The following inventory was prepared by the Government

Records Office of the Georgia Department of Archives and Historyo[ the files of requests to the governors of Georgia for clemency,c1858-l942, Record Group l-ll-42. Almost any kind of informationcan be found in these records, which are completely open toresearchers. For more information on sources for pardon andparole information see chapter one. Records of pardons grantedby the Georgia legislature can often be found in the NAME FILE,a huge card catalog at the Georgia Archives.

This series consists of applications [or pardon, parole,and restoration of civil rights together with supporting documen­tation.

These applications were directed to the three-member PrisonCommission, empowered to investigate applications and to makerecommendations for executive clemency, which was exercised bythe Governor. Then in 1943 the General Assembly created theBoard of Pardons and Paroles with the authority to grant reprieves,pardons, paroles, and other forms of clemency. Later that sameyear, a constitutional amendment vested the Board with constitu­tional status. This statute and constitutional amendment dras­tically reduced the Governor's clemency powers. The ExecutiveReorganization Act of 1972 transferred responsibility for direc­tion o[ the state's parole supervisors from the Board of Pardonsand Paroles to the new Board of Offender Rehabilitaion. Further­more, in 1973 the General Assembly authorized the increase of theBoard of Pardons and Paroles to five members, who are appointedby the Governor Ivith Senate confirmation. The Board is continuous­1y in session to exercise quasi-judicial powers in regard togranting executive clemency and acts in an ex-officio advisorycapacity to the Board of Offender Rehabilitation.

This series, Ivhich contains records up to 1942. includesthe [ollowing,types of documents:
