In and around Burnley Burnley the placeThe borough of Burnley is situated on the western edge of the Pennines, 21 miles north of Manchester. Along with Blackburn, Blackpool and Preston, Burnley is a key business, service and retail centre in Lancashire.

Burnley is a compact urban area, stretching along the two river valleys of the Brun and Calder, covering 43 square miles (11,072 hectares). It is surrounded by the moorland countryside of the South Pennines to the east, and the Forest of Bowland and the gritstone outcrop of Pendle Hill to the north.

Much of Burnley’s character and distinctiveness today derives from its attractive Pennine setting and from its development during the Industrial Revolution. This gave the inner parts of the urban area distinctive sandstone terraces in grid-iron street patterns, mills and extensive parks.

The mid-year population in 2015 was 87,400. Between 2014 and 2015, the population grew by approximately 100 people (0.1%) and has seen an increase in four out of the last five years.

The borough’s population is diverse with 12.6% black or minority ethnic residents, increasing from 8.2% in 2001.

ConnectivityBurnley’s primary connectivity is through road and rail links, within an approximate one hour travel time to three major airports. Businesses are in easy reach of suppliers and customers both regionally and nationally. Situated around junction 10 of the M65, Burnley has connections south to the M66 and then on to the M62, Manchester, Leeds and Liverpool. Along the M65 to the west are Blackburn, the M6 and Preston, Blackpool, the Lake District and beyond.

Manchester Road railway station has recently been redeveloped and a new direct link to Manchester was launched in 2015, with a reduction in journey time to Manchester Victoria to just 52 minutes. Burnley also has direct train services to Preston, Blackburn, Bradford and Leeds and national connections beyond. Burnley is a net exporter of labour with a daily outflow of commuters of 15,272 and an inflow of 14,608 people commuting into the borough for work (Source: Census 2011).

Strategic Plan The Strategic Plan describes how the council will make the vision for the borough, which is described in the Community Strategy, a reality. It unifies the council’s service units, and is used to articulate common purpose. Strategic analysis helps anticipate and prepare for change.

The strategic planning process enables the council to audit internal capacity, informing decisions about resource allocation (staff, budgets, technology, equipment, and premises). The Strategic Plan also encourages dialogue amongst different service units in the council which in turn facilitates joined up working as council officers identify points of connection at the level of outcome, output, process or input.

The four strands of our strategic objectives in summary are:

Places: Making the borough a place of choice Making the whole Borough clean, green, and safe is a priority and a key expectation of the residents of the Borough. This will help foster community pride, which in turn helps make investment in new housing and other infrastructure projects sustainable over the long-term. A clean, green and safe Borough will also attract new private sector investment.

People – Creating opportunities and sustaining ambition

The council is ambitious for Burnley. It will lead the delivery of our ambitious Community Strategy alongside its partners. To ensure that Burnley punches above its weight and gets a fair deal, the Council’s Executive and Management Team will make sure that the business case for Burnley is heard at sub-regional, regional and national decision making levels.

We are also developing opportunities and sustaining ambition of local residents, regenerating neighbourhoods, emphasising the importance of acquiring new skills, of leading a healthy lifestyle and the need to pass on a sense of social responsibility to the next generation. Partnership Working The Council has established a number of strategic partnerships to deliver high quality services to residents as well as to deliver a range to housing and economic development projects. Our key strategic partnerships are as follows:

• Urbaser: Street and waste cleansing contract

• Burnley Leisure Trust: Leisure and cultural services

• Liberata: IT, Revenues & Benefits, Contact Centre, Facilities Management and HR Admin

A key aim for the Council is to ensure that from a resident’s point of view the different partners provide services in a joined up ‘one Council’ approach.

The Council has also recently established a housing partnership with Barnfield Homes to develop housing on Council owned sites. The Council also works closely with Calico (who are the largest Registered Social Landlord in Burnley) in developing a range of housing across the borough.

Purpose of the postTo direct, lead and manage the provision of high quality, cost-effective services to the Council for Democracy and Legal services.

To make an active and postive contribution to the Council’s strategies, plans and corporate policies ensuring decisions are implemented effectively and service needs are met.

Head of Legal and Democratic Services Main Terms and Conditions of Appointment

1. 1. The conditions of service are those prescribed by the Joint Negotiating Committee for Chief Officers of Local Authorities as supplemented from time to time by Burnley Borough Council.

2. The annual salary for the appointment will be £54,169 (pay award pending).

3. The appointment is subject to three months’ notice in writing on either side.

4. The Council’s normal working hours are 36.25 per week. However, the status of this post requires the postholder to accept a high level of flexibility in the performance of the duties and responsibilities attached to the post. The postholder will, therefore, be required to attend meetings and perform other duties relating to Council business outside normal office hours for which some time off in lieu may be granted.

5. The personal leave entitlement, inclusive of two local and two extra statutory holidays, is 34 days. Two days’ annual leave may be required to facilitate full closure at Christmas, which will be deducted automatically from the leave balance. In addition, the postholder is entitled to a further eight public holidays as they occur, plus one local holiday, which will be utilised at Christmas, in accordance with the agreed existing formula.

6. The person appointed will be eligible to join the Local Government Pension Scheme administered locally by Lancashire County Council, at a contribution rate currently of 8.5% of salary.

7. The post attracts casual user car allowance.

8. The holder of the post will be subject to the political restrictions contained within the provisions of the Local Government and Housing Act 1989.

9. The post attracts removal expenses in appropriate cases, details of which are available on request.
