FOR CONSTRUCTION

OF

Groundwater Replenishment System Final Expansion Project

NOTICE OF PREQUALIFICATION: General Contractors interested in submitting bids for construction of the Groundwater Replenishment System Final Expansion Project (Project) are invited to prequalify. A total of one (1) original plus five (5) copies of the Prequalification Package must be completed and submitted for consideration. Bids received by Orange County Water District (District) from firms who have not been prequalified will not be considered.

Due to the special requirements of this project, the District has determined that prequalification of prospective bidders is necessary to ensure that bidders have the requisite experience and financial liquidity to complete projects of this magnitude and complexity. Prospective bidders who execute and deliver this Prequalification Package to the District shall be bound by all terms contained in the Prequalification Package.

To prequalify independently or as a joint venture, firms must submit a Prequalification Package (one (1) original plus five (5) copies).

JOINT VENTURES: Joint ventures shall be composed of not more than two (2) single firms. Firms composing a joint venture shall submit a single Prequalification Package and complete and sign Attachment A: Joint Venture Statement of Intent (one (1) original plus five (5) copies of each).

SCOPE OF WORK Project: The Project is the expansion of the existing Advanced Water Treatment Facility (AWTF) from the existing 100 MGD capacity to 130 MGD of purified water for groundwater recharge. The project facilities located in Fountain Valley include twelve (12) new microfiltration (MF) cells, expansion of MF basement, new cartridge filters, six (6) new reverse osmosis (RO) units, modifications to two (RO) trains, fifteen (15) new RO interstage booster pumps, three (3) new ultraviolet light (UV) trains, expansion of a decarbonator, new product water and backwash supply pumps, new chemical storage tanks, associated piping, and expansion of electrical rooms. The water conveyance project facilities located in Huntington Beach include a new pump station, two (2) new flow equalization prestressed concrete tanks, and associated piping and valving. The Contractor’s work shall begin during fourth quarter 2019 and be complete by third quarter 2022.

Location: The AWTF is located at 18700 Ward Street, Fountain Valley (OCWD) and the water conveyance facilities are located at 22212 Brookhurst Street, Huntington Beach (OCSD Plant No. 2). OCWD and OCSD Plant No. 2

are existing operational plants and are subject to noise and dust control requirements and other mitigation measures. Staging by the contractor will occur on property owned by the OCWD and OCSD.

Pre-negotiated Equipment: The following equipment and/or services have been pre-negotiated:

1. Ultraviolet Light Advanced Oxidation System to be provided by Trojan Technologies

2. Microfiltration System which includes the modules, module pipe headers, traveling platform and associated equipment internal to the MF cell.

This list is current as of the issuance of this prequalification package. This list may be revised as additional equipment and/or services may be subsequently pre-negotiated or removed from the list.

Buildings/Structures: The project site will contain four (4) new buildings/structures including an expansion of another existing structure. Name, material of Construction, and approximate dimensions are listed in the table below.

Civil Site Improvements: Civil improvements include finish grading, drainage facilities, water lines, sewer lines, telephone and electrical conduits and lines, chemical pipes, curb and gutter, paving, street lighting, and other work. Yard piping includes cement mortar lined and coated welded steel as well as stainless steel, PVC, CPVC and conduits.

Electrical Equipment: Electrical equipment includes VFD’s, MCC’s, medium voltage switchgear, transformers, control panels, lighting, and other equipment.

HVAC Equipment: HVAC equipment includes air conditioning systems, fans, acoustical louvers and silencers, and other equipment.

Instrumentation and Control Equipment: Instrumentation and control equipment includes instrumentation, control systems, programming, and other items. The contractor will be required to employ the services of a system integrator to program the SCADA system for the new process equipment to communicate with the existing equipment using the existing software platform. The construction specifications require the contractor to choose from two pre-qualified integration firms KDC Systems and Emerson.

Time Completion/Construction Cost: The estimated construction bid opening date for this Project is in second quarter 2019. The construction duration of the Project is proposed to be 36 months. The engineer’s construction cost estimate for this project is $180 million.

INSTRUCTIONS & MINIMUM REQUIREMENTS

Any general Contractor (firm) who wishes to submit a bid for the Groundwater Replenishment System Final Expansion Project is required to complete, execute, and submit one (1) original plus five (5) copies of this Request for Prequalification document (including all instructions and forms).

