These projects will ignite the imagination of science among students.1. Aim: The Present scheme "Science Projects in College Education" (SPiCE / ( SSP-UG )) aims at the principle of developing and building research acumen and scientific temper among undergraduate science students in basic and allied sciences viz., Physical, Chemical, Biological & Mathematical and Computational Sciences. Students are expected to carry-out scientific research work concentrating on finding solutions to societal problems through the application of knowledge and skill. 2. Objectives: • To provide an opportunity to undergraduate science students to carry out a piece of Scientific Research and to gain knowledge of inter-disciplinary subjects.• To stimulate scientific temperament and learning the scientific methodology for observation, conclusions and presenting the findings.• To induce the use of electronic instruments among the students while working for their projects.3. Eligibility: This scheme is open to B.Sc. students studying in I, II, III, IV and V semesters during 2010-11 in colleges in Karnataka. However, project proposals under other allied science subjects will also be considered for financial support.4. General Guidelines:• The SPiCE / ( SSP-UG ) scheme supports B.Sc. students only; students with strong inclination to take-up studies and research in science are encouraged to apply.

• Projects will be chosen on the basis of their proposed project summary as well as for their leadership potential and commitment to carry-out the research.• Students studying in B.Sc. in any combination of science courses may take-up projects of any academic discipline of science.• VGST will provide support for a specific project work which should be completed in a span of four-and-a-half months starting from 1 Jan 2011.• Note: Those students who complete their project work well before stipulated dead line (i.e.15 May 2011) may submit the duly completed report with Audited Utilization Certificate (AUC) to VGST through the Project Guide and Principal of the Institution.• Students may work in a team (up to 2 students) and compulsorily under the supervision of a Faculty of the college.• All care must be taken to write a good Scientific Project Proposal. The Project Proposal should contain significant novelty and lead to enrichment of scientific knowledge and:i. The project should specifically aim at using scientific processes/ techniques.ii. The project should focus on field demonstrations/extension oriented activities with an element of R and D component wherever needed.iii. The project should clearly bring out how it will benefit the target population.iv. In-view of very short project duration, funds for sophisticated and costly equipment will not be provided.v. The efforts should be mainly for the direct involvement of students’ community so that students are exposed to research methodologies.vi. The project should be selected taking in to consideration of local issues.vii. Attention should be paid to design the methodology to complete the project in a stipulated short period of four-and-a-half months.Note:Terms and conditions of the grant-in-aid any be seen at Annexure-35. Qualities of a good project:SPiCE / ( SSP-UG ) projects are neither essay type projects nor projects of developing working models built on some concept of science. The projects should have a high degree of Science and Technology component for imitating higher scientific research.Indicative qualities of good projects: • Projects with proper understanding and definition of the scientific Problem undertaken.• Quality and Quantity of work, including team work, learning process, thought process involved subject understanding and efforts to validate the collected data.• Relevance of the project to the community. Good time frame with achievable objectives.• Originality, innovation and creativity to understand the problem and to find a viable solution to the problem of study.• The project idea should be new/novel, with innovativeness should have potentiality of developing a working process/prototype.6. An Indicative list of Science Projects;The list of projects given below is only of indicative nature and not complete by itself. The purpose of this indicative list is to familiarize typical science projects. If science projects are simple in nature, they can be clubbed together to address one specific objective. VGST would welcome science projects which are novel / innovative. It can ignite the imagination of scientific thinking among student community.1. Recovery of precious metals and non precious metals from e-waste economically.2. Food Adulteration related experiments.3. Developing Electronic Sensors for the detection of harmful chemical additives in beverages and illicit liquors.

