From the Neolithic to the Nuclear Age in one dayWho else would be commissioned, on the same day, to help to manage icons as diverse as the Avebury World Heritage Site and the Dounreay Nuclear Establishment?

In the morning we were appointed to prepare a Heritage Strategy for

Dounreay to ensure that the decommissioning of the site leaves a viable

cultural legacy for future generations. This is the first such strategy in

the UK and strengthens our reputation for undertaking innovative and

thought provoking commissions.

In the afternoon we were commissioned to prepare a detailed

Conservation Management Plan and Limits of Acceptable Change

study for the prehistoric monument of Avebury to guide the National

Trust’s long-term management and development of this internationally

important asset.

Helping To Set The AgendaOur independence, strategic thinking, national overview and willingness to challenge orthodoxies have won us a number of research,

evidence gathering and advisory commissions, which have helped to shape the Heritage sector.

Heritage Protection ReviewAs part of the UK Government’s review of Heritage Protection in England and Wales we were appointed by the Department of

Culture, Media and Sport and English Heritage, to undertake a review of delivery at local level of the new heritage protection regime.

Our work involved detailed research and consultation including interviews, surveys and analysis of the ways in which Local Authorities

manage the historic environment and deliver heritage services across England. Our report was published in 2006 alongside the White

Paper for the Heritage Protection Bill to Parliament.

We were subsequently reappointed to undertake further research into how the proposed changes can help local heritage services

deliver better public value.

The Kingdom of Bahrain heritage masterplan

West Midlands Historic Environment Strategy

Measuring the condition of Scotland’s historic environment assets

Bahrain is experiencing rapid and sustained

economic development and social change.

As part of the Kingdom’s National

Planning Development Strategy we led the

development of a masterplan for Bahrain’s

Heritage. This put in place a structure

for the management, development and

protection of the nation’s rich heritage of

buildings, archaeological sites and historic

landscapes, as well as proposals for visitor

trails and the development of individual

sites as attractions.

For English Heritage, we prepared a

strategy for the West Midlands region

to promote the value of the historic

environment, to articulate the aims of

the heritage sector and to guide future

investment actions in the region. The

project was undertaken in close co-

operation with regional stakeholders

and reflects their aspirations for the

region’s diverse and rich heritage.

Working for Historic Scotland we

undertook a scoping study to explore

indicators for measuring the condition

of all of Scotland’s historic environment

assets, from castles and battlefields to

small domestic buildings and urban

parks. Given the scale and complexity

of the resource, a considerable portion

of our work focused on identifying

methodologies for gathering data to

report against these indicators.

Identifying activity and skills needs in buildings history

The National Trust, the social benefits of heritage

Aggregates Levy Sustainability Fund

Evaluation and Benchmark Report

With Gill Andrews and Professor John

Barrett, we were commissioned by

English Heritage to undertake research to

evaluate the findings, benefit and value

for money of archaeological research

arising from the Theme 4a stream of

Aggregates Levy Sustainability Fund

which funds a large number of projects

across the UK. The published report

contained an independent evaluation of

a sample of the projects and case studies

of good practice.

Following our work on the Heritage

Protection Review, English Heritage

asked us to assess the competencies

and training associated with the study

and analysis of the historic buildings,

to determine the implications of the

Heritage Protection Review for this sector

and to advise on the actions needed

to enhance training and capacity. The

findings of the study will inform future

sector-wide policy and development.

In association with the Institute of

Field Archaeologists and London

Metropolitan University, we undertook

research into the ways in which the

historic environment provides social

and economic benefit. The study

identified ways of measuring

these benefits and provided

guidelines to assist with social

regeneration and the development

of sustainable communities.

Managing World HeritageOur multidisciplinary team and our position at the heart of the Atkins Group enable us to provide a comprehensive range of services

for World Heritage Sites. We have extensive experience of leading the nomination process, the preparation of management plans,

designing conservation and enhancement works and preparing management studies and analyses.

