirements are affected by the proposed Marsh Lane extension, and your Committee are advised that consultations thereon with the Middlesex County Council are now proceeding. The work of making up this section has been included in the tender, but it will probably be neces­ sary to submit a further report when the land is to be acquired.

An allowance of £3,000 has been made in your Committee's current capital estimates for this scheme, but the method of meeting the expenditure involved is a matter for the Finance Committee.

Resolved to RECOMMEND:That the Council hereby (a) accept the tender of John Sugrue & Sons,

Ltd., of Hampden Road, Harrow Weald, amounting to £4,018 5s. 9d. (being the lowest received) for the work of constructing a footway, and executing ancillary works, in Dennis Lane, Stanmore, between Eaton Close and The Broadway, as shown upon the plan now submitted, signed by the Borough Engineer and dated 29th June, 1955; and (b) approve the additional estimated expenditure, amounting to £980, relating to items contingent upon the constructional works referred to above, as detailed in the report of the Highways and Cleansing Committee of 29th June, 1955; and that the Town Clerk be hereby instructed to prepare and execute any necessary documents in the matter.(Note: The Finance Committee are recommending that this expenditure

be met by loan.}

PART II.—MINUTES.

503. Minutes: RESOLVED: That the minutes of the meetings of the Com­ mittee held on 31st May and 1st June, 1955, having been circulated, be taken as read and signed as true records.

504. Reports of the Town Clerk: RESOLVED: That the Committee receive the reports of the Town Clerk (24th and 28th June, 1955).

505. National Safety Congress, 1955: RESOLVED: That the Chairman of the Harrow Road Safety Council (Councillor Mote) and the Road Safety Organiser, be hereby appointed to attend the National Safety Congress of the Royal Society for the Prevention of Accidents, to be held at Morecambe on llth, 12th and 13th October, 1955; and that the Town Clerk be hereby instructed to arrange accordingly.

506. Suggested Provision of " Keep Left " Sign: Junction of High Street and Spencer Road, Wealdstone: The Town Clerk submitted letter (2nd June, 1955) from Councillor Morley, asking that a " Keep Left" sign be placed by the Clock Tower at the junction of High Street and Spencer Road, Weald- stone, as it had been observed that vehicles were using the right-hand side of the road past the Clock Tower when proceeding in and out of Spencer Road; and he felt that this practice would most probably lead to accidents at that point.

RESOLVED : That a Sub-Committee, consisting of the Chairman (Alderman Grainger), Alderman Gange, J.P., and Councillor Mote, be hereby appointed for the purpose of inspecting the above-mentioned site and reporting to the Committee upon the desirability or otherwise of providing the sign in question; and that the Town Clerk be hereby instructed to arrange for a meeting of the Sub-Committee to be held on a Saturday morning.

507. Suggested Provision of Pedestrian Crossing: High Road, Harrow Weald, by Long Elmes: The Town Clerk submitted letter (3rd June, 1955) from a resident of Chestnut Drive, Harrow Weald, asking that, in the interests of public safety, a pedestrian crossing be provided over High Road, Harrow Weald, at its junction with Long Elmes and College Road, for those patron­ ising the shops on the far side of the High Road, as crossing this wide and busy thoroughfare was difficult.

The Borough Engineer reported that any crossing so provided should be in conjunction with the provision of a traffic island, but that the road was not at present sufficiently wide to allow for the provision of an island.

RESOLVED: That the Committee hereby agree that, in connection with any future proposals for the widening of High Road, Harrow Weald, in the vicinity of Long Elmes, consideration also be given to the question of the provision of a pedestrian crossing; and that the Town Clerk be hereby instructed to inform the above-mentioned resident accordingly.

508. " No Waiting " Restrictions: The Town Clerk submitted letter (8th June, 1955) from the Town Clerk of Southgate, stating that his Council considered that the present period of operation of " No Waiting " restric­ tions in two main roads in that Borough, viz., 11.30 a.m. to 6.30 p.m., was unsatisfactory; that a census of traffic showed that the roads were very busy before 9 a.m. and after 4 p.m., but that during the remainder of the day traffic was comparatively light; that these roads were shopping centres, and to enable local residents to park their cars whilst shopping, it was desired to alter the " no waiting" period to operate from 8 a.m. to 10 a.m. and from 2 p.m. to 6.30 p.m. on weekdays only. Further, that the Ministry of

Transport and Civil Aviation would no doubt be reluctant to make special provision for one isolated district in the Metropolitan area; that the South- gate Council believed that other local authorities in the outer suburban area must experience similar conditions on the main roads to the City; and they therefore sought the support of authorities on or near the perimeter of Middlesex in making joint representations to the Ministry.

RESOLVED: That the Town Clerk be hereby instructed to inform the Town Clerk of Southgate that, whilst sympathising with his Council's proposals in the above matter, it is felt that conditions in the " no waiting " areas in Harrow are different for various reasons (such as volume of traffic in the middle of the day; the fact that part of the shopping area in question is by-passed by a road to the City; and that the Council favour " unilateral waiting " in place of the " no waiting " restrictions); and that the Harrow Council are therefore unable to join with the Southgate Council in making the suggested representations to the Ministry of Transport and Civil Aviation.

