The basis of the intervention was the continuous political struggle in council since Novem- ber 2012, leading to a total col- lapse, with the municipality be- coming unstable and dysfunc- tional as could be seen by numerous walkouts from coun- cil meetings, the removal of the entire Exco and speaker and re- ported acts of violence at the town offices. The administrator, on further investigation, also found high level interference by councillors, highly politicized staff, no by- laws processed, no speaker, no Exco, no mayor or deputy mayor and a number of violations of various sections of the Local Gov- ernment Systems Act, as well as the Finance Management Act. Mr Sithole has now reported what progress has been made in terms of National Key Perfor- mance Areas (KPA) of local gov- ernment during the year under the administration: “Not much has been achieved in getting governance structures in place, as no settlement agree- ment has been reached between the conflicting parties,” states the administrator. However a draft agreement is presently under discussion by party caucus and political princi- pals to obtain political man- dates. A meeting was due to be held on Monday this week to review the outcome of the consultations. In preparation for the re-consti- tution of council and its struc- tures, a guideline document has been adopted by council includ- ing new standing rules and order to curb walk outs, untoward be- haviour in the chamber as well as regulating meeting proce- dures. These are in the process of be- ing gazetted as a municipal by- law for enforcement. In order to limit political interference at the offices, councillors have been banned from “invading offices belonging to junior staff.” A total ban on staff wearing po- litical regalia seems to have lim- ited and curbed acts of violence and confrontation between councillors and staff according to the administrator's update. With regard to public partici- pation during the IDP and budget road show meetings, it was found that some ward committee members (elected in terms of the COGTA guidelines) were either unknown to the community they represented or were not in- volved. Such members have been removed from the commit- tees and their vacancies are be- ing filled. In addition, in terms of the or- ganogram, council has approved that the number of municipal de- partments has been decreased from eight to five to realign the powers and functions to that of a local municipality, and to verify the staff in the employ of the mu- nicipality. Councillors banned from invading junior staff offices VANDALISM on the Muden Road, which was blocked from Sunday night, with the total burn out of this Manline truck on Monday night. Huge piles of stones were used to block the road at the bottom of the pass. A section of the community responsible for these totally irresponsible acts which dis- rupt the lives of workers, farmers, school- children and residents have been made promises over the years on service delivery by Government but to date, nothing has hap- pened. reported to the Greytown Po-lice on 27 June and 13 July.At the scene, a till slip from

found. On viewing the videofootage according to the dateand time, the suspect wasidentified.On 4 August, Sergeant

Mkhabela saw the suspectdriving a truck. Thepolice fol-lowed and arrested him.

Information given by thesuspect led the police to the

recovery of the shells of thetwo stripped vehicles in bush-es at Ngome Lodge.

Many partswere recovered- two gearboxes, starters,dash board, tail lights, fourpanels and doors, six seats,seven wheels, eight shocksand more.

CONGRATULATIONS to ThembaniMzila of Hermannsburg School onbeing awarded her FET certificatein Early Childhood Development -she is a much loved teacher in theLittle Oaks kindergarten family.

Thembi first started working inthe Hermannsburg area as a do-mestic worker for teachers on acontract fromGermany,buthergiftforworkingwith childrenwas soonnoticed. Upon their return to Ger-many, Thembani worked at theboarding establishment until a va-cancy as a teaching assistantopened up in the kindergarten.Itwasnot longbeforeheracademicpotential was recognised and shewas enrolled with education train-ing and development practices forher formal training.

The rapid growth of the kinder-garten led to theopeningofa fourthgroup at the beginning of 2012,with teacher Thembi being a per-fect choice for the group.

Vision. The topic was “Euthanasia shouldbe legalised”.The Kranskop Primary team opposed theuse of Euthanasia as a means to end a life.Afterengagingwith formidableopposition,the team proved their skills and did excep-tionally well to be placed second.

the past years confirm that theHome is playing a pivotal rolein the raising and education ofresponsible young people forthe future.

For the second school termexaminations, 38 of our ob-tained 83 subject distinctions.

that the Umvoti Municipality

has over all these years not rec-ognised the importance of theHome within the communityand supported the Home witha grant or some form of relieffor electricity and sanitationservices.

However the Municipalityhas topayaMunicipalManagermore than R1 million per an-num and the AdministratorR135000.00permonth=R1.62million per annum.

Further lavish provision ismade for entertainment, gath-erings, indaba’s and travelcosts.Then there are themillions lostwith illegal electrical connec-tions and the non-payment ofaccounts. One just has to checkthe budget for 2014/2015 to seehowmuch isbudgeted for itemsthat can be procured at amuchlower cost.

Since 2010 the Home hascontinuously tried to get theUmvoti Municipality on boardfor some form of relief for elec-tricity and sanitation costs. Af-ter a personal meeting with MrMartin Sithole on 25 June 2014with a promise of an answer byno later as 2 July 2014, theHome had a little bit of hope forsome relief, but up to now wehaven’t received any feedback.

Why must innocent childrensufferwhile theUmvotiMunici-pality are spending money onunnecessary items andmunici-pal employees doesn’t recoverelectricity costs from non-pay-ers?

Wehad to ride slalomaroundtraffic cones, ride along astraight line and navigate a fig-ure-of-eight track.

CONGRATULATIONS to the Indlovana athletes and U13soccer team for achieving victories in their differentevents.

The soccer team won all their central cluster leaguegames, beating Tholinhlanhla 2-0 and Manconco Prima-ry 4-0.

This week they will represent the central cluster atcircuit level at King Edward Park. The athletes also madetheir mark on this year's cross country at district levelwith the following results:
