gold” on May 22 in Tampa,

Fla.

Ninety percent of the

mariners who were aboard the

Intrepid Personnel &

Provisioning ITB were asleep

when, at 1:50 a.m., a minor on-

board explosion occurred

along with a fire. “I saw a

small fire on deck and grabbed

an extinguisher,” said Bosun

Victor Cooper, who was one

of the mariners on watch. “The

fire was coming from a

machinery space and I sounded

the alarms.”

In a commendation letter to

the crew from the ship’s

Master Jeffrey Ritter, he noted

that despite the incident occur-

ring so early in the morning

with most of the crew asleep,

they responded quickly and

had the fire out in 12 minutes.

“In this time,” explained the

captain, “the crew managed to

muster, suit up, run out the

hoses, commence bulkhead

cooling, secure the ventilation

and, upon the captain’s order,

release the CO2.”

Ritter said everyone aboard

“responded in a quick, effec-

tive and professional manner.”

A tug mate reportedly

received second-degree burns

from the heat in the machinery

space but was quickly rescued

by the crew that got him ashore

for medical treatment.

According to the bosun, he’s

recovering well. The investiga-

tion into the cause of the inci-

dent is ongoing.

“The response of the crew

was awesome,” said the bosun.

“The training really paid off.”

NASSCO Delivers USNS Peary to MSCNewer tonnage continued to

enter the union’s GovernmentServices Division fleet last monthas the U.S. Military SealiftCommand took delivery of the drycargo/ammunition ship USNSRobert E. Peary in San Diego. Theagency accepted the ship June 5 atthe General Dynamics NASSCOShipyard, where the vessel wasbuilt.

Named in honor of Navy RearAdm. Robert E. Peary, leader of

the first expedition to the NorthPole, the ship is the fifth in theLewis and Clark class of under-way replenishment ships, with thedesignation T-AKE 5. The ships’primary mission is to deliverammunition, provisions, stores,spare parts, potable water andpetroleum products to the Navy’sunderway carrier and expedi-tionary strike groups, allowingthem to stay at sea for extendedperiods of time.

The T-AKEs are replacingsome of MSC’s aging, single-mis-sion ships such as Kilauea-classammunition ships and Mars- andSirius-class combat stores shipsthat are nearing the end of theirservice lives.

At the end of July, the 689-footPeary is scheduled to go on a shortshakedown cruise where the ship’screw will test a range of shipboardoperations. By the end of the sum-mer, the Peary is expected todepart for its home port inNorfolk, Va., from where it willsoon deploy on its first operationalmission.

The Peary has a crew of civilservice mariners working forMSC as well as a military detach-ment of 11 sailors who provideoperational support and supplycoordination. When needed, thePeary can also carry a helicopterdetachment.

MSC operates approximately110 noncombatant, merchantmariner-crewed ships that replen-ish U.S. Navy ships, conduct spe-cialized missions, strategicallypreposition combat cargo at seaaround the world and move mili-tary cargo and supplies used bydeployed U.S. forces and coalitionpartners.

Seafarers’ Safety Training Proves VitalIn Chemical Trader Emergency Incident

I will leave it to others to debate whether problems wereinevitable with implementing the Transportation Worker

Identification Credential program, betterknown as TWIC.

What I know based on personal experiencealong with feedback from rank-and-fileSeafarers, and based on internal industry com-munications and public media reports, is thatthe program is off to a rough start.

Since long before the TWIC final rule wasissued, the SIU has been proactive in trying tohelp make the program as effective and asuser-friendly as possible. We are continuing

those efforts today and will do so in the months and yearsahead – working cooperatively with other maritime unions andother stakeholders, and participating in key industry groupslike the Department of Homeland Security’s NationalMaritime Security Advisory Committee, abbreviated asNMSAC.

Still, it’s ultimately up to the responsible agencies, particu-larly the Transportation Security Administration, and theircontractors to make sure the program works properly. So far,there’s a lot of room for improvement.

Recently, it became known that two-thirds of the machinesused to produce the actual TWIC cards are broken. Throughvarious communications including face-to-face feedback,we’ve learned that mariners sometimes aren’t being notifiedwhen their cards are ready for pickup. In other cases, they’rebeing told their TWICs are ready, only to travel back to theenrollment center and find out that’s not the case. (I can per-sonally relate to that last example.)

There have been problems with long waits on the toll-freeTWIC telephone hotline and with computer crashes at theenrollment centers. Sometimes the fingerprint machines don’twork. Cards have been issued with incorrect expiration dates.In some cases, employees at the enrollment centers haven’tverified receipt of all the necessary paperwork with certainapplications. In some port areas, the enrollment centers arelocated a long way from the facilities they’re designed toserve.

Those are just some of what I’d call the basic problems theprogram has run into so far. There also are a number of fairlycomplex technical and procedural issues still unresolved.

By the way, I haven’t even mentioned the card readers –which probably is a topic better reserved for another day, any-way.

None of this is intended to ridicule the program, or to tossout criticism for the sake of criticism. The SIU, as we’ve doneall along, supports the goals of the TWIC program. And again,we’re trying to be part of the solution as much as possible.

What I’m saying is, apply now. Don’t wait. We have nochoice but to secure our TWICs – it’s the law, and the April2009 deadline will arrive soon enough. As the saying goes,however, forewarned is forearmed.

Register and VoteSIU members have long understood that grassroots political

activities are vital to helping maintain a strong U.S.-flag fleet.In fact, political action is nothing short of a necessity. Atevery level, we’ve got to remain politically involved.

That’s true all the time, but it’s probably more apparentthese days, since it’s a presidential election year. In any case,I urge all Seafarers, pensioners and their families to make themost of this election season. Be active. Make sure you areregistered to vote (and if you’re not, please register). Read upon the issues and back the candidates who will support theU.S. Merchant Marine.

We have an important message – namely, that America isbest-served by a strong, vibrant U.S. Merchant Marine. Wecan all help ensure that our message is heard in November andbeyond.

Alakai Joins SIU-Contracted FleetOne of the newest additions to

the Seafarers-contracted fleet isalso one of the most distinctivevessels carrying an SIU crew.

Following certification of theSIU as the collective bargainingrepresentative for employeessailing aboard HawaiiSuperferry’s Alakai, a four-yearcontract took effect earlier thisyear. The agreement broughtnumerous gains for crew mem-bers, including immediate, sub-stantial wage increases followedby additional wage gains in eachyear of the pact. The contractalso added vacation and holidaypay, medical benefits (includingdental and vision), participationin the Seafarers Money PurchasePension Plan and more.

Built at Austal USA inMobile, Ala., the Alakai carries acrew of 25. The 349-foot, alu-minum-hull ferry provides inter-island, round-trip service fromHonolulu to Maui seven days aweek. According to the company,the vessel, operated for HawaiiSuperferry by HornblowerMarine, can transport 866 pas-sengers and 282 cars. At leastonce, the Alakai, which has a ser-vice speed of 35 knots, carriedcargo for the U.S. military.

As of mid-June, the Alakai(which means “ocean path”) wasoffering two round trips per day,four days per week; and a singledaily trip on the other three days.One round trip takes approxi-mately 10 hours, counting aboutsix hours of sailing time.

“This vessel represents theSIU’s progress as we enter a new

era in marine passenger and vehi-cle transportation,” said SIUVice President West Coast NickMarrone. “Coupled with nationalconcerns of cleaner air and highfuel costs, this vessel signals thegateway to future travel andcommuting options nationwide.Once again, the SIU is in theforefront.”

SIU Assistant Vice PresidentBryan Powell, who led theunion’s organizing drive, added,“The organizing and recognitionphases of this project were cer-tainly some of the most lengthy,complex and challenging effortsthat we’ve seen in recent times,but the results were very posi-tive. This operation’s success is aproduct of the hard work and per-sistence of all stakeholders.

“I am proud of what we haveachieved so far and we absolute-ly recognize the hard work andcommitment of the crew mem-bers who hung in there throughall the trials and tribulations,”Powell continued. “We all lookforward to the expected deliveryof the second vessel in 2009 andthe continued growth and pros-perity of the Hawaii Superferryproject.”

The ferry is equipped withstate-of-the-art safety and navi-gational equipment, and itsdesign incorporates the latest inenvironmentally responsiblemaritime technology. For exam-ple, the ferry’s water-jet propul-sion system has no exposed pro-pellers.

According to the company,“One of the most important fea-

tures is the ferry’s catamarandesign, which enables familyfriendly, high-speed transportover Hawaii’s open oceanwaters. Modern catamarans haverevolutionized high-speed seatransport along European shores,linking Great Britain to Irelandand joining isolated communitiesalong the Norwegian coast, andour ships will accomplish thesame here.”

The Alakai has satellite navi-gation systems that track the ves-sel’s position at all times.Automatic fire control systemsare situated throughout, and allpassenger and crew spaces incor-porate fireproof and fire-resistantmaterials. The vessel’s two cata-maran hulls include eight water-tight compartments, and theAlakai has the most advancedevacuation and life-raft systemsavailable.

