Flag Ceremony The R.C.M.P. Flag Party: Wor. Bro. Sgt. G. E. Tetzloff and Bro.

Corporal Glen Perkins, very beautifully and smartly, performed the Flag Ceremony, after which, M.E. Comp. 0. P. Thomas addressed the Party, as follows:

One of the unfortunate things we see in this life is, "Man's Inhumanity to Man". It was the result of this, that your Force was first organized. A hundred years ago many white men were coming in to trade. Had they carried on this trade honestly and in what we today, would consider proper business ethics, we would have had a much different story of development in Western Canada. However, there were those, who thought only of amassing material wealth, to the extent that they would kill the natives, who refused to drink their poisonous whiskey, without regard for the misery, they were causing. As the result of one massacre, which took place, when the whiskey runners destroyed an innocent band of Indians, Sir John A. MacDonald signed the Proclamation, which brought the Royal Canadian Mounted Police (Northwest Mounted Police) into being in 1873. Your Force al first, made long patrols, over country, which was sparsely inhabited. With the coming of the railways, settlements grew up throughout the West. One of the duties you performed so well, was the protection of the Indians against those, who would steal their land and short change them in trading. The settlers, also, looked to you for help in this great and strange land. So, through a hundred years, whi le white men destroyed the hunting grounds of the natives and depleted their meat supply by killing the buffalo for their hides, your men, often at great personal danger, looked after the food supply of the Indians.

Page 13: Grand Chapter of Alberta Proceedings 1973

12

In many other ways, in various parts of the West and Northwest Territories, you have done much to make life better for these people.

Many a lone homesteader was cheered by your Patrols and in some cases, saved from death, which would certainly have resulted from injuries they had suffered, had you not been there to render, even elementary medical care. Some there were. who were comforted in their final hours, by your ministrations.

When lawlessness showed itself, we knew that you would fight it effectively.

As a teacher in various parts of the West, I have often come in contact with members of the Mounties. We have been able to help each other in different ways. I do not believe th.at there is anyone, first in the West and now, throughout the nation, who does not think, that as long as we have your dedicated Force, we will have law and order.

Only those, who wish to flout the standards, which we consider decent in a civilized country, will desire to see your organization changed.

So, our Red Coated Friends, we say thank you, for once again doing something nice for us.

We wish you well in the years ahead and thank you and your brother officers and men, for all you have done in the last hundred years. Thank you, once again, for making our Opening, here, a more memorable one.

Welcome to the City of Edmonton Mr. Ken Newman spoke briefly on behalf of the Mayor and City of

Edmonton. We wish you a most successful Convocation in our City and if we can be of assistance in any way, please feel free to call on us.

We thank you Sir, for taking time out of your busy schedule, to come here and bring us greetings.

Representative of the Province of Alberta Mr. Gordon Leslie Young, M.L.A., was given the opportunity to ad

dress the Grand Chapter. Mr. Young brought greetings from the Provincial Government and expressed the hope that this Grand Convocation would be enjoyable and fruitful and that Royal Arch Masonry would continue to flourish in the future.

The Grand Z. thanked Mr. Young for attending and suggested, that since Mr. Newman and Mr. Young, both were tied to r.ather exacting schedules, they might wish to be excused. Both were escorted out of the Chapter Room with applause.

Scottish Rite Rt. Wor. Bro. Roy Austin was then called upon for his remarks.

Bro. Roy brought greetings from the Supreme Grand Master of the Order of Scottish Rite, stressing the necessity for our two Concordant Bodies to work in harmony for the general good.

He was then thanked for his remarks by the Grand Z. and allowed to leave.

Grand Master of the Grand Lodge of Alberta, A.F. & A.M. Most Worshipful Bro. Glenn Fox, Most Worshipful Grand Master of

the Grand Lodge of Alberta was asked if he would like to address the Convocation at this time. M.W. Bro. Fox brought greetings of the Grand Lodge and remarked on the number of familiar faces in the gathering. He mentioned especially, that among the Companions, assembled were three Past Grand Masters of the Grand Lodge of Alberta. M. W. Bro.