509. Railway Bridge Connecting Shaftesbury Avenue and The Ridgeway, Harrow: The Town Clerk reported that, by resolution 100 (1st September, 1954), he had been instructed to inform the West Harrow Ratepayers' and Residents' Association that the Committee would consider the need for a bus service for the residents of the Welbeck Estate area when the making- up of the road over the above railway bridge had been completed; submitted letter (8th June, 1955) from that Association, stating that they had noticed with great satisfaction, that the road works over the bridge had now been completed and conveying their congratulations on the efficient and expedi­ tious manner in which the works had been carried out; that they must now raise again the question of the provision of bus service facilities into the Welbeck Estate area; and that, as previously indicated, the Association would welcome the opportunity for representatives to attend a meeting of the Highways and Cleansing Committee in order that the Association's case for the introduction of such a bus service might be presented. The Association also suggested, in view of the proposed expenditure on a lay-by at North Harrow Station, the Council might give consideration to the question of the bus route at present terminating at that station being extended to South Harrow Station, via The Ridgeway and Shaftesbury Avenue. The letter also stated that the Association wished to draw immediate attention to the parking of vehicles in front of the entrance to the West Harrow Recreation Ground at the Shaftesbury Avenue end; that such parking was creating a grave danger to the many children from the Welbeck Estate area using the Recreation Ground, in that their vision of vehicles approaching from the railway bridge was obstructed by the parked vehicles; and suggesting that, initially, the parking of vehicles in the roadway fronting the grass verge forming the entrance to the Recreation Ground be prohibited.

The Town Clerk also reported that, by resolution 408 (24th March, 1955), the Committee had deferred for three months a suggestion of the Pinner South Residents' Association that bus service 98 be extended to South Harrow where much better terminal facilities exist.

The Borough Engineer reported that the London Transport Executive had been informed that the road over the above bridge had now been com­ pleted, and had been asked whether it was proposed to provide a bus service on this route; and that a reply was awaited from the Executive.

RESOLVED : (a) That the representations of the above-mentioned Associa­ tions, relating to the provision of a bus service between North and South

Harrow, be brought to the attention of the London Transport Executive, and that the Executive be informed that the Council strongly support such representations; and that the Associations concerned be informed of the action taken; and (b) that the West Harrow Ratepayers' and Residents' Association also be informed (i) that, in view of the Council's action with regard to the proposed bus service, it would seem that no useful purpose would be served, at this stage, by the Committee receiving representatives from the Association, as suggested; and (ii) that, with regard to the parking of vehicles in front of the entrance to West Harrow Recreation Ground, as mentioned above, this would appear to be a matter for the Police, which the Council have brought to their attention.510. Road Safety Conditions: Northolt Road, Outside South Harrow Station:The Town Clerk reported that, by resolution 369 (16th February, 1955), the the Committee had received a letter (31st January, 1955) from the Com­ missioner of Police, stating (inter alia) that observation by local Police did not support the view that motorists disregard the pedestrian crossing outside South Harrow Station; and that, in the circumstances, the Commissioner could not agree to the posting of an officer to control traffic during peak hours at this place. The Town Clerk also reported that, in reply to a question asked by Councillor Barson at the meeting of the Council on 18th March, 1955, the Chairman (Alderman Grainger) had agreed that, if there were cause for further representations, this matter would be reopened with the Commissioner of Police in three months' time.

RESOLVED: That, no further representations having been received, the Committee hereby agree that no further action be taken in the above matter.511. Disinfection of Dustbins: The Town Clerk reported that the Public Health Committee had asked the Highways and Cleansing Committee to consider what arrangements could be made for the regular disinfection of dustbins in the Borough.

Having considered the report of the Borough Engineer hereon, it wasRESOLVED: (a) That the Public Health Committee be informed that, during the summer months, arrangements are made for the dustbins in the Borough to be disinfected, as and when considered necessary; and (b) that the Public Relations Committee be asked to give publicity in the Civic Bulletin to the undesirability of wet refuse being placed in dustbins.

512. Land at the Corner of Station Road and Bonnersfield Lane, Harrow: TheTown Clerk reported that the Planning Committee had received an applica­ tion for consent to the extension of a furniture showroom at the rear of 186, Station Road, Harrow, but had deferred consideration thereof, it being their view that this prominent site should be the subject of a scheme for com­ prehensive redevelopment, bearing in mind the Corporation's road widening proposals.The Borough Engineer submitted a draft plan, showing proposals for redeveloping the corner of Station Road and Bonnersfield Lane, such plan to accord with the ultimate scheme, already approved by the Committee, for the widening of Station Road at that point, including the provision of a roundabout and service roads.

RESOLVED: That the above-mentioned draft plan be referred to the Planning Committee, with the object that the proposals of the Middlesex County Council and the Corporation affecting the corner of Station Road and Bonnersfield Lane, Harrow, may be borne in mind when the Planning Committee have before them applications affecting that area.

317 HIGHWAYS AND CLEANSING

513. Proposed Civil Defence Exercise: The Town Clerk reported that the Civil Defence Committee were making arrangements for holding, in con­ junction with neighbouring local authorities, a Civil Defence exercise on Sunday, 17th July, 1955; that in connection therewith, the consent of the Highways and Cleansing Committee had been sought to the use of (a) part of the grounds of the Council's Central Depot at Elmgrove Road, and the erection of a hut therein for use as a Warden's Post; and (b) the hut, and telephone installed therein, adjacent to the weighbridge at the former Weald- stone Sewage Farm, also for use as a Warden's Post.

RESOLVED : That the Committee hereby agree to the use of (a) part of the grounds of the Council's Elmgrove Road Depot, and to the erection of a hut therein; and (b) the hut, together with the telephone installed therein, at the former Wealdstone Sewage Farm, for the purposes of the joint Civil Defence exercise to be held on 17th July, 1955.

