    Ready for FCC Mandated VHF/UHF Migration?

    Last December the FCC clarified the

    deadlines and the consequences in

    Public Notice DA 09-2589 which states

    that, Operation in violation of the com-

    missions rules may subject licensees to

    enforcement action, including admon-

    ishments, monetary forfeitures, and/or

    license revocation, as appropriate.

    Narrowband migration is here andnow! Only one to two budget cycles

    remain for an agency to raise money,

    design, purchase and implement a

    new narrow band radio system. The

    raising-money part may be the biggest

    challenge, with lower tax revenues

    and budgets tighter than ever. Many

    agencies may find a two birds with one

    stone strategy the best solution when

    facing this situation that is, combin-

    ing their narrowband and Project 25

    interoperability programs, and then

    funding the combined programthrough one of the several federal grant

    programs that are available.

    P25 radios are required to be back-

    wards compatible to12.5 kHz analog

    operation. You could operate new

    P25radios on a 12.5 kHz analog system

    now and migrate to a full P25 system

    later. Of course you could do both

    now and operate in a mixed mode

    with any 12.5 kHz analog radios you

    already have deployed.

    Replace your radios this yearand upgrade your repeaters and RF

    infrastructure in the future. Youll meet

    your narrowband requirement before

    the deadline and perform a complete

    system interoperability upgrade in the

    future, when times are better. Perhaps

    you are concerned about ensuring that

    radios purchased now will meet your

    needs in the future. The Department

    of Homeland Securitys ComplianceAssessment Program (CAP) and the

    various manufacturers interoperability

    certifications will ensure that the radios

    you purchase today will be interoper-

    able in your (and your neighbors

    P25 system in the future.

    Icoms More Powerful MobileIcom is Pleased to Have Its New High-power Mobile, the

    F9511HT, Recognized by APCO Public Safety Communications

    as a Hot Product for 2009.

    Icoms new mobile radio, [the

    ICF9511HT], is more powerful than

    conventional radios, says one reviewer.

    Its new P25-compliant unit is designed

    to work with new or existing Icom

    systems in the VHF range. Agencies

    using an existing Icom system could

    benefit from this new product at a

    relatively low cost.

    Built to rugged military standardswith a water-resistant controller, the

    IC-F9511HT is a high-power mobile

    radio with P25 trunking, P25

    conventional and analog conventional

    compatibility. The compact unit offers

    110 watt RF output for reliable, long

    distance communications.

    The radio offers a mixed-mode

    digital/analog operation, allowing it

    to automatically detect and receive

    analog FM and P25 digital signals

    It can transmit in either mode, ultimately

    allowing agencies to introduce P25

    equipment without abandoning an

    analog system. Both P25 OTAR (over

    the-air-rekeying) and trunked OTAR

    are supported.

    Icom America is Proud to Announce the

    Release of the CY-5000 Digital Series Repeater

    The CY-5000 is a fully self-contained

    analog + IDAS digital repeater. The

    product is desktop or 19-inch rack moun-

    table, featuring a built-in power supply

    with battery backup and charging capa-

    bilities. Duplexers and pre-selectors are

    included in their respective versions.

    The CY Series is built upon our 3RUuniversal chassis, which has been in the

    marketplace for about five years. It has

    been widely accepted as a very reliable,

    self-contained, all-in-one unit, said

    Dick Varbero, IAS Technical Specialist.

    This allows for ancillary components

    to be included inside that are typically

    mounted outside of the chassis, thus

    saving expensive rack space. The unit is

    designed for plug-and-play operation

    for easy installation and deployment.

    Using auto-sensing capability, the50-watt output repeater transitions eas-

    ily between repeating radio transmis-

    sions utilizing legacy 25 kHz or 12.5 kHz

    analog signals and IDAS digital signals

    IDAS uses NXDN digital protoco

    signals across 6.25 kHz channels.

    IDAS makes advanced calling

    features possible, including selective

    of vehicles with legacy analog sub-

    scriber units. The IDAS system is ideal

    for business and industry users who

    want to migrate to a digital system or

    the future FCC mandated narrowband

    spacing at their own pace.

    use for forward migration to 12.5 kHz

    narrowband or 6.25 kHz very narrow-

    band channels, Varbero said. Some

    users wont have the funds to upgrade

    their portables and mobiles to digital

    all at once, so they want to continue to

    get the most life expectancy out of their

    current analog radios. This auto-sensing

    technology affords these customers a

    scalable, smooth transition roadmap.The new generation of subscriber

    units from Icom also feature auto-sens-

    ing between digital and analog signals;

    digital radios can not only communicate

    with other digital units, but are also able

    to communicate with the legacy radios

    on the system.

    Through the dual-mode technology

    in both the subscribers units as well as

    the repeaters, we provide interoperability

    for the handhelds and an easy digita

    migration strategy for them, Varbero

    said. At the end of the life expectancy o

    the legacy handhelds, they can upgrade

    to full digital.

    The CY-5000 Digital series decodes

    multiple CTCSS and DTCS as well asmultiple digital RAN (Radio Access

    Number) codes on a per channel basis

    (up to 16 tones/codes) and downlinks

    the received signal with a specified

    tone/code. This function is useful fo

    sharing a channel with multiple groups

    and provides quiet stand-by while

    using other groups.

    Digital Radio System

    the development of the IAS 100D

    Digital Series for the business and

    industrial markets.

    The IAS 100D Digital Series is a

    repeater that brings higher power and

    increased duty cycle to IDAS, Icoms

    digital land mobile radio system using

    the NXDN 6.25 kHz very narrowband

    common air interface technology.

    There are a number of vertical

    markets with end users that have

    100 watt licenses, said Dick Varbero,

    Business and industrial market users

    that require high power requirements in-

    clude such entities as hospitals, schools

    and taxicab companies.

    The IAS 100D Digital Series receives

    and re-broadcasts both legacy analog

    and digital signals on a single channel.

    This allows the user to move forward

    with digital 6.25 kHz very narrowband,

    while still serving the existing legacy

    analog radios in their system. The mi-

    gration to digital very narrowband can

    therefore be scalable to each users

    pace and requirement.

    The IDAS system occupies only

    6.25 kHz spectrum per channel, while

    providing for enhanced IDAS feature

    sets and data capabilities The IDAS sys-

    tem uses the AMBE+2 codec, which

    provides clear audio and simultaneous

    data capabilities.

    The IAS 100D Digital Series decodes