Page 14: Grand Chapter of Alberta Proceedings 1973

13

Fox stressed the need for a more vigorous effort by all branches of Masonry, to the common end of propagating Masonic Ideals and Principles, which must make the world a better place, not only for ourselves, but for future generations, also.

Most Excellent Companion Paul Thomas, then, thanked the Grand Master for his remarks and good wishes.

The Grand Master was escorted out of the Chapter Room. The Companions rose and gave the Grand Master a very hearty applause.

Introduction R.E. Comp. Wm. J. Haynes was introduced to the Grand Chapter

and note made of the fact, that this Companion was in his 96th year. Also, that he w.as exalted to the Holy Royal Arch Degree in 1907 in Shekinah Chapter No. 4 in Lethbridge. He is presently a Charter, Life Member of Mount Olivet Chapter No. 17, at Killam, Alberta.

The Most Excellent Grand Z., 0. P. Thomas, extended the congratulations of the Grand Chapter, noting that 66 years as a R.A.M. was a mighty long span and expressed the hope that R.E. Comp. Haynes would continue in good health and that we would look forward to meeting with him at future Gr.and Chapter Convocations.

The Grand Chapter rose and extended a very hearty applause.

I will move, seconded by M.E. Comp. L. J. Daniels, that the Grand Treasurer's Report be received and adopted. Carried.

AUDITOR'S REPORT TO THE OFFICERS AND COMPANIONS OF

GRAND CHAPTER OF ROYAL ARCH MASONS OF ALBERTA I have examined the books of account of Grand Chapter of Royal

Arch Masons of Alberta as maintained by the Grand Scribe E. and the Grand Treasurer and have prepared therefrom the balance sheet of Grand Chapter of Royal Arch Masons of Alberta as at February 28th, 1973, and the statements of revenue and expenditures and receipts and payments for the year ended on that date. My examination included a general review of the accounting procedures and such tests of accounting records and other supporting evidence as I considered necessary in the circumstances.

I did not confirm the balances due from or owing to Constituent Chapters as at February 28th, 1973.

Subject to the above comment in my opinion, these financial statements present fairly the financial position of the Grand Chapter as at February 28th, 1973, and the results of its operations for the year ended on that date, in accordance with generally accepted principles applied on a basis consistent with that of the preceding year.

Report of The Grand Scribe E. Most Excellent Sir and Companions:

This has been a most interesting year, and while it was challenging, I was very grateful for the opportunity of learning more about Capitular Masonry than I probably ever would as simply a member of the Grand Chapter.

Emphasis must again be placed on the necessity of having Annual Returns from the Chapters by the deadline of January 31st as covered in the Consti tution. So much detail work is necessary, which is impossible to do until all the papers have been received.

There is a great need for uni formity in the .Chapter pennies, jewels and regalia, and considerable time and research has gone into trying to estab lish a system which would be agreeable to all Chapters, and which would resul t in considerable savings from a standpoint of cost. I trust that my successor will carry on with what has already been accomplished , and conti nue to look for new avenues of consolidation and saving.

I wish to express my thanks to the Chapter Scribes E. who have been patient with me, and have overlooked the mistakes I have made. My special thanks to M. Ex. Companion Andy Gunning, who put in long hours with me getting the records in order, and aiding me whenever he was called. To the members of the Grand Council I am very grateful for your help and support.

Report of The Grand First Principal To the Most Excellent Grand Chapter of Alberta, Royal Arch Masons:

My Dear Companions:

It is a high honour to be presiding at this, our 59th Grand Convocation of the Grand Chapter of Royal Arch Masons for Alberta, I really do appreciate the honour most sincerely and hope, when I lay down the gavel at the end of this Grand Session you will think that I have made a worthwhile contribution to our beloved Order. It is a pleasure to welcome my Companions from around the Grand Jurisdiction, but a special pleasure to welcome those of you who have taken your time to visit us from other Jurisdictions. To have those General Grand Officers with us is an honour which we, of the Grand Chapter of Alberta, do very highly appreciate. Thank you for being with us and giving us of your experience and knowledge of the Order. We hope you will find our Grand Session one of as much pleasure as we have by your presence. It is our earnest desire that you have a good stay in this, the Capital City of Alberta, and both you and your ladies will be pleased you came.

