HISTORY 1997 -2012
We are a family orientated softball club where many members of the same family play throughout the many grades that represent us on the field. The
club has been in operation for the past 14 years and we have been associated with the Sharks Sports Trust for the past 8 years. This
association has put us as a softball club in a position of envy with many of the other clubs as we are one of only a couple of clubs that have their own
club rooms to call home at Victor Eves Park in Orewa.
The Club was originally formed back in 1997 by former President Steven Ellison, who’s Son still plays today.
1) For the youth of Rodney to have another sport to choose from than the normal summer sports available at the time.
2) For the many softball lovers who also live in the greater Rodney
district to have a Softball club in their area that they could represent. Plus cost can also be a major factor in allowing our children to play a
sport at all and softball is one of the cheapest full season sports that
you can play.
With the growth within the Rodney region, this has seen the club fluctuate with teams starting at the U6’s through to the Premier Grade. All games are
played at Rosedale Park North, Jack Hinton Drive, Albany on a Saturday Morning/Afternoon, with the exception of the U17/19 Boys who are presently
playing on a Friday night, and the Premier Women will play at several different parks within the Auckland region.
The Club caters for all age groups within our juniors, - "Mini League (U6), Under 7s, 8’s Tee Ball, Under 10 (they use a pitching machine), Under 11s,
Under 13s Boys & Girls, Under 15s Boys & girls, through to our Senior Sides, Under 17/19’s Boys/Girls, Division 1 Men/Women, Division 3 Men/Women,
Premier Reserve Men/Women, Premier Men/Women, Mixed Slow pitch and a Schools Tee ball Module.
In 2012 the club has had many changes both good and not so good. But
with this the club has grown in strength and are now a Stand Alone club in their own right and is now called the HBC Softball Club Inc. Have had the
Constitution confirmed with Incorporated Societies and are now in the
process of having this Constitution name changed to HBC Softball.

It is always easy to stand on the side line and criticise/abuse etc. But, it is not so easy to take up the Challenge yourself.

NORTH HARBOUR SOFTBALL ASSOCIATION
CODE OF CONDUCT This Code of Conduct (Code) is issued by the Board of the North Harbour Softball Association Inc (NHSA) and applies to all persons who are directly or indirectly within the ambit of NHSA. For the purpose of this Code these persons are referred to as “Members”. The key requirement of the Code is that all persons associated with NHSA … “Will conduct themselves at all times in a manner which will enhance the sport of softball and the North Harbour Softball Association …” In particular: Members will at all times abide by the Rules and Bylaws of NHSA, not only the literal interpretation of the Rules and Bylaws but the spirit of the Rules and Bylaws.
Members will not use or condone the use of, or involvement with, stimulants or any illegal drug for performance enhancement and/or recreation.
Members will not engage in excessive use of alcohol and will only use alcohol at appropriate times and in appropriate places.
Members will not provide alcohol to Members who are younger than the legal drinking age.
Members will not provide tobacco products to Members who are younger than the legal smoking age.
Members will not assault, or attempt to assault, or aid and abet any assault or attempt to assault any Officiator/s of the game, Team member/s, Team Official/s, Spectator/s or any Member/s or Official/s of the opposition.
Members will not condone or be involved in any deliberate injury of players.
Members will not be involved in using abusive, offensive, crude and unnecessary language and gestures, towards own team members, members of the opposition, and in particular, to any Officiator of the game.
Members will not damage or deface any equipment, buildings and property, and will actively discourage others from being involved in this type of activity.

