Objectives In COMELEC, one of its Objective is

to enhance IT capabilit y of its

personnel where many are non ITpersonnel would not be renewed. Thiswould run conflict with other

objective to empower field personnel.

you develop the best objective of yourorganization in specified period

that you are well placed to exploit thebest objective. And by understandingthe weaknesses of your organizaton,you can manage and eliminate threats

that would otherwise catch youunawares.

Analysis Originated by Albert S Humphrey in the

1960s, SWOT Analysis is as useful now as

it was then. You can use it in two ways - asa simple icebreaker helping people gettogether to "kick off" strategyformulation, or in a more sophisticated way

Strengths:

We are able to successfully conduct the 2010 AutomatedNational and Local Election within the fastest time proclaim thewinners. Wehave less protestcases and most are decided confirmingthe proclaimed winners.The personnel feel pride in their morale are boosted by thesuccess of automated election

Weaknesses:Our reputation is again in question due toelection sabotage cases filed againstChairman Abalos and other officials of

Comelec The personnel salary are so meager andnot within the level of other governmentagencies

change the policy of Comelec in conduct ofelection and the present personnel beyondour ability to adapt. Political pressure from President and

Congress where the Advisory Council mayrecommend a to adopy a technology beyondthe expertise of our personnel, hence,employing outsider to manage election using

the aforesaid tehnology

It should upgrade salary of its personnel to level theircounterpart in respective locality ex. Election Officer levelwith Municipal Treasurer
