Note: Fluctuation in the jail population as reported here is influenced by a variety of factors such as the number of cases filed, the number of people who are released on bond, the length of time to complete a case, holds placed on Harris County inmates by other jurisdictions, length of sentences handed down, the effect of early release programs, parole board processing of cases, and the list goes on. The changes observed in the jail population categories from month to month are impacted by any number of these factors and cannot be attributed to a single cause and effect.

Harris County Jail Population

Observations for the August 2013 Report For the month of August 2013, the overall jail population stands at 9,340, an increase of 759 inmates from the beginning of the year, and up by 19 inmates from last month’s population of 9,321. This is the highest level since October 2011 when the population stood at 9,440. The overall population is down 17% from the first meeting of the Council in August 2009 when the population stood at 11,295 inmates, 16% over design capacity. Actual Housing Capacity is equivalent to 93% of the total number of beds available. At any given time, seven percent of beds are unavailable due to classification issues, repairs, construction, etc. thus preventing 100% utilization of all beds in the facility. For August 2013 the population housed stands at 9,064 not including those in the Inmate Processing Center (IPC). The Texas Commission on Jail Standards (TCJS) has approved the use of 680 variance beds in the Harris County Jail. When this additional capacity is added to the design capacity, the total number of beds rises to 10,114, but 7% must be subtracted from this number to determine the actual housing capacity which is 9406 (10,114*0.93). By this measure the jail is 4% under capacity. (The number of variance beds is subject to periodic review by TCJS.) Pre-trial detainees constitute 65% (6,037 persons) of all inmates in custody, a decline of 83 persons from last month. This category is up by 8% (450 persons) from the same period two years ago and up by 4% (232 persons) over August 2012. The number of District Court pre-trial non-state jail felons declined by 2% (70 persons) from last month, but this figure increased by 5% (222 persons) from the beginning of 2013. The number of County Court pre-trial detainees declined by 3% from last month, a difference of 16 persons. This category is up by 8% from two years ago, and up 4% from one year ago. The number of probationers increased by 7% (45 persons) from last month. This category is down by 15% from two years ago and down 11% from one year ago. Post-adjudicated County prisoners constitute 15% (1,440 persons) of the total jail population, a decline of 20% (359 persons) from two years ago, but an increase of 17% (204 persons) since the beginning of 2013. Within this category, the number of 12.44A state jail felons is up by 37% (136 persons) from one year ago, but down by 2% (9 persons) from last month. The number of County Court post-adjudicated inmates is up by 16 persons over last month, an increase of 2%. Post-adjudicated prisoners awaiting transport to TDC or state jail is down 30% (324 persons) from two years ago, but up by 20% (127 persons) from the beginning of 2013. The number of parole violators continues to increase, up 56% (132 persons) from the beginning of 2013, and up 8% over last month, a difference of 26 persons. Those awaiting transfer to TDCJ-ID (i.e. Paper Ready) has increased by 80% (from 242 to 432) since the beginning of 2013. Due to the closing of two TDCJ facilities in 2013, this trend is likely to continue for several months.