Finally, the Alakai boasts

plenty of passenger amenities.Among them are a passengerdeck engineered for clear view-ing; big-screen entertainment

choices; video games; education-al and Hawaiian-themed pro-gramming; and three diningareas, all with appealing menus.

The Alakai, whose stern is shown above, is equipped with state-of-the-art safetyand navigational equipment along with lots of amenities for passengers. The ves-sel also has a service speed of 35 knots which it partially shows off in the photoat right.

As reported at the June membershipmeetings and on the SIU web site, theSeafarers Health and Benefits PlanTrustees, at a recent board meeting,have decided to change the eligibilityrules. Beginning January 1, 2008, to beeligible for benefits, Seafarers musthave 125 days of covered employmentin calendar year 2007. The one (1) dayin six (6) months rule is still in effect.

This change is a result of many fac-tors. The Plan’s financial situation is nolonger critical because of the benefitchanges instituted in 2005, the use of a

medical and dental network and the sta-bilization of medical costs. TheTrustees also took into considerationthe appeals that participants have madeindicating that due to shipping rota-tions they were unable to achieve the150 days needed to maintain their eligi-bility.

If a Seafarer had at least 125 days ofcovered employment during 2007 andhad claims denied due to lack of eligi-bility, please resubmit them to theclaims office. If members have anyquestions, please call 1-800-252-4674.

Negotiating Teams Secure Good Contracts in ‘Tough Times’Several SIU contracts recently have

been ratified. Following are summaries ofeach.

3-Year Agreement Signed withIntrepid

SIU boatmen unanimously ratified acontract covering more than 100 Seafarersemployed by Intrepid Personnel &Provisioning. The three-year agreementincludes wage and subsistence increasesalong with increases in maintenance andcure, missing-man wages and reimburse-ment for lodging. It also maintains CorePlus medical benefits and a 401(k) plan.Pension credit rates will be maintained.

Intrepid Personnel & Provisioningmoves petroleum products back and forthfrom the West Coast and the Gulf ofMexico. Intrepid has a total of six ATBsand ITBs under SIU contract with more onthe way.

The SIU negotiating team included SIUVice President West Coast Nick Marrone,SIU Vice President Gulf Coast DeanCorgey and members Capt. GeorgeSadler, Chief Engineer Robert Paul

Joiner and AB/Tankerman BruceMurphy.

3-Year Pact Inked with PennMaritime

More than 100 SIU members recentlyoverwhelmingly approved a three-yearcontract with Penn Maritime Inc. PennMaritime operates barges and tugs and isthe largest coastal transporter of heatedasphalt products.

Contract highlights include annualwage increases, maintaining Core Plushealth benefits, increases in “longevitypay,” participation and company contribu-tions in the 401(k) plan, and an additionalholiday. The agreement also calls for short-and long-term disability, an increase inmaintenance and cure, and bereavementinvolving maternal and paternal grandpar-ents.

The negotiating committee includedSIU Atlantic Coast Vice President JosephSoresi, SIU Patrolman Joe Baselice andmembers John Harvard (representingmates), Jeff Rydza (engineers) and TeddyCrockett (ABs).

3 More Years with OSG InlandSIU boatmen working for Overseas

Shipholding Group, Inc. inland operationsin Philadelphia overwhelmingly ratified athree-year contract calling for wageincreases and other gains. The agreementcovers nearly 100 Seafarers who operatetugs and barges primarily betweenPhiladelphia and the Gulf Coast.

The contract includes gains in travelcompensation, an increase in overtime payrates and additional compensation for ABson lightering vessels and Cooks/OrdinarySeamen who complete a mutually agreedupon class at the union-affiliated Paul HallCenter for Maritime Training andEducation, based in Piney Point, Md.

It also includes the addition of theSeafarers Money Purchase Plan at compa-ny expense, necessary company contribu-

tions to the Seafarers Health and BenefitPlan to maintain the top level of benefitsand the necessary company contributionsinto the pension plan to maintain days ofcredit for days worked.

Nothing Petty for Seafarers atPetty’s Island

More than 50 SIU members at Petty’sIsland agreed to a three-year pact withCrowley. Petty’s Island is located in theDelaware River between Pennsylvania andNew Jersey. The members there work withroll-on/roll-off ships and perform mechan-ical work on barges at Crowley’s facility.

Some of the highlights of the “no loss”contract include pay increases over each ofthe three years, one additional personal

day off at the beginning of the third year ofthe contract, three days off for the death ofa grandparent and/or grandchild and com-pensation for sick leave not used by theend of any contract period (to be paid outat the hourly rate at which it was accrued).

Members will now be able to partici-pate in the Seafarers 401(k) through pay-roll deduction, and the company isincreasing its contribution to the sepa-rate Seafarers Money Purchase PensionPlan. The union also secured from thecompany the necessary contribution tomaintain medical benefits at the top CorePlus level. Finally, the union securedcompany contributions into the pensionplan to maintain days of credit for daysworked.

Seafarers check out some of the gains contained in the new agree-ment with Intrepid Personnel & Provisioning.

St. Louis Port Council Honors 3

Earlier this year, the St. Louis Port Council, affiliated with the AFL-CIO MaritimeTrades Department, honored three individuals who live up to labor’s ideals and whosupport America’s working families. Report Outlines Steps to Boost U.S.-Flag Fleet

The ability to utilize U.S.-flag commercialships and American crews is essential to U.S.national and economic security interests,according to a report by the Navy League ofthe United States.

The Navy League is a non-profit organi-zation of more than 65,000 members (includ-ing the SIU) dedicated to nonpartisan,enhanced public understanding of the mis-sions and challenges facing today’s Navy,Marine Corps, Coast Guard, and U.S.Merchant Marine, as well as advocating forthe wellbeing of the men and women of eachservice. Much of the league’s advocacy takesplace on Capitol Hill, the Pentagon, in portsand communities.

The organization annually publishes itsmaritime policy through which it conductsresearch on the industry and makes recom-mendations. This year’s report, titled“Preserving Sea Power – A NationalImperative,” gives details to why sealiftcapability, U.S. mariners and American-flagships are vital to the U.S. both commerciallyand for defense.

According to the Navy League, 95 per-cent of the equipment and supplies requiredto deploy U.S. armed forces overseas isdelivered by ship. U.S.-flag commercial andgovernment-owned vessels, manned by U.S.citizen mariners, continue to play a signifi-cant and indispensable role in strategic sealiftsupport for Operations Enduring Freedomand Iraqi Freedom. Such reliance onAmerican-flag sealift will continue, thereport concludes.

Additionally, the report explains even asthe United States’ need for reliable and effi-cient marine transportation continues to growin domestic and international trade, the baseof skilled U.S. citizen mariners is shrinking inproportion to the declining numbers of U.S.-flag commercial ships. This diminishing poolof mariners presents a crisis that threatens thenation’s ability to project timely militarypower, said the report.

Following are some of the actions theNavy League supports to achieve the goals ofmaintaining and increasing the number ofU.S.-flag ships and mariners.

■ Utilize budgetary and legislative mea-sures — including capital and operations-related changes in U.S. tax and maritime reg-ulations — needed to maintain a viable U.S.-flag Merchant Marine.

■ Completely fund the 60-ship MaritimeSecurity Program. To replicate the lift capac-ity of this fleet would cost DOD $8 billion incapital outlay.

■ Maintain the Jones Act and PassengerVessel Services Act. Oppose any legislativeinitiatives or trade agreements that wouldweaken these vital industry support mecha-nisms.

■ Provide funding for the Title XI ShipConstruction Loan Guarantee Program forthe U.S. commercial industry, for both eco-nomic and national security reasons.

■ Provide funding for the U.S. MerchantMarine Academy and federal programs at thestate maritime colleges and maritimeunion/industry training facilities to ensurethat sufficient numbers of licensed and unli-censed mariners are available to serve thenation’s needs.

■ Build upon efforts by the U.S. CoastGuard to expedite the licensing and docu-mentation of U.S. Merchant Mariners whilestriking a balance between national securityand maritime commercial interests.

■ Enact legislation for the Department ofVeterans Affairs to treat U.S. MerchantMarine veterans of action in World War II asthey do all other veterans.

Marine Transportation SystemThe Navy League also echoes the

Maritime Administration’s call for improve-ments to a marine highway system. Theleague’s report says the U.S. marine trans-portation system (MTS) consists of water-ways, ports and their intermodal connections,vessels and vehicles that are crucial to theU.S. economy. As the world’s trade leader,the United States requires a technologicallyadvanced, secure, efficient and environmen-tally sound MTS, explains the league.

The MTS annually moves through 300public and private ports and 25,000 miles ofnavigable waterways more than 2.3 billion

tons of domestic and international cargoworth $2 trillion; imports 3.3 billion barrelsof oil to meet energy demands; and transports180 million passengers by ferry and morethan seven million cruise ship passengers. Anestimated 13 million people are employed inthis industry.

Roughly one quarter of the world’s tradeflows through U.S. ports. The league statesU.S. economic prosperity is dependent oninternational trade, of which 95 percent byvolume moves by sea. Any disruption in thisglobal supply chain would have a serious andimmediate impact on the U.S. economy and,consequently, national security.

