Stella Taylor, a former law student in the University of Minnesota, and graduate of Central high school, Minneapolis, is under arrest in Evanston, 111., in conection with the passing of alleged worthelss checks. Detective Purcell was chasing a felon in Minneapolis on Friday and shooting as he ran when Patrolman McLaughlin grabbed him by the col- lar, threw him into a snow drift and disarmed him. McLaughlin failed to recognize the detective, who was dis- guised. The felon escaped. Z The Duluth land office did a big business in January, showing an in- crease of $11,046.36 in receipts, as compared with January, 1907. Total receipts for the month were $30,929.59. Of this amount, $28,851.77 was from the sale of public land, $2,058.05 in fees and commissions, and $19.77 as commissions on entries of ceded Indian lands. The enrollment in the public schools of Minnesota at the close of July 31, 1907, was 429,012. Of this number 374,883 are entitled to the regular school apportionment which will be distributed in March. To receive this state aid children must have attended school continuously for forty days or more. The number who did not attend the required time was 5,129. With flags at half mast and business houses and offices closed, the funeral of Judge John A. Lovely was held on Thursday afternoon in the courtroom of the county building, Albert Lea. Judges Brown and Lewis of the state supreme court, Judges Buckman of Faribault, Quinn of Fairmont, Kings- ley of Austin, and many attorneys from Minnesota and Iowa were present. During a moment of religious excitement at the Minneapolis Charity Mission, Nolan J. Whiteside rose to his feet and dramatically confessed a long series of crimes, chief among them being a particularly bold burglary committed four years ago at Madison, Wis., when the residence of L. M. Hanks, 525 Wisconsin avenue, was robbed of silverware and jewelry valued at several hundred dollars. He was turned over to Detective Boyd of the Madison police force. Whiteside insists that his career has been a bad one, a complete record of his misdeeds being a revelation to the police officers of the northwest. Excerclse for Brain Workers. Board of county commissioners met pursuant to adjournment, with all members present except Commissioner Uglem, from the 2nd district. In the matter of the hearing on the petition of Bernt Anderson, the fol- lowing order was made, and on mo- tion of L. S. Libby, seconded by John Dalchow, was adopted by a unanimous vote of the members present: Whereas, the petition of Bernt An- derson, a freeholder of school district No 12 in this county, with the ap- proval of the county superintendent endorsed thereon, representing that he is the owner of the lands hereinafter described, which are situate in said school district, and that said lands adjoin school district No. 36, and asking that his said lands may be set off from said district No. 12 to said district No 36, for the following rea- sons: Distance to present school, two miles; in new district less than one mile, was presented to the county board ot this county, at a session of said board held on the 8th day oi January, A. D. 1908, for the action of said board thereon; and Whereas, it was thereupon ordered by said board that a hearing should be had on said petition at a session of said board commencing on the 30th day of January, A. Potts, seconded by John Dalchow, the board decided by a unanimous vote of the members present to allow the claim of A. C. Wilkes for $300.00, being for one-half of contract price for clearing from stumps, logs and brush, 33 feet in width, in suitable condition for use of a grader, three miles of state road described as follows: Beginning at the southwest corner of section 1, township 39, range 27; thence running north on the section ilne to the north- west corner of said section 1; thence running east on the township line to the southeast corner of section 31, township 40, range 26. Said Wilkes to furnish a satisfactory bond to the board of county commissioners in double the amount of the balance of the contract price for said work, con- ditioned for the faithful completion of his contract according to agreement, before delivery of the warrant for the above amount. The annual report of fees, emolu- ments and gratuities for the year 1907, received by the following county officers, were examined by the board, and on motion were duly approved: Frank Goulding, register of deeds; K. In the matter of receiving bids and letting contracts for clearing and brushing the state road from the southeast corner of section 31, town- ship 40, range 26, running north on the section lines to the northeast cor- ner of section 7, in said township and range, thence east on the township line to the southeast corner of section 33, township 41, range 26, thence north on the section lines to the northeast corner of section 4, in said last named township and range, according to specifications on file the office of the county auditor, the bid of Carl Rick to do the work for the sum of $2,025.00, being the lowest and best offer received, on motion of John Dalchow, seconded by L. S. Libby, and carried by a unanimous vote of the members of the board present, the said bid of Carl Rick was accepted at the sum of $2,025.00. Said work to be completed on or before July 1st, 1908. Nyquist and Others, for a Pub- lic Ditch in the County of Mille Lacs, State of Minnesota, Desig- nated and Numbered as County Ditch No. 5. The above entitled matter came on duly to be heard by and before the board of county commissioners of the county of Mille Lacs, state of Minne- sota, at a special meeting of said board duly called for the purpose of hearing and considering the petition for said ditch in the above entitled matter, on the 31st day of January, A. D. 1908, at 11 o'clock a. m. of said day; and it appearing by proper evi- dence that due notice had been given of the pendency of said petition and of said time of hearing thereon, and that R. S. Chapman, the civil engineer appointed by this board to survey the route of said ditch, has completed his work and duly filed his report thereon in the office of the county auditor of said county, and that the viewers appointed by said board to view and report upon said work have duly completed their labors and made and filed their report in due form of law in the office of said county auditor, the said board of county commissioners did, at the time above specified, proceed to hear said petition and said viewers' report thereon; and said board having duly considered said petition and heard all the parties interested for or against the construction of said ditch and all other matters pertaining thereto, find as follows, to-wit: First: That the said civil engineer has completed his work and made and filed his report thereon in all respects according to law. Second: That the viewers appointed herein have duly completed their labors, and have made and filed their report thereon according to law. Third: That the- estimated benefits to be derived from the construction of said work are greater than its total cost, including damages awarded. Fourth: . State News. Stella Taylor, a former law student