NECROLOGY

As we look back over the past year it is a sad thing to see how many of those dear and well-beloved Companions are missing. Later, our Grand Third Principal will be giving us a Report on the Fraternal Dead, when we can reverence their memories with a suitable ceremony.

To those friends and loved ones who are left behind we extend our heartfelt sympathy.

Invitations

Invitations were received from several Grand Chapters, from Washington, Saskatchewan, Montana, British Columbia, South Dakota, North Dakota, Manitoba and Ontario.

It was my pleasure to be able to represent you at qui te a number. M. Ex. Companion Andrew Gunning and I attended the Grand Sessions of Washington in May, 1972. We were treated with hospitality, and made Honorary Members of their Grand Chapter, and were received into their Past Grand High Priests Association. Our Grand Council were able to attend, with some others from the Grand Chapter of Alberta, the Grand Chapter of Saskatchewan on May 26th and 27th, 1972. We were able to extend on your behalf our promise of assistance to the new General Grand King, M. Ex. Compan ion Mindy Halldorson, Past Grand First Principal of Saskatchewan.

In June, 1972, I was able to attend the Grand Sessions of Montana, and there was a goodly representation from the Grand Chapter of Alberta. We received the usual kind hospitality from our Companions there. It is our ardent desire to continue this very close friendship which we have had for so long with our next-door neighbours. Later, in the same month, we were given a hearty welcome to the Grand Chapter of British Columbia, at Penticton. The weather was nice and warm, but the companionship of our neighbours was still warmer. There were four of our Past and Present Grand First Principals from Alberta: M. Ex. Comps. Jakeman, Ruff, Gunning and Thomas.

September was a busy month for visits afar. On the 17th to 20th I was at Sioux Falls, at the Grand Council and Grand Chapter of South Dakota. As the Grand Representative of this Grand Chapter of Alberta, it was of parti cular interest to me. This is the fifth time in succession I have had the pleasure of meeting our Companions in South Dakota. The welcome is just as warm as ever, and I am looking forward to the time when we can have some of these Companions visit us. There were two talks which were an inspiraticn for those fortunate enough to be there, James P. Irish, the General Grand Conductor of the Council R. & S.M., and Rev. Robert Wright, the Grand Orator. From here I went to the General Grand Council and the General Grand ·Chapter at Las Vegas, Nevada. The character of these meetings is one of inspiration. Here, from these dedicated Companions we learned much of the development that is taking place internationally. As a source of education and research the General Grand Chapter International appears to be of limitless help. Of course, from this part of the world the outstanding feature was the installation of M. Ex. Companion H. K. Halldorson as General Grand King for the term 1972-75.

In March, 1973, I had the pleasure of visiting the Grand Council and the Grand Chapter of North Dakota at Jamestown. I was accompanied by R. Ex. Companion Chris Rudd, who had been able to accompany me to Montana and Saskatchewan earlier. The welcome in Jamestown was very hearty and sincere. In this visit, as in the other ones to the various jurisdictions, full honours were given as recognition to the Royal Arch Companions of Alberta. These visits bring the unity of our vast Order so much closer to our attention it is a pleasure I will always have, representing you. It was a real regret that I could not accept the very kind invitation to attend the 50th Grand Convocation of the Grand Chapter of Manitoba, in Winnipeg, on the 13th and 14th of April. There was a c!ash with other Masonic duties that made this impossible. However, I have forwarded the best wishes of the Grand Chapter of Alberta on your behalf.

District Meetings

It is at these District Meetings that I have learned to appreciate the tine efforts of the Grand District Superintendents. We are very fortunate in having this group of dedicated Capitular Masons carrying on their work on our behalf.