514. Good Rule and Government Byelaws: The Town Clerk reported that, in connection with a proposed byelaw dealing with nuisances contrary to public decency, the Secretary of State required to be satisfied, before approving such a byelaw, that adequate public sanitary accommodation was available in the Borough; and that the General Purposes Committee had therefore decided to ask the Highways and Cleansing Committee to review this question, with a view, if thought fit, to representations being made to the Secretary of State for the making of such a byelaw at a later stage.

RESOLVED: That the General Purposes Committee be informed that the Highways and Cleansing Committee have considered the above matter; and that it may be possible, at a later stage, to give the above-mentioned assurance required by the Secretary of State.

Suggested Provision of Guard Rails: The Town Clerk reported that, by resolution 500 (1st June, 1955) he had been asked to ascertain if the Education Committee or the Bridge Schools, Wealdstone, had requested the provision of guard rails on both sides of the junction of Marlborough Road with Station Road, Harrow; and submitted letter (13th June, 1955) from the Borough Education Officer, stating that he had not previously received any request, either from the Schools or from the Education Committee, that guard rails should be installed at the point indicated.

RESOLVED: That the Committee hereby agree that no further action be taken in the matter.

516. Cannon Lane, Pinner: Dedication of Land: The Town Clerk reported that, by resolution 170 (6th October, 1954), the Committee had agreed to accept the dedication of land fronting 220/222, Cannon Lane, Pinner, free of cost to the Council, subject to (a) the owners being indemnified against paving expenses; and (b) their legal costs being borne by the Council; but that, on investigation, it appeared that there was a restrictive covenant that " no part of the land transferred shall be used for a road or way." He therefore suggested (and the solicitors for the owners of the land raised no objection to this proposal) that the Council should take a conveyance of the land upon payment of the sum of £1, to be regarded as compensation in respect of the said covenant for the purposes of section 24 of the Middle­ sex County Council Act, 1950, which enabled the Council to overreach the restrictive covenant.

RESOLVED: That the Committee hereby agree to take a conveyance of the piece of land fronting 220/222, Cannon Lane, Pinner, upon the terms

and conditions mentioned above; that the Town Clerk be hereby instructed to prepare and execute any necessary documents accordingly; and that resolution 170 (6th October, 1954) be not further acted upon.

517. Footways in Hatch End: RESOLVED: That the Committee receive, and note with appreciation, the letter (6th June, 1955) from the Hatch End Association, conveying their thanks for the manner in which the Council had carried out the relaying of the paving stones in The Avenue and Royston Park Road, Hatch End.

518. Street Lighting in Eastcote Lane: RESOLVED: That the Committee receive, and note with appreciation, the letter (16th June, 1955) from the South Harrow and Roxeth Ratepayers' Association, conveying their thanks for the consideration given to their request that Eastcote Lane be treated as priority for lighting purposes; and stating that the completion of this work had, in no small way, added to the safety of all concerned.

519. Suggested Provision of Pedestrian Crossing in Alexandra Avenue by Warden Avenue: Resolution 493 (1st June, 1955): The Town Clerk submitted letter (23rd June, 1955) from the Ministry of Transport and Civil Aviation, referring to the Council's request that an uncontrolled pedestrian crossing be established over Alexandra Avenue in the vicinity of Warden Avenue, and stating that a similar request by the Council had been considered in 1954 but that, on receipt of the Council's letter, the Ministry had again consulted the Commissioner of Police, and site meetings had been held with his representatives and representatives of the Council on 14th May and 15th June, 1955. Further, that Alexandra Avenue has a carriageway 30 ft. wide at this point and traffic was not heavy; that the number of pedestrians who had occasion to cross at this point was not large and, under the circum­ stances, both the Ministry and the Commissioner agreed that the provision of an additional crossing at this point was not justified. The letter also stated that the existing crossing at the junction with High Worple was badly sited, and the Ministry suggested that it be moved some 100 yards farther south opposite the Post Office where it would serve more people; and that the most southerly of the chain of refuges on the approach to the bridge could be moved several yards nearer the High Worple junction. The letter added that the Commissioner of Police (who supported the above suggestions) was looking into possible revisions to the terminal workings of the buses in order to eliminate the " U " turns at present made at the High Worple junction; and that, if such revisions were agreed, it would be advisable for the present crescent-shaped bus stand to be enlarged and reshaped on more orthodox lines.

RESOLVED: That the letter be received; that the Committee hereby agree to the resiting of the above-mentioned pedestrian crossing and street refuge, as suggested by the Ministry of Transport and Civil Aviation; and that the Borough Engineer be hereby instructed to arrange accordingly.

520. Standard Conditions of Tender and Contract for Road and Bridge Works: Bonds of Surety and Retention Money: RESOLVED: That the Committee receive the circular letter (21st May, 1955) from the Ministry of Transport and Civil Aviation, stating that the Minister has decided to relax the con­ ditions relating to the amounts of retention money and bonds of surety required under the Department's standard conditions of tender and contract, and setting out details thereof.

521. Proposed Public Car Park at Pinner Memorial Park: Resolution 484 (1st June, 1955): The Town Clerk reported that the Open Spaces Com­ mittee, at their meeting on 14th June, 1955, had agreed to the temporary use, for car parking purposes, of a portion of Pinner Memorial Park between the Civil Defence Training Centre and the railway, subject to the planting of trees along the car park boundary and to the whole of the costs and ex­ penses of laying out and maintaining the cark park being borne other than by that Committee.

RESOLVED: That the report be received; and that the Highways and Cleansing Committee hereby accept the above-mentioned conditions of the Open Spaces Committee relating to the use, for the purposes of a public car park, of land forming part of Pinner Memorial Park.