International and domestic trade isexpected to double in volume by 2020,according to government research, creatinggreater congestion on overburdened land,port, water and freight delivery systems.Only a truly seamless, integrated, multimodaltransportation system with an expandedmarine highway system (sometimes calledshort-sea shipping) will meet the nation’sgrowing needs. Some initiatives the leaguesupports include:

■ Efforts to ensure that the MTS is, andremains, adequate and safe to conduct mar-itime commerce and U.S. military deploy-ments.

■ America’s marine highway initiativessuch as an exemption of waterborne cargotrans-shipped between U.S. ports from theHarbor Maintenance Tax. This double tax isa major disincentive for increased water-borne transport.

■ Dredging and marking river and har-bor channels that connect U.S. ports to therest of the world.

■ Modernization of locks and dams toregulate water flow and facilitate com-merce.

■ Revitalization of the Title XI sectionof the Merchant Marine Act of 1936 to sup-port replacement of existing Jones Act linertonnage and support the investmentrequired for short-sea shipping, includinginfrastructure in both large and small ports;and support for the needs of the shipyardsthat will have to efficiently build replace-

ment Jones Act vessels and those to be usedto accommodate short-sea shipping.

The Big Picture: The U.S. Industrial BaseThe Navy League and other prominent

industry organizations have raised concernsabout the deteriorating health of the nation’sindustrial base. The league’s report citesexamples of the difficulties in several promi-nent ship acquisition and construction pro-grams which are a direct result of this weak-ened industrial base. The report explains thebase has diminished over the past fewdecades and a concerted effort must be madeto recover.

Historically, says the league, seafaringnations which at one time possessed a strongnavy providing sea control wherever theydesired, were shown to have lost that powerwhen the nation allowed the industrial base tofalter and finally wither to ineffectiveness.With several countries striving to becomenear-peer competitors in sea control, the U.S.must have a strong industrial base, accordingto the report.

The report points to shortages of skilledpersonnel and production as the key prob-lems. Some of what the league urgesincludes:

■ Government develop and institute aneffective industrial base policy that addressescritical issues to ensure the capability to buildand maintain an affordable fleet capable ofsurge to meet demands in a crisis.

■ A stable and increased level of pre-dictable funding for the ships.

■ Capital investments in the existinginfrastructure to allow industry to stay abreastof the latest technical advances, attract thebest young engineers and skilled workers,and ensure it has the capability and capacityto surge repair, production and constructionof the nation’s fleet in a time of crisis.

■ All parties (government and industry)to spend more funds to train and educate theworkforce and endeavor to improve reten-tion.

Organization Cites Critical Need for Strong U.S. Merchant Marine

A dozen inspectors from theInternational Transport Workers’Federation (ITF) met last month at theSeafarers-affiliated Paul Hall Center forMaritime Training and Education, wherethey collaborated on methods for pro-moting mariners’ wellbeing around theglobe.

Convening in Piney Point, Md., theinspectors discussed shore leave for sea-farers; the federation’s campaign againstflag-of-convenience or runway-flag ship-ping; the benefits of ITF contracts, andmore. They also briefly met with SIUPresident Michael Sacco and SIUSecretary-Treasurer David Heindel, whois first vice chair of the ITF Seafarers’Section.

A few of the inspectors traveled fromoverseas, while the rest are based in theU.S. Attending the meeting June 10-11were Fabrizio Barcellona, DwayneBoudreaux, Stefan Dombois, Jeff Engels,Ricky Esopa, Martin Larson, EnriqueLozano, Arthur Petitpas, Tony Sacco,Tony Sasso, Shwe Tun Aung and ShojiYamashita.

The ITF is a global federation of 681transport trade unions (including theSIU) which collectively represent 4.5million workers in 148 countries.

A runaway-flag or so-called flag-of-convenience (FOC) ship is one that fliesthe flag of a country other than the coun-try of ownership. According to the ITF,“FOCs provide a means of avoidinglabor regulation in the country of owner-

ship, and become a vehicle for payinglow wages and forcing long hours ofwork and unsafe working conditions.Since FOC ships have no real nationality,they are beyond the reach of any singlenational seafarers’ trade union.

“The ITF has therefore been obligedto take on internationally the role tradi-tionally exercised by national trade

unions – to organize and negotiate onbehalf of FOC crews. For 50 years theITF, through its affiliated seafarers’ anddockers’ unions, has been waging a vig-orous campaign against shipowners whoabandon the flag of their own country insearch of the cheapest possible crews andthe lowest possible training and safetystandards for their ships.”

SIU-Crewed Soderman Assists in Military ExerciseSIU members sailing aboard the USNS

Soderman recently participated inOperation Spearhead Strike, a U.S. ArmyLogistics-Over-The-Shore training exer-cise in Virginia.

Conducted on the beaches of Fort Storyin Virginia Beach, Va., the training (whichtook place May 5-9) was in preparation forOperation Pacific Strike, a larger militaryJoint Logistics-Over-The-Shore (JLOTS)exercise slated to take place later this sum-mer in Camp Pendleton, Calif. DuringOperation Spearhead, some 700 soldiersfrom units attached to the U.S. Army’s 7thSustainment Brigade came together tohone their cargo handling skills aboard alarge, medium-speed, roll-on/roll-off ship(LMSR). The Soderman, one of theMilitary Sealift Command’s (MSC) 19LMSRs, was used during the executionphase of the exercise. With the aid of theSoderman crew, soldiers gained valuableexperience by practicing roll-on/roll-offand lift-on/lift-off procedures—the twocargo movements on an LMSR—in a realworld environment. According toSoderman Chief Mate Samaro Bannister,few of the brigade’s personnel had anyhands-on experience cargo handling, not tomention the specifics of working with anLMSR, so the exposure and lessonslearned during the exercise were invalu-able.

Throughout the training, teams rotatedthrough the various cargo handling optionsspecific to the LMSRs, Bannister said. Thecrew deployed the Soderman’s side-portramp, which is connected to a platform onits uppermost continuous deck, he noted.This ramp was then lowered to an RRDF,a barge-like floating dock made of inter-locking sections. Smaller vessels, includ-ing landing craft utilities and logistic sup-port vessels, then docked along side theRRDF and deployed a rolling stock ofvehicles that ranged from Humvees totractors. These vehicles drove off thesmaller vessels onto the RRDF and contin-ued aboard the vessel via the deployedramp. The vehicles were then staged at dif-ferent locations throughout the vessel.

At the same time that roll-on/roll-offmaneuvers were being conducted, theSoderman’s hatches were opened via itscargo crane so that soldiers could practicelift-on/lift-off operations between multipledecks, Bannister said. Additional lift-on/lift-off operations took place on theSoderman’s weather deck, lifting and low-ering containers and vehicles from smallervessels and floating platforms on the oppo-site side of the vessel.

Soldiers who participated in this exer-cise were able to experiment, practice andbecome familiar with the various configu-rations and loading options unique to

LMSRs to optimize loading efficiency,Bannister concluded. Soderman crewmembers worked hand in hand with thesoldiers throughout the exercise. Along theway, they explained the vessel’s capabili-ties and the gear she carries. They alsoencouraged safe but innovative problemsolving to overcome possible setbacks andsnares that arise during these operations.

Two SIU-crewed Military Sealift Command vesselsearlier this year were involved in the successful tow ofdecommissioned nuclear submarine USS Hyman G.Rickover from Portsmouth Naval Shipyard in Kittery,Maine, to Puget Sound Naval Shipyard and IntermediateMaintenance Facility in Bremerton, Wash.

The 255-foot rescue and salvage ship USNS Grappleand the 226-foot ocean tug USNS Sioux played key rolesin the 10,000-mile relocation of the decommissionedLos Angeles-class attack submarine to the PacificNorthwest. According to the Military Sealift Command(MSC), the journey began April 8 when the USNSGrapple departed Kittery with the Rickover in tow. TheGrapple and Rickover traveled 3,600 miles to thePanama Canal where, in accordance with Panamanianlaw, a canal pilot and tugboats guided the Rickoverthrough the locks April 24-25. Then, the Grapple escort-ed the Rickover through the canal to the Pacific Oceanwhere the Sioux resumed the submarine tow and contin-ued the journey to Bremerton. The Sioux and Rickoverstopped in San Diego May 13-23. The U.S. Navy guid-ed missile frigate USS Carr, guided missile destroyerUSS Pickney and guided missile frigate USS Rodney M.Davis provided force protection escorts from Maine toPanama, from Panama to San Diego and from San Diegoto Bremerton, respectively.

“We really enjoy towing submarines,” Capt. BradSmith, the Sioux’s civil service master, told the agency.“When it came to Rickover, it was a pleasant tow. There

was good weather, and [the tow] was uneventful, whichis everything you hope for when doing a mission likethis.”

The Sioux and Grapple are both crewed by SIU civilservice mariners working for MSC – 20 aboard Siouxand 24 aboard the Grapple. The Grapple also carries asmall military detachment. For the tow, a seven-personcrew of Navy submariners also rode the MSC ships tomonitor the Rickover and respond to any tow-relatedproblems.