NHSA exists for the game of Softball and five key elements of this are, Coaches, Managers, Players, Officials and Spectators. The following paragraphs provide guidance for these groups:
A Coach will: Be a role model so as to inspire confidence
Be reasonable in their demands on players
Enhance and encourage the skill and performance of their team
Praise and encourage good performance
Be respectful of their team and oppositions ability as players
Be firm and fair
Encourage adherence to this Code
A Manager will: Be a role model as to inspire confidence
Be responsible for the sound management and well being for the good of their team
Encourage the wearing of team uniforms correctly at all times
Be supportive of Players, Officials and Supporters
Encourage adherence to this Code
A Player will: Play the game competitively, to win within both the spirit and the letter of the rules
Accept and conform to all rulings by game officials
Refrain from any conduct that in the opinion of the game officials render a player unfit to continue to play the game
Be supportive of team members and officials
Wear their Club uniform correctly and with pride
Behave in an acceptable manner in accordance with this Code
An Official will: Be a role model as to inspire confidence
Apply the rules of NHSA fairly and reasonably so as to ensure a pleasurable game for all parties
Wear appropriate uniform if required correctly and with pride
Refrain from any which is unbecoming to the name of the Association and its members
Be supportive of other officials
Behave in an acceptable manner in accordance with this Code
A Spectator will: Accept and conform to all rulings by game officials
Refrain from any conduct that in the opinion of the game is inappropriate
Be supportive of team members and officials
Behave in an acceptable manner in accordance with this Code

ZERO TOLERANCE POLICY OVERVIEW 1. North Harbour Softball Association (NHSA) recognises the importance of providing a safe and enjoyable environment for all those who participate in softball in our region. NHSA does not tolerate abuse in any of its forms, and has adopted this policy to clearly outline the processes and penalties to be applied.
2. This policy is to be read and applied, where applicable, in conjunction with the NHSA and Softball New Zealand (SNZ) Codes of Conduct, NHSA Constitution, Rules & By-Laws and Disciplinary Rules OBJECTIVE 3. The objectives of this policy are to: a. Remove personal abuse and unsportsmanlike behaviour from all aspects of the game of softball in NHSA competition.
b. Protect all participants from exposure to such behaviour. POLICY 4. A registered participant in organised softball or any spectator will not indulge in any unsportsmanlike behaviour towards other participants, spectators or officials involved in a recognised softball activity including organised training and will adhere to the relevant Code of Conduct/Ethics and Member Protection Policy.
5. Unsportsmanlike behaviour will include, but not be limited to: a. Verbal abuse or threats
b. Physical abuse and/or assault
c. Discrimination
d. Harassment
e. Making derogatory statements or gestures
f. Cheating
g. Visible dissention of a decision of an umpire or official in an unsportsmanlike manner
h. Equipment Abuse WHO DOES THIS POLICY APPLY TO? 6. This policy applies to: a. Administrators of softball in North Harbour at National, Regional Association and Club level, be they employed or a volunteer
b. Players in activities and events held by or under the auspices or control of NHSA or Affiliates.
c. Coaches of teams and players in activities and events held by or under the auspices or control of NHSA or Affiliates.
d. Umpires of games in activities and events held by or under the auspices or control of NHSA or Affiliates.
e. Managers of teams participating in activities and events held by or under the auspices or control of NHSA or Affiliates.

f. Scorers and statisticians of games in activities and events held by or under the auspices or control of NHSA or Affiliates.
g. Registered participants when involved as a spectator of games in activities and events held by or under the auspices or control of NHSA or Affiliates.
h. Spectators of games in activities and events held by or under the auspices or control of NHSA or Affiliates. NOTE: Unsportsmanlike behaviour applies to both the instigation of and response to any incident.

PROCESS 7. On Field (The Game) Incidents Team Members (Players & Officials) The incident is to be reported in writing to NHSA through the Operations Manager using the NHSA Umpires Report of Game Incident Form (in the case of an umpire) and the NHSA Complaint Form (in the case of players and other officials) and lodged by Midday on the first working day following the incident. Reference should be made to the NHSA Rules and By-Laws. Guidance may be found in the NHSA Disciplinary Rules. 8. Off Field (Non-Game) Incidents Registered Participant, Parents and Spectators Any person witnessing any unsportsmanlike acts or possible breaches of codes of conduct by any registered participant may report the incident to the Operations Manager. Such report should be lodged on a NHSA Complaint Form and lodged by Midday on the first working day following the incident. 9. Harassment/Discrimination Incidents A person who is aggrieved by the actions of another person in terms of harassment or discrimination may lodge a complaint to NHSA through the Operations Manager Using the NHSA Complaints Form. DISPUTING AN UMPIRE’S DECISION 10. Disputing an umpire’s decision is not permitted in any circumstance where the decision is a question of judgment. Questions of interpretation should be quickly resolved or a protest entered. Protracted haggling about interpretation is not permitted. Notwithstanding that questioning a decision based on interpretation of rules is subject to appeal conditions. In practice, the umpires judgment may not be questioned (including strike zone) however if they have erred through a lack of understanding of the rules (e.g. infield fly, dropped 3rd strike, etc) then this is allowed as an appeal not a dispute. QUERYING AN APPLICATION OF THE RULES 11. If an umpire is of the opinion that they may have made an error, they may seek assistance from the other umpire/s on the game and if necessary, reverse their previous decision as prescribed in the SNZ Rule Book.
12. All protests shall be lodged in accordance with the NHSA Rules & By-Laws and the Disciplinary Rules. UNFAIR ACTION 13. Where an official or umpire has, in the opinion of the coach, team or club official, not adjudicated or administered fairly then a complaint may be made using the NHSA Complaint Form and lodged by Midday on the first working day following the incident.