4. Estimation of sodium, calcium, magnesium, potassium, lithium ions in varieties of Jaggery by flame photometry, as a comparative study.5. Developing methods to remove carbon dioxide from Bio gas and thus enhancing calorific value.6. Developing method to Recover of Acetic Acid from effluent of distilleries.7. Extraction of Essential oils and other phytochemicals from various plant sources by Soxhlet extraction and also by other solvent extraction routes.8. Fabrication and development of innovative and novel Ion Selective Electrodes.9. Development of Hydrogen Storage Batteries (An attempt in that direction!)10. Development of novel Fuel Cells.11. Development of prototype anodizing units (which can be demonstrated in a laboratory)12. Development of prototype Electroplating units (which can be demonstrated in a laboratory)13. Development of prototype design to demonstrate osmosis phenomenon.14. Development of prototype working Model to demonstrate Reverse Osmosis phenomenon (RO) (which is economically viable)15. Synthesis of "NANO POWDERS" by chemical, Electro Chemical routes and by other routes.16. Development of Innovative and Novel prototype models to demonstrate colloidal chemistry.17. Working out Cost effectiveness and Economy for certain industrially important chemical synthesis reactions.18. Estimation of Calcium and Magnesium in Egg Shells, sea shells and other marine products and its use in everyday life.19. Development of Semi Permeable Membrane (SPM) from "Egg shell sheath" or Embryo sack and constructing a working model to demonstrate osmotic pressure measurement.20. Estimation of Potassium ion in dry fruits by flame Photometry.21. Estimation of Sodium, Potassium lithium and Magnesium in “ROCK SALT†�by flame Photometry.22. Determination of percentage purity of several organic solvents, oils, and other liquids using "ABBE’S REFRACTOMETER"23. Fabrication and development of sound proof glass chamber by using Magnetite powder slurry.24. Development and fabrication "Porous Carbon Rods" for dry battery cells using Black Carbon Powder/Graphite powder.25. Project work related to identifying specific organic solvent to dissolve different varieties of plastic and polymers (related to solid waste disposal measure).26. Fabrication and Development Novel composite materials as construction material.7. Eligibility Criteria:Applicants / Project should:• Be undergraduate science students currently studying in colleges affiliated to Universities in Karnataka.• Be studying in I, II, III, IV and V semesters of undergraduate science degree (B.Sc.)• Appropriate Projects of basic sciences only are funded.• Have a supervisor as a faculty for Project / Research guidance• Projects study duration must be not be more than four-and-a-half months.8. Applicants are required to:• Meet necessary admission requirements of the college and have exposure to

scientific research.• Selected candidates who need training in scientific study / research skills should be able to devote few days, if required, to pursue a residential training programme. This will take place after the announcement of the project and prior commencement of the research programme.• Present a plan specifying how their study will apply to societal problems.• Demonstrate their commitment to working for the project.9. SPiCE / ( SSP-UG ) Fields of study: SPiCE / ( SSP-UG ) funding programmes work for 5 areas. These areas are not be confused with subjects of undergraduate study. Ecology and Environment:10. Quantum of support: The support grant will be up-to Rs. 40,000/- per project work.11. The Applications Process:Stage 1: Interested Faculty should complete SPiCE / ( SSP-UG ) application form and submit to VGST at the above address not later than 28 December 2010. Only hard copies are to be submitted through proper channel, Email copies of the applications will not be accepted. Applications received after the deadline will not be entertained.Stage 2: Final application forms will be reviewed and evaluated by panel of experts.Stage 3: Only eligible and shortlisted candidates will be informed about the project status.Short 4: Short listed candidates will be invited to attend project approval interviews.Stage 5: A Project Approval Committee will make final selection for assistance and results will be declared in the website of VGST.Notes: The pre application form must be complete in all respects. Incomplete forms are ineligible and will not be considered. All applications must be completed on original VGST Forms downloaded from www.vgst.in. The application must be submitted only to VGST in hard copy.• Applicants must furnish complete and correct information. Selection of SPiCE / ( SSP-UG ) Projects: Programme advisory committee (PAC) constituted by VGST makes final merit review of the projects. Project Fellows are chosen on the basis of the viability of the project plan of as well as for their academic promise and commitment to working following the fellowship period.