(Note: Alderman Gauge, J.P., and Councillor Griffin voted against the above resolution.)

522. "D " Ring Road: The Town Clerk reported that a letter (7th June, 1955) had been received from the Middlesex County Council, enclosing copy of a report of the County Highways Committee on the above subject which had been considered by the County Council at their meeting on 1st June, 1955, and referred back to the Highways Committee for further considera­ tion, and stating that the County Highways Committee had decided to hold a special meeting on 21st June, 1955, to consider this matter further; and advising the Corporation that any observations they may wish to make would be taken into consideration by the County Highways Committee. The Town Clerk also reported that the substance of the report referred to above was that, in view of the Minister's willingness to reconsider the matter, the County Highways Committee had recommended that an application be made to the Minister of Transport and Civil Aviation for his approval, under section 24 of the Restriction of Ribbon Development Act, 1935, to the line of the " D " Ring Road, between Western Avenue and Aylesbury Radial Road. The Town Clerk further reported that, in view of the urgency of the matter, he had approached the Chairman of the Highways and Cleansing Committee (Alderman Grainger) and the Chairman of the Planning Committee (Councillor Sheldrake) and had obtained their authority to the sending of a letter to the Clerk of the County Council, requesting that he place before the County Highways Committee at their special meeting on 21st June, Harrow's very strong support of the proposal that the County Council should make an application to the Minister of Transport on the lines of the recommendation of the County Highways Committee referred to above.

RESOLVED: That the Committee hereby approve and confirm the above mentioned action taken by the Chairman (Alderman Grainger) and the Town Clerk in this matter.

523. Proposed Public Convenience at Rayners Lane, Harrow: As instructed by resolution 469 (1st June, 1955), the Town Clerk reported fully upon the present position with regard to the provision of the above-mentioned public convenience. Following the confirmation by the Minister of a Compulsory Purchase Order made by the former Harrow Urban District Council for the acquisition of 1,610 square yards of land at Rayners Lane for the purposes of the Civic Restaurant Act, 1947, notice to treat had been served on the owner in July, 1949, but after negotiations with the owner, the District Valuer had informed the Council that, while he was able to agree a figure

(£45) under Part V of the Town and Country Planning Act, 1947, for the land itself, he did not consider he could agree to include in the compensation to be paid to the owner any sum in respect of certain abortive expenditure which the owner claimed he had incurred in preparing at different times, prior to the date of the Compulsory Purchase Order, plans for the use of the land and adjoining land for other purposes. Further, that at about the same time as the Harrow Council had made their Compulsory Purchase Order, the Middlesex County Council had made a similar Order in respect of the adjoining nursery school site which belonged to the same owner. The owner's abortive schemes had concerned both sites and the expenditure in total, approximately £150, would have fallen on the two Authorities in equal shares, but the County Council, like the Harrow Council, were unable to agree to pay any part of this expenditure. The Town Clerk also reported that, after protracted negotiations with the owner's Solicitors (during the course of which the owner changed his Solicitors), the firm now acting for him had enquired whether, in view of the relatively small sum involved, and to save the quite disproportionate amount of costs involved in a hearing before the Lands Tribunal, the two Authorities would not be prepared to accept a compromise; and had asked for an appointment with the Clerk of the County Council and the Town Clerk to discuss the matter. Further, that a meeting had been held at the offices of the Clerk of the County Council on 29th June, 1955, between the owner's solicitors and representatives of the County Clerk and the Town Clerk, the outcome of which had been that the owner's solicitors had suggested a compromise settlement of their client's claim for abortive expenditure on the basis of a payment by each Authority of a sum between £15 and £20.RESOLVED: That the report of the Town Clerk be received; and that, when considering this matter, the attention of the General Purposes Com­ mittee be drawn to the urgent need for the provision of a public convenience in the Rayners Lane area.

524. The Towers Estate, Eastcote Road, Pinner: Purchase of Land: TheTown Clerk reported that, by resolution 86 (23rd July, 1954) the Borough Council had agreed to the acquisition by the Middlesex County Council, at a cost of £1,350, plus £25 legal costs, of land forming part of the Towers Estate, Eastcote Road, Pinner, which might be required to construct, at some future date, a short road to link West End Lane with Lyncroft Avenue, Pinner; and to bear one-half of the cost of acquisition of such land; and submitted letter (1st March, 1955) from the Middlesex County Council, stating that it seemed that there was little likelihood of the section of road now proposed to be acquired being a County road; that the maintenance of this section would eventually become the responsibility of the Corporation; and that the County Council, in agreeing to contribute towards the cost of the acquisition of the land for the section of the road through the Towers Estate, had regard to the fact that the construction of this section would complete the link between two County roads. Further, that it seemed that it would be desirable for the land to be conveyed directly to the Cor­ poration, together with the land required for a roadside open space, subject to its being made clear that the owners release the County Council from any claims which the owners may have had in respect of the representations made by the County Council under section 16 of the Middlesex County Council (General Powers) Act, 1938. If the matter was dealt with on this basis, the County Council would be advised to contribute a moiety of the cost of the purchase price for the acquisition of the land.

RESOLVED: That the Town Clerk be hereby instructed to inform the Middlesex County Council that the Corporation feel that the County Council should adhere to their previous decision in this matter, namely, that they themselves should acquire the above-mentioned land.