Softball New Zealand Players’
Code of Conduct
As a participant in any activity held by or under the auspices of Softball New Zealand you must meet the following requirements in regard to your conduct during any such activity or event 1. Be a positive role model for Softball at all times, and accept responsibility for your actions. 2. Must not Smoke or drink alcohol in ‘on Diamond’ Softball Uniform 3. Participate within the competition conditions and rules, and in the spirit of fair play. 4. Respect opposition players and officials and treat them with proper regard for their
rights, obligations and position held in Softball or the community. 5. Refrain from offensive or abusive language and gestures. 6. Accept victory and defeat with dignity. 7. Comply with Umpires’ decisions in a professional manner. 8. Cooperate with all official requests to promote and market Softball in a professional
manner. 9. Behave with dignity and respect when in public. 10. Must not make sexist or racist jokes, jokes about a particular sexual orientation, or
jokes about an athlete, coach’s or other participant’s ability. 11. Must not make derogatory or demeaning remarks about any athletes, coaches or
participants. 12. Must not use profane, insulting, harassing or otherwise offensive language. 13. Do not commit acts of aggression. 14. Perform any duties and responsibilities where you are a representative of Softball
New Zealand in a mature, fair and professional manner.

NHSA Dispensation rule
Dispensations 2012 -2013:
1. Dispensations per team be reduced to 2
2. Dispensated players are NOT to play in the following positions a. Pitcher b. Catcher c. 1st base
3. NO dispensations for U11 Grade players to play U10’s. (unless medical reason)
4. Dispensated players are NOT available for Top Team competition.
5. NO dispensations for “players to stay with Team”, they will have to go up the following season,
better start now.
6. Players with diminished abilities will be treated on a case by case basis, which may provide exception to some of the rules.
7. Dispensations will be for 1 month, players will be evaluated by nominated members and either
accepted or rejected.
8. Dispensations for “New” players will not be provided for players in grades U8 – U13.unless they come under recommendation #6
9. This season the Association would like to run a girl’s competition. As a general rule there will be no dispensations for girls to play in a boy’s grade. It will be up to the clubs to be proactive in finding girls to fill teams or work with other clubs to make up a team.

Team Card Procedures
1. The 1st team on the draw is responsible for supply of the team card.
2. Team names need to be entered correctly, i.e. Navy Seals or Rooster Rovers.
3. All players must have full names written on the team card. First names only or nicknames are not satisfactory.
4. The 1st on the Draw Team is responsible for filling in the details at the bottom of the card (team
names, innings, date, grade, diamond, gender and time), as well as completing their own section
with players names and details. The 2nd on the Draw Team is responsible for completing their
section with player’s names and details.
5. At the conclusion of the game, an official from both teams and the umpire are required to sign the
team card after verifying that the scores are entered correctly. This score will remain unless proof
is provided to the NHSA Office.
6. It is the responsibility of the 1st on the Draw Team to return the card to the Control Room by end
of play on Saturday. Failure to do this will result in a 7-0 win to the 2nd on the Draw Team.
7. Should the opposition not turn up or not have enough players, then it is the responsibility of the
other team to furnish a team card whether they are 1st on the draw or not with default clearly written on the card.
8. If the default has been notified prior to game day, there is no need to furnish a team card.
9. Should a senior game commence and be called off due to weather before the end of the 5th
innings a team card should be submitted with rain out clearly written on the card. The rest of the
details on the card should be completed.
10. Should a junior game commence and be called of due to weather the game will revert to even
innings unless only a single innings is played whereby a team card should be submitted with rain
out clearly written on the card. The rest of the details on the card should be completed.
11. It is important to completely fill in the team card, failure to provide accurate and complete information incurs fines.