1. Only those firms who wish to submit prime bids on the Project need to submit

prequalification. Bids received by the Orange County Water District for this Project from firms who have not been prequalified through this process will not be considered.

2. Joint ventures shall be composed of not more than two single firms. Firms composing a joint venture shall submit a single prequalification package and complete and sign Attachment A: Joint Venture Statement of Intent.

To prequalify independently, firms shall submit a separate prequalification package.

3. Separate performance and payment bonds, each in the amount of 100 percent of the contract amount, will be required at time bids are received. Firms wishing to prequalify shall identify their anticipated surety companies.

4. The Request for Prequalification document shall be completed in full by typing or legible hand lettering in black ink. All sections (including instructions and forms) included in this document shall be submitted. Where space provided for responses is inadequate, prospective bidders should supplement the answers with additional referenced attachments as necessary.

5. All information submitted for the prequalification process shall become the sole property of District. The questionnaires and financial information are not public records and shall not be subject to review or inspection by outside individuals or organizations. However, the names of Contractor’s applying for prequalification are public records.

6. To be prequalified, bidders must demonstrate the satisfactory completion, as a general Contractor, of at least one water or wastewater treatment plant with a construction cost of at least $50,000,000 and completion of one water/wastewater plant with at least 5 million gallons per day (MGD) treatment capacity within the last ten (10) years. FIRMS FAILING TO MEET THIS MINIMUM REQUIREMENT WILL BE REJECTED AND WILL NOT BE PREQUALIFIED.

7. To be prequalified for bidding, bidders must demonstrate the satisfactory completion, as a general Contractor, with his own organization, contract work amounting to at least 50 percent of the contract. When an entire item is subcontracted, the value of work subcontracted will be based on the contract unit price. When a portion of an item is subcontracted, the value of work subcontracted will be based on the estimated percentage of the contract unit price. This will be determined from information submitted by the Contractor and subject to approval by the District. FIRMS FAILING TO MEET THIS MINIMUM REQUIREMENT WILL BE REJECTED AND WILL NOT BE PREQUALIFIED.

8. All Contractors submitting the prequalification form must be licensed in the state of California and have a Class A - General Engineering Contractor license at the time the prequalification form is submitted to District. Firms who fail to meet this license classification will be rejected for prequalification.

9. Each Contractor submitting a request for prequalification will be evaluated utilizing the factors listed on the prequalification rating chart. A copy of the prequalification rating chart is attached after the Prequalification Verification form. A prequalification committee appointed by District will determine the rating of each Contractor on the various items contained on the prequalification rating chart. Certain factors listed on the prequalification rating chart will be given greater weighting by District as indicated on the prequalification rating chart. The District’s review panel will establish a minimum score based on the rating chart. Contractors who fail to achieve this minimum score will not be prequalified and will not be allowed to bid on the project.

10. All requests for prequalification must be completed by answering all the questions and the questionnaire shall be verified under oath by the bidder by execution and notarization of the verification included at the end of the questionnaire form. Prequalification questionnaires that are not completed by a bidder and questionnaires which do not include the executed and notarized verification may be disregarded. Alternatively, District may require supplemental information from prospective bidders for incomplete information at the discretion of District.

11. Upon completion of the prequalification process, all prospective bidders who have prequalified and all prospective bidders who have failed to prequalify will be notified, in writing.

12. Prospective bidders who are not prequalified shall have five (5) calendar days to deliver a written notice contesting the District decision. Prospective bidders who fail to deliver this written request to District within the five days specified above expressly waive the right to contest the decision of the District. 13. In the event a prospective bidder has made a written request to obtain District’s basis for disqualification and any supporting evidence, the District will provide the date and time available to the bidder to review the prequalification results at the District’s offices.

14. Prospective bidders shall have five (5) calendar days from the review of the prequalification results to rebut this evidence in writing and to present any evidence to District explaining why the prospective bidder should be found qualified. This evidence will be evaluated by District and the prospective bidder who has provided it will be notified of the final result, in writing.

Prospective bidders who fail to submit this evidence within the 5-day period expressly waive the right to contest District’s decision.

15. If any prospective bidder fails to meet either of the deadlines provided above, the proposed prequalification rating may be adopted by District without any further proceedings.

16. The decision made by District following review of any rebutting evidence submitted by any prospective bidder shall be the final decision of District unless District notifies the prospective bidder that it will allow a hearing, at District’s sole discretion.