525. Private Street Works: Warren House Estate, Stanmore: The Town Clerk reported that, by resolution 472 (1st June, 1955), he had been in­ structed to arrange for a further interview with a resident of Valencia Road, Stanmore, in order that it might be fully explained that the Council's private street works proposals were fair and reasonable, and an endeavour made to obtain the withdrawal of the resident's objection to the Council's proposals in so far as they related to the resident's flank frontage in Knights Road. Also that, after the further interview, the resident in question had expressed himself as satisfied with the Council's explanations, and that he had with­ drawn his objection.

RESOLVED : That the report be received and noted with appreciation.

526. Land at Honeypot Lane, Queensbury: The Town Clerk submitted letter (20th June, 1955) from Councillor Clack, stating that he had been asked several times by the Scout Group in Edgware to help them to secure a suit­ able building or site to serve as a headquarters; that he had observed that there is a plot of ground available at Honeypot Lane which was unsuitable for housing; and enquiring if there was any possibility of this ground, or part thereof, being made available to the Scout Group.

The Town Clerk reported that the above-mentioned land referred to by Councillor Clack was apparently that at the rear of shops at Streatfield Road and Honeypot Lane, Queensbury, no longer required by the Committee as a site for a public convenience; and that enquiry was being made of other Standing Committees of the Council as to whether they could utilise such land.

RESOLVED : That the Committee hereby agree that, when the result of the above-mentioned enquiry of other Standing Committees of the Council is known, further consideration be given to Councillor Clack's enquiry.

527. Car Parking in Lansdowne Road, Harrow: The Town Clerk submitted letter (13th June, 1955) from a resident of Whitehall Road, Harrow, referring to the parking of cars on both sides of Lansdowne Road, and to the dangers arising therefrom; and suggesting (a) that parking in Lansdowne Road be restricted to that side of the road adjacent to Grove Fields; and (b) that the words " no parking " be painted on the carriageway in front of the posts closing the asphalted part of Whitehall Road.

RESOLVED: (a) That the Town Clerk be hereby instructed to inform the above-mentioned resident of Whitehall Road, Harrow, that, whilst sympa­ thising with him in this matter, the Committee feel that the points raised by him are matters for the Police, and to suggest that he approach them; and that the Council have no power to mark the words " no parking " on the carriageway as suggested; and (b) that the Borough Engineer be hereby instructed again to enquire of the London Transport Executive as to whether they are yet in a position to provide any information on the Council's proposal for a car park at the rear of Harrow-on-the-Hill Station.

528. Road Safety Conditions: Field End Road, Adjacent to Northolt Park Housing Estate: The Town Clerk reported that, following representations

made by the Housing Tenants Joint Consultative Sub-Committee, the Housing Management Sub-Committee had asked if the Highways and Cleansing Committee could make a further approach to the Ruislip/Northwood Urban District Council and the Middlesex County Council on the question of providing a footway in Field End Road where it passes under the railway bridge adjacent to the Northolt Park Housing Estate.The Borough Engineer reported that approval to the expenditure involved in connection with the above proposed works was awaited from the County Council by the Ruislip/Northwood Council.RESOLVED: That the Borough Engineer be hereby instructed to make further representations to the Middlesex County Council, with a view to approval being given to the execution of the above-mentioned footway works in Field End Road.

529. Suggested Provision of Traffic Signs: The Town Clerk reported that, following representations made by the Housing Tenants Joint Consultative Sub-Committee, the Housing Management Sub-Committee had asked the Highways and Cleansing Committee to consider the possibility of providing appropriate traffic signs and taking suitable measures to deal with dangerous traffic conditions at Lascelles Avenue, Harrow.RESOLVED: That the Housing Management Sub-Committee be informed that the Highways and Cleansing Committee are of the opinion that there are no special traffic conditions at Lascelles Avenue, Harrow, which are different from those in many other similar residential roads in the Borough, and which would justify the adoption of special road safety measures; that Lascelles Avenue is a wide road with grass verges with no obstruction to vision; and that the Committee are therefore unable to see their way to take action on the lines suggested by the Management Sub-Committee.

530. Wealdstone Brook, Wembley: The Town Clerk reported that the Wembley Corporation had requested the Harrow Corporation's views on certain works which would have to be carried out in the Borough of Wembley in connection with the Wealdstone Brook, which rises in Harrow, flows through Wembley and discharges into the River Brent. Formerly, it drained only the land and surrounding areas through which it flowed but, as a result of the extensive development of the two Boroughs, surface water sewers now discharge into it, thereby considerably increasing the rate of flow. Complaints have been received by the Wembley Corporation that riparian lands had been flooded and the banks of the Brook eroded, and Wembley now ask Harrow to contribute to the cost of a remedial scheme, since, it was alleged, it was due largely to the increased flow of surface water from Harrow that complaints had arisen. It was understood that remedial works were necessary adjoining Elmstead Avenue and Regal Way, Wembley, where erosion and flooding had occurred. No scheme had yet been prepared and no estimate of the cost of carrying out such works could, at this stage, be given. The Town Clerk also reported that the Middlesex County Council would appear to have refused to execute works to the stream to prevent erosion and flooding, as they considered that they were under no liability to do so; and that the Wembley Corporation were awaiting Harrow Cor­ poration's views before taking the matter further.RESOLVED: That the Town Clerk be hereby instructed to inform the Wembley Corporation that the Harrow Corporation regret that they are

unable to see their way to contribute to the cost of the remedial scheme, referred to above, which it is suggested should be carried out in the Borough of Wembley.

531. Rear Access Road, Tregenna Avenue, South Harrow: The Town Clerk reported that, by resolution 414 (24th March, 1955), the Borough Engineer had been instructed to report further to the Committee upon the closure, by the occupier of 44, Tregenna Avenue, South Harrow, of the access road at the side and rear of his premises, the occupier having subsequently sought the permission of the Council, pursuant to section 55 of the Public Health Act, 1936, to the closing of part of such access road.

