Proposal: Add the following 3 measures

Why?
• A “retail” measure would allow the region to capture savings from units purchased outside of utility rebate programs– Some sales will be tracked by utilities in their
programs. • These will have known installation locations, so they will
use the existing measures.
– Others will occur without utility incentive, so won’t be tracked.
• Installation location will be unknown, so these will use the proposed “retail” measures.

• Note: This weighting method assumes the HPWH replaced an electric water heater. Should we also assume some percentage of HPWH’s will replace gas water heaters? If so, what data to use?

Is an additional Research Plan required for this provisional UES measure?
• Data Source may not match Measure– The RBSA data represent average characteristics of houses in the
Region. – For this measure, we need average characteristics of the houses
where a HPWH is purchased at retail (and not in a utility program).• Require data collection on ultimate location of the “retail”
HPWH’s?– What method of data collection?
• Survey of participants? Sample size?• Data collection at point of sale for each unit?
– How long to collect data?– For how long would the data be good for use in a “proven”
measure analysis?