Page 29: Grand Chapter of Alberta Proceedings 1973

28

These meetings were all well organized and interesting. The one observation that I might make in this connection is that the Companions of the District in a number of occasions do not support their D.G.S. as fully as they should, in the matter of attendance.

I am pleased to recommend that the rank of R. Excellent Companion be conferred on each of the following:-

District No. 1 - R. Ex. Companion John McKee. District No. 2 - R. Ex. Companion E. J. O'Connor Browne. District No. 3 - R. Ex. Companion J. C. Hildebrandt. District No. 4 - R. Ex. Companion Charles E. Simmons. District No. 5 - R. Ex. Companion A. W. Brennan. District No. 6 - R. Ex. Companion Gordon Leadbeater.

At the District Meetings the following Companions were elected to serve as Grand District Superintendents. I have pleasure in confirming this:-

District No. 1 - Ex. Companion N. H. Saboe. District No. 2 - V. Ex. Companion T. E. O'Morrow. District No. 3 - V. Ex. Comp. Dr. L. A. McKercher. District No. 4 - V. Ex. Companion M. A. McKay. District No. 5 - Ex. Companion A. R. Anderson. District No. 6 - R. Ex. Companion Gordon Leadbeater.

Visitations

During the year I have been able to visit, officially, all Chapters except The Hiram, at Youngstown, which was unable to find a night when I could attend, due to the fire which destroyed their school. As the result, the Masonic Hall had to be used for classrooms.

In addition to these I have had the opportunity to visit several of the Chapters on various occasions. Among the highlights of these visits was the presentation of the 50 Year Award to V. Ex. Companion Harry Seeber, at Bassano, on the occasion of my Official Visit. The Fred Hand Night at Alberta No. 1 was a memorable one. There were many Companions from near and far, both in Alberta and neighbouring Jurisdictions. It was very regrettable that our Most Excellent Companion Fred Hand was taken from our midst within a month of this meeting . I believe a page of Memorial should be given in the Proceedings to this M. Ex. Companion, who, after over twenty years as our Grand Scribe E., was honoured last year by being made our Grand Scribe E., Emeritus. It is most satisfying to know that we have a memorial to our M. Ex. Comp. Fred in the Fred Hand Memorial Fund, which will be most helpful. Our Grand Treasurer will give a report on the standing of the Fund later.

The Teachers' Night at Crescent Chapter was most interesting, and it was a great honour to be asked to preside at the conferring of the degree of M.E.M., on March 19th.

At the meetings of Edson Chapter, in Jasper, on June 3rd, and Parkland Chapter in Wainwright on February 3rd, the Edmonton Preceptory No. 46 Degree Team put on a R.A.M. Degree as well as a team to put on the Installation Ceremony. At these two meetings, the turnout and interest was very worthwhile, and might be used as a criterion for increasing interest in Royal Arch Masonry in Alberta.

Observations and Recommendations

It has been a very great pleasure to make visits to the various Chapters. I reg ret that I cannot be able to meet with the Companions of Hi ram Chapter owing to local conditions precluding this. However, in every visit it has been pleasant to find the Companions very co-operative, and attempting to do their work in an efficient manner. It is regrettable that in two or three cases the Officers were unacquainted with their work to the extent they had to use rituals. This is not good, and I would recommend that the Grand Lecturer have one school of Instruction in each District to help those Officers to get the work so they can make a good impression on the candidates.

These times are trying on all fraternal organizations, largely because of the changing economic conditions in our Province. Not long ago the re were many farming centres with a good sized population from which to draw candidates. Now, many of these centres have been depopulated because larger farming companies and groups have taken over the farms. This has resulted in many of those who were prospective candidates being moved into larger centres, both in and out of the Province. Many of the younger people who would normally have taken over the family farms are now in industry in other centres. This has been a real strain on the local Chapters, and, if it keep.s up, will lead us to take a long look on the organization of our Chapters.

