I am concerned about the amount of trucks that are going to be travelingalong the sameroute as my wife and myself on the school/work route.
In years to come our 3 childrer /Ill be riding their bikesto school and also to friendsplacesalong the same route as the trucks, we will be afraid fortheir safety for there are no footpathsalong Rocky Gully Road.
At this presenttime, we do notallow our oldest Daughter to cross the road from the bus
stop at the end ofTwin Lakes Road for the trucks that come outof the Hytecsand rnine.
After 1 year ofoperations from that Hytecmine, Rocky Gully Road needed to be fixed,I am Concerned about tige rest of the road with a largeroperation going ahead.
I look down from my back fence line and a see the results of a badly managed sand mine.
Parking in front of the Blue Tea Pot for fuel will be a Safetyco ncern.
Do the Zanow's haul truck drivers have a Fatigue ManagementPlan? Driving trucks for long
periodsof time on the same route is not safe.
The 25m Natural VegetationBufferwill notbe affective to hind such a large operation.And it should go all the wayaround the operationand down both sides of Banffs Lane.Zanow's should be made to plant native vegetationaround the operations.
Unfortunately I am concernedfor the safetyof my children and other road users now andinto the futurewith the extra trucks on the road.This is why I object to this Development
going ahead.

We bought our little pieceof heaven, Lot 27 RP135412on RockyGully road, Coominya, in June 2017
to enableus to experiencepeace and quietamongstthe rural Coominyasettingand have a little bit
of privacy from our fast- paced world.
We objectto the granting of the above permitapplicationon the following grounds:
1. Life of Mine ofQuarry/ExtractiveIndustry.
The proposed life of the extractiveindustry is ten years with the potentialfor further mine
life; we refer to Dot Point1, Page57 of 72, of AssessmentReport,Diane Kerr and Associates.
An open cut mine/quarryoperating for ten years plus will severelyaffectthe quality of life of
local residents.2. Hours of Business.
The proposal is to conductextractive operationactivitiesfrom 6am to 6pm Monday to
Fridaywith 6am to 3pm Saturdays.The proposeddevelopment location is adjacent to
numerous rural housing 4-hectareallotments.The planned location and scopeof size (160
hectares) of the quarry/ open-cutminewill severely affectthe quality of life of all local
residents.3- Days per week ofactivities.

The projectedvolumenumbers combinedwith the existing heavyvehicle numbersalready
using Rocky Gully road has the potential to compromise the safetyof RockyGullyRoad local
residents.The preferredtransportrouteof Rocky Gully Road-Rocky GullyRoad /RailwayStreet-
Coominya ConnectionRoad-will take heavy vehicle traffic through the centreof the
Coominya townshipitself, passing by additional local residents' dwellings. With the
projected daily truck volume, this has the potential to affect the quality of life of the wholeCoominyacommunityfor a projected decade or more.We also would like to note RockyGully Road Coominya is not suitablefor DTMR's 'Multi-

Why is this so?
We would havethought local residentstakeholders would have been heavily involved in any
consultationprocess.This has not occurredat all.
How is it that 'lettersofsupport'can be signed, dated and first lodged with council on the 19 June2017 and the firstwe learnt of any developmentapplicationwas when the information signs wereplaced on RockyGully road late May 2018?

Mr Buckton, 69. was too unwell to be interviewed and struggled at times to follow the conversation.
He also had emphysema (he smoked for 17 years but quit in 1989) and severe scarring on his lungs, making it atmostimpossible for him to breathe.
Wife Trisha Buckton said her husband wanted people to see what exposure to silica dust had done to him.

In a statement,the Department of Natural Resources and Mines said over the last eight years it had issued more than 50directives to 12 coal mines in relation to respirable dust.
On three occasions the directiverequired the suspension of mining operations.
It said the proportion of samplesexceeding the regulated limit has fallen to less than 1 per cent of those tested comparedwith 9 per cent in 2016.
Therehave been 71 reported cases of mine dust lung diseases reported in Queensland since 1984, including 27 cases ofcoalworkers' pneumoconiosis, otherwise known as black lung, and nine cases of silicosis.