Responsibilities: Actively participate in all club meetings Actively participate in the planning of all matters in the effective and efficient running
of the Club Arrange suitable venue/facilities for all meetings etc Notify in timely manner all committee members of next meeting at least 3 days prior
to meeting Record all minutes and distribute within 7 days of meeting. Attend to all correspondence in a timely manner Distribute correspondence were applicable within 7 days of receiving Be first point of contact for all enquiries for the club and either handle or refer where
applicable in a timely manner Produce and maintain membership register for the club Produce team lists for Treasurer and all team coaches Produce team lists for NHSA Provide a list of Club Committee to all committee members Arrange AGM including notices and Agenda – including previous AGM making sure
copy goes to NHSA with a Financial Report Maintain a file of procedures Compile all results and send to website Manager each week Newsletters to be done at least once a month and forwarded to all members as well
as Website Manager Be familiar with Club/NHSA/SNZ rules and have a copy for reference if required at all

ACCOUNTABLE TO: Club Committee APPOINTED BY: Election at Club AGM OBJECTIVE: To ensure the efficient and effective management & administration of the Club Committee Finances to result in budgets being set and met for all areas Working Relationships: Club Committee Players/Members of the Club Treasurer NHSA Responsibilities
Actively participate in all committee meetings Assist in preparation of the budget for each season in conjunction with Club
President Oversee Collection of payment from all members Ensure all monies received are receipted, recorded and banked in a timely manner A clear record of all deposits filled and filed Ensure all payments are approved at Club Meetings Request Cheques for payment in a timely manner Maintain accurate records of all income and expenditure whether it be from account
or Petty Cash Financial records of income and expenditure of accounts to be received for
distribution at the next committee meeting no later than 5 days prior to next meeting.
Provide each meeting with a update of all financials for that month To provide the Club Secretary a full set of final accounts every year for filing and
sending a copy with AGM Minutes to NHSA Help Club Secretary with all Funding required within the club

JOB DESCRIPTION RESPONSIBLE TO: President ACCOUNTABLE TO: Club Committee APPOINTED BY: Election at Club AGM OBJECTIVE: Manage Junior/Senior Softball Equipment/Gear WORKING RELATIONSHIPS: Club Committee All Junior/Senior Players/Members of the Club RESPONSIBILITIES:
Liaise with all Coaches/Managers of the Club
Report on all gear/activities for all committee meetings
Monitor and record all inventory inwards/outwards of equipment/gear for the club
Note any damages/losses incurred within the club
Forward to the Club President/Secretary any equipment/gear requests required,
either for replacement/repair for the playing season Distribute all gear pre season to Managers of each team
Arrange collection of all gear at end of season
Arrange two stock takes per year end of season and prior to season starting.
Copy of both Stock Takes to Club Secretary.
Season end stock take to be carried out for Annual Audit and or prior to handover to a new Equipment/Gear custodian prior to a new season.
April/May Stock take to reflect loss, damage and non returned gear Coordinate assistant gear staff as required

with in 7 days after first day of play Liaise with Coach in regards to Training Days/times Be first point of contact for your team in all matters especially Rain out training or
games Ensure all your team are aware of playing time and diamond Liaise with Parents re Training and Game times etc Keep a record of all results, POD, Injuries etc. Ensure all players have correct uniform including a Cap/Peak Liaise with Equipment/Gear Custodian Make sure Subs are evenly spread out during the season as is POD awards Ensure team card is collected from Control room at NHSA filled in correctly and
returned at end of play each day. (Fine ensured for everything if this does not happen)
Ensure each player brings a water bottle (filled) to each game and it is named Ensure all members of your team including Parents and supporters are aware of
the NHSA Code of Conduct and Fair Play Defaults – Please make sure you have notified Club Secretary no later than 6pm
Thursday evening for Saturday play Ensure all results are emailed to Junior/Senior Club Captain before Monday