As the result of these conditions it has been necessary for Viking Chapter No. 32 to surrender their Charter and amalgamate with Mount Olivet Chapter No. 17. This amalgamation w ill take place on April 18th, 1973.

The Third Inter-Provincial Meeting of the Grand Chapters of Saskatchewan and Alberta will take place at Lloydminster on April 21st, 1973.

In some of the Chapters there is a tendency to promote Officers who are not ab le to do efficient work to higher offices. This is a matter which should cause each Chapter to look more thoroughly into the case and decide whether the interests of Royal Arch Masonry are more important than the feel ings of those who cannot do the job.

In recommending the use of the Grand Lecturer more often there are two thoughts in mind; how to get the Work more uniform throughout our Grand Jurisdiction, and also to get more knowledge on the underlying philosphy and symbolism of the work.

In concluding, I must thank the different Chapters and thei r Companions for the kind and generous support they have given me. The different -Companions in Edmonton and Calgary, as well as several of the other centres have accompanied me, and given me much useful advice. I thank you. R. Ex. Companion Ed. Glover has had a most difficult year in taking over as Scribe E., and I must mention the efficiency he has brought to the Office, as well as the many times he has helped me in my work. Thanks, R. Ex. Comp. Ed.

Once again, thanks, and to all the Companions of the Grand Chapter of Alberta, may you continue to exert a still greater force on this Province in showing the way to the Good Life.

Sincerely and fraternally submitted,

0. PAUL THOMAS, Grand First Principal

Motion Moved by R.E. Comp. Dr. Philip Kendal, seconded by R.E. Comp.

David Neill, that: the Grand First Principal's Address be referred to the Committee on the Address. Carried.

REPORT OF COMMITTEE ON THE GRAND FIRST PRINCIPAL'S ADDRESS

To the Most Excellent Grand First Principal, Officers and Companions of the Grand Chapter of Royal Arch Masons of Alberta:-

May we first congratulate you, Sir, on having finished a rewarding year as Grand First Principal of this Grand Chapter.

We most sincerely join with him in welcoming our distinguished visitors and all our Companions, who turned out today. Please come again and again.

We grieve with our Grand First Principal in the passing of so many of our Companions. It is very fitting that there is a "Fred Hand Memorial " . Most Excellent Companion Hand surely was a pillar of strength to our Grand Chapter for many years.

We are pleased to note that our Grand First Principal was able to travel so much and represent us at so many Grand Chapter, District and Chapter meetings.

We are pleased, also, to concur with him on recommending the conferring of Right Excellent on the following District Superintendents:

R.E. Comp. John McKee R.E. Comp. Charles E. Simmons R.E. Comp. E. J. O'Connor-Browne R.E. Comp. A. W. Brennan R.E. Comp. J. C. Hildebrandt R.E. Comp. Gordon Leadbeater

We, surely agree with our Grand First Principal that it is very regrettable to see Rituals used in open Chapter. It does make a very poor impression on our new candidates. We believe that poor ritualistic work is one of the biggest reasons for Jack of attendance in our Chapters.

We are also sorry that Viking had to close, but pleased that they did amalgamate with Mount Olivet and we join with our Grand First Principal in wishing them the best always.

Finally, we congratulate our Grand First Principal, on having had a good year. We thank him for the service, he has given to our Grand Chapter. He has brought honour and pleasure to this Grand Chapter.

We wish him many years in which, to take an active part as a Past Grand First Principal.

Fraternally submitted, M.E. Comp. Bert James, Chairman, M.E. Comp. Geo. Grieve, M.E. Comp. Cecil Duthie, M.E. Comp. Jack Daniels

Moved by M.E. Comp. Bert James, seconded by M.E. Comp. Geo. Grieve, that the report be received and adopted. Carried.

FOR THE YEAR 1973

"A little sun, a little rain, A little loss, a little gain,

A few good-byes, a setting sun, And life is done.