Bahla Fort and Oasis WHS, OmanFollowing UNESCO’s decision to place the Bahla Fort and Oasis Settlement on the World Heritage In Danger List we prepared a

detailed Management Plan for the site. Addressing the issues of conservation, urban and landscape design, tourism and transport,

the Plan clearly set out management proposals for the site and led to it being removed from the In Danger List. Public consultation

was undertaken at each stage, with ministeries, stakeholders and the local community.

Saltaire, Bradford Environmental Capacity Study

The Palace of Westminster and Westminster Abbey

Lake District Candidate WHS Settlement Analysis

In February 2007 we were awarded the

national Royal Town Planning Institute

Award for Heritage (2006) for our work

on the Saltaire WHS Environmental

Capacity Study. The study provides a

robust framework for managing the site

and its buffer zone. It addresses a wide

range of issues including conservation,

traffic management and the impact

of visitors. The study methodology

established a template for similar studies

across the UK.

We led the preparation of the

Management Plan for this complex and

highly symbolic site which lies at the

heart of the UK’s democratic and religious

history. The Plan addressed a diverse

range of issues associated with the

setting, dignity and accessibility of

the site and set out a clear way forward

to safeguard the site’s outstanding

universal value, including objectives for

visitor management, conservation and

public enjoyment.

The links between the Lake District,

early romantic poets and the birth of

the “Conservation” movement mark

this cultural landscape out as a place of

international significance and potentially

of outstanding universal value. We

have supported the nomination of this

candidate site by providing a detailed

analysis of whether the principal

settlement should be included as part of

any future WHS nomination.

Liverpool Maritime Mercantile City Supplementary Planning Document

Liverpool’s WHS is situated at the heart of

its burgeoning city centre. This situation

has led to development pressures in

and around the WHS. We prepared a

Supplementary Planning Document (SPD)

for the site and its buffer zone to ensure

that the city continues to grow whilst

ensuring the conservation of the site’s

outstanding universal value. The SPD

is the first of its kind in the UK and has

already been highlighted as a possible

model for other sites across the world.

Heart of Neolithic Orkney WHS Setting Analysis

Giant’s Causeway and Causeway Coast Interpretation Strategy

As part of the Management Plan

review process we prepared a detailed

analysis of the setting of the Heart

of Neolithic Orkney WHS and made

recommendations to Historic Scotland for

the redefinition of the site’s buffer zone.

The study has directly informed the new

Management Plan, and also influenced

the Council’s onshore Wind Energy

Supplementary Guidance.

We developed an Interpretation Strategy

for the Giant’s Causeway and Causeway

Coast World Heritage Site to provide

a seamless and inspirational visitor

experience that reflected the stunning

beauty and drama of the site and

the many geological, ecological and

mythological stories associated with

it. The study also involved extensive

analysis of visitor numbers, profiles

and requirements.

Revitalising Historic PropertiesOur conservation architects and historic building specialists provide a full range of services

for the repair, re-use and conservation of historic buildings and new design in historic places.

We provide initial options and feasibility studies, through to conservation planning and on to

full design and project management services. With input from the wider Atkins Group we

can provide a high quality turn-key solution for historic building projects across the UK.

Brodsworth Hall Brodsworth Hall is an important part of English Heritage’s historic building and visitor

attraction portfolio. We provided detailed architectural advice and designs for building repairs

and DDA access improvements for this Grade I Listed country house.

Leicester Castle, Conservation Management Plan

We prepared a conservation management

plan for one of the most historic and

attractive areas of urban Leicester. At the

heart of the complex is the Great Hall, a

remarkable survivor of Norman architecture

adapted over the years to accommodate

the town’s law courts. The aim of the

CMP was to assess the significance of the

historic fabric and to provide a framework

for the future use of the building and

adjacent structures.

Hale Youth Centre, Audience Development Plan and Access Plan

As part of a community-led Heritage

Lottery Fund bid we prepared detailed

deigns for the conversion of this grade

II listed building. The designs were

modern in character and incorporated

sustainability features such as “green

walls” and passive heating. Alongside

the design work we also prepared an

Audience Development Plan, Access Plan

and Conservation Studies.