The Rickover is the 22nd of the U.S. Los Angeles-class attack submarines and the only one not named aftera U.S. city. The submarine was commissioned on July21, 1984, commenced inactivation March 1, 2007 andwas decommissioned Dec. 17, 2007. The vessel’s reac-tor was de-fueled at Portsmouth Naval Shipyard. Namedin honor of Hyman G. Rickover, the father of the nuclearNavy, the Rickover played an instrumental roll in sub-marine operations during the height of the Cold War.

While in Bremerton, the Rickover will go through adismantling program overseen by the Navy. The subma-rine will remain moored at the shipyard until it is dry-docked for dismantling and disposal, which is currentlyscheduled for 2016.

The Grapple is one of MSC’s four rescue and salvageships, and the Sioux is one of four fleet ocean tugs.These ships tow other ships, lift heavy objects likedowned aircraft and deploy divers for rescue and salvageoperations.

8 Bosuns Graduate from Recertification CourseEight Seafarers last month

completed the bosun recertifica-tion course at the union-affiliat-ed Paul Hall Center forMaritime Training andEducation. The three-week classis considered the school’s topcurriculum for deck departmentmariners.

Graduating from the coursewere Mike Brewley, PaulCadran, Jerry Costello, CarlDavis, James Darden, ZekiKaraahmet, Mark Lance andJames Saunders.

Like most other Paul HallCenter classes, bosun recertifi-cation blends practical trainingwith classroom instruction.Students tackled numerous top-ics including fire fighting andother safety training, sealiftoperations, small arms, comput-er skills, water survival andmore. They also met with repre-sentatives from the SeafarersPlans and various SIU depart-ments. Near the end of theschedule, they met with officialsfrom the AFL-CIO MaritimeTrades Department inWashington, D.C.

In keeping with tradition, thebosuns briefly addressed fellowmembers, unlicensed appren-tices and SIU officials upongraduation – in this case, duringthe June membership meeting inPiney Point, Md. They compli-mented the school personnel,thanked the union’s top leader-ship for their support andadvised the trainees to takeadvantage of the opportunitiesavailable through the SIU andthe Paul Hall Center. (Thoughsuccessfully completing the

course, Brother Brewley could-n’t attend the meeting due to anurgent family matter.)

Darden was the first to thepodium. “I heard (SIU President)Mike Sacco say years ago thatwe’re a family,” he said. “Thisunion has not only been a familyto me, but a family to my chil-dren. For that, I’m grateful.”

Darden pointed out to theapprentices that the Paul HallCenter offers not only vocationaltraining, but also academic sup-port and a college degree pro-gram. He urged them to checkinto the various offerings.

Karaahmet, formerly anNMU member, hadn’t attendedthe school prior to recertifica-tion, but he said the Paul HallCenter made a very positiveimpression on him.

“I fell in love with this school– the beauty of the campus, the

excellent fire fighting school,”he noted. “It’s all made possibleby dedicated instructors. And tothe union officials, you’re awe-some. I thank you a milliontimes for a job well done.”

A native of Turkey,Karaahmet noted that he former-ly had sailed on foreign-flagships where he only earnedabout $500 per month. “Now,I’m part of this SIU family thatprovides me an opportunity.”

He credited Sacco for “24/7”dedication to the organization,and also advised the apprenticesto carry themselves appropriatelyboth aboard ship and ashore.

Cadran graduated from thetrainee program in 1989. He toldthe current class of apprentices,“Stick with it. At the ship, leaveyour ego and attitude at thegangway. Remember that andyou’ll be all right.”

Lance, a 1974 graduate of thetrainee program, said the recerti-fication class will help him do abetter job aboard ship. He said

Seafarers “have a lot to be proudof ” and encouraged fellowmembers “to work more for thecommon good.”

Reflecting on his career,Lance added, “It’s been greatseeing the world and makingmoney, but the best is being on aship with a good crew. That’swhat I wish for you all.”

Davis noted that SIU VicePresident Contracts GeorgeTricker (then a port official)helped him join the SIU in 1991“and it has been a wonderful 18years. It’s been a long, good run.The travel has been great.”

He commended the instruc-tors, staff and facilities at PineyPoint, noting in particular the“top-notch” quality of the JosephSacco Fire Fighting and SafetySchool, which includes a small-arms range.

Addressing the apprentices,Davis said, “On board, a lot ofus have been doing this for along time. Come aboard to learn,and we’ll teach you.”

Saunders said the school andunion “have done everything inthe world for me. If you back theSIU, they’re going to back you.We have the best organization inthe world.”

He encouraged the trainees to“stick with it. It works, and theofficials stick behind you all thetime.”

Costello said he benefitedfrom the various safety trainingand also renewed his apprecia-tion for how politics affects notonly the SIU but the wholeAmerican maritime industry.With that in mind, he empha-sized “how important it is tosupport SPAD,” the union’s vol-untary political action fund.

He said that visiting theMaritime Trades Department,housed at AFL-CIO headquar-ters, “provides good backgroundon where we came from andhow it all comes togetherthrough the MTD. Strength innumbers gives you a voice inWashington.”

ACE Approves Paul Hall Center CoursesThe American Council on

Education (ACE) recently com-pleted a successful review of 26courses offered at the Paul HallCenter. The review was conduct-ed by a team composed of eighteducators with expertise in culi-nary arts, health and safety, deckand engine courses.

The review team examined 15courses that had been previouslyapproved and required renewedapproval, and 11 new coursesbeing offered, or courses that hadnever been submitted to ACE forapproval.

The American Council onEducation is a college credit-rec-ommending service. What thismeans for Paul Hall Center stu-dents is, for example, unlicensedapprentices earn up to 13 collegecredits for Phase I of their train-ing which can be used in thefuture toward a degree. Coursessubmitted to ACE are reviewedand are recommended for col-lege credit.

There are two degrees thatstudents (depending on theirshipboard department) may earnat the SIU-affiliated school:Associate of Applied Science inNautical Science Technology,and Associate of AppliedScience in Marine EngineeringTechnology. Mariners maytransfer these credits to higherlearning institutions for consid-eration in pursuing their degree.

For more than 30 years thePaul Hall Center has utilized thebenefits provided by the ACECollege Credit RecommendationService. Generally, this involves

having ACE assess new orrewritten curriculums at theschool as they become available.

It has long been the policy ofACE that learning outside theclassroom can be measured forcollege credit. For instance,since 1945, ACE’s MilitaryEvaluation Program has assessedformal military courses in termsof academic credit.

In 1974, the College CreditRecommendation Service wascreated to evaluate learning inbusiness and industry settings.The Paul Hall Center called uponACE in those early years tobegin evaluating its courses inorder to provide additional edu-cational and training opportuni-ties for its students and to verifythe quality of the courses offeredto the mariners.

Since this initial collaborationwith ACE, the College CreditRecommendation Service hassaved mariners thousands of dol-lars in college tuition as studentshave submitted their course workfrom the Paul Hall Center tomeet college course require-ments. Colleges and universitieshave also been well-served bythe program, because qualifiedadults from the workforce havebeen motivated to complete theirpostsecondary education know-ing that their previous studiesand life experiences can convertinto college credits.

It is important to note thateach college or university deter-mines which of the coursesapproved by ACE will be accept-ed toward a certificate or a

degree. Students planning to usetheir Paul Hall Center coursesfor credit, or wanting informa-tion on how ACE-recommendedcredits could assist them withtheir continuing education,should contact the academicdepartment at the Paul HallCenter prior to submitting theirtranscript.

At the closing presentation ofthe most recent ACE approval, ateam member evaluating thecourses (a professor at a mar-itime university) stated thecourses he reviewed were asgood as the courses taught at hisuniversity, said Paul Hall CenterDirector of Training J.C.Wiegman. “For the instructors,management, and support staff tohear those words makes every-one very proud to work at thePaul Hall Center.”

Certified Chief Cook—Thiscourse consists of six two-week, stand-alone modulestotaling 12 weeks. This struc-ture allows eligible upgradersto enroll at the start of anymodule. The objective of theCertified Chief Cook Course(FSM 203) is to providesteward department person-nel with an understandingand knowledge of sanitation,nutrition, and the preparationand service of soups, sauces,meats, poultry, and seafood.

Chamber of Shipping Honors SIU-Contracted Companies A number of Seafarers-contracted com-

panies received recognition June 5 in

Houston as the Chamber of Shipping of

America (CSA) conducted its annual safe-

ty awards luncheon.

The CSA represents 31 U.S.-based

companies that own, operate or charter

oceangoing tankers, containerships and

other merchant vessels engaged in both the

domestic and international trades. The

CSA also represents other entities that

maintain a commercial interest in the oper-

ation of such oceangoing vessels.

Among the honors presented last month

were the Jones F. Devlin awards, which

were given to companies that have operat-

ed ships for at least two years without a

mariner involved in a lost-time injury.