14. Scope for support:Allowable costs:Expenditure Type A: (Shall not exceed 75% of the allotted grant)i. Equipments,ii. Chemicals,iii. Glass wares,iv. Specimen,v. Cancellation / Withdrawal: If, as a result of the periodic review, it is found that the supported institution is not performing well, one month’s notice shall be given to it for improvement. If the VGST is satisfied that the grantee institution has not made progress or has not shown results as per the action plan even after a month’s notice period, the grantee institution may have to refund the financial assistance given to them SPiCE / ( SSP-UG ) along with the penal interest.16. Indicative Calendar of events:• Publication of Notification/Advertisement inviting proposals and Communication to Colleges by : 02.12. 2010• Last date for Proposal reception under SPiCE / ( SSP-UG ) : 28.12.2010• SPiCE / ( SSP-UG ) Project Duration : 01.01.2011 to 15.05. 2011Note: It is mandatory that all projects should be ended by 31 April 2011 and Audited UC/SE and PCR should be submitted to VGST by 15 May 2011• SPiCE / ( SSP-UG ) Project Seminar : May 201117. Procedure for Application:i. The Prescribed Project Proposal Proforma of the SPiCE / ( SSP-UG ) scheme is available for download at; http// www.vgst.inii. Application for the SPiCE / ( SSP-UG ) scheme shall be sent in the prescribed formats only.iii. The matter should be neatly typed as per the prescribed formats. 2 (two) copies of the application (one in original and one photo copy) are required to be submitted on or before the stipulated date for submission.iv. The application is required to be forwarded through the Head of the Institution. The envelope containing the application /proposal shall be super scribed as Proposal for SPiCE / ( SSP-UG ). The area of specialization shall also be indicated (viz., Biological Science/Chemical Sciences/Mathematical and Computational Sciences/Physical Sciences/Ecology and Environment/Other Interdisciplinary).i. Dead Line for Proposal Submission: Proposal complete in all respects should reach Vision Group on Science and Technology (VGST) by 21 December 2010.ii. iii. Incomplete applications / Proposals and applications not duly forwarded through Head of the Institution and received after the last date will not be considered.18. Monitoring:Progress on the implementation of the programme by all beneficiary institutions shall be reviewed, monitored and evaluated periodically from the date of release of the grant. VGST will form on-site inspection teams comprising of VGST / DST Officials / Academicians / Researchers to the beneficiary institutions. These institutions shall submit quarterly reports on various aspects of progress achieved in the SPiCE / ( SSP-UG ) Programme.i. The identified Department's/Centre's Head or its nominee (to be decided by the Department / Institution / University shall be the "Project Investigator" for the SPiCE / ( SSP-UG ).ii. The grantee institution implementing the project is required to take all the financial and administrative responsibilities of the project.iii. There should not be any deviation from the Budget Heads as approved by VGST, DST, GoK. In case, if it is very necessary, a request shall be made to the VGST, DST, GoK for consideration.iv. The grantee Institution will furnish to VGST, DST, GoK, Utilization Certificate and an Audited Statement of Accounts (as per DST, GoK prescribed format) pertaining to the grant (along with Progress Report).v. After receiving the grant by the grantee Department, the VGST, DST, GoK will review periodically the technical and financial progress including utilization of the grant. The VGST reserves the right to terminate the support at any stage if it is convinced that the grant has not been properly utilized or appropriate progress is not being made by the grantee Department.vi. A separate register for all the expenditures carried out of this grant shall be maintained and a copy thereof furnished to this Department. Such register of assets and the accounts maintained shall be available or open to scrutiny by Audit. vii. Any unspent amount sanctioned shall be surrendered to the Scientific Officer, VGST, DST, GoK as a Demand Draft issued from any nationalized bank.vi. A separate register for all the expenditures carried out of this grant shall be maintained and a copy thereof furnished to this Department. Such register of assets and the accounts maintained shall be available or open to scrutiny by Audit. viii. The Auditor General-Karnataka, at his discretion shall have the right to access to the book of accounts of the SPiCE / ( SSP-UG ) support. DST, GoK may also nominate a CAG empanelled Auditor for the Audit of account of the SPiCE / ( SSP-UG ) project. If it is found expedient keeping a part or whole of the grant in a nationalized bank account earning interest. The interest thus earned should be reflected appropriately in the Financial Statement of each year submitted to the VGST, DST, GoK. The interest thus earned will be adjusted against further installment of the grant.vi. A separate register for all the expenditures carried out of this grant shall be maintained and a copy thereof furnished to this Department. Such register of assets and the accounts maintained shall be available or open to scrutiny by Audit. ix. It is mandatory to submit these documents to VGST by the institution within 31 May 2010.vi.A separate register for all the expenditures carried out of this grant shall be maintained and a copy thereof furnished to this Department. x. In order to give visibility to the SPiCE / ( SSP-UG ) programme of the VGST, DST, GoK, all communication and publicity materials should be indicated as :Catalyzed and Supported by Vision Group on Science and Technology,Dept. of Science and technology, Govt. of Karnatakaxi. The grant released under the SPiCE / ( SSP-UG ) programme needs to be kept in a savings bank account of a nationalized bank only. The accrued interest on the grant needs to be reflected in the statement of expenditure annually.xii. The Department should avoid incurring expenditures beyond the grant made available to them. The sanction order duly describes the equipment / items and heads along with the allocated budget. The Department may restrict their purchase and expenditure as per the allocated budget. Any over expenditure beyond the sanctioned budget has to be borne by the Department / Institute / University and VGST will not reimburse such expenditures.19. Terms & Conditions of the Grant 1. Approval of the research proposal and the grant being released is for the specific project sanctioned and should be exclusively spent on the project within the stipulated time. The Institute is not permitted to seek or utilise funds from any other organisation (Government, Semi-Government, Autonomous and Private Bodies) for this research project. Any un-spent balance out of the amount sanctioned must be surrendered to the Government of Karnataka.2. Full infrastructural facilities by way of accommodation, water, electricity, communication etc. for smooth implementation of the project shall be given by the Institute.3. All the assets acquired from the grant will be the property of Government of India and should not be disposed off or encumbered or utilised for purpose other than those for which the grant had been sanctioned, without the prior sanction of this Department.4. At the conclusion/ termination of the project, the Government of Karnataka will be free to sell or otherwise dispose off the assets which are the property of the Government. The Institute shall render to the Government necessary facilities for arranging the sale of these assets. The Government of Karnataka has the discretion to gift the assets to the Institute or transfer them to any other Institute if it is considered appropriate.5. The Institute/ PI will furnish Annual Progress Report of the work on the project. On completion of the project 2 copies of a final consolidated Project Completion Report (Annexure ) on the work done on the project should be sent to the DST.6. At the time of submitting Project Completion Report,The Institute/ PI has ti furnish the following documents:a) Utilisation Certificate (UC) and Statement of Expenditure (SE) b) Latest authenticated Statement of Expenditure including Committed Expenditure, for expenditure 7. No Request is allowed for specific approval of the Department to carry forward the unutilised grant to the next financial year for utilisation for the same project, should be sent along with SE & UC, after completion of the financial year.8. The Auditor General Karnataka, at his discretion, shall have the right of access to the books and accounts of the Institute maintained in respect of the grant received from the Government of Karnataka. 9. The institute will maintain separate audited accounts for the project. If it is found expedient to keep a part or whole of the grant in a bank account earning interest, the interest thus earned should be reported to the DST and should be reflected in the Statement of Expenditure. The interest thus earned will be treated as a credit to the Institute to be adjusted towards further instalment of grant.10. The institute will not entrust the implementation of the work for which the grant is being sanctioned to another institution nor will it divert the grant receipts to other institute as assistance. In case the Institute is not in a position to implement or complete the project, it should, forthwith, refund to this Department the entire grant received by it or the balance grant with it.

11. All the personnel including Research personnel appointed under the project, for the full/ part duration of the project, are to be treated as temporary employees and will be governed by the Administrative rules/ service conditions (for leave, TA/DA etc) of the implementing Institute. They are not to be treated as employees of the Government of India and the DST will have no liability, whatsoever, for the project staff after completion of the project duration.12. For the expeditious implementation of the research project, the PI will take the assistance of the Institute in the process of selection and appointment of staff and payment to them. Scale and emoluments for the posts not covered under DST's OM are governed by norms prevalent in the implementing Institution or as may be decided in consultation with DST.13. The DST reserves the right to terminate the project at any stage if it is convinced that the grant has not been properly utilised or appropriate progress is not being made.

14. The project becomes operative with effect from the date on which the Draft/ Cheque is issued to the implementing Institution. This date should be intimated by the Institution authorities/ Principal Investigator to this Department. It will, in no case be later than one month after the receipt of the draft/ cheque by the Institute. 15. If the PI to whom a grant for a project has been sanctioned wishes to leave the Institution where the project is based, the Institute/ PI will inform the same to the DST and in consultation with DST, evolve steps to ensure successful completion of the project, before relieving the PI.16. Investigators wishing to publish technical/ scientific papers based on the research work done under the project should acknowledge the assistance received from DST, indicating the scheme. Investigators are also requested to publish some of the research papers emerging out of the project work in leading Indian Journals.17. If the results of research are to be legally protected, the results should not be published without action being taken to secure legal protection for the research results.18.
