Discipline Data:

Our three tiers of behavior are Tier 3- red zone- 0.7% (3 students), Tier 2- yellow zone- 4% (17 students),

and Tier 1- green zone- 95.3%.

Attendance:

In our Tier 2 Team, made up of myself, Psychologist Mrs. Lemos, Behavior Specialist Mrs. Thompson,

and Reading TOSA Mrs. Mues, we targeted Attendance in February. We have had a 1% decline each

month and wanted to do some targeted intervention around our Attendance. January Attendance was

93.3% and after our intervention we ended up with 93.47%. Last year and for the past several years

Henry L. Slater’s Attendance has been 81.4%. We are making a difference this year! I have implemented

many strategies to get our students to school.

Academic Data:

Teacher Data Teams will collaborate on the second day of Conferences to review student interventions in

Math and Reading. The K-5th Grade teachers and paraprofessionals will assess current data and move

students into the intervention groups that fits each students’ needs.

February Highlights:

We have Slater’s Got Talent, Spaghetti Feed, Auction, Parent Meeting, and the Book Fair happening

Thursday, March 16th from 6:30-8:30pm and we would like all of you to attend! Our Harney County ESD

will be providing a Professional Development this Friday on School Voice where I have half of my

Certified Staff attending. This will help set our vision for 2017-2018 school year around Professional

Development around Equity and putting students’ needs first. We will be practicing our Lockdown Drill

this month, with revised procedures in place. I have my Safety Committee assessing each teaching space

making sure it is a safe zone.

Basketball: 8th grade girls team 4th place at the Oregon State Middle School Basketball Championships. Our 7th grade team placed 2nd at the Big Tree Tournament, in LaPine. Awesome job, ladies!

Art Integration Grant: We continue to enjoy many benefits from this opportunity. Yesterday we had an artist-in-residence from Copic Markers work with all of our students in Language Arts classes. Thursday, YES will be here to teach how drama, fine art, and music integrate with Language Arts.

The YAC: Another new club has started at HMS. The YAC (Youth Action Committee) meets Monday afternoons and focuses on healthy choices and positive school culture. This is in partnership with Symmetry care and their community health specialist, Frankie Gould. Thanks Frankie!

Crime Lab Play: STEM students took a field trip to Slater Elementary to perform a Who Dunnit Crime Lab Play and involve students in a forensic investigation to discover the safe robber.

West My Friend: Thanks to the ESD, we enjoyed folk and bluegrass music from the band “West My Friend” last month.

Leadership Class Students continue to work hard to maintain pride in our beautiful old building by doing painting projects and minor repairs, making benches, shoveling snow, sweeping walkways, planting grass and painting murals.

Smarter Balanced Testing: State testing will begin after Spring Break starting with Math and followed by Language Arts. Teachers are working hard to pack in curriculum, review test-taking strategies, and prepare students by taking the practice tests.

Track: 52 kids signed up so far!

2nd Trimester Reward: This Thursday night we’ll have our reward dance. This is for students with no second trimester report card Fs and good behavior.

c. Burns High School– Principal Dave Goetz

Burns High School staff and students want to thank Tony Svejcar for attending Burns High Schools “Get

Involved Assembly” held on March 6, 2017 as our guest. Tony drew six students name out a bowl, 3

winning $50.00 each and another 3 winning apparel from the Burns High Booster Club. 1st Trimester we

had 68.7% of our students involved in a club, sport or activity. At the end of 2nd Trimester, we nearly hit

80%, but landed just short at 79.62% of our students involved in a club, sport or activity. Our goal is

100% involvement.

Burns High School staff and student body would like to say a big “THANK YOU” to our Booster Club.

They donated $3000.00 to our flag fund last week, which has given us enough money to purchase an

Oregon Flag to hang in our gym next to the American Flag and Tribal Flag. We also would like to thank

Bella Java, the class of 2005-2008 and 2015, and any community members that donated during the

basketball season for their kind donations to make this happen. The flag is ordered and should be up in the

next 3 weeks.

This morning, Burns High School students attended the movie theatre as the second stage of the positive

behavior support program. The students were treated to a movie, pizza and soda for receiving no

Discipline Referrals, passing all their classes with a “C” or better and having less than 1 unexcused

absence for second Trimester. The movie they watched was Doctor Strange. Approximately 110 students

qualified.