Richmond School, Yorkshire, Conservation Architecture

Dennis Clarke Hall’s Girls High School

in Richmond set the post-war agenda

for modernist school architecture and

arguably the precedent for the current

“Building Schools for the Future”

programme. As part of this programme

we provided conservation architecture

services for the redevelopment of the

school to ensure that the original designs

could meet modern needs.

Manchester Heritage Centre, Architectural Design for Historic Building

Chapeltown and Armley, Leeds Conservation Area Appraisal

Lancaster Moor Hospital, Conservation Statement

Atkins led the design of a new archive

facility together with the County Record

Office, Local Studies Library, Family

History Society and Race Relations

Archive in a derelict Grade II Victorian

Market Hall. We undertook detailed

building analysis to ensure the designs

reflected the historic integrity of

the building.

As part of the Townscape Heritage

Initiative, an analysis was undertaken of

Armley in Leeds which had the potential

to be designated a Conservation Area.

An appraisal was also undertaken

on an existing Conservation Area in

Chapeltown to consider boundary

reviews. In addition, advice was provided

on a number of buildings regarding

condition and drawing up schedules of

works within these areas. The project was

awarded £1.9 million HLF funding.

This Grade II listed former mental health

institution dominates the Lancaster

skyline. The complex had been subject

to decades of alterations and was in a

poor state of repair. English Partnerships

commissioned us to prepare a Conservation

Statement to guide the conversion into

residential accommodation. Outline

Planning Permission and Listed Building

Consent were subsequently granted for the

development of over 400 residential units.

Conserving Places For PeopleBringing together Atkins’ expertise in heritage, landscape architecture, ecology, archaeology,

town planning, engineering and tourism, we help to conserve, restore and manage the parks,

gardens and landmarks which make places and communities distinctive and unique.

Knaresborough Castle

Working for English Heritage and the Council we prepared a detailed Conservation

Management Plan and Masterplan for Knaresborough Castle. The Castle is a major landmark

and its Victorian parkland is an important recreational resource valued by the people of

Knaresborough and visitors alike. It also houses a popular museum and hosts important civic

events. We undertook major public consultation including exhibitions during Heritage Open

Days at the Castle, prepared web-based questionnaires, and facilitated workshops in local

schools. The plan is now being used to inform investment decisions at the site.

Castle Hill, Huddersfield, Restoration and Development Proposals

The Ingrebourne Marshes, a rich resource

of irreplaceable wetland habitats, provides a

rare home in London for a range of species.

Their importance is further enhanced by

their proximity to historic RAF Hornchurch,

a major station of the Battle of Britain. Sited

next to a country park, the marshes are an

important visitor amenity for both the local

community and tourists, providing much

needed green space. With our expertise in

ecology, heritage and tourism we prepared

a Plan which provides a blueprint for future

conservation and the development of new

habitats and enhanced public enjoyment.

Ted Hughes Centre, Feasibility Study for Development

Mytholmroyd was Ted Hughes’ birth

place. He spent his early years in the

town and it had a profound effect on

his poetry and later writings. Yorkshire

Forward, working in partnership with a

local trust, commissioned us to prepare

a feasibility study for the development

of a dedicated Ted Hughes Centre in

Mytholmroyd. We examined potential

options for the interpretation and

celebration of Ted Hughes’ life and works

at a series of locations within the town

and its wider landscape.

Ingrebourne Marshes, London Conservation Management Plan

Castle Hill dominates the Huddersfield

skyline. We developed a comprehensive

Conservation Management Plan, including

restoration and development proposals

for this dramatic landmark and major

recreational resource. The site is highly

sensitive being a scheduled Iron Age hill fort

and medieval castle; as well as being home

to a range of unusual ecological habitats

and species. We led a public consultation

campaign including exhibitions and a web-

based questionnaire. The Plan is now

being implemented by the Council and

English Heritage.