Joseph Cox, CSA president, said the

awards program’s growth since inception

in the mid-1950s is a credit to “the profes-

sionalism of our seafarers and the dedica-

tion of shore-based company personnel to

safe operation.”

He added, “CSA’s involvement in safe-

ty is longstanding. We continue to repre-

sent the industry, domestically and interna-

tionally, on safety issues encompassing

every facet of ship operations. It is there-

fore only fitting that an industry so focused

on safety, publicly recognizes the skills

and dedication of the women and men who

are responsible for actions in keeping with

the highest traditions of the sea – aid to

those in peril.”

More than 240 people attended the

awards luncheon, including representa-

tives of the SIU.

SUMMARY ANNUAL REPORT FOR SIU PACIFIC DISTRICT PENSION PLAN

This is a summary of the annual report for SIU Pacific

District Pension Plan, 94-6061923 for the fiscal year ended

July 31, 2007. The annual report has been filed with the

Employee Benefits Security Administration, as required

under the Employee Retirement Income Security Act of 1974

(ERISA).

Basic Financial Statement

Benefits under the plan are provided by the Trust. Plan

expenses were $10,037,089. These expenses included

$994,954 in administrative expenses and $9,042,135 in ben-

efits paid to participants and beneficiaries. A total of 2,927

persons were participants in or beneficiaries of the plan at the

end of the plan year, although not all these persons had yet

earned the right to receive benefits.

The value of plan assets, after subtracting liabilities of the

plan, was $130,306,177 as of July 31, 2007, compared to

$130,406,267 as of August 1, 2006. During the plan year the

plan experienced a decrease in its net assets of $100,090.

This decrease includes unrealized appreciation or deprecia-

tion in the value of plan assets that is, the difference between

the value of the Plan’s assets at the end of the year and the

value of the assets at the beginning of the year or the cost of

assets acquired during the year. The plan had total income of

$9,936,999, including employer contributions of $35,386,

losses of $2,206,746 from the sale of assets, earnings from

investments of $12,105,614 and other income of $2,745.

Minimum Funding Standards

An actuary’s statement shows that enough money was

contributed to the plan to keep it funded in accordance with

the minimum funding standards of ERISA.

SEAFARERS APPEALS BOARD ACTION #435

Effective March 1, 2007, Seafarers Appeals Board Action #435amended the shipping rules to mandate seamen permanently employedmust complete the specialty course for their specific rating in order toretain their permanent position. Specialty courses required for the rat-ings of Chief Electrician, QMED Electrician, QMED/Electrician relief,Electrician, and Engine Maintenance/ Electrician Relief are affected bythis Action as follows.

1. The specialty courses required for the ratings of Chief Electrician,QMED Electrician, QMED/Electrician Relief, Electrician, and EngineMaintenance/Electrician Relief shall be defined as Marine ElectricalMaintenance and Refrigerator Container Advancement MaintenanceSpecialty Course.

2. Effective March 1, 2007, seamen awarded any of the above men-tioned positions must have successfully completed (at any time) thesespecialty courses in order to be considered in compliance with thisRule.

3. Seamen currently employed in any of the above mentioned ratingsin a permanent capacity shall be required to have successfully complet-ed the specialty courses identified above by July 1, 2009 in order toretain their permanent assignment, provided such courses are offered.

The Transportation WorkerIdentification Credential (TWIC)program made another unwantedheadline last month as the chair-man of the U.S. HouseCommittee on HomelandSecurity strongly questioned the66 percent failure rate of themachines being used to producethe new cards.

Meanwhile, an SIU memberfrom the northeast had an unset-tling post-enrollment experiencewhich, while likely to be satisfac-torily resolved, points out someconsiderations for mariners asthey secure their TWICs beforethe federally mandated deadlineof April 15, 2009.

U.S. Rep. Bennie Thompson,chairman of the committee,wrote to Department ofHomeland Security (DHS)Secretary Michael Chertoff onJune 10. Thompson noted, “It hascome to my attention that eight ofthe 12 machines used to makeTWIC cards have been returnedto the manufacturers for repairsand system upgrades. Due to thismachinery malfunction, the pre-vious one-day time frame forcard production has increased toa 10-day time period. It is myunderstanding that card produc-tion will not return to normaloperational capacity for severalweeks.

“At this juncture,” he contin-ued, “it is difficult to determinewhich is more astonishing – thefact that the facility producingthese cards is experiencing a 66percent machine failure rate orthe fact that this machine failurerate has resulted in a tenfoldincrease in the card productionschedule. As you know, over onemillion men and women arerequired to obtain TWICs prior tothe April 15, 2009 deadline.Needless to say, every productiondelay increased the likelihoodthat this deadline will not be met.It would be both unfortunate andunfair if the necessary activitiesof these employees and theirrespective employers are ham-pered due to avoidable delay incard production.”

Thompson went on to askChertoff several questions aboutthe machines, the status of theirrepair, the contract to produce thecards, and related issues.

The aforementioned case ofthe SIU member unfolded as fol-lows. The Seafarer enrolled forhis TWIC and then caught a shipshortly thereafter. A port callallowed the member to brieflyreturn home and pick up his mail– whereupon he discovered a let-ter from the TransportationSecurity Administration (TSA)requesting additional documenta-tion to support his application,due within 60 days.

The TSA communication iscalled an Initial Determination of

Security Threat Assessment(IDTA) letter. That letterexplained the additional docu-mentation that was required andalso alerted the member that hisoptions included filing an appealon the initial determination itself;requesting an extension of the60-day window identified by theagency; or seeking a waiver.

Since he was quickly return-ing to the ship, the memberrequested an extension.However, as asked by theSeafarer in a communication toSIU headquarters, what if he had-n’t returned home before the 60days had expired? In that case,according to the IDTA letter, hisapplication would have beenrejected and “you will not be per-mitted to obtain a TWIC card.”

Fortunately, according to aDHS employee who handlesTWIC appeals and waiver andextension requests, the finalTWIC rule allows for applicants(under reasonable circumstances)to get an extension even after the60 days have expired. The DHSrepresentative told the SeafarersLOG that the agency is very will-ing to work cooperatively withmariners and is sympathetic toscenarios like the one describedhere.

It’s also worth noting that theworkers at the enrollment centers(technically called “trustedagents”) are supposed to verifythat each applicant has submittedall required paperwork beforeforwarding the applications forapproval. So, in this case, thetrusted agent should have noti-fied the SIU member immediate-ly that another piece of documen-tation was needed.

The union recommends thatwhen Seafarers enroll for theirTWICs, they should ask thetrusted agents to examine theapplication and confirm thatnothing is missing. Seafarersalso should keep in mind thateven if they receive IDTA lettersafter the 60-day window(because, for example, they wereat sea for three months), thatdoesn’t preclude them fromseeking an extension.

Seafarers should check withtheir port agents and/or utilizethe TSA contact information thatfollows for the latest informationon the TWIC program, includingthe “TWIC QuarterlyDeployment Plan,” which is alist of cities where TWIC enroll-ment centers are or will be locat-ed. Updates also periodicallyappear on the SIU web site(www.seafarers.org, normally inthe “Heard at Headquarters” sec-tion).

The TSA TWIC web site nowincludes a link where individualsmay check the status of theircard and/or schedule a time topick it up.

Rep. Thompson Displeased with TWIC Delays

Tim Chestnut, an SIU member and Maersk electri-

cian aboard the U.S. Military Sealift Command’s USNSPomeroy, recently received recognition for his excellence

in maintaining MSC-mandated maintenance standards

aboard ship using a system called Shipboard Automated

Maintenance Management (SAMM).

That system is an important tool used aboard MSC

vessels for preventive maintenance. SAMM is an auto-

mated system for documenting accomplishment of on-

board maintenance tasks and for configuration control.

SAMM uses the latest technologies in database and appli-

cation software to bring together (in a single integrated

environment) the advanced tools needed by a ship’s crew

to maintain the shipboard machinery in the highest state

of readiness. Besides tools for maintenance scheduling

and machinery history record keeping, SAMM integrates

machinery vibration monitoring, used lube oil analysis,

electronic watchkeeping data collection, and diesel

engine combustion analysis into a single program.

In a letter of recognition, Pomeroy Chief Engineer

Thomas Vanderbilt wrote that while Chestnut was using

the SAMM system, “During a check of one of the cargo

hold fan motor controllers, Mr. Chestnut observed one of

the main leads to the start contactor showing signs of

overheating. The lead and contactor were changed out

and the controller tested. If left unattended, this controller

could have caused a major fire in this group control cen-

ter. These preventative maintenance procedures are

exactly the design of the SAMM program and for your

positive attitude you are being recognized by USNSPomeroy and Maersk Line, Limited.”

Seafarer’s Experience Points out Additional Considerations when Applying for Credential

SIU Electrician Earns Safety Kudos Aboard Maersk-Operated Pomeroy

In an ongoing effort toimprove safety, health andthe environment, SIU-con-tracted Maersk Line,Limited (MLL) has estab-lished a “Drive to Zero” pro-gram, as reported in the Juneissue of the LOG. Thisendeavor is a hands-on ini-tiative aimed at assistingemployees, from mariners tomanagement, in focusing onsafety, communication andcooperation aimed at maxi-mizing workplace wellbeing.