I have supplied you in your packet an updated Important Dates List for Burns High School. As things

come up, I’ll try and update you.

Burns High School Site Council has been working hard with the staff at the school to EMPOWER our

students to decide on their future when they enter our High School. Our responsibility as educators to

prepare all students to be College and or Career ready. With that in mind, a few of our members would

ASB President, Carli Feist, introduced Emma Winn , the new ASB Vice President, who will be the

leadership representative attending the upcoming board meetings.

Since the last board meeting, leadership organized and carried out the following events:

March 6th, beginning of trimester, took the day to pick up school moral

Classified Employees Week

Just last week we showed our appreciation for our classified staff by providing different treats for them at

the beginning of each day. We did this as a big thank you to let our classified employees know how much

we appreciate everything they do for us.

Winter Sports

Winter sports have come to an end. Both the boys and girls basketball teams finished 3rd in the Eastern

Oregon League. The girl’s team was able to advance on with the wildcard spot and play a first round

play-off game against Rainier at Rainier to finish their season. The wrestling team sent five boys to state

this year including Anthony Moulton, Sebastian Johnson, Kyran Simpson, Dallon Higgins, and Evan

Gunderson. Kyran Simpson placed 6th, and both Dallon Higgins and Evan Gunderson placed 3rd.

Spring Sports

Spring sports have just kicked off at the high school with baseball, softball, golf, and track and field.

Baseball is having their first game today in John Day. The softball team will begin their season this

Saturday against LaPine, which will be played at Mountain View High School. The girls golf team is

going to a tournament in Weiser on the 22nd, and both the boys and girls team are heading to Pendleton on

April 7th to compete in the PCC Invite. Track and Field goes to their first meet this Thursday in

Prineville.

As far as current leadership activities, we have a lot going on right now. We are in the process of

planning:

Canned Food Drive the week of April 3-6

After the long winter we have had, the leadership class would like to help bulk up the community food

bank by holding a school wide canned food drive. There will be a competition between all third period

classes and the winner, based on a food point system, will receive a pizza party the following week.

Spring Blood Drive- EMMA

Student Body Elections the Week of April 23rd

This week will consist of candidates campaigning around the school trying to promote themselves as

future class or ASB officers. On the Wednesday of this week we will hold as assembly for them to give

their speeches and on that Thursday we will begin the voting process.

We plan to hold elections much earlier this year in order to provide new officers with a transition period

where they can meet with the current officers and get an idea of what they will be doing next year. The

leadership advisor Amy Smith and I would also like to have an officer retreat where we can sketch out

ideas for next year and determine what the schedule will look like.

A group of leadership students and I will also be going down to the middle school to discuss elections

with the upcoming freshmen class and get those underway so that they too may prepare to take on the task

of holding a class office.

Prom

A group of juniors in the leadership class are working hard to plan prom which will be held April 29th at

the Gathering Center. They have a live band scheduled to perform and are currently ordering decorations.

Teacher Appreciation Week

Although teacher appreciation week is not until May, we have a committee in leadership lined out

already. They have been getting ideas for goodies to give out and have begun ordering gifts for the

teachers.

Ronald McDonald Week April 17-20

We have this week every year to help raise money for the Ronald McDonald house in Bend. Each day of

the week there will be a different activity taking place at BHS.

Monday there will be an assembly. We are trying to get a representative from the Ronald McDonald

house to come speak to the students and explain the importance of this week.

Tuesday there will be a volleyball tournament open to community members as well. There will be an

entry fee and team fee to play.

Wednesday we will be having the Miss BHS pageant where we will charge participants and those who

come to watch.

Thursday we are holding a dance for the middle school students at the high school. During the entire

week will be a penny drive, and again there will be a competition between classes to try to boost

participation.

All the money from each individual activity held throughout the week will be donated to the Ronald

McDonald house in Bend.