We are farmers on the Buaraba creek and our family has been living and working in thisarea for just over fifty years.
There are many areas of concemwe have if this application was to be successful. We don'tsee many benefits to the rural community that this industry will be directly and indirectlyaffecting.
We have spoken to Darren Zanow in person regarding this application and have viewed therelevant documents involved in the process of the gathering and submitting of information forand with the application of the proposed quany and its operational works etc...(suppliedgenerously by Darren Zanow).
The areas of main concem for us and other family members are as follows:
1. Past practices of quarry operators in the area that have breached their conditions set bySomersetRegional Council. At times these breaches have not always been held toaccount.
2. The size and scale of this proposed quany over a 30 year period. 160 ha extractionarea is huge.
3. The increased truck movements to the area, particularly Rocky Gully Road and thetownship of Coominya. It should also be noted that Rocky Gully Road is a school busroute. Truck movements are likely to decrease the value of homes and properties alongthe proposed truck route regardless of any road upgrades. Noise as well as traffic riskswill be increased significantly.
4. The possible negative effects to the underground water table levels and its water quality,in particular for properties below the Buaraba creek weir (bores included) anddownstream from the proposed quarry site. There are at least two water cartingbusinesses that source bore water within a close proximity to the proposed quarry site.They deliver drinking water to residents of Coominya and surrounding districts. Thereare also many agriculturai businesses in the area relying on underground water for theirlivelihoods. If water levels were to drop and water quality compromised all thesebusinesseswould suffer.
Drought conditions would certainly exacerbate any potential problems caused by thequarry practises involved in extracting material from below the water table.
5. The permanent loss of irrigated cropping land of up to approximately100 ha. Seestrategic cropping land trigger maps attached for each of the lots in theapplication. Three of the lots contain large areas of strategic cropping land. This landhas been cultivated for over 100 years.
It has been in the past a vineyard and winery, a citrus orchard, grown a variety of grainand vegetable crops and recentlya turf farm and pastures for hay making. It will neverbe rehabilitated to the same quality to undertakeany of these farming pursuits again.
The proposed offsets in the application claiming to build up and use land for agriculturethat has previously never been cropped before may satisfy policy but does not changethe fact that valuable agricultural cropping land will be lost. It surprises us thatgovemments are willing to risk or lose one or more previous resources for a quick,temporary grab of another.
Food security for the future generations and the resources used to produce that foodshould have priorityover the extractive industries commoditiesthat can be sourcedelsewhere.
We understand that sourcing and extracting these materiais elsewheremay result in agreater economic cost to all aspects of this industry but we need govemments to helpfind better solutions to solve these issues and find that balance.
6. Possible dust pollution from on site earthmovingequipment.
Unfortunatelywe feel the need to object to the proposed developmentapplication basedon the above concems. Thanks for your consideration in these matters.

We are farmers on the Buaraba creek and have lived in this area for just over fifty years.
There are many areas of concem we have if this applicationwas to be successful.We don'tsee many benefits to the rural community that this industry will be directly and indirectlyaffecting.
We have spoken to Darren Zanow in person regarding this application and have viewed therelevantdocuments involved in the process of the gathering and submission of informationfor and with the application of the proposed quany and its operational works etc...(suppliedgenerously by Darren Zanow).
The areas of main concem for us and other family members are as follows:
1. Past practices of quany operators in the area that have breached their conditions set bySomerset Regional Council. At times these breaches have not always been held to
account.
2. The size and scale of this proposed quany over a 30 year period. 160 ha extractionarea is huge.
3. The increased truck movements to the area, particularlyRocky Gully Road and thetownship of Coominya. It should also be noted that Rocky Gully Road is a school busroute. Truck movements are likely to decrease the value of homes and properties alongthe proposed truck route regardlessof any road upgrades. Noise as well as traffic riskswill be increased significantly.
4. The possible negative effects to the underground water table levels and its water quality,in particular for propertiesbelow the Buaraba creek weir (bores included)anddownstreamfrom the proposed quany site. There are at least two water cartingbusinessesthat source bore water within a close proximity to the proposed quany site.They deliver drinking water to residents of Coominya and surrounding districts. Thereare also many agricultural businesses in the area relying on underground water for theirlivelihoods. If water levels were to drop and water quality compromised all thesebusinesseswould suffer.
Droughtconditionswould certainly exacerbateany potential problems caused by thequarry practises involved in extracting material from belowthe water table.
5. The permanent loss of irrigated cropping land of up to approximately100 ha. Three ofthe lots contain large areas of strategiccropping land. This land has been cultivated forover 100 years.
It has been in the past a vineyard and winery, a citrus orchard, grown a variety of grainand vegetable crops and recently a turf farm and pastures for hay making. It will neverbe rehabilitated to the same quality to undertakeany of these farming pursuits again.
The proposed offsets in the application claiming to build up and use land for agriculturethat has previouslynever been cropped before may satisfy policy but does not changethe fact that valuable agricultural cropping land will be lost. It surprises us thatgovemments are willing to risk or lose one or more previous resourcesfor a quick,temporarygrab of another.
Food security for the future generationsand the resources used to produce that foodshould have priority over the extractive industries commodities that can be sourcedelsewhere.
We understand that sourcing and extractingthese materials elsewhere may result in agreater economic cost to all aspects of this industry but we need govemments to helpfind better solutions to solve these issues and find that balance.
6. Possible dust pollution from on site earthmoving equipment.
Unfortunatelywe feel the need to object to the proposed development application basedon the above concems. Thanks for yourconsideration in these matters.