An integral step in Driveto Zero occurred when MLLpartnered with the SIU-affil-iated Paul Hall Center forMaritime Training andEducation to provide unli-censed mariners a two-daysafety course called “SafetyBoot Camps.” The agendatypically focuses on leader-ship and effective communi-cation as well as more tech-

nical topics such as job safe-ty analysis and prevention ofelectric shocks.

A two-day boot camptook place at the Paul HallCenter on June 3-4.Participants said the agendawas very appropriate and thecontent heightened theirunderstanding of Maersk’ssafety values.

The United Seamen’s Service(USS) 2008 Admiral of theOcean Sea Awards will be pre-sented to James A. Capo, chair-man and CEO of U.S. MaritimeAlliance, Ltd., and Michael D.Garvey, a founding partner andpast chairman of SaltchukResources, Inc., USS announcedin late May. A special AOTOSaward will be presented toGeneral Norton Schwartz, com-mander of the United StatesTransportation Command.

The awards are scheduled tobe presented Nov. 7 in New YorkCity. John Bowers, chairman ofthe USS AOTOS Committee andpresident emeritus of theInternational Longshoremen’sAssociation, AFL-CIO, made theannouncement on NationalMaritime Day: May 22, 2008.

“We have an impressivegroup of honorees this year,” saidBowers. “Jim Capo has been afriend and colleague across thenegotiating table for many yearsand his leadership skills com-mand respect by all who knowhim.”

Since the formation of theUnited States Maritime Alliance(USMX) in 1996, Capo hasserved as a lead negotiator onbehalf of management interestsduring coast-wide master con-tract negotiations with U.S. mar-itime labor unions and as chiefnegotiator of the current six-yearmaster contract. Prior to his roleas chairman/CEO, Capo servedas president.

As a formal alliance of carri-ers, stevedores and port associa-tions in the East Coast and GulfCoast regions, USMX’s missionis to preserve and protect theinterests of the managementgroups in labor relations issuesconcerning containerization and

Seafarers International Union PresidentMichael Sacco led an SIU delegation thatincluded Executive Vice President AugieTellez and students from the union-affiliatedPaul Hall Center for Maritime Training andEducation. SIU of Canada President RomanGralewicz and Executive Vice PresidentMichel Desjardins also attended the cere-monies, along with hundreds of other guestsand dignitaries.

The events (in order) included an obser-vance at the Franklin Delano RooseveltMemorial sponsored by the U.S. MaritimeAdministration; a luncheon hosted by thePropeller Club of Washington and the KingsPoint Alumni Association; and a ceremony atthe Washington Navy Yard conducted by theU.S. Military Sealift Command (MSC).

Featured speakers at the respective eventswere as follows: at the MarAd ceremony,U.S. Secretary of Transportation Mary Petersand Rhode Island State Senator LeonidasRaptakis; at the Propeller Club luncheon(which also took place at the Navy Yard),U.S. Maritime Administrator SeanConnaughton; and at the MSC ceremony,General Norton Schwartz, commander, U.S.Transportation Command.

On National Maritime Day, America honors our highly skilled mariners who sail the highseas, support those on the front lines of the war on terror, and promote commerce around theworld.

Since 1775, the United States Merchant Marine has served our country, helping Americabecome a great maritime power. During the Second World War, courageous mariners wereamong those who suffered greatly – hundreds of ships were lost to enemy action, and manymariners made the ultimate sacrifice. We pay tribute to these heroes who answered the call toserve when our Nation needed them most. Today, our merchant mariners continue to protectour homeland, including by supporting our troops in Iraq and Afghanistan.

In times of peace and war, these brave patriots help keep our Nation safe and strengthen oureconomy. By transporting American goods across the oceans, merchant mariners facilitate com-merce and advance trade. These Americans honor the noble traditions of seafarers and enrichour country’s maritime heritage.

In recognition of the importance of the U.S. Merchant Marine, the Congress, by joint res-olution approved on May 20, 1933, as amended, has designated May 22 of each year as“National Maritime Day,” and has authorized and requested that the President issue an annu-al proclamation calling for its appropriate observance.

NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America,do hereby proclaim May 22, 2008, as National Maritime Day. I call upon the people of theUnited States to mark this observance by honoring the service of merchant mariners and by dis-playing the flag of the United States at their homes and in their communities. Raptakis credited American seamen foralways answering the call to duty. “In everymilitary conflict and time of challenge, theU.S. Merchant Marine has been there,” hesaid. “The U.S. Merchant Marine plays a vitalrole today as it did 75 years ago (whenNational Maritime Day first was declared byCongress), whether keeping the seas safe forcommerce or defending our shores from ter-rorism.”

He added, “I’m pleased to honor all of ourmerchant mariners. All of you are what FDRcalled the crucial, decisive factor in our abili-ty to remain a free people.”

Opportunities for GrowthConnaughton, who sailed in both the mer-

chant marine and U.S. Coast Guard, touchedon the nation’s maritime history and thankedmariners for their dedicated service. He thenfocused on modern-day challenges andopportunities facing the industry.

“Marine transportation is the critical link intoday’s economy and will be into the futureas 95 percent of America’s trade is moved byship,” he said. “This means steadily growingcargo volumes for ships, barges, ports and thelabor, shipyards and service industries thatsupport them. With such a large national-international market as this, America andAmericans are in a unique position to bestrong and robust competitors and to reap theeconomic benefits from the increased demandfor transportation.

“The U.S. maritime industry should be andmust be a major participant our internationaltrade,” Connaughton continued. “Not only forpurely economic reasons. We need to havethe capacity to move the trade essential to oureconomy in times of peace and national emer-gency. To talk about the benefits of the globaleconomy and to ignore the vulnerabilities inthe transportation system necessary to make itwork is to invite potential disaster.”

He listed numerous objectives that wouldbenefit the industry as a whole, includingpromoting U.S. ship and barge building and

repair facilities; advancing a highly skilledmaritime workforce; making better use of thenation’s ports and marine highways; freeingthe industry of regulatory and tax burdensthat inhibit competitiveness; and promotingthe use of American mariners and managers“in every aspect of transportation opera-tions.”

Connaughton called for cooperation fromthroughout the industry to “make these goalsa reality. Existing industry partnerships mustbe revitalized. Strong new ones must beformed that will support, not inhibit, a robustmaritime industry. All parties, including fed-eral, state and local governments, ports, ship-yards, labor, carriers, shippers, operators andultimately, consumers must recognize thatthe marine industry is critical to the econom-ic future of the United States and their futurewellbeing.”

‘Heritage of Service’In his welcoming remarks, Rear Admiral

Robert Reilly Jr., MSC commander,acknowledged the Paul Hall Center appren-tices and said they “represent the future.”

He described the merchant marine as “acrucial part of our prosperity and security –an unbroken circle of heroes. Their servicehas never left any doubt that they’ll deliver.”

Schwartz called SIU President Sacco “agreat friend, a great mentor,” and recognizedsome others in the crowd. He talked aboutthe merchant marine of World War II andreminded everyone that victory in that con-flict “was far from a foregone conclusion.”

He paid tribute to civilian mariners’ “her-itage of service and accomplishment, oftenunder extreme pressure. That is what wehonor today. It is an understatement to saywe count on you.”

Schwartz said that today’s mariners “arethe people who ensure that the promiseswe’ve made to our service men and womenare and always will be promises kept.”

He also said the U.S. Merchant Marine is“the linchpin of our wartime and peacetimesealift capability” and the “backbone of ourability to project sea power wherever andwhenever needed.”

The general pledged his continued supportto the industry and said of U.S. mariners,“Their labor is priceless.”

Also at the heart of the ceremony was theplacing of three wreaths to commemorate thesacrifices that generations of mariners havemade in service to the nation. The solemnoccasion drew to a close with a 21-gun saluteby a seven-person firing party positioned onthe Anacostia River waterfront just outsideNavy Yard’s Cold War Museum. Followingthe ceremony, the wreaths were transferred tothe U.S. Merchant Marine bronze reliefsculpture on the East Wall of the NavyMemorial in Washington.

Under federal law, a participant andhis or her dependents have the right toelect to continue their Plan coverage inthe event that they lose their eligibility.This right is granted by the ConsolidatedOmnibus Budget Reconciliation Act, bet-ter known as “COBRA.” The COBRA lawallows a participant and his or her depen-dents to temporarily extend their benefitsat group rates in certain circumstanceswhere coverage under the Plan wouldotherwise end.

A participant and his or her depen-dents have a right to choose this continu-ation coverage if they lose their Plan cov-erage because the participant failed tomeet the Plan’s seatime requirements. Inaddition, a participant and his or herdependents may have the right to choosecontinuation coverage if the participantbecomes a pensioner ineligible for med-ical benefits.

This is a summary of the annual report of the SIU Pacific District Supplemental

Benefits Fund, Inc., EIN 94-1431246 for the year ended July 31, 2007. The annual report

has been filed with the Employee Benefits Security Administration, as required under the

Employee Retirement Income Security Act of 1974 (ERISA).