Report of Committee on Fraternal Dead Most Excellent Sir, Officers and Companions of the Grand Chapter,

Royal Arch Masons of Alberta:-As we assemble in this Annual Convocation to discuss the present

and make plans for the future, let us take time to briefly review and acknowledge the fraternalism and benefits this Grand Chapter has enjoyed throughout the years. This is because of the Companions, who made it possible, by presenting good work, true work, square work.

Now, " The Sixth Hour of the Sixth Day of the Week" has passed and a number of these Companions have failed to present their Marks and to rece ive their Wages.

There is no more occasion for level or plumb line, For trowel or gavel, for compasses or square. Their work is completed, their life span depleted And they shall be remembered, as Royal Arch Masons sincere. It is fitting and proper that we should pay tribute to their memory,

for they have been called to the Eternal Grand Chapter on High, to receive a Reward that comes to all good and faithfu l Companions, whose work has passed the Grand Overseer's Square.

During the past year, ending December 31st, 1972, the Grand Chapter of Royal Arch Masons of Alberta, lost by death 67 Companions from 26 constituent Chapters. We particu larly mourn the passing of Most Excellent Companion Fred J. Hand. He served as First Principal of Alberta Chapter in 1926; as Grand First Principal of this Grand Chapter in 1944; as Grand Scribe E for nineteen years, retiring at last year's Convocation, and at the t ime of his death, on October 2nd, 1972, was Grand Scribe E. Emeritus.

The name of each departed Companion was read and as the reading of the names of the dead from each Chapter was completed, a candle was fraternally and affectionately extinguished in memory of those departed.

Fitting tribute was paid , also to the departed Companions of our sister Jurisdictions.

Finally, a candle was lighted in honor of all the Mothers, everywhere, and was affectionately extingu ished in memory of those Mothers, who had, during the past year, answered the Call of their Creator and gone to their final Reward.

The Necrology Service was concluded very fitt ingly, by a beautiful solo rendition of "The Lord's Prayer" by R.E. Comp. Dr. L. A. McKercher, with Comp. A. Dobbie at the organ.

Moved by R.E. Comp. Dr. P. J. Kendal, seconded by R.E. Comp. R. Mouser, that this report be received and adopted. Carried.

Respectfully submitted, Herbert J. McCoy (Chairman)

Moved by M.E. Comp. Herb McCoy, seconded by M.E. Comp. Laverty, that the report be received and adopted. Carried.

The Grand Chapter was called off at 11 :55 a.m.

The Grand Chapter was recalled to order at 1 :40 p.m.

FRATERNAL CORRESPONDENCE To the Most Excellent Grand First Principal, Officers and Companions

of the Grand Chapter of Alberta: Most Excellent Sir and Companions:-May we first thank the four representatives, who did review their

Proceedings and send their summaries to us. We have these reports on file for any one wishing to read them. Also, Grand Chapter has copies of the Proceedings from the other Grand Chapters.

We found that nearly all the Chapters are the same as our own; that is, they have to work to make successful Chapters. This, we think is good. It really isn't a problem, it is just a way of l ife. Success, usually does not come easily.

We also, found that mose Grand Chapters recommend that all Companions work with the Demolay and Jobs' Daughters. We surely agree with these thoughts, as the future of our Chapters and our communities rests in the hands of these fine groups.

Finally, we found that all Grand Chapters recommend more schools of instruction, more educational programs and better ritualistic work, which would then give us better Chapters and most important of all , better Royal Arch Masons.

Fraternally submitted, M.E. Comp. Bert James, Chairman

Moved by M.E. Comp. Bert James, seconded by R.E. Comp. C. A. Breakey, that the report be received and adopted. Carried.

