California - Resource Adequacy
Load Serving Entities (LSEs) are required by the California Public Utilities Commission (CPUC) to procure resource adequacy (RA) to ensure adequate capacity is available on the California grid.
• Local RA – primarily load centers
• System RA – rest of the system
• Flexible RA – covers a 3 hour ramp
• LSEs file year ahead load forecasts and receive their RA obligations from the CPUC.
• Annual filing – LSEs must procure 100% of Local RA, 90% of Flexible RA and 90% of System RA (for the 5 summer months) by October 31st.
• Additional windows for procurement for System RA close 45 days and 10 days prior to the compliance month (to account for revised load forecasts).
• Current Local RA prices average $2-3/kW-month. System RA prices are lower at $1-$1.50/kW-month.
• RA prices are expected to increase as California moves to 50% RPS.