Benefits under the Plan are provided by the SIU Pacific District Supplemental

Benefits Fund, Inc., a Trust Fund.

Basic Financial Statement

The value of plan assets, after subtracting liabilities of the plan was $677,570 as of

July 31, 2007, compared to $996,980 as of August 1, 2006. During the plan year the plan

experienced a decrease in its net assets of $319,410. This decrease includes unrealized

appreciation or depreciation in the value of plan assets; that is, the difference between the

value of the plan’s assets at the end of the year and the value of the assets at the begin-

ning of the year or the cost of assets acquired during the year. During the plan year, the

plan had total income of $7,361,938, including employer contributions of $7,253,946,

gains of $12,756 from the sale of assets, earnings from investments of $94,883 and other

income of $353.

Plan expenses were $7,681,348. These expenses included $465,281 in administra-

tive expenses, and $7,216,067 in benefits paid to participants and beneficiaries.

The photo above, taken in 1971 and sent to the LOG by an unknown source, shows two merchant vessels navigating the SiagonRiver near Siagon, the Republic of Vietnam. The vessel on the left is the SS Raphael Semmes and the one on the right is the SSSeatrain Puerto Rico. The Semmes is headed up river to off-load its cargo while the Puerto Rico is headed down river en route tothe open sea. Seafarers who sailed on the Siagon River during those days in support of our troops during the Vietnam War willrecall that the waterway contained numerous sharp zig-zags and extremely sticky bends which kept masters on their toes. Swiftcurrents also tested their nerves on a continuing basis.

The last Liberty ship in the U.S.

Maritime Administration’s fleet, the

Arthur M. Huddell, soon will be on its

way to Greece, thanks to a recent agree-

ment between that nation’s government

and MarAd. The vessel is expected to be

used as a museum.

“It is great to be able to save a bit of

history from both our nations,” said U.S.

Maritime Administrator Sean

Connaughton. “This ship is a symbol of

the friendship as well as mutual maritime

interests linking Greece and the United

States.”

American shipyards built 2,751

Liberty ships during World War II, in the

largest shipbuilding effort in history.

Liberty ships crewed by merchant

mariners carried troops and military

cargo all over the world. The building

and sailing of the Liberty ships, and their

successors, the Victory ships, were over-

seen by the U.S. Maritime Commission

and the War Shipping Agency, both pre-

decessor agencies of today’s Maritime

Administration. After World War II,

Greek shipowners purchased many

Liberty ships to build up their fleet.

Two other Liberty ships formerly in

the Maritime Administration’s National

Defense Reserve Fleet, the John W.Brown and the Jeremiah O’Brien, are

currently operating as museum ships.

While other redesigned and repurposed

Liberty ships remain in service, none

remain in service in the form they had in

World War II. Nonetheless, their use was

once so common that the term “Liberty-

size cargo,” meaning 10,000 tons, may

still be heard in the shipping business.

World War II-Era Vessel Arthur M. HuddellCould Be Destined to Become Museum

The Arthur M. Huddell is one of the more than 2,700 Liberty ships built during WWII.

Elections for the SIU Atlantic, Gulf,Lakes and Inland Waters District/NMUare scheduled for later this year. As in pastSIU election years, a comprehensiveguide will be published in the SeafarersLOG prior to the balloting.

In the case of members eligible to votewho believe they will be at sea during theNov. 1 through Dec. 31, 2008 voting peri-od, absentee ballots will be available.

The SIU constitution ensures thatmembers who are eligible to vote and whofind themselves in this situation may vote.Procedures are established in the SIU con-stitution to safeguard the secret ballotelection, including the absentee ballotprocess.

Here is the procedure to follow whenrequesting an absentee ballot:1. Make the request in writing to the SIUoffice of the secretary-treasurer, 5201Auth Way, Camp Springs, MD 20746.2. Include in the request the correctaddress where the absentee ballot shouldbe mailed.3. Send the request for an absentee ballotby registered or certified mail.4. The registered or certified mail enve-lope must be postmarked no later thanmidnight, Nov. 15, 2008 and must bereceived at 5201 Auth Way, CampSprings, MD 20746 no later than Nov. 25,2008.5. The secretary-treasurer, after confirm-ing eligibility, will send by registeredmail, return receipt requested, to theaddress designated in the request, a bal-lot, together with an envelope marked“Ballot” and a mailing envelope no laterthan Nov. 30, 2008.6. Upon receiving the ballot and enve-lope, vote by marking the ballot. Aftervoting the ballot, place the ballot in theenvelope marked “Ballot.” Do not writeon the “Ballot” envelope.7. Place the envelope marked “Ballot” inthe mailing envelope which is imprintedwith the mailing address of the bankdepository where all ballots are sent.8. Sign the mailing envelope on the firstline of the upper left-hand corner. Printname and book number on the secondline. The mailing envelope is self-addressed and stamped.9. The mailing envelope must be post-marked no later than midnight, Dec. 31,2008 and received by the bank deposito-ry no later than Jan. 5, 2009.

Brother Erdwin Fuentes, 65, donnedthe SIU colorsin 1973 in theport of NewOrleans. Heoriginallyshipped on theErna Elizabeth.Brother Fuenteswas born inMexico andworked in the engine department. In1981 and 1983, Brother Fuentesattended classes at the maritimetraining center in Piney Point. Helast sailed aboard the Robert E. Lee.Brother Fuentes resides in NewOrleans.

RAYMOND JONES

Brother Raymond Jones, 60, firstwent to sea in 1969 from the port ofJacksonville, Fla. His initial trip wason an Alcoa Steamship Companyvessel. Brother Jones was born inFlorida and sailed in the stewarddepartment. He most recently sailed

aboard theRichard G.Matthiesen.Brother Jonesenhanced hisseafaring abili-ties on numer-ous occasions atthe SIU-affiliat-

WILLIAM LOWRY JR.

Brother William Lowry Jr., 67, wasborn in Maryland. He began his sea-faring career in 1966 in the port ofNew York. Brother Lowry’s firsttrip was on the Penn Transport. Heworked in the deck department andupgraded often at the Piney Pointschool. Brother Lowry was lastemployed aboard the MaerskCarolina. He settled in York, Pa.

Boatman Lowell Jones, 62, was bornin Florida. Hebecame an SIUmember in1965. BoatmanJones first sailedaboard a CoyleLines Inc. ves-sel. The deckdepartment

member was born in Florida. Onthree occasions, Boatman Jonesupgraded his seafaring abilities atthe union-affiliated school in PineyPoint. Before his retirement, heworked with G&H TowingCompany. Boatman Jones continuesto live in his native state.

1959Seafarers on the cement carrier Florida

State were caught in the crossfire stirred byan attempted revolt in the DominicanRepublic, but all escaped unhurt. The SIU-manned ship was strafed by planes andstopped by gunboats several times off theDominican coast before returning to PortEverglades, Fla. The latest incidentsoccurred a few hours before an alleged“invasion force” in two armed launches wasstopped on the coast by Dominican govern-ment forces. The“invaders” had reportedlybeen based in Cuba.

1967Isolated for 21 days

and nights aboard theSIU-contracted tankerObserver in the SuezCanal, 39 seafarers werecaught in lines of gunfirefrom the Arab-Israeli Warand witnessed at close range the combat ofthe two opposing armies. The Observer wasIndia-bound with a cargo of grain and aboutto clear the Suez Canal when the MiddleEast war exploded and the canal was blockedwith debris of sunken ships, preventing pas-sage. Seafarers aboard the Observer reportthere was almost constant gunfire day andnight that would light up the night sky. Theyalso report Arab and Israeli low-flying dog-fights during which two planes weredowned.

Back home, the SIU and Marine Carriers,the ship’s operator, were working to have thecrew flown home only to have efforts thwart-ed by the United Arab Republic that refused

to let them leave the ship. After three weeksof food and water rationing, the crew wasfinally released and flown home.

1980For more than two weeks, 185

Indochinese boatpeople lived a nightmareadrift in the South China Sea. The mostlyVietnamese men, women and babies hadtried to flag down 120 passing ships. Butnone would stop to aid them. The nightmareended for the refugees when the SIU-crewedLNG Virgo, working in tandem with theNavy tanker USNS Sealift Antarctic, pulledthe boatpeople to safety.

Relieved and gratefulto the ships’ crews, manyof the refugees knelt andkissed the deck. Theboatpeople were unawarethat the ships’ crews hadsomething to celebrate aswell. They performed therescue in the finest tradi-tion of their country theday before the Fourth ofJuly.

1994SIU members in the Port of San Juan,

P.R., helped pull a grounded oil tanker tosafety without spilling any of the 13 milliongallons of fuel oil the runaway-flag vesselwas carrying. Seafarers aboard tugs operatedby Crowley Maritime moved the Greek-flagged, Liberian-owned Mantinia safely intoGuayanilla Bay. The 749-foot ship had beengrounded in sand.

Other SIU members were standing bywith oil containment booms and skimmingequipment in case of a spill. SIU tankermenwere also standing by in case the load need-ed to be lightened.