Herschel Park, Slough, Heritage Lottery Fund Restoration

Caerphilly Castle, Feasibility Study for Visitor Facility

We examined the feasibility of establishing

a pleasure boat trip on the moat of

Caerphilly Castle on behalf of Caerphilly

County Borough Council and the Castle’s

guardians - Cadw, looking at the type of

service that would be offered, the potential

demand and the practicality of delivering

it in engineering and procurement

terms. We also identified ways in which

the service could be integrated into the

overall interpretation plan for the Castle,

signposting the potential thematic and

educational value of the service.

Egerton Park, Bexhill-on-Sea, Audience Development and Access PlanEgerton Park was once an important

component of Bexhill-on-Sea’s elegant

and historic resort design but had sadly

suffered neglect in more recent times. We

prepared the CMP, Audience Development

Plan and Access Plan for the Park aiming to

aid sympathetic repair and restoration of

the historic character, and its reinstatement

as one of the principal spaces of Bexhill.

Our work included extensive consultation

with the local community, including school

visits and activities that encourage children

and young people to get involved in the

regeneration of the park.

Herschel Park is a small, but well-loved

open space which formed part of a

designed townscape developed in Slough

in the Victorian period. We developed

design proposals for the restoration of the

park, in preparation for a Heritage Lottery

Fund Parks for People bid. The scheme will

bring back many of the historic elements

but will also develop an adjacent old

landfill site as a linked ecological park,

next to the original ornamental

pleasure gardens.

Presenting Our Past For museums, archives, trusts, charities and statutory bodies, we support

funding applications, and plan and deliver capital schemes, educational

resources and interpretative schemes, all to ensure that our culture and

heritage can be appreciated and enjoyed by all.

National Interpretation Strategy CadwEncompassing places as diverse as medieval castles, Neolithic tombs and

19th century furnaces, Cadw’s estate of historic properties forms the back

bone of Wales’ national heritage. Working with Bremner & Orr, we prepared

a nationwide interpretation strategy for this rich and complex estate. We

developed proposals for interpretation, visitor welcome and engagement at

a number of pilot sites and also developed a methodology for the rest of the

estate. We devised concepts, themes and stories to present a narrative for

interpreting the history and heritage of Wales.

Derby Silk Mill Derwent Valley Mills WHS, Museum Development Plan

Working with colleagues from across the

Atkins Group we project managed and

delivered the Heritage Lottery Fund bid

for this £13 million project to transform

the Silk Mill Museum in Derby. We were

also responsible for the preparation of a

Conservation Plan, Fundraising Strategy,

Access Plan, Options Appraisal and

Feasibility Study; as well as providing

“green” energy advice for the project.

Lewis Carroll Interpretation Centre, Heritage Lottery Fund Bid

For many decades Daresbury, Lewis

Carroll’s birthplace and early home,

has attracted visitors from across the

world. Working with Bremner and

Orr we helped the Church deliver a

successful £371,000 Heritage Lottery

Fund bid to provide new visitor facilities

and interpretation materials in the

village. The project focused on providing

high-quality facilities at the heart of the

village. Alongside the design work, we

also prepared an Audience Development

and Access Plan.

National Botanic Reserve, Oman Masterplan and Feasibility Study

Our team of landscape designers,

architects, botanists and heritage experts

worked with the Royal Botanic Gardens

Edinburgh to develop a feasibility study

and masterplan for the development of

a new large national botanic park. The

project forms part of Oman’s national

strategy to develop its tourism industry

using the country’s diverse cultural and

natural assets. Our work encompassed

everything from detailed site analyses,

through to economic assessment,

architectural and landscape design and

environmental impact assessment.

Killhope Lead Mining Museum, Economic Impact and Options Study

This remarkable museum has won a stream

of awards over the years including the

Guardian Family Friendly Museum of the

Year and the Sandford Heritage Education

Award. We were initially commissioned to

prepare an Economic Impact and Options

Study to identify approaches to further

developing the site. Following this, we

were again commissioned to prepare a

detailed Conservation Management Plan,

Audience Development Plan and Feasibility

Study to support an HLF bid.

