    Analysis Originated by Albert S Humphrey in the

    1960s, SWOT Analysis is as useful now as

    it was then. You can use it in two ways - asa simple icebreaker helping people gettogether to "kick off" strategyformulation, or in a more sophisticated way

    as a serious strategy tool.

    change the policy of Comelec in conduct ofelection and the present personnel beyondour ability to adapt. Political pressure from President and

    Congress where the Advisory Council mayrecommend a to adopy a technology beyondthe expertise of our personnel, hence,employing outsider to manage election using

    the aforesaid tehnology