Ships’ minutes first are reviewed by the union’s contract department. Thoseissues requiring attention or resolution are addressed by the union upon receipt ofthe ships’ minutes. The minutes are then forwarded to the Seafarers LOG for publi-cation.

Letters to the Editor

FINANCIAL REPORTS. The Constitution of the SIU Atlantic, Gulf, Lakes and InlandWaters District/NMU makes specific provision for safeguarding the membership’s moneyand union finances. The constitution requires a detailed audit by certified public accoun-tants every year, which is to be submitted to the membership by the secretary-treasurer. Ayearly finance committee of rank-and-file members, elected by the membership, each yearexamines the finances of the union and reports fully their findings and recommendations.Members of this committee may make dissenting reports, specific recommendations andseparate findings.

TRUST FUNDS. All trust funds of the SIU Atlantic, Gulf, Lakes and Inland WatersDistrict/NMU are administered in accordance with the provisions of various trust fundagreements. All these agreements specify that the trustees in charge of these funds shallequally consist of union and management representatives and their alternates. All expendi-tures and disbursements of trust funds are made only upon approval by a majority of thetrustees. All trust fund financial records are available at the headquarters of the various trustfunds.

SHIPPING RIGHTS. A member’s shipping rights and seniority are protected exclusive-ly by contracts between the union and the employers. Members should get to know theirshipping rights. Copies of these contracts are posted and available in all union halls. Ifmembers believe there have been violations of their shipping or seniority rights as con-tained in the contracts between the union and the employers, they should notify theSeafarers Appeals Board by certified mail, return receipt requested. Full copies of contracts as referred to are available to members at all times, either by writ-ing directly to the union or to the Seafarers Appeals Board.

CONTRACTS. Copies of all SIU contracts are available in all SIU halls. These contractsspecify the wages and conditions under which an SIU member works and lives aboard aship or boat. Members should know their contract rights, as well as their obligations, suchas filing for overtime (OT) on the proper sheets and in the proper manner. If, at any time, amember believes that an SIU patrolman or other union official fails to protect their con-tractual rights properly, he or she should contact the nearest SIU port agent.

EDITORIAL POLICY — THE SEAFARERS LOG. The Seafarers LOG traditionallyhas refrained from publishing any article serving the political purposes of any individual inthe union, officer or member. It also has refrained from publishing articles deemed harmfulto the union or its collective membership. This established policy has been reaffirmed bymembership action at the September 1960 meetings in all constitutional ports. The respon-sibility for Sea farers LOG policy is vested in an editorial board which consists of the exec-utive board of the union. The executive board may delegate, from among its ranks, one indi-vidual to carry out this responsibility.

PAYMENT OF MONIES. No monies are to be paid to anyone in any official capacity inthe SIU unless an official union receipt is given for same. Under no circumstances shouldany member pay any money for any reason unless he is given such receipt. In the event any-one attempts to require any such payment be made without supplying a receipt, or if a mem-ber is required to make a payment and is given an official receipt, but feels that he or sheshould not have been required to make such payment, this should immediately be reportedto union headquarters.

CONSTITUTIONAL RIGHTS AND OBLIGATIONS. Copies of the SIU Constitutionare available in all union halls. All members should obtain copies of this constitution so asto familiarize themselves with its contents. Any time a member feels any other member orofficer is attempting to deprive him or her of any constitutional right or obligation by anymethods, such as dealing with charges, trials, etc., as well as all other details, the memberso affected should immediately notify headquarters.

EQUAL RIGHTS. All members are guaranteed equal rights in employment and as mem-

bers of the SIU. These rights are clearly set forth in the SIU Constitution and in the con-tracts which the union has negotiated with the employers. Conse quently, no member maybe discriminated against because of race, creed, color, sex, national or geographic origin.

If any member feels that he or she is denied the equal rights to which he or she is entitled,the member should notify union headquarters.

SEAFARERS POLITICAL ACTIVITY DONATION — SPAD.SPAD is a separate segregated fund. Its proceeds are used to further its objects and pur-

poses including, but not limited to, furthering the political, social and economic interests ofmaritime workers, the preservation and furthering of the American merchant marine withimproved employment opportunities for seamen and boatmen and the advancement of tradeunion concepts. In connection with such objects, SPAD supports and contributes to politi-cal candidates for elective office. All contributions are voluntary. No contribution may besolicited or received because of force, job discrimination, financial reprisal, or threat ofsuch conduct, or as a condition of membership in the union or of employment. If a contri-bution is made by reason of the above improper conduct, the member should notify theSeafarers International Union or SPAD by certified mail within 30 days of the contributionfor investigation and appropriate action and refund, if involuntary. A member should sup-port SPAD to protect and further his or her economic, political and social interests, andAmerican trade union concepts.

NOTIFYING THE UNION—If at any time a member feels that any of the above rightshave been violated, or that he or she has been denied the constitutional right of access tounion records or information, the member should immediately notify SIU PresidentMichael Sacco at headquarters by certified mail, return receipt requested. Australian CeremonyHonors U.S. Mariners

On May 9, 2008, at the Battle of the CoralSea memorial service – which is conductedevery year by the Australian AmericanAssociation – I had the great and proud honorto lay a floral wreath on behalf of both Mr. A.J.Wichita, president of the American MerchantMarine Veterans and also Mr. Ian Allison, co-chairman of the Just CompensationCommittee. This was done in memory of allU.S. Merchant Mariners who gave their livesin World War II for our tomorrow.

The ceremony took place at the FremantleWar Memorial. It included remarks by the gov-ernor of Western Australia (Dr. Ken Michael)and messages from both Australia PrimeMinister Kevin Rudd and President Bush.

As noted in the printed program, the Battleof the Coral Sea was fought May 5-8, 1942.Australia was a key to Japanese war plans inthe Pacific, because it was a base for land, airand sea operations against them. The JapaneseHigh Command reached out to capture PortMoresby; confronting them in the Coral Seawas an allied naval task force that included theaircraft carriers USS Lexington and USSYorktown with cruisers USS Chicago, HMASHobart, Flag Ship HMAS Australia anddestroyer escorts.

At great loss, the advancing Japanese naval

strike force was stopped. This battle set thescene for the decisive defeat of the Japanesenavy by the U.S. at the Battle of Midway short-ly after.

As a merchant seaman who served from1939-45 on allied merchant ships and specifi-cally on four U.S.-flag ships in 1944 and 1945,I met and sailed with so many U.S. shipmates.We had fun times and also sad times.

May God bless America, may God blessAustralia, and may we always be allied ship-mates.

Recalling SacrificesOf WWII Mariners

I am the son of a U.S. Merchant Marinerwho sailed during World War II, and I am alsoa military veteran of Vietnam. I’m writing thisletter to honor the job performed during WWIIby the mariners of our country. They servedhonorably and took on losses due to enemy firewith little or not protection, yet they neverstopped or complained of the danger involved.

Instead, they showed a “must do” attitudeto deliver supplies in spite of the dangers.

I speak of this because I can remember myfather describing voyages and the cargo theycarried. They had a strong desire to move thatcargo to the men in the field, who were so des-perate to bring victory to our country.

Dad was too young to volunteer in the mil-itary like his brothers, so he became a marinerto do what he could do for his country. Dademphasized that his shipmates had the sameattitude and were proud of what they weredoing, in spite of the losses they took on. Whatmy father may not have realized was that hehad instilled his standards into me, and I alsowanted to serve this country.

How can anyone not give these men theirdue? They not only served abroad but they alsobrought back to this country much-needed sup-plies from overseas. The efforts of the U.S.Merchant Marine were twofold: take care ofour men abroad and take care of the needs ofour country from abroad.

That is a mission even we as soldiers couldnot top, as some of these men made the ulti-mate sacrifice without receiving recognition ofthe importance of their mission during a criti-cal time.

I hope that these comments are not taken asdisrespectful to our armed forces, but only asfactual as this writer sees them concerning our“unarmed forces,” the U.S. Merchant Marine.

General education and college courses are available as needed. In addition, basic vocation-al support program courses are offered throughout the year, two weeks prior to the beginningof a vocational course. An introduction to computers course will be self-study.

Online “Distance Learning” Courses

In addition to the foregoing courses, the union-affiliated Paul Hall Center for MaritimeTraining and Education currently is offering the following internet-based courses:Environmental Awareness; Hazardous Material Control and Management; HearingConservation; Heat Stress Management; Shipboard Pest Management; RespiratoryProtection, and Shipboard Water Sanitation.

The courses are free to mariners covered by SIU contracts. Norfolk, Va. The pictures include SIU members aboard the USNS Gordon. The Gordon is agovernment-owned large, medium-speed, roll-on/roll-off ship, abbreviated as LMSR. Theship is operated by SIU-contracted Interocean American Shipping Co. and is named afterArmy Master Sergeant Gary Gordon who received the Medal of Honor posthumously. Hedied in service in Mogadishu, Somalia, in 1993.

The Gordon was activated in early May in support of Operation Iraqi Freedom.