BHS Site Council – Chad Boyd

The BHS Site Council, which acts as an advisory body to the school, adopted the mission statement,

“Make Education Relevant.” Chad Boyd, BHS Site Council member, and BHS student, Elijah Grigg,

gave a presentation explaining the BHS Academic and Career Pathways program and vision for

improving Burns High School. Foundation knowledge and skills make up the core curriculum for all

BHS students who may choose one of five career paths with college and career emphasis electives in each

path. The council found computer sciences and new technologies to be lacking and in need of strategic

hires to complete pathway curriculum. They would like to engage the community in developing

internship opportunities.

d. Monroe School – Principal Chandra Ferguson

During this last month at Monroe School, we have busy preparing for the upcoming Smarter Balanced

assessment. Students have been continuing to work throughout the year on their writing skills. With this

continued practice and diligence, we are seeing both growth and confidence in their writing abilities.

Students are also continuing to work through the transition curriculum we purchased. They are each

creating their own portfolio, which includes copies of their resume, job applications they have filled out,

and a contact numbers/resources list of services for the community they are returning to.

We had a recent phone call at Monroe from a student who had left the facility and moved to the mid-west.

He shared that once he got out of the facility he needed to find a job. He wanted to let us know that if we

had not worked with him around transition, and didn’t have his portfolio, he didn’t know how he would

have made it. He shared that he was able to fill out job applications because he had practiced at Monroe

and had examples to look at in his portfolio. In addition, he had given out copies of his resume when he

turned in applications. He called to check on one of the jobs he had applied for and over the phone he

heard them say, “It is the only one who had a resume with his application calling.” He was very excited

to share with us that he had been hired for that job and was doing great. This is a success story!

We still have 8 students enrolled in college courses through Treasure Valley Community college. They

are really enjoying their courses and having great success. Many plan to increase their class load this next

term and there is even talk of taking classes throughout the summer so they can progress faster through

the program. In addition, we have 5 students attending college through our new construction program.

That is a total of 13 out of our 15 graduates at EOYCF that are attending college and earning credits.

Again, I am so very grateful to be a part of this District and team! Thank you for the opportunity to serve

as the Monroe School principal.

OVERALL TRIMESTER UPDATE

The second trimester is over at all the schools and we are down to the last 50 days left until summer

vacation. Overall, the kids are doing great; they have been working hard in their classes and being

extremely active while tolerating the snow and ice for the past three months. The grades at the schools

have improved overall from the previous trimester due to the hard work by the students, staff and supports

offered to each student.

ATTENDANCE

The attendance this trimester is a down from last trimester. When I look at the reasons, I see there has

been a lot of sickness reoccurring with the kiddos, extra days or extended days for vacations, and medical

appointments for themselves or family members. Two of the three listed can be controlled, vacation and

appointments. When a student misses more than 8 to 12 days a year, there is a high likelihood that the

student will struggle in school with reading, writing or math. Please consider this if you plan on leaving

town during school contact days. If you have issues with getting your student to school when everyone is

sick or busy doing things, give us a call in education. We can help.

The percentages at each school are:

Burns High School: 88% attendance, 79 tardy and 34 unexcused (non-called in) absences;

Hines Middle School: 90% attendance, 118 tardy and 16 unexcused absences;

Henry L Slater Elementary School: 90% attendance, 103 tardy, 44 unexcused absences.

The first trimester percentages in the district for the Native American population is:

Burns High School: 89% for 1st trimester, and overall a 88% for the year;

Hines Middle School: 94% for the 1st trimester, and 92% for the year;

Henry L. Slater Elementary School: 94% for the 1st trimester, and 92% for the year;

The district average is 91%.

ACTIVITIES

There are several things that we have done and other activities coming down the pike for the families and

students at the schools:

Diversity Training;

Open Gym;

Drone flying/STEM and other Friday activities;

Trimester prizes for attendance;

Parent Committee/Parent training;

Tribal Training;

LICWAC;

Parent dinners;

College Application Support and Future College Visi;t

Parent support in meetings and helping to get students to school;

Working in the classrooms at Slater and Hines and being a resource at the high school for the

Things are going well at the Transition Center. The students like being there and look forward to coming

each day. Four students from BHS are currently coming each day to do Drivers Ed with us in preparation

to apply for their driving permits.