Having considered the reports of the Town Clerk and the Borough Engineer on this matter, it was

RESOLVED: That the Town Clerk be hereby instructed to inform the occupier of 44, Tregenna Avenue, South Harrow, that the Council are unable to consent to the closing, pursuant to section 55 of the Public Health Act, 1936, of that part of the access road at the side and rear of the property.

RESOLVED : That the Committee hereby agree to the erection of the above- mentioned bus passenger shelters at the points referred to; and that the Borough Engineer be hereby instructed to inform the London Transport Executive accordingly.

Junction of Headstone Drive, Headstone Gardens and Harrow View:The Borough Engineer reported that, on the instructions of the Committee, a scheme for improving the junction of Headstone Drive, Headstone Gardens and Harrow View had been prepared in 1952, but could not be approved by the Middlesex County Council because of restrictions on expenditure in respect of road works of this nature; but that the County Highways Com­ mittee had now approved the scheme, estimated to cost £3,580, subject to a grant from the Ministry of Transport, and to the balance of the cost being equally shared by the Harrow Corporation and the Middlesex County Council.The Borough Engineer submitted a plan showing the proposed improve­ ment; and reported that the amount of the Corporation's contribution would be approximately £900.RESOLVED: That the Committee hereby approve, in principle, the above- mentioned scheme for improving the junction of Headstone Drive, Head­ stone Gardens and Harrow View, including, subject to a grant from the Ministry of Transport and Civil Aviation, the estimated expenditure of £900 to be borne by the Harrow Corporation; and that the Borough Engineer be hereby instructed to report further on this matter, in due course.

537. Road Safety Conditions at the Junction of Eastern Avenue, Cannon Lane and Village Way, Pinner: Resolution 380 (16th February, 1955): The Borough Engineer submitted a plan for improving the junction of Eastern Avenue, Can­ non Lane and Village Way, Pinner, and providing a kerb realignment to emphasise Village Way as a continuation of Eastern Avenue rather than Cannon Lane, and to assist drivers of vehicles to make the turn from Eastern Avenue into Village Way. He reported that the scheme included the resiting of three pedestrian refuges and conversion to electric lighting. Also that the total esti­ mated cost of the scheme, for which no provision had been made in the Committee's current capital estimates, was £1,472.RESOLVED: That the Committee hereby approve the above-mentioned scheme for improving the junction of Eastern Avenue, Cannon Lane and Village Way, Pinner; and that the Borough Engineer be hereby instructed to invite tenders for the execution of the works involved.

538. Waxwell Lane Depot: The Borough Engineer reported that the sum of £1,500 had been included in the Committee's current capital estimates for the demolition of the existing brick building at Waxwell Lane Depot, and providing new accommodation; that the present overall floor area was approximately 570 sq. ft., plus two attached sheds giving an additional 210 sq. ft.; and submitted sketch plans showing the demolition of the existing building and sheds, making good and rendering weatherproof the exposed wall of adjoining No. 3, Waxwell Lane, and erecting a new brick building with a pitched roof, incorporating as many as possible of the tiles removed from the existing roof. The Borough Engineer submitted details of the accommodation which would be provided in the new building; and reported that the overall floor area would be approximately 570 sq. ft.; and that the estimated cost of the proposals was £1,500.RESOLVED: That the Committee hereby approve the above-mentioned scheme for the demolition of the existing building and sheds, and the con­ struction of a new building, at the Council's Waxwell Lane Depot, Pinner; and that the Borough Engineer be hereby instructed to invite tenders for the execution of the works involved.

539. Proposed Improvement: Moss Lane, Pinner: The Town Clerk sub­ mitted letter (8th June, 1955) from the Pinner Association, referring to the Council's proposals to widen Moss Lane and to provide a surface water drainage system, and stating that they were of the opinion, however, that large road works in Moss Lane were unnecessary and contrary to the wishes of residents of the neighbourhood, who would rather preserve the present nature of the lane. The Association added that they felt that all that was really necessary was that a culvert should be constructed over the ditch and the road thus restored to its original width.

The Borough Engineer reported that it was desirable that a small improve­ ment should be carried out in Moss Lane, Pinner, at a point just north of Moss Close; and that a scheme, providing for a carriageway 15 ft. wide at the point in question, would be submitted to the Committee, in due course.

RESOLVED: That the report of the Borough Engineer be received and noted; and that the Town Clerk be hereby instructed to inform the Pinner Association that the points raised in their letter, referred to above, will be borne in mind at the appropriate time.

540. Proposed Road Improvement: Junction of Elmgrove Road and Station Road, Harrow: The Borough Engineer reported that, at their meeting on 16th February, 1955 (resolution 394), the Committee had approved the construction of a long crossing over the footway at the side of the premises of Middlesex Motors Ltd., in Elmgrove Road, Harrow, on the under­ standing that the Company would, subject to satisfactory terms, surrender land to enable the corner of Elmgrove Road and Station Road to be improved; and that the Committee had decided to ask the Middlesex County Council to negotiate for the land. Further, that, since the improvement also affected a district road (viz., Elmgrove Road), the County Council had asked whether the Corporation were prepared to bear half the cost of the proposals after deducting Ministry of Transport grant. Also, that the estimated cost of the improvement, excluding the cost of the land, was £1,050; and that the cost to the Corporation was not likely to exceed £150.

RESOLVED: That, subject to an appropriate grant by the Ministry of Transport and Civil Aviation, the Committee hereby agree to bear one-half of the balance of the cost involved in respect of the proposed improvement at the junction of Elmgrove Road and Station Road, Harrow; and that the Borough Engineer be hereby instructed to inform the Middlesex County Council accordingly.

541. Proposed Public Convenience at Belmont Circle: The Borough Engineer reported upon the possibility of providing a public convenience on land adjoining the Essoldo Cinema in Kenton Lane, near to Belmont Circle.

RESOLVED : That the Committee hereby approve the principle of providing a public convenience at Belmont Circle; and that the Borough Engineer be hereby instructed to report further hereon, in due course.

542. Dangerous Forecourts in Pinner Road: The Borough Engineer reported that private forecourts to Nos. 148, 150, 170 and 174, Pinner Road, were in a dangerous condition and that complaints had been received about them; that requests to carry out repairs had not, so far, been complied with by the owners concerned; and suggested that, should they not be willing to do the necessary work, notices under section 29 of the Middlesex County Council Act, 1950, be served upon such owners.

RESOLVED : That, pursuant to section 29 of the Middlesex County Council Act, 1950, the Town Clerk be hereby instructed to serve notices upon the owners of the forecourts to Nos. 148, 150, 170 and 174, Pinner Road, Harrow, requiring such owners to repair them.

543. Sale of Steel Girders: Resolution 499 (1st June, 1955): The Borough Engineer reported that, in accordance with Financial Regulation 52, he had invited offers to purchase the surplus old steel girders at Stanmore Depot; that the highest offer received was £25 per ton; and that the sale had realised £148 8s. 9d. (5 tons 18 cwt. 3 qrs.).

RESOLVED: That the report be received; and that the Committee hereby approve and confirm the above-mentioned action of the Borough Engineer.

544. Private Street Works: Anglesmede Crescent and Anglesmede Way, Pinner: The Borough Engineer reported that the development of Angles­ mede Crescent and Anglesmede Way, Pinner, was now virtually complete; and suggested that the Committee might wish to add these streets to the list of streets to be made up, in due course, under the Private Street Works Act, 1892. He also suggested that, as a number of residents in Anglesmede Crescent had made deposits under the New Streets Act, 1951, this road should be included in the priority programme for the current year.

RESOLVED: That the Committee hereby agree (a) that Anglesmede Way, Pinner, be added to the Council's list of private streets to be made up, in due course, under the Private Street Works Act, 1892; and that the Borough Engineer be hereby instructed to prepare a scheme for submission to the Committee at the appropriate time; and (b) that Anglesmede Crescent, Pinner, be included in the Council's private street works programme for the current financial year; and that the Borough Engineer be hereby in­ structed to arrange accordingly.

545. Erection of Pillar Letter Box: The Borough Engineer reported that an application had been received from the Head Postmaster of Southall for permission to erect a pillar letter box outside a new sub post office at 213, The Heights, Roxeth; that the proposed opening date of the new sub post office was 1st July, 1955; and that, as the Head Postmaster desired the letter box to be erected before that date, the Chairman (Alderman Grainger) had approved the application.

RESOLVED: That the Committee hereby approve and confirm the above- mentioned action taken by the Chairman (Alderman Grainger).

546. Alexandra Avenue, Rayners Lane: Bus Stopping and Terminal Arrange­ ments: The Borough Engineer reported that a meeting had been held on 15th June, 1955, in Alexandra Avenue near Rayners Lane Station, to con­ sider whether an improvement could be made in the bus stopping and terminal arrangements in that locality; and that the meeting had been attended by the Chairman (Alderman Grainger), Councillor Wood and representatives of the Ministry of Transport, the Commissioner of Police, and his Department. At the meeting, the general opinion had been that the present arrangements whereby both the 114 and 230 bus services turn in Alexandra Avenue at its junction with High Worple, were unsatisfactory, and that a good ultimute solution would be to provide a permanent bus station on the east side of Imperial Drive, between the bridge and Village Way East, where the Corporation were negotiating to acquire vacant land.

Such a bus station would provide facilities for both services to turn and wait, and might be provided in conjunction with the Corporation's proposed public car park.

The Borough Engineer also reported that, as an interim measure (which could be put into operation as soon as the widening of Rayners Lane between Village Way and Imperial Drive had been completed), it had been recom­ mended that the 114 buses should turn by proceeding in a clockwise direction around the triangle formed by Rayners Lane, Village Way East and Imperial Drive, and stand in Imperial Drive between Village Way East and the existing shops; and that the 230 buses should turn by proceeding in the same direction around the same triangle, and then stand in Imperial Drive near the proposed 114 stand.

RESOLVED: That the Committee hereby approve the above-mentioned suggested interim proposals relating to the turning of buses on routes 114 and 230 in the vicinity of Rayners Lane Station (to be put into operation upon completion of the widening of Rayners Lane between Village Way and Imperial Drive); and that the Borough Engineer be hereby instructed to make application accordingly to the Licensing Authority for Public Service Vehicles.(Note: Councillors Low and O'Loughlin, C.C., voted against the above

resolution.)

547. Proposed Provision of Public Convenience at Hatch End: Resolution 468 (1st June, 1955): The Borough Engineer suggested, in order to speed the provision of a public convenience in Hatch End, that the Council's proposals for a large convenience, with attendants, be not proceeded with, but that a smaller building be provided on a site (the property of the Middle­ sex County Council) at the side of the temporary library in Woodridings Close, Hatch End. The Borough Engineer submitted a plan of the proposed convenience; and reported that the running costs would be less than those of the larger building; and that, although attendants were not provided, the proposed smaller convenience would be cleansed every day.