Manchester Transport Museum, Options Appraisal and Audience Development Plan

British Museum, London, Online Collections Catalogue

With around 100 vehicles the Greater

Manchester Museum of Transport holds

the region’s most important collection

of public transport vehicles. We have

supported the museum with its long-

term planning through the provision

of a Conservation Plan, Audience

Development Plan, Options Appraisal

and Feasibility Study.

The British Museum houses one of

the largest and most comprehensive

collections of art and antiquities. The

Museum selected Atkins to help it to

embark on an ambitious programme to

make more of its collection of over six

million artefacts available as an online

experience and research tool to a much

larger audience. Its upgraded website

will ultimately include every one of these

treasures, opening them up to a vast

worldwide audience.

Supporting DevelopmentArchaeology and heritage need not always be a constraint for development. If properly

planned and well-managed, assessments, excavations and surveys can not only help

developers needs, their sustainability and planning objections efficiently, the findings

can often provide good PR and soften the image of construction schemes. We provide

environmental assessments and impact studies, develop mitigation schemes, manage

excavation and survey programmes, liase and negotiate with statutory alternatives and act as

expert witness.

Ty MawrAnglesey is renowned for its archaeological heritage and in particular its prehistoric sites.

We provided the Welsh Assembly Government with expert archaeological advice and

management of a major excavation when the extensive remains of a unique prehistoric

village were found prior to works for a new regional business park. We also undertook public

consultation and developed an interpretation scheme, all of which helped to guide the client

through the development.

London 2012 Olympic Park, Archaeology and Cultural Heritage

The site identified for the London 2012

Olympic Park contains highly significant

archaeological remains and deposits

relating to the development of this part of

the city. We provided the Olympic Delivery

Authority with full cultural heritage

and environmental impact assessment

services and assisted in the management

of a major programme of archaeological

excavations, to support the delivery of

the London 2012 Olympic and Paralympic

Games, ensuring value for money

as well as meeting the planning and

environmental obligations of the Olympic

Delivery Authority.

A127 Southend, Assessment, Mitigation and Expert Witness

London Crossrail, Historic Buildings and Archaeology

Crossrail is the single largest urban

infrastructure project in the UK.

Delivering a new cross London rail

route presents enormous conservation

challenges and our team has provided

considerable support to Crossrail in the

and environmental impact and design

stages with regard to heritage and

historic buildings.

The ‘Prince of Prittlewell’ is one of

the most exciting discoveries in British

archaeology in the last 50 years. Atkins

ran a programme of fieldwork during

upgrading work on the A127 in Southend

after identifying the possibility of Anglo-

Saxon burial remains surviving on the

site. The tomb containing rare and exotic

artefacts - a bed, a stool, glass vessels,

gold buckles, cauldrons, coins and gaming

pieces, provided an exceptional insight

into the social history of this part of the

new ‘Thames Gateway’.

Council at the Founder’s Place Public

Inquiry regarding a dense mixed use

development, including two towers (of

20 and 17 storeys), behind St Thomas’

Hospital. The implications for Lambeth

Palace Conservation Area, in the setting

of Lambeth Palace, next to a public

park, across the River Thames from

Westminster World Heritage Site and in

River views protected by the London Plan

were addressed by our Conservation,

Urban Design and Planning experts.

St Luke’s, Islington, London Archaeological MitigationSt Luke’s Church is now home to the

London Symphony Orchestra, providing

rehearsal and outreach facilities for

the Capital’s premier orchestra. Prior

to refurbishment works of this Grade I

Listed Building, Atkins was responsible

for the assessment of the archaeological

potential of the site and proposals for the

mitigation of the archaeological resource.

Archaeological contractors were procured

and supervised on behalf of the client and

some 900 bodies from the C18th and

C19th were removed. The project received

a Civic Trust Award.

gyThe Lotus Windfarm, Norfolk, Cultural Heritage Support

We provided full cultural heritage advice

and support for an Environmental Impact

Assessment of the proposed windfarm

at Lotus’ Test Track in Norfolk. The

assessment included a detailed analysis

of the known archaeology and built

heritage, in particular it focussed on

potential effects on the wider historic

landscape. The application site is located

within the former Hethel Military Airfield

in a landscape that still retains much of

its early agricultural heritage.