As many of you know, the AARP group has been using a few rooms to do taxes for people in the

community. Our Transition kids have been making cookies and coffee for all, which has been much

appreciated by the group as well as the community members.

I would like to mention that we have put the Transition Center Path in the hallway if you would be

interested in looking it over. We have already reached many of our goals ahead of schedule; this has been

a very exciting and worthwhile venture. I want to thank all of you so much for your support in this, I have

no doubt that the program will continue to grow and be successful. Please feel free to stop by and visit

with our students and see how things are progressing.

Our next project is to clean up an area down stairs for a laundry facility and storage area.

12. Superintendent’s Report – Steve Quick Steve Jones and Brenda Graham recently took part in a job fair in LaGrande. We have several positions open due to resignations and retirements. District 3 is also in need of a K-12 counselor and a K-12 librarian. To help the younger students improve their math skills and prepare for the upcoming Smarter Balanced testing, Slater Elementary will be purchasing supplemental Kindergarten through grade 1 Math and Science curriculum through the Bridges program. These materials will be partially grant funded. Steve Quick, Dave Robinson and several teachers, attended the Oregon Whole Child Summit in Salem on Monday. The district will gradually change the way it does discipline by looking at the whole child and trying to fix the problem. Last month the board approved Friday, April 14 as a make-up school day for the snow day that took place in January. There have been a few concerns due to the fact that April 14 is Good Friday. After discussion, it was the consensus of the Board to continue with the plan to have school on that date. Mr. Quick attended the girls’ basketball game in Rainier and the Wrestling Classic in Portland and was a volunteer judge at the FFA Sectionals that took place at Burns on February 27. He also went to Bend with a group of climbers to scale a 60-foot high rock, and will take part in an upcoming fund-raiser cross-country event with seven staff members. ACTION ITEMS

20. Bio Mass Boiler Project Update – Lori Cheek HDBC is working with Craft 3, a private bank, and with Meyer Memorial Trust to attain a USDA loan. This is similar to the loan that funded the new hospital, called a Communities Facility Loan. Currently our boiler produces more energy than the school and courthouse use. We are reaching out to four separate entities that may be interested in buying thermal energy from the HDBC. There are five small business in Harney County who have service agreements or contracts to do work for the heating district: Burns Electric is one of the business. Burns Electric is also allowing a BHS student to learn about the boiler system and be trained to provide oversight and maintenance to the system.

Discipline Data:

Our three tiers of behavior are Tier 3- red zone- 0.7% (3 students), Tier 2- yellow zone- 4% (17 students),

and Tier 1- green zone- 95.3%.

Attendance:

In our Tier 2 Team, made up of myself, Psychologist Mrs. Lemos, Behavior Specialist Mrs. Thompson,

and Reading TOSA Mrs. Mues, we targeted Attendance in February. We have had a 1% decline each

month and wanted to do some targeted intervention around our Attendance. January Attendance was

93.3% and after our intervention we ended up with 93.47%. Last year and for the past several years

Henry L. Slater’s Attendance has been 81.4%. We are making a difference this year! I have implemented

many strategies to get our students to school.

Academic Data:

Teacher Data Teams will collaborate on the second day of Conferences to review student interventions in

Math and Reading. The K-5th Grade teachers and paraprofessionals will assess current data and move

students into the intervention groups that fits each students’ needs.

February Highlights:

We have Slater’s Got Talent, Spaghetti Feed, Auction, Parent Meeting, and the Book Fair happening

Thursday, March 16th from 6:30-8:30pm and we would like all of you to attend! Our Harney County ESD

will be providing a Professional Development this Friday on School Voice where I have half of my

Certified Staff attending. This will help set our vision for 2017-2018 school year around Professional

Development around Equity and putting students’ needs first. We will be practicing our Lockdown Drill

this month, with revised procedures in place. I have my Safety Committee assessing each teaching space

making sure it is a safe zone.

Hines Middle School “Home of the Scotties!”

School Board Report, 4/11/2017

Smarter Balanced Testing: We are currently Math testing. Language Arts will start

April 24.

Track: 52 kids signed up so far! The first meet is this Thursday.

