SUBJECT: Quarterly Development Tracking Report (July – September 2011)

This report contains information on development activity in Arlington County between July 1

and September 30, 2011. This development information is based primarily on data from the County’s permitting system and County staff reports. This report is divided into four sections that describe residential and commercial development activity:

• Site Plan and Other Approved Projects (Not Yet Under Construction). • Completed Projects. • Projects Under Construction. • Demolitions.

Types of construction are reported separately within each section, these include:

• Major Projects (commercial and multi-family development). • Single Family Houses.

Development data is reported for each of Arlington’s seven Metro Station Areas, as well as Columbia Pike, Shirlington, Lee Highway, Nauck, and other areas. A map and pictures of development projects are available on the web at http://www.arlingtonva.us/PRAT => Development Information => Development Highlights (September 2011 Update). Maps are provided through the OnPoint mapping application, which allows users to view the location of development activity and click on individual development projects to get detailed data. Highlights from the third quarter 2011 report: • Approved Projects – Virginia Square Towers was approved by the County Board in

September. This project will contain 540 residential units and 12,815 square feet of retail.

Planning Division


• Completions – Completions during the third quarter of 2011 consisted of three projects: the Jordan, the Founder’s Square retail outparcel, and Fire Station #3. The square footage of retail space completed in the third quarter of 2011 increased by 20% compared to the third quarter of 2010. During the same period the square footage of completed office space remained at zero, and the square footage of completed other space increased. The amount of completed office space remained well below its previous third quarter peaks in 2001-2002 and 2005-2006. No hotel rooms were delivered in the third quarter of 2011. The number of residential units completed this third quarter decreases by 71% compared to the number of residential units completed in the third quarter of 2010.


Planning Division


• Started Construction – The amount of other space that started construction this third quarter is the highest of all third quarters since 2001. This is due to the commencement of construction at Wakefield High School and the Army Navy Country Club. Retail construction starts for the third quarter of 2011 increased after no activity in the third quarters of 2008-2010. There were no office and no hotel construction starts in the third quarter of 2011. Residential unit construction increased by 77% in the third quarter of 2011 when compared to the third quarter of 2010.


Planning Division


Demolished – In the third quarter of 2011, about 41,570 square feet of office space, 15,032 square feet of retail space, and 33 single family residential units were demolished. The commercial demolitions that occurred in the 3rd quarter will allow for the construction of 1900 Wilson Blvd (SP #411). These quarterly development tracking reports are generated from data on Certificate of Occupancy (CO), building and demolition permits, as well as from County staff reports and County Board minutes. The approval date is the date the project was approved by the County Board (by-right projects will not have an approval date). The construction start date is based on the date the first building permit was approved for the project. Projects are classified as under construction when construction activity commences above grade. Completed projects are those where a CO has been issued. In general, an office or retail project is determined to be complete if at least 50% of certificates have been issued to the project. For multi-family residential projects, completion is determined based on the issuance of a CO for the middle floor of the building. In some cases, projects were determined to be complete or under construction based on site visits by Planning Division staff. The projects contained in this report are only those that add new density (i.e., residential units, hotel rooms, or gross floor area) to current residential, hotel, office, retail and other space inventories in the County.
