The City of Bunbury has put forward a proposal to enhance the current Hay Park facilities, in order to meet a standard that is acceptable and appropriate to Hay Park users. The Hay Park Master Plan outlines the rational for the development of the Master Plan priorities to meet both current and future needs and demands of Hay Park users. Why is this a priority for the City of Bunbury? Hay Park facilities are out dated and no longer fit for their desired purpose. Data from the ‘Hay Park Users Survey’ revealed 76% of user groups are “not happy” with the current condition of the facilities. There have been numerous sport and recreation clubs who have been forced to leave Hay Par and base themselves in other local government areas due to the continual deterioration of the Hay Park facilities. The meagre condition of the facilities is due to the lack of development and upgrade, combined with the increase in usage. Despite the facilities being the most utilised in all of Bunbury, with more than 19 sport and recreation organisations who use the grounds, very few upgrades have been carried out over the past 50 years. What has been done so far? A Hay Park Users Survey was conducted to identify the needs of current user groups. Results identified prevailing reasons that users are NOT happy with the current facilities at Hay Park, including inadequate changing rooms (38%), inadequate toilets (38%), facilities not being large enough (8%), and inadequate lighting (7%). As a result of this consultation, background research, needs analysis, and creative thinking a proposed Hay Park Master Plan was developed. The plan prioritises works to enhance facilities at Hay Park, ensuring current needs and demands are met while also catering for the future. A workshop was undertaken with user groups in June 2014 to determine if the priorities outlined in the proposed Master Plan cater to their needs and requirements.

Why is this a priority for the City of Bunbury?Hay Park facilities are out dated and no longer fit for their desired purpose.

What has been done so far?A Hay Park Users Survey was conducted to identify the needs of current user groups.

At its meeting on 25 November 2014 Bunbury City Council adopted the Hay Park Master Plan for the purpose of community consultation.

What are our priorities? The three major development works proposed to be carried out at Hay Park over the next 10 years are:

Upgrades to facilities

The upgrade of facilities is the first priority. Upgrades to current facilities such as the Len Nisbitt and Kit Keddie Pavilion will cater to current users’ needs, while long-term planning for multi-sports pavilions will cater to a wide range of sport and recreation clubs.

Installation of light towers

Currently there are 69 light towers across Hay Park, with only four belonging to the City of Bunbury. Clubs based at Hay Park have for a number of years been struggling to fit in training sessions in the evening as well as night matches due to the lack of light towers.

Community park at Lions ParkLions Park has been identified as having the potential to benefit the broader local community.

A proposed off-leash dog walking park would benefit the 4,500 registered dog owners in Bunbury, particularly as there is currently no formal dog-walking park in the area. The Withers Urban Renewal Strategy indicates 41.5% of respondents use parks and open spaces to exercise their pets, and as Lions Park falls within the suburb of Withers, this development work would address the needs of the local community.

Other community development works that could be undertaken include a children’s playground/fitness park, community barbeques, picnic tables and water fountains.