in the University of Minnesota, and graduate of Central high school, Minneapolis, is under arrest in Evanston, 111., in conection with the passing of alleged worthelss checks.

Detective Purcell was chasing a felon in Minneapolis on Friday and shooting as he ran when Patrolman McLaughlin grabbed him by the col­lar, threw him into a snow drift and disarmed him. McLaughlin failed to recognize the detective, who was dis­guised. The felon escaped. Z The Duluth land office did a big business in January, showing an in­crease of $11,046.36 in receipts, as compared with January, 1907. Total receipts for the month were $30,929.59. Of this amount, $28,851.77 was from the sale of public land, $2,058.05 in fees and commissions, and $19.77 as commissions on entries of ceded Indian lands.

The enrollment in the public schools of Minnesota at the close of July 31, 1907, was 429,012. Of this number 374,883 are entitled to the regular school apportionment which will be distributed in March. To receive this state aid children must have attended school continuously for forty days or more. The number who did not attend the required time was 5,129.

With flags at half mast and business houses and offices closed, the funeral of Judge John A. Lovely was held on Thursday afternoon in the courtroom of the county building, Albert Lea. Judges Brown and Lewis of the state supreme court, Judges Buckman of Faribault, Quinn of Fairmont, Kings-ley of Austin, and many attorneys from Minnesota and Iowa were present.

During a moment of religious excitement at the Minneapolis Charity Mission, Nolan J. Whiteside rose to his feet and dramatically confessed a long series of crimes, chief among them being a particularly bold burglary committed four years ago at Madison, Wis., when the residence of L. M. Hanks, 525 Wisconsin avenue, was robbed of silverware and jewelry valued at several hundred dollars. He was turned over to Detective Boyd of the Madison police force. Whiteside insists that his career has been a bad one, a complete record of his misdeeds being a revelation to the police officers of the northwest.

Board of county commissioners met pursuant to adjournment, with all members present except Commissioner Uglem, from the 2nd district.

In the matter of the hearing on the petition of Bernt Anderson, the fol­lowing order was made, and on mo­tion of L. S. Libby, seconded by John Dalchow, was adopted by a unanimous vote of the members present:

Whereas, the petition of Bernt An­derson, a freeholder of school district No 12 in this county, with the ap­proval of the county superintendent endorsed thereon, representing that he is the owner of the lands hereinafter described, which are situate in said school district, and that said lands adjoin school district No. 36, and asking that his said lands may be set off from said district No. 12 to said district No 36, for the following rea­sons: Distance to present school, two miles; in new district less than one mile, was presented to the county board ot this county, at a session of said board held on the 8th day oi January, A. D. 1908, for the action of said board thereon; and

Whereas, it was thereupon ordered by said board that a hearing should be had on said petition at a session of said board commencing on the 30th day of January, A. D. 1908, at the county auditor's office in the village of Princeton, in said county; and

Whereas, it was further ordered in and by said order that notice, of the time and place of such hearing be given by posting a notice of said hearing in three public places in each of the school districts to be affected by said petition, and by serving upon the clerk of each of said school dis­tricts, personally, a copy of said notice, at least ten days before the time appointed for such hearing, and by giving two weeks' published notice thereof in the Princeton Union, a duly qualified newspaper printed and pub­lished at Princeton, in said county; and

Whereas, at the said session of said board, commencing on said 30th day of January, A. On motion of T. E. Potts, seconded by John Dalchow, the board decided by a unanimous vote of the members present to allow the claim of A. C. Wilkes for $300.00, being for one-half of contract price for clearing from stumps, logs and brush, 33 feet in width, in suitable condition for use of a grader, three miles of state road described as follows: Beginning at the southwest corner of section 1, township 39, range 27; thence running north on the section ilne to the north­west corner of said section 1; thence running east on the township line to the southeast corner of section 31, township 40, range 26. Said Wilkes to furnish a satisfactory bond to the board of county commissioners in double the amount of the balance of the contract price for said work, con­ditioned for the faithful completion of his contract according to agreement, before delivery of the warrant for the above amount.

