1. Brief
1.1. Advise upon the possible noise impact of entertainment activities in the Old School House room (the function suite) which forms part of the Old Brew House Hotel.
1.2. The function suite is the only area of the hotel where entertainment activities will take place.
1.3. Identify any mitigation measures that might be necessary.1.4. Provide an update to the existing noise management plan with
reference to concerns expressed by the EHO in document reference 15/504011/GENLIC.
2. Background
2.1. The function suite comprises the space known as the ‘Old School House’ defined in Appendix 1.
2.2. The space has been used since 2007, in association with the hotel, for the performance of live and recorded music and other functions. Prior to that date it was licensed as a restaurant featuring live music.
2.3. Although major construction work is in progress in other parts of the hotel, work on the function suite is primarily decorative.
2.4. No complaints have been identified that relate to music or entertainment activities within the function suite since 2007.
3. Construction
3.1. The building is of traditional construction with solid brick walls. The roof is of tile over felt. Hardwood roof trusses are exposed, the pitched ceiling being boarded and plastered below the purlins. The interior gable walls are exposed brick and the side walls are boarded and plastered.
3.2. Two windows reach floor to soffit on the front fascia of the building and there are five arched lights, two on the front fascia and three in gable dormers in the west roof pitch.
3.3. All glass is toughened and double glazed. Window panels are fixed with no opening lights or vents. Air quality and temperature is managed by an air conditioning system.
3.4. There are two external doors, one in the west wall opening into a passageway between the building and the Parish Church of King Charles the Martyr, and a second in the south west corner of the space. Both external doors are designated for emergency use only.
3.5. Public entry and egress is via an internal thoroughfare to the hotel reception area.

4. Noise Isolation
4.1. The anticipated sound transmission loss (STL) through the structure of the building is approximately 48dB. This figure assumes that there are no apertures in the fabric such as ventilation bricks. None were observed during the survey other than temporary openings for construction, however it was not possible to examine all surfaces due to scaffolding and stores.
4.2. It follows that the external emergency exit doorways should be designed to a similar level of attenuation when closed.
4.3. External exit doors should not be open whilst music entertainment is in progress. Mitigation for this possibility is proposed in the noise management plan addendum.
5. Receptors
5.1. For convenience and in the absence of any further detail the same receptor that has been chosen under the separate assessment for plant noise has been used. This receptor is located at 15 Chapel Place, Royal Tunbridge Wells, TN1 1YQ. The receptor lies approximately 50m from the function suite however the the new hotel bedroom complex obstructs the direct path.
5.2. For an internal noise level in the function suite of 90dBLAeq the MNL at the façade of the receptor is unlikely to exceed 30dBLAeq. This is substantially below levels from air conditioning plant. It is true that the close proximity of other buildings and canyon alleyways provides a complex reverberant model however, given the mitigation proposed in the noise management plan, it is unlikely that there would be significant noise impact in the vicinity of the function suite.
6. Objections
6.1. A number of concerns have been expressed by the EHO in his objection ref. 15/504011/GENLIC. These are addressed below:6.1.1.Complaints - Seven complaints have been logged relating to
activities at the hotel, although two of these are unspecific. Three further complaints concern temporary construction noise. There have been no complaints relating to music noise.
6.1.2.Numbers of security staff - Where they are needed to fulfil the requirements of the noise management plan, staff are specified in the original document and the addendum.

6.1.3.Bottling - All bottle and wast management takes place in a new enclosed basement facility that is linked to the hotel via an underground tunnel. Packaged waste is then brought to street level via a lift and loaded in a single short operation. No waste collections will take place before 06:00 hours. There will be no bottling noise audible outside the curtilage of the hotel.
6.1.4.Smoking areas - Provision has been made in the planning application for smoking areas. Management of access to and egress from these areas will be fulfilled by hotel staff. It is the policy of the hotel to discourage smoking outside designated areas and particularly to prevent smokers from using the narrow pedestrian routes around the building. This policy will be supported by appropriate signage.
6.1.5.Notices - The policies of the hotel will be enforced by staff and, where appropriate, by suitable signs and notices. In the case of the function suite this will particularly apply to the management of fire exits.
6.1.6.Noise levels inside the building - Noise from entertainment activities will be restricted by automatic sound limiting equipment in conjunction with a distributed audio system installation, the use of which will be obligatory for all artists and performers. Use of third party PA equipment will not be permitted. The design, installation and calibration of the sound system will be supervised by Chris Beale. The calibration of the noise limiting system will be subject to review, however it is not anticipated that music noise levels within the function suite will exceed 92dBLAeq. Customer expectations will be met because the distributed system, with loudspeakers suspended from the roof trusses, will enable the critical distance to be kept below 3m throughout the space.
6.1.7.Ventilation - The space is fully air conditioned and does not have any opening windows or ventilation openings. Noise from ventilation plant is dealt with in a separate report.
6.1.8.Noise control measures - These are categorised as follows:6.1.8.1.Physical measures comprising
6.1.8.1.1.Plantation shutters to the internal face of all windows. These will have acoustic absorbent panels providing 15dB attenuation. In conjunction with 32dB attenuation provided by double glazed windows an overall attenuation of 47dB will be achieved, similar to the attenuation provided by the brick structure.

6.1.8.1.2.Fire exit doors will be designed to provide 45dB attenuation when closed. A switch will be fitted to both external fire doors to mute entertainment noise should they be opened. The switch will not however obstruct the fire alarm or emergency announcements.
6.1.8.2.Sound system design and control6.1.8.2.1.Installation of a distributed audio system with
electronic noise level management.6.1.8.2.2.Installation of a Class 1 noise level meter with logging
facilities.6.1.8.2.3.Remote access and control of the above.
6.1.8.3.Management controls6.1.8.3.1.Calibration of the electronic noise limiter.6.1.8.3.2.Verification of sound transmission loss and exterior

Appendix 2 - Noise Management Plan Addendum
1. The existing noise management plan that has been submitted with the application has been updated as follows:
1.1. The area of the hotel premises in which licensed entertainment will take place will be the function suite known as the ‘Old School House’.
1.2. A permanent audio system will be installed. This will be subject to design and approval by the sound consultant. The system will distribute sound evenly throughout the space, will minimise critical distance to optimise audibility and will minimise the impact of direct sound upon internal surfaces.
1.3. No third party public address (PA) equipment will be permitted. This will be a contractual requirement for users of the facility. References to third party equipment in the NMP are now expressly limited to instruments and not PA equipment.
1.4. The noise limiting system will be revised to one that actively manages the noise level, maintaining amplified noise within calibrated limits. Visual indication of the noise limiter will be provided both within the space and via the Internet.
1.5. A noise level metering system will be permanently installed. This will provide real-time access to noise levels and report history via the Internet.
1.6. External noise levels will be verified using a Class 1 portable meter.
1.7. Muting switches will be installed that will disconnect music input from the audio system should either of the fire exit doors be opened. In this case emergency announcement and fire alarm inputs will remain functional.
1.8. Access to smoking areas will be clearly signposted via the hotel reception area to avoid accidental egress through either of the fire exit doors.
1.9. Management of guests by security staff will extend to the immediate environs of the hotel, particularly pedestrian thoroughfares. Staff patrols will ensure that guests do not loiter in these areas and will restrain any noisy activity. This control will be supported by appropriate signage. The temperature and air quality in the function suite will be maintained in order to discourage guests from egressing in search of fresh air.