Academic/Sports Awards Assembly: Last Monday we celebrated our Winter Term’s

athletes and scholars. 110 of our students (2/3rds of the student body) had a grade

point average of 3.0 or better. 37 students (20%) had a 4.0!

Missoula Children’s Theater: We enjoyed an entertaining and interactive assembly

last week from the MCT.

Band: Middle school band students competed at the District Festival today. Results

soon to follow.

Dance: Thanks to BHS students who will sponsor the annual Spring Dance next

Thursday for our middle school students. This is a fundraiser for the Ronald McDonald

house in Bend.

Choir: Please consider attending the Spring Concert on the 26th of this month.

Administrators/Students Meeting: One representative from each school will meet with

the administrative team Thursday to finish developing next year’s plan for school

improvement and staff development.

Positive Youth Initiative: Four students from each of our 3 schools will attend the

Positive Youth Initiative meeting tomorrow. They will have a chance to give their input

towards a community-wide plan to improve the lives of youth in Harney County. They’ll

also have a chance to meet the governor and ask her questions.

Tough Enough to Wear Pink: Our leadership team will sponsor this fundraiser to help

local cancer patients starts May 4th. Wear pink and bring your two dollars.

Monroe School - April 2017 Board Report

Monroe school students have been busy working with Mrs. Carghill in preparation for the upcoming Smarter Balanced Assessment in the area of writing. The student’s continued practice and diligence has resulted in confidence in their writing abilities. Mrs. Carghill’s utilization of positive feedback and recommendations for improvement, supports students in their growth.

Students are continuing to work with the transition curriculum, creating their portfolios. Ms. Kahn is arranging for mock interviews and a customer service training, giving students practice and skills that can be utilized in the future. Students are working on developing budgets and gaining skills around the management of funds. These life skills are essential for their success as they transition into the community in the future.

Mr. Horrell continues to do a phenomenal job with our construction program and the collaboration with Treasure Valley Community College (TVCC) regarding the construction certification process and college credits. This week, two directors from TVCC will be visiting our school. There focus is to look at our Construction Program and how things are progressing. They will give us feedback on our next steps and act as resources for any questions we are having.

Board Meeting TAPP Update:

A Parent/Student informational dinner was sponsored by TAPP on March 23rd with over 30 people present at the dinner. We presented attendance numbers, college application, scholarships and FAFSA programs. There were several other items discussed, including Native colleges and college classes for the students while in high school.

Second Trimester TAPP attendance awards were presented at Slater Elementary School to all Native American students whose attendance was at 90% or higher. 25 students qualified, all received certifications and a reward. 6 students drawn from that list earned $10.00 Amazon cards for meeting not only the attendance requirements, but also met the tardy, disciplinary referrals, and unexcused absence requirements. One student’s name was drawn for the big trimester reward of a Nextbook tablet. A presentation to Hines Middle School will be on Wednesday, April 12, 2017, and a presentation to Burns High School will be on Thursday, April 13, 2017. 51 of 78 Native American students had 90% attendance or better in the district.

So far with the new trimester going through the first 4 weeks, Burns High School has 89% attendance, Hines Middle School has an outstanding 96% attendance and Slater Elementary School has 91%. Hopefully we’ll continue at that level or better for the remaining weeks.

TAPP is also helping support of the Equity in Education Training that is occurring Monday and Tuesday of this week with several students and tribal folks involved. If you have any questions please feel free to give me an email or call.

Assessment/Curriculum

Our department has been working with Harney School District #3 on professional development

for 2017-2018, and there have been multiple meetings involving teachers, administrators,

community members and students taking place this Spring as we build towards a PK-20 system that

benefits our community, our schools, our teachers and ultimately our students. Having students as

well as the Burns Paiute Tribe with education staff at the table is a treat for all involved.

Here you see facilitator John Krownapple working with Harney Schools in developing a vision of Excellence with Equity and Inclusion.

Governor Brown is in Harney County this Wednesday, April 12 and I have the pleasure of

speaking with her about several Harney ESD and district collaboratives including both grants that

we wrote with our districts: the Tribal Attendance Pilot Project Grant and the CTE Revitalization

Grant.

Our instructional technology conference hit triple digits for the first time with over 100

participants! Below you can see several pictures of the day.
