PROJECT NAME: Whispering Pines Core Renovation and Classroom Addition Sitework PROJECT NO.: 1781-8434 BACKGROUND AND EXECUTIVE SUMMARY James B. Pirtle Construction Company Inc., d/b/a Pirtle Construction Company is the Construction Manager (CM) At Risk, contracted with the School Board of Palm Beach County, Florida (Owner). The Construction Management at Risk Agreement, and approved GMP is for the total construction project, which includes preconstruction administration and coordination, design review and analysis, bidding and proposal phase and complete construction through turnover and closeout. The Project Architect is CJS Architects, PLLC (Architect) and their Engineering Consultants, contracted by separate contract with the Owner for Construction Documents and Construction Phase Administration. The Whispering Pines Core Renovation and Sitework project includes renovation and expansion of the Administration Offices suite as well as an expansion of the school Clinic. In addition, a new kitchen will be constructed, and the existing kitchen will be demolished to allow for an expansion and renovation of the existing Dining/Multipurpose Room. Also included in this project, is the renovation of the school’s Media Center, and site improvements including landscaping, walkway canopies, site utilities, and systems for the 2-Story Classroom Addition (NIC). The overall size of the project is approximately 35,000SF. Over the last 2 months the CM has been involved in Preconstruction Meetings and discussions with the Architect and the Owner regarding the project with specific attention to design, design constructability, construction coordination, and schedule of the project. A preconstruction schedule has been administered by the CM and presented at each meeting. The CM also established a 100% Construction Document estimate during the preconstruction process that was presented to the Owner based on the project documents by the Architect. The bidding process with interested subcontractors began in the month of October 2010 and culminated with a Bid opening on October 28, 2010. The bidding was very successful with numerous bids submitted on the Bid Date. A combination of the CM’s large subcontractor database and the weakening construction economy contributed to the substantial submission of bids.

PROJECT NAME: Whispering Pines Core Renovation and Classroom Addition Sitework PROJECT NO.: 1781-8434 BASIS OF COSTS, QUALIFICATIONS, AND CLARIFICATIONS The scope of this GMP is based on 100% Construction Documents issued by the Architect. The CM administered a public and competitive bidding format to establish most of the pricing of this GMP. Some costs are represented by estimated budgets. Upon completion of bidding, the CM conducted scope reviews and clarifications with most bidders and especially with the low bidders in order to establish the lowest and most responsive bid for each scope of work. Any clarifications and qualifications to the GMP Construction Documents are listed in the individual divisions below. Division 2 – Building Demolition & Site Construction 2.1. GMP includes pre-condition video before work commences. 2.2. GMP includes the collection of all mercury containing light fixtures and

ballasts to be turned over to the SDPBC. During construction, some of the fixtures will be retained for use as temporary lighting, and will be turned over to the SDPBC upon completion of the work in each area.

2.3. GMP includes salvage of SDPBC requested equipment. A list of items to be salvaged to be provided to Pirtle Construction prior to the start of demolition to ensure that all requested items will be saved.

2.4 GMP includes Type D curb in lieu of thickened sidewalk at locations where sidewalk is adjacent with asphalt surfaces.

2.5 GMP includes site work and underground connections to the new two-story addition that is to be furnished and installed by Royal Concrete Concepts (RCC). GMP includes bringing the building pad for the two-story addition to bottom of footer elevation with proper density. GMP includes additional suitable fill to be supplied near the two-story addition for RCC to install inside footers to bottom of slab. RCC will perform needed compaction and density for new two-story addition slab.

2.6 GMP includes offsite work associated with road entrance on Lyon’s Road. All permits and design approvals are to be obtained by the Civil Engineer of Record.

2.7 GMP includes connection of sanitary force main to a lift station at the PE building only as shown on Drawing C-4.0. The lift station is not shown on the drawings and not included in this GMP.

2.9 GMP does not include any work at existing ball field and at the south east area of the site. Fill from the existing earth berm areas were stock piled by the owner and available for use throughout the project.

2-Story Classroom Addition as stated in the Memorandum of Work provided by Land Stewardship Company at time of bidding. Drawings were not provided for this work.

Division 5 – Metals

5.1. GMP includes all interior railings as powder coated steel and all exterior railings as powder coated aluminum. The single rail at the kitchen serving line is included as stainless steel.

5.2. GMP includes bike racks as a part of the Structural Steel and Misc. Metals package.

Division 6 – Wood, Plastics and Composites

6.1. GMP does not include Alternate No. 3: Media Check Out Desk as noted on sheet G-2.0 of the Construction Documents.

6.2. GMP does not include Alternate No. 4: Technical Processing Casework as noted on sheet G-2.0 of the Construction Documents.

Division 7 – Thermal and Moisture Protection

7.1. GMP includes all sheet metal associated with roofing scope of work as 22 gauge galvanized steel.

Division 9 – Finishes

7.1. GMP does not include Alternate No. 1: Forbo Flooring as noted on sheet G-2.0 of the Construction Documents.

Division 10 – Specialties 10.1. GMP includes all aluminum walkway cover wet columns to be connected

to underground drainage. Divisions 15 – Mechanical 15.1. GMP does not include the underground propane tanks or site gas piping

as part of the Plumbing line item or the Site Utilities line item. This work will be completed through the SBPBC with a purchase order.

Pirtle Construction will be performing the following Scope of Work:

PROJECT NAME: Whispering Pines Core Renovation and Classroom Addition Sitework PROJECT NO.: 1781-8434 JOB EXECUTION – SCHEDULE NARRATIVE The construction schedule is based on an overall schedule of 12 months from date of SBPBC Board Approval of the GMP through Final Completion. The core construction of the school is based on a 12 month schedule with the first 9 months allotted to the renovation of the Administration Office Building (Building 1), construction of the new Kitchen and Custodial Receiving area, and Site work for the new Kitchen as well as for the 2-Story Classroom Addition (NIC). The remaining 3 months are allotted to the renovation of the Dining/Multipurpose Building (Building 2), and the Media Center (Building 4), punch-list, project completion and closeout. Based on the above narrative and the included Primavera Schedule, we are proposing the following major milestones: Board Meeting GMP Approval: December 15, 2010 Notice to Proceed: December 21, 2010 Substantial Completion: August 8, 2011 Final Completion: December 15, 2011

Pirtle Construction Company, Inc. d/b/a Pirtle Construction Company further acknowledges that included in the various items of the Proposal and in the Total computed Base Bid proce are costs for complying with the Florida Trench Safety Act (90-96, Laws of Florida)
