Linguistically, the term “istihala” denotes a transformation or a change in the nature of a thing into something else. In Fiqh (religiously speaking), istihala signifies a turning of a matter from a state of impurity or inedibility by Shariah (Islamic Law) into a matter different in nature, name, properties andcharacteristics with a 100 per cent chemical change.

Sale of dead, sick animals’ meat goes onMafia involved in the business has political clout, say officialsFriday, June 18, 2010Muhammad Qasim

RawalpindiA huge quantity of meat of dead and sick animals is being sold in markets of the town daily as the concerned departments have failed in checking the malpractice. The sale of sick and dead animals’ meat could easily be witnessed every morning in a number of retail and wholesale markets, including Sabzi Mandi in Raja Bazaar. Officials of the district health department confirmed to ‘The News’ that the dead and sick animals’ meat is brought to Rawalpindi from far-flung areas of the province, including Bhalwal, Sargodha, Chiniot, Pindi Bhattian, Jhang and Faisalabad. ‘The News’ learnt that the phenomenon of ongoing sale of sick and dead animals’ meat is in the knowledge of officials of the district health department and livestock department but they fail to check the malpractice. “I do admit that the sale of sick and dead animals’ meat is going on in markets of the town and we could not eliminate the menace because of a number of factors,” said General Manager Rawalpindi-Islamabad Slaughterhouse in Sihala Dr Shahbaz Anjum while talking to ‘The News’ on Thursday. Dr Shahbaz has additional authority of meat inspection under the Local Government Ordinance 2001. When asked why his office failed in checking the activity, he said that the parties involved in the business of sick and dead animals’ meat have a great political as well as official backing. He, however, remained tightlipped when asked which politicians and officials have been backing the wrongdoers. He alleged that in Rawalpindi, there are two major parties that have been doing the business of meat of dead and sick animals with the help of immense political and official backing. “I feel myself helpless in the existence of political and official pressure for not checking the wrongdoers,” he said in a depressed tone. “Recently, I met PML-N MNA Shakil Awan and requested him to look into the matter personally to check the devilry,” said Dr Shahbaz while responding to a query. He added that the MNA has promised that he would extend all possible help to the livestock department and district health department in checking the sale of dead and sick animals’ meat. “I am waiting for some action by the MNA,” said Dr Shahbaz. District Health Officer Dr Khalid Randhawa, when contacted on Thursday, also said that the persons involved in the sale of dead and sick animals’ meat have backing of influential political figures of the town. “During my tenure as DHO, my office has done a lot to check the menace but we could not succeed in checking the phenomenon completely,” he said, while responding to a query and added that earlier the health department never took up the issue seriously. Terming the business of sale of dead and sick animals highly profitable, he said that the price of a sick animal is five to six times lesser than that of a healthy animal. “The wrongdoers bring tonnes of meat of sick and dead animals from far-flung areas of the province to the town for sale daily,” he said. He claimed that his office has been working on eliminating the menace and for that, “We have been receiving threats from the parties involved in the business.” He said that he and his office staff receive threats of transfer from the wrongdoers and if the threats do not work, the parties involved in the heinous crime threatened to file suits against the health department officials. He said that his office has been facing a number of hurdles in checking the malpractice. “Parties doing business ofmeat of dead and sick animals are highly influential because…………………………………………………………………………….