RESOLVED: That the Committee hereby approve and adopt the above- mentioned proposals of the Borough Engineer; and that he be hereby instructed to negotiate with the Middlesex County Council for the acquisition of a site at the side of the temporary library building in Woodridings Close, Hatch End.

548. Elmgrove Road, Harrow: Resolution 443 (h) (24th March, 1955): RESOLVED: That the Borough Engineer be hereby instructed to report, at the next meeting of the Committee, upon the question of the provision of a footway and additional street lighting in Elmgrove Road, Harrow, adjacent to the Kenton Recreation Ground.

549. Harrow Road Safety Council: RESOLVED: (a) That the Committee receive the report (21st June, 1955) of the Harrow Road Safety Council (as now submitted); and that, in so far as the same requires confirmation and is not otherwise dealt with in this report, it be hereby confirmed.(b) Road Safety Publicity: That the Committee hereby agree that, in the light of the information now submitted by the Harrow Road Safety Council, no further action be taken regarding the proposed provision of special

road safety signs at certain accident " blackspots " in the Borough; and that, accordingly, resolution 431 (24th March, 1955) be not further acted upon.

(c) League of Safe Drivers: Car Maintenance Classes: That the Com­ mittee hereby approve the scheme (as now submitted by the Harrow Road Safety Council) for the holding of car maintenance classes in four centres in the Borough; that the Town Clerk and Road Safety Organiser, in con­ sultation with the Borough Education Officer, be asked to make all necessary arrangements accordingly; and that the Road Safety Organiser be asked to endeavour to obtain from motoring organisations or car manufacturers suitable diagrams, etc., for use in connection with the proposed classes.

(d) Local Road Safety Film: That the Committee hereby approve of arrange­ ments being made with the Council's Insurers, Municipal Mutual Insurance Ltd., (i) for the taking out of third party insurance cover (upon the terms and conditions and at the premium now mentioned), in respect of the local road safety film to be produced for the Harrow Road Safety Council by the Pinner Round Table; and (ii) for the obtaining of insurance cover, to the extent of £100 each, in respect of four cine cameras to be used in connection with the production of the film; and that the Town Clerk be asked to arrange accordingly.

(e) Roy Rogers Road Safety Round-up: (i) That the Committee hereby approve of arrangements being made for a team from Harrow to take part in the National Road Safety Quiz Competition sponsored by the Royal Society for the Prevention of Accidents; (ii) that, subject to the approval of the Borough Education Officer and the Headmaster concerned, the Road Safety Quiz Team from the Pinner County Grammar School (who were the finalists in the Harrow/Wembley inter-schools Quiz Competition for 1954/55), be invited to take part in the inter-Metropolitan Division Competitions; (iii) that reasonable travelling expenses incurred in connection with the attendance of the Harrow Quiz Team at local contests, be met from Road Safety Estimates; and (iv) that the Town Clerk be asked to make all neces­ sary arrangements accordingly.

(/) Road Safety Film Shows and Talks: That the Committee hereby approve and confirm the arrangements made by the Road Safety Organiser for the giving of road safety film shows and talks to members of (i) the Roxbourne Ratepayers' Association, on 22nd June, 1955; and (ii) Branch 47 of the West Middlesex Vespa Club, on 30th June, 1955; and for the hiring of road safety films for such shows at a cost of £2 14s. Od.

(g) RAC/ACU Training Scheme: Proficiency Examination: That the Com­ mittee hereby accept the offer of Mr. A. W. Spittles to act as a member of the Examining Panel on the occasion of the proficiency examination of members of the Sunbeam Motor Cycle Club, to be held on 10th July, 1955, at the T.A. Headquarters, Elmgrove Road, Harrow.

(//) Road Safety Posters: That the Committee hereby approve of the pur­ chase, from the Royal Society for the Prevention of Accidents, of (i) seventy- five copies (double-crown size) of the poster entitled, " Road Safety Matters," at a cost of £3 3s. Od.; and (ii) not exceeding six copies (depending on the number of sites available) of the same poster in sixteen-sheet size, at a cost of £1 per poster; and that the Town Clerk be asked to arrange for the display of such posters in the Borough.

(/) Proposed Flower-Bed with Road Safety Design: That the Open Spaces Committee be recommended that a flower-bed, incorporating a road safety design, be provided in one of the Council's Parks or Recreation Grounds during the summer of 1956.(y) Road Safety Pictures in Local Press: That the Town Clerk be asked to convey to the Harrow Observer the Road Safety Council's thanks for, and appreciation of, the series of road safety quiz pictures which have appeared in recent issues as having done much to stimulate interest in the Borough in the subject of road safety.

550. Staffing Difficulties in Borough Engineer's Department: The Chairman (Alderman Grainger) reported that, in response to a letter he had addressed to the Borough Engineer drawing attention to delays in connection with the preparation and submission to the Committee of various schemes already approved in principle by the Committee, the Borough Engineer had replied stating that such delays were due entirely to shortage of technical staff in his Department to prepare such schemes.The Borough Engineer submitted details of the unfilled vacancies in his Department, and reported that, up to that time, it had proved impossible to fill such vacancies with persons having the requisite technical knowledge and experience.RESOLVED : That the attention of the Establishment Committee be drawn to the serious position arising by reason of the non-fulfilment of various schemes approved by the Highways and Cleansing Committee, due to the shortage of technical staff in the Borough Engineer and Surveyor's Depart­ ment; and that the Establishment Committee be asked to give urgent con­ sideration to the possibility of instituting methods to overcome such shortage of technical staff.