The annual report of fees, emolu­ments and gratuities for the year 1907, received by the following county officers, were examined by the board, and on motion were duly approved: Frank Goulding, register of deeds; K. H. Burrell, county treasurer; L. S. Briggs, judge of probate; E. E. Whitney, county auditor; Harry Shockley, sheriff; Guy Ewing, county suprintendent; Robt. H. King, clerk of court.

On motion the application of H. A. Cohen, for reduction of assessment and taxes on personal property in the village of Milaca for the year 1907, was recommended for approval by a unanimous vote of the members of the board present.

In the matter of receiving bids and letting contracts for clearing and brushing the state road from the southeast corner of section 31, town­ship 40, range 26, running north on the section lines to the northeast cor­ner of section 7, in said township and range, thence east on the township line to the southeast corner of section 33, township 41, range 26, thence north on the section lines to the northeast corner of section 4, in said last named township and range, according to specifications on file the office of the county auditor, the bid of Carl Rick to do the work for the sum of $2,025.00, being the lowest and best offer received, on motion of John Dalchow, seconded by L. S. Libby, and carried by a unanimous vote of the members of the board present, the said bid of Carl Rick was accepted at the sum of $2,025.00. Said work to be completed on or before July 1st, 1908.

No further business appearing, on motion the board adjourned to Thurs­day, February 27th, 1908, at 11 o'clock a. m.

Board of county commisisoners of Mille Lacs county met in special ses­sion at the office of the county audi tor, pursuant to call. All members present except O. H. Uglem of the second district.

In the matter of the final hearing on the petition of John A. Nyquist and others for county ditch No. 5, on motion of T. E. Potts, duly seconded and carried by a unanimous vote of the members of the board present, the following order was made and adopted : STATE OF MINNESOTA, )

A. Nyquist and Others, for a Pub­lic Ditch in the County of Mille Lacs, State of Minnesota, Desig­nated and Numbered as County Ditch No. 5.

The above entitled matter came on duly to be heard by and before the board of county commissioners of the county of Mille Lacs, state of Minne­sota, at a special meeting of said board duly called for the purpose of hearing and considering the petition for said ditch in the above entitled matter, on the 31st day of January, A. D. 1908, at 11 o'clock a. m. of said day; and it appearing by proper evi­dence that due notice had been given of the pendency of said petition and of said time of hearing thereon, and that R. S. Chapman, the civil engineer appointed by this board to survey the route of said ditch, has completed his work and duly filed his report thereon in the office of the county auditor of said county, and that the viewers appointed by said board to view and report upon said work have duly completed their labors and made and filed their report in due form of law in the office of said county auditor, the said board of county commissioners did, at the time above specified, proceed to hear said petition and said viewers' report thereon; and said board having duly considered said petition and heard all the parties interested for or against the construction of said ditch and all other matters pertaining thereto, find as follows, to-wit:

First: That the said civil engineer has completed his work and made and filed his report thereon in all respects according to law.

Second: That the viewers appointed herein have duly completed their labors, and have made and filed their report thereon according to law.

Third: That the- estimated benefits to be derived from the construction of said work are greater than its total cost, including damages awarded.

Fourth: . That the damages and benefits arising from the construction of said ditch have been duly awarded and assessed, and that said work will

. and promote the public health, and that said reports of said engineer and viewers are corn-

Fifth: That notice of this hearing of said petition and of said viewers' report and said engineer's report has been duly given, published and posted and mailed as by law required, and 1 that proofs of said service of said notice have been duly made and filed ' in the office of the county auditor of • said county, and that all other pro- ' ceedings in the matter have been' made and taken in accordance with the provisions of law.

Now, therefore. As conclusions from the foregoing findings, we, the board of county commissioners of the county of Mille Lacs, state of Minne­sota, at said special session of said board, held at the time above speci­fied, being satisfied that the proposed ditch will be of public utility and con­ducive to public health and public benefit and convenience, do hereby locate and establish the said ditch according to the report and the speci­fications of said civil engineer made and filed herein; and do hereby estab­lish and confirm the report of the viewers made and filed herein.

It is further ordered, that the damages awarded to the persons and corporations named in the viewers' report herein, in excess of beefits, be paid out of the county treasury of said county, of warrants to be drawn and attested by the county auditor of said county and signed by the chairman of this board of county commissioners, and delivered to the persons entitled thereto as provided by law.