Challenging Views - The Heritage of our Modern AgeAtkins shapes places and designs buildings across the world. Increasingly the modern landscape and environment is regarded as

interesting in heritage terms. We lead our sector in the heritage of the twentieth century, assisting clients to manage the legacy of industry

and military sites, and working with universities and statutory bodies to develop innovative philosophical approaches and methods.

Images of ChangeFor English Heritage we prepared their position statement on the heritage of the twentieth century Change and Creation in 2004.

Working with Oxford University and University College London we then produced Images of Change: an archaeology of England’s

contemporary landscape, published by EH. This beautifully illustrated 200 page book explores England’s post-war landscape. It

represents a modern agenda for re-examining the seldom celebrated but still crucial elements of our 20th century cultural heritage

such as airports, schools, power stations and holiday camps. The Foreword is by Antony Gormley.

The book has been praised in the national press, described by the New Statesman as “wonderfully enjoyable, even an important book

… designed to be used”, and by the Sunday Telegraph as “valuable and thought-provoking” revealing “surprising beauty in the most

unlikely places”.

The Railway Preservation Society of Ireland, Conservation of Collections

M1 Widening, Junctions 6a - 10 Art and Archaeology

Atkins’ role as scheme project designers

for the widening of the M1, created an

opportunity to address all aspects of the

scheme’s cultural heritage for Balfour

Beatty Skanska, including the archaeology

of the recent past. We implemented an

innovative archaeological programme for

the scheme. A photographic record of

the 20th century roadscape before and

during its alteration was made, using an

artist photographer, Matthew Walter. The

photographs were exhibited at the New

London Architecture gallery.

We prepared the Conservation

Management Plan for items in the

collection associated with the steam

locomotives, carriages and wagons.

The plan will develop policies for their

maintenance and interpretation as the

sustainable renewal of the traditional

engineering skills required with

collections of this nature.

RAF Scampton, Historic Landscape Characterisation

As the former home of the “Dam Busters”

and the Red Arrows, RAF Scampton

has a special place in British military

and aviation history. We undertook

the characterisation of the airfield and

technical and domestic buildings at RAF

Scampton for English Heritage to inform

the management agreement for the site to

be adopted between English Heritage and

the MoD. Characterisation involved desk-

based research, detailed site walkover

and the preparation of photographic

illustrations of character areas and the

development management solutions.

Whirlow Grange, Sheffield, New Architectural Design

20th century religious architecture

requires careful and sensitive handling.

We designed and gained planning

permission for the comprehensive

refurbishment and redevelopment of

George Pace’s Chapel of the Holy Spirit

in Sheffield to create the newly founded

Whirlow Grange Christan Spirituality

Centre. Our designs included a new

rotunda chapel that responded to the

architectural themes established by those

of the original building.

Atomic Weapons Establishment, Berkshire, Management Strategy

We produced an historic characterisation

and management strategy for the

Atomic Weapons Establishment (AWE)

sites at Aldermaston, Burghfield and

Blacknest with the aim of informing

new development and meeting new

planning requirements. Addressing this

important C20th heritage legacy as well as

archaeological remains of earlier periods,

we have also provided heritage advice

and support for project managers at AWE

sites and produced a number of cultural

heritage chapters for EIAs in advance of

new building developments.

Chatterly Whitfield Colliery, Stoke on Trent, Full Site Condition Survey

We undertook a multidisciplinary

condition survey of 34 structures,

buildings and infrastructures of this

Scheduled Monument. Chatterly

Whitfield is the best surviving example

of its type in England as an integrated

historic complex documenting over

one hundred and fifty years of mining,

technological and social history. Our

commission formed part of the first phase

of a regeneration programme for the

site, which has been heralded as English

Heritage’s most ambitious project to date.
