Introduction Cllr Mahfouz • Exciting news that Ealing Council are continuing to invest in

Sports Leisure and Recreational facilities at a challenging time for

local authorities – a circa £65m programme across the borough

• This includes investment of an estimated £37.7m into a flagship

leisure centre and outdoor sport and recreation provision at

Gurnell

• These facilities will provide:

• High quality publically accessible facilities

• Provide activity programmes to meet customer needs

• Contribute to healthy lifestyles and public health agendas

• Opportunities for outreach programmes to work with the

community

Context & Background

• The investment in Gurnell is supported by the Labour Party

Manifesto and the Councils Corporate Plan

• Re-development of Gurnell features in the adopted Sports Facility

Strategy (2012-2021) approved by Sport England

• Cabinet have agreed to invest £12.5m into the scheme to confirm

out commitment to delivery of this project

• Council has successfully delivered the replacements of £12m

Northolt Leisure Centre and the £15m Everyone Active Acton

• Ealing’s commitment to a 50m pool has been long standing

• Largest swimming club in the country Ealing Swimming Club

circa 1800 members & 3712 enrolled on Learn to Swim School

• Strategy so far has delivered the successful replacement of

Northolt Swimarama and Acton Baths.

Current Aging Facility

• Gurnell LC built in 1981 – Standard operational life 30 years

• Significant funds spent on reactive maintenance and major

facility cost due – Roof, Mechanical and Electrical plant etc

• Full roof replacement of £5m just one example

• Full refurbishment costs are estimated at 80% of replacement

• Limited ability to add additional facilities and enhance the offer

• Full refurbishment will require a closure of the facility of approx

2 years

• Destination facility with a high end customer offer

• Gurnell LC currently costs circa £250k per year excluding major

plant and facility replacement capital costs.

• The proposed facility mix of the new centre will generate an

operating surplus

A balanced approach: • The council are not in a positon to fully fund £37.7m of cost without

the contribution from enabling development

• The council are working together across a number of departments

and Cabinet adopted strategies to meet borough wide objectives

• Councils use enabling development to meet a number of council

objectives

• A range of property tenures are required to meet the needs of the

boroughs population as a whole: Social Housing, Private Rental &

Sale

• Ealing one of the few London Boroughs meeting its housing targets

for a range of tenures

A Balanced Approach cont:

• Housing Commission report approved at Cabinet on April 24th 2012

• The Council’s 2013 Strategic Market Housing Assessment identified

a significant annual shortfall of 1,995 new homes of all tenures

• The Council wishes to build more new homes over a range of

tenures, including affordable and private rent

• The Council’s evidence base shows that demand for housing in

Ealing continues to be high across all tenures.

• Affordability is a major issue and makes it difficult for residents to

access homes in the private sector to buy or rent.

• Ealing has recognised the importance of the Private Rented Sector

(PRS) – Current scheme over 50% PRS

• The Council’s Private Rented Sector Housing Strategy 2014-2019

has identified 4 key priorities:

• Increase the supply of private housing

• Support residents to access affordable, well managed private rented homes

• Improve the condition of private housing through regulation

• Develop strong partnerships to support the private housing sector
