The swimming pool will be resurfaced soon and the work will be done by the same firm that resurfaced the spa last year. We expect to close the pool for two weeks while the work is being completed. We have also contracted for a new electrical wiring system for our irrigation. Work should begin in early November. As I'm sure everyone has noticed, our gates have been crashed three times in the past two months. In each instance, our camera system has captured the vehicle responsible and we are working with the driver's insurance carrier and the Delray Beach Police Department. 2018 Board Walk - Offices of the Board of Di-rectors and their Duties 1. President - The president of the Board presides at all

meetings of the Board of Directors. The president is ultimately responsible to see that orders and resolu-tions of the Board of Directors are carried out. The president generally signs all contracts and other written instruments and co-signs all checks and promissory notes.

2. Vice-President - The vice-president acts in the place and stead of the president in the event of his absence and exercises other duties as may be required of him by the Board.

3. Secretary - The secretary record the votes and keeps the minutes of all meetings and proceedings of the Board and of the Members. The secretary also signs contracts and other instruments executed in the name of or on behalf of the association. The secretary also keeps appropriate current records of meeting minutes, and performs other duties as required by the Board.

4. Treasurer - The treasurer receives and deposits in appropriate bank accounts all monies of the Associa-tion and disburses such funds as directed by resolution of the Board of Directors. The treasurer signs all checks of the association, is keeper of the books of account; and causes an annual audit of the Association books to be performed.

5. Directors at Large - The directors at large are the oth-er three members of the Board of Directors and each is a voting member of the board. The members at large fulfill duties as assigned by the President or by the board.

Being a volunteer member of an HOA board of directors does come with many duties and responsibilities. It can require anywhere between 5-20 hours per week depend-ing on what needs to be addressed such as ongoing maintenance activities, special projects or responses to extraordinary or emergency situations. The association's C.C.and R.'s (covenants, conditions and restrictions) and Bylaws set forth the general powers and duties of the Board and the specific limitations upon the Board's pow-ers.

America City (AAC) for the third time, and stands as the only Florida city to yield this accomplish-ment!

• Delray Beach was among fifteen communities

across the country honored at the AAC conference in Denver, Colorado for its civic engagement to help young children from low-income families achieve grade-level reading proficiency and early school success.

• The Winter Green Market opens Saturday, Octo-

ber 28 for the season from 9 am to 2 pm each week at Old School Square just in time to enjoy the (somewhat) cooler temperatures of our Florida Fall weather.

• The City has launched Parkmobile, an app that

allows you to pay for parking throughout the City. Users can now use the Parkmobile app to pay for parking on all on-street, surface lots and garages throughout the city. You can also pay with credit/debit cards and U.S. bills at all meters, if preferred. The Parkmobile app can be downloaded for free from the Android and Apple app store.

• A new downtown Roundabout trolley between the

• Volunteer Delray Beach will host an event Fri-

day,October 27 from 5-7 pm in Old School Square Park. Meet local nonprofit organizations, sign up to be a volunteer, discover board of director opportuni-ties and meet local charities. Learn more at

Message from a Coral Trace Board Member By Susan Fagan, Director

Hello Owners & Residents, After holding a position on the Board during the last two years, I think it is worthwhile to share some thoughts with you about this learning experi-ence. I believe we can all learn something new each day, and if we keep an open mind to do so, we are then more able to understand the reason for the situation at hand. This is certainly true regarding all that occurs in one’s own community. Remem-ber, the comments expressed here are derived solely from my experience and they are offered with all good intention.

First, I thank each of my fellow Board Members for taking on the responsibility, but I must offer a huge thank you to the two key people on the Board, Ross Silver, President, and Sandy Maister, Treas-urer, for their unending perseverance and dedica-tion throughout the last two years, and prior.

Ross Silver possesses a diverse expertise in re-gard to the law, rules/regulations, real estate, etc. The abundance of time and effort he has afforded this community is above and beyond expectation. His rock-solid intention to solve and complete tasks in a timely manner has been steadfast, yet, delays occur due to the unavoidable roadblocks that often interfere. I cannot fail to mention the undisclosed support that he has offered with gen-uine concern to a number of residents in need of assistance/advice – totally commendable. How fortunate we are. Thank you, Ross!