Montana M.E. Comp. Willard Paulson, Grand High Priest, Grand Chapter of

Montana, brought greetings of his Grand Chapter and thanked M.E. Comp. Thomas for the invitation to attend, the hospitality shown and the very cordial reception that he extended from the Grand Chapter of Alberta. M.E. Comp. Paulson invited all present to attend the Grand Chapter of Montana, being held this year in Havre. Iowa

R.E. Comp. John Harris Watts, Grand Scribe E. of the Grand Chapter of Iowa, brought greetings from his Grand Chapter and remarked that R.E. Comp. North Dakota M.E. Comp. Palmer Hallquist, Grand High Priest of North Dakota,

brought greetings and best wishes from the Grand Chapter of North Dakota, remarking that, with the warmth of hospitality and ease of crossing the Border, etc. , he did not feel as though he was in a foreign country.

Manitoba The Grand Z. invited M.E. Comp. Hugh Hornbeck, Grand First

Principal of the Grand Chapter of Manitoba, to take the floor. M.E. Comp. Hornbeck brought greetings of the Grand Chapter of

Manitoba and warm personal wishes for the success of our Grand Convocation. He added that there had always been close Fraternal relations between our Grand Chapters. M.E. Comp. Thomas thanked M.E. Comp. Hornbeck for the sentiments expressed.

R.E. Comp. W. H. Houghton, Chairman

Report of the Committee on Library Research and Education To the Most Excellent Grand First Principal, Officers and Companions of the Grand Chapter of Royal Arch Masons of Alberta Your Committee reports a continued interest in Masonic Education

during the past year. District meetings and Official Visits of the Grand First Principal to

constituent Chapters has been instrumental in stimulating this interest, also the var ious addresses given on these occasions have been most valuable and instructive.

Your Committee feels that there is still room for improvement in the matter of instruction given to candidates after having received their three degrees.

Your Committee would like to see the Officers of the Chapter and the sponsors make an effort to see that the newly exalted Companions are present when the three degrees are exemplified in Chapter, in this way they can obtain a thorough knowledge of the work and the lessons taught.

We again urge Companions to avail themselves of the material which is at their disposal in the Grand Chapter Library.

Your Committee would again bring to the attention of all Royal Arch Masons of this Grand Chapter, the excellent material on both Lodge and Chapter matters to be found in the "Royal Arch Magazine" which covers not only North America but the rest of the world. We recommend the magazine to those Companions who are not already subscribers.

Fraternally submitted, M.E. Comp. G. Grieve, Chairman, M.E. Comp. C. C. G. Duthie, R.E. Comp. H. Cuthbert, R.E. Comp. T. M. White, R.E. Comp. J. T. Hunter

I would move, seconded by M.E. Comp. C. Duthie "that the report of the Library, Research and Education Committee be received and adopted". Carried.

Grievances and Appeals To the Most Excellent Grand First Principal, Officers and Companions

of Grand Chapter:-Most Excellent Sir:-We are pieased to report that no matters of concern were brought

to the Committee on Grievances and Appeals. Fraternally submitted,

G. D. Chattaway, Chairman, M. R. Harper A. B. Hunter W. C. Pritchard

REPORT OF CONDITION OF CAPITULAR MASONRY M.E. Sir and Companions:-Your Committee on the Condition of Capitular Masonry in this

Jurisdiction reports as follows : We have examined the reports submitted by the six Grand Super

intendents of Districts and summarize:

District No. 1-R.E. Comp. John McKee, Grand Superintendent - I visited all Chapters in District No. 1 at least once and some several times during my term of office. It was a pleasure to visit the Chapters. Ali Chapters presented neatly kept records.

Official Visitations: North Star No. 2, November 16th, 1972; Capital City No. 13, November 12th, 1972; Norwood No. 18, September 27th, 1972; Edson No. 30, December 13th, 1972; and Wapiti No. 34, October 19th, 1972.

Highlights: Norwood Chapter No. 18 held a " Wilf Limb Night" at the Midtowner Inn in honor of R.E. Comp. Wilf Limb, prior to his retirement from the office of Scribe E of Norwood Chapter, which he held for 22 years.

Page 42: Grand Chapter of Alberta Proceedings 1973

41

The District Meeting was held in Acacia Temple on October 14th, 1972, hosted by North Star Chapter. All Chapters were represented .. i::. Comp. Norm Saboe of Wapiti Chapter No. 34 was elected to the office of Grand Superintendent, District No. 1, for the term 1973-74.

