Next Steps

- Ourlong-termgoalistodevelopanGSPthatminimizesconflictinthecommunity,maximizesoursharedinterests,buildstrust,engagesstakeholders,isresourceefficientandmakesthebestuseoftechnicalknowledge.WearecurrentlyinthemiddleoftheU,exploringandprototypingadraftGSA.Wearediscussingthoseideasandutilizingpublicinputandfeedbackfromboardstorefineourproposalforanotherroundofpublicinput.

- LiketheoldChineseParableoftheElephant,weallholddifferentpartsofthewholeandbringdifferentviewsandassetstothetabletohelpcreateworkablesolutionsforall.Wewanttoengageourcreativeasopposedtopositionalattitudesandmindsetsasmuchaspossibleinthisprocess.

- Groundrulesandworkingagreementsreview:- Bepresent,Listenopenly,Speakcourteously,Suspendcertainty,Representyour

Agency/ConstituencyInterestsabovepersonalinterests.- Wewillneedtomakeassumptionstomoveforwardinthisprocess.Wherewegetnew

● DWRwillreplytoYoloCounty’sbasinboundarymodificationrequestattheendofJune;thedecisionwillbepostedtotheDWRwebsite.Therequestreceived9lettersofsupportand1letterofopposition.

● ChrisRoseisjoiningourgroupfromSolanoRCD.RCDeligibilityremainsacase-by-casequestionaroundthestate.DWRhassuggestedthatourCountysituationissimilartothatofSonoma,wheretheRCDshavebeenconsideredbytheStateWaterBOardtobeGSA-eligiblefortheirlanduseandwaterpurveyingduties.

● ThethreeYoloCountyReclamationDistrictsthatwerenotincludedintheYoloCountybasinboundarymodificationrequesthavejoinedtheNorthDeltaGSAprocess.

● OnPutahCreekRoadgroundwaterismoredeficientnowthaniteverhasbeenthisearlyintheseason;thisisanindicatoroftheimportanceandurgencyoftheworkwearedoing.

● TherestoftheupdateconversationfocusedontheMay26,2016AgSummit.● DWRprovidedanE-mailclarificationregardingourproposedorganizationstructurebasedin

specialmanagementareas(June2,2016).KeypointsincludedreiteratingthatonlyGSAeligibleagenciescanformallyformaGSA,anditwouldbeuptothatGSAtoformagovernanceboardand/oradvisorycommitteesandvotingstructuresthatincludeotherparties.Theemailalsoemphasizedthatspecialmanagementareas(SMAsorGMAs)aremeanttobebasedondifferencesinwaterusesector,watersourcetype,geology,andaquifercharacteristics,andarenotintendedtobeseparategovernancestructures.TheGSAcannottransferitsauthoritiesandresponsibilitiestoSMAs.TheGSAisultimatelyresponsiblefordeveloping,implementing,andenforcingtheGSP.

Ag Summit Highlights TheAgSummit,heldinVacavilleonMay26,wasattendedby~90farmers,landowners,agencyrepresentatives,andothermembersofthepublic.AttendeesdiscussedtheprinciplestheywishtoseeintheGSAformationprocessandfilledoutasurvey.Fullmeetingnotesareavailablehere.

6. Simplicityispreferable.Weshouldavoidallowingaperceivedlackoftrusttoresultinacomplexboardstructureandgovernancesystem.

Finally,someindividualsexpressedconcernthatthesurveycollectedattheAgSummit,whichaskedpeopletoindicatewhichagenciestheyfeltmostcomfortablerepresentingthem,waspresentedtoattendeesbeforetheyweregivenenoughinformationabouthowSGMAwouldimpactthem.Thesurveyresultsshouldbeconsideredlightly,asaresult.AgInnovationshassynthesizedhighlevelthemesintheversiontobesharedwiththepublic,andwillnotsharethedetailedresultsdocumentationunless/untilwegetmorerobustdata.Draft Proposal Review Discussion PriortothisJune2meeting,anumberofdraftproposalswerecirculatedamongstGSAGmembersfordiscussionandreview.EachdistinctgovernanceproposalwaspresentedintheGSAGmeetingbythepersonwhowroteorformulatedit.Keyprinciplesfromeachproposalwerehighlighted,andthegrouphadachancetoaskclarifyingquestions.