Sandy Maister’s awesome knowledge in the world of finance is highly respected. He also has afford-ed this community an abundance of hours to gen-erate organized financials, and he has protected our funds with expertise and honesty, a desirable combination not always found in the business of money management. He has kept our reserves healthy – how fortunate we are. Thank you,

I must also thank the Owners/Residents that have been supportive to the Board. You possess an awareness that the actions taken by the Board are implemented with ONLY the best interests of Cor-al Trace in mind. You respect the rules and you abide by them; you respect your property, your

neighbor’s property and the common grounds; you strive to keep your investment secure; you are an asset to the community.

As we all know, there’s a reason for everything. The most often asked questions relate to the gate issues. There have been episodes when gate dysfunction was caused by Mother Nature, and episodes that involved equipment dysfunction. Most often, the gate damage was caused by hu-man dysfunction involving residents, visitors, con-tractors, and delivery services. Most of these inci-dents occur in the late evening or early morning hours, with a few occurring in the daytime. Some of these incidents were accidental, but, unfortu-

nately, most were intentional. Through the Board’s on-going effort to locate the perpetrators, most of the damage costs have been recovered.

This Board has done its best to keep ahead of the major projects needing attention and to sort out issues that arise every day. Elements within our community property are getting old, and repair/

replacement is necessary; i.e., irrigation system replacement, pool leak repair, etc. Keeping ahead of it all is very challenging, yet, the effort on part of this Board has remained firm.

One other important item to note – When the rules/regulations are being abused, the Board has an obligation to correct the abuse and hopefully prevent it from happening again. It’s disappointing to know that the word “bully” has been mentioned. That word is so far from the truth. If a Board does not act to stop the abuse, then disorder will reign. Residents expect their Board to act, and this Board has done so. I encourage everyone to seek out the correct answers to your questions from those that can answer your questions cor-rectly, and stay clear of the falsehoods. Some words are better not said for they spread negativi-ty; some words are better said for they spread positivity. Focusing on the abundance of good that has been accomplished in your community is beneficial to all. Be Well and Be Safe, Susan Fagan

Delray Beach to host 2017 All-America City award celebration

The city of Delray Beach invites the public to a community-wide gathering in celebration of the 2017 All-America City award on Friday, November 3 at 6:45 pm at the Old School Pavilion (51 N. Swinton Ave). Festivities will kick-off with remarks by Mayor Cary Glickstein and other city officials. Local citizens, educa-tors, non-profits and business-es will be honored and recog-nized for their efforts in devel-oping, supporting and imple-menting the Campaign for Grade Level Reading (CGLR) initiative over the past five years.

During the celebration, at-tendees can also look forward to a beach ball drop and a giant cake cutting ceremony. In part-nership with Old School Square, the N2 Nation, a fabu-lous Motown Tribute band, will take the stage at 7:30 p.m. The concert and celebration are free to the public.

“This is a very important win for the City,” according to Janet Meeks, Education Coordina-tor. “This award is the equiva-lent to the Good Housekeeping seal of approval for companies and families looking to relocate to Delray Beach. The quality of our schools is a determining factor in those decisions. More importantly, our children are given the best possible oppor-tunity to succeed academically and graduate from high school

and be prepared for college and careers.”

This year, Delray Beach was recognized and distinguished with its third All-America City award at the National Civic League conference held in Denver on June 16. Delray Beach is the only city in the state of Florida to win 3 times. The city was singled out for its unprecedented work for increasing school attendance, overcoming the summer reading slide and overall grade level reading success for those students attending a Delray Beach school from kindergarten to third grade. Student progress and success was measured over the last 5 years with data provided by The School District of Palm Beach County. Delray Beach is the only municipality in the District that has a data sharing agreement to share such pertinent information.

Awarded by the National Civic League, the All-America City designation is one of the oldest and most coveted competitive awards given to communities around the nation. It is an opportunity for citizens to collaborate, identify and tackle community-wide challenges and achieve uncommon results. This year, the National Civic League partnered with the National Campaign for Grade Level Reading to recognize communities who moved the needle on third grade reading success.