As preparation forour retirementwe boughtour 10 acres outside Coominya in 1999 and subsequentlymoved here in 2008. We have enjoyed the peacefuland relaxed lifestyle the area has given us.
We are therefore very concernedaboutthe above development for the following reasons:
1. Rocky Gully Road is currently a very dangerousroad, with a speed limit of 100km/hr. Even withan upgrade, we cannot understandhow the road wiH be able to withstandthe huge number oftrucks that the project will require for its operation. The chances of a serious accident occurring
will only be increased. Has considerationbeen given to utilising AtkinsonsDam Road as an
alternative route? How will the village of Coominyacopewith this increased number of trucks
passingthrough?
2. A key concern is the substantialamountof noise that this increased amount of trafficwill cause
for the residentsof Rocky Gully Road and Coominya. The heavy trucks currentlyusing the road
alreadycause a disturbingamountof noise for au local residents.
3. The increased amount of air poilutionthe developmentand the heavytrucks will cause in the
area also requires consideration. We consider this to be a major concern as it could lead toserious health problemsfor residents breathing in this dust. What steps will be taken to reduce
this?

l am a farmer with a small family on buaraba creek and have been since 2009. Although not a long time wehave built a sustainable business practices around the the creek. If managed right the creek provides for all onit.
I have a close relationship with my neighbours on it we all work together to maintain the creek with associatedgroups such as abc landcare, which I am apart of.
In the 2011- 2013 and resent floods/flows we have noticed the affects of water quality months after due to
quarries washing into the the waterways. Also the delay in when the water gets to us due to the big mess andhole left up the creek from the quarry.
My concern is not with progress or quarries in general, its the close vicinity of them to the creek and how it will
affect our water supply. Although the proposed area is not close to me ,it is a deep excavation close to the
creek that could affect underwater supply and/or creek levels overall up stream.
Again I believe in progressand understand the need for extraction of materials but I believe more investigationinto this project needs to be given. After all we are not talking about a farmers dam we are talking about a 12m
deep pit. Where does the water go that is collected?

- The increase traffic through the town of heavy - lightvehicles will pose a safety risk to the community,visitors toarea, i.e.; familieswalking childrento school along local roads and those using Rail Trail projectregularly.
- The streets of Coominya are not designed or suitable for high volumeof Heavy Vehicles, Trucks and/or trailers.
- Dust pollution from vehicles. The heavy vehicles & trailers canopies have been proven to not be 100% effectiveas well as contact dust and particles on the surface of trucks which will be displaced by movement of suchvehicles.
- The dust pollution created by the increase in traffic will add financial cost to the residents due to increasedwater filtration maintenance as we rely on rain water tanks.
- The immediatelocal pollutionwill increasedue to these vehiclesconstantlyusing the town's main roads.
- If drivers of heavy vehicles venturing to and from quarry earn their rernunerationbased on a "per load" scenariothen this will cause an increaseof speed related safety issues in an already un-policedarea.