Comments: All Chapters showed excellent spirit of companionship, among those present at the meetings. The only thing lacking was the number of Companions attending. I would urge the Companions to make a special effort to get out and support the Chapter Officers.

District No. 2-R.E. Comp. E. J . O'Connor-Browne, Grand Superintendent -

Official Visi ts: Hanna No. 28, June 19th, 1972; Hiram No. 19, June 28th, 1972; Coronation No. 37, October 31st, 1972; Eheyeh No. 27, November 2nd, 1972; and Lebanon No. 38, November 11th, 1972.

The District Meeting was held November 18th, 1972, hosted by Eheyeh Chapter No. 27, at Drumhaller. All Chapters of District No. 2 were represented. V.E. Comp. T. E. O'Morrow was elected to serve as Grand Superintendent for 1973-74. I was unable to make an Official Visit to Hiram Chapter because the Youngstown school was destroyed by fire and the Chapter room taken over for the school classes. At the time of this report, no arrangements have been made for a Chapter meeting place.

I found the books and records of all Chapters to be well kept. Only one Chapter in the District, Eheyeh, did Degree Work on the occasion of my Official Visit. All Chapters in District No. 2 are plagued with poor attendance. Coronation Chapter No. 37, due to lack of officers had given serious consideration to affiliating with another Chapter. However, it was finally decided to carry on for another year. I would like to thank all Companions of District No. 2 for their help during my term of office. I would also l ike to make special mention of my appreciation to R.E . Comp. Al. Rutz for his help as my District Secretary.

Lebanon Chapter No. 38 donated $125.00 towards a hospital furnishing project, undertaken jointly by the Chapter, Lodge and Eastern Star of Stettler.

District No. 3-R.E. Comp. Jack Hildebrandt, Grand Superintendent During my term of office I visi ted all Chapters in District No. 3, once

officially and a number of times unofficially. Official Visi ts: Alberta No. 1, September 11th, 1972; Otuskwan No.

9, October 5th , 1972; Calgary No. 11 , October 17th, 1972; Keystone No. 12, June 27th, 1972; Banff No. 20, November 16th, 1972; Strathmore No. 21, October 12th, 1972 and Crescent No. 24, September 18th, 1972.

Some of the out of city Chapters are getting candidates and are carrying on with great enthusiasm. The city Chapters are doing well and District No. 3 should have a good year.

Alberta Chapter No. 1 held a special night in honor of M.E. Comp. Fred Hand, who retired as Scribe E. of that Chapter as well as Grand Scribe E. of Grand Chapter. This event was attended by Companions representing all parts of Alberta.

The four Chapters from the City of Calgary made their international visit to Montana, the host Chapter being Teton Chapter No. 25, G.R., Montana, at Choteau, Montana. Eighty-four Compan ions and ladies made the trip. Plans are being made for a return trip.

The District Meeting was held November 25th , 1972, hosted by Crescent Chapter No. 24. Reports were received from the several Chapters.

V.E. Comp. Dr. L. A. McKercher was elected to serve as Grand Superintendent for District No. 3 for 1973-74.

Page 43: Grand Chapter of Alberta Proceedings 1973

42

District No. 4-R.E. Comp. Charles E. Simmons, Grand Superintendent Official Visitations: Golden West No. 5, June 27th, 1972; Shekinah

No. 4, October 11th, 1972; Tau Cross No. 16th, November 14th, 1972; Kether No. 8, September 21st, 1972; Hillvue No. 15, October 27th, 1972.

Generally, the condition of Royal Arch Masonry in District No. 4 is comparatively good. All Chapters are trying to cope with the reduced attendance problem. However, for those faithful few, who attend regularly, Capitular Masonry provides an opportunity to share with their Companions the tenets of Masonry. I found that due to the rural nature of the District, many of the Officers of the Chapters were unable to get to Degree Practice, with the result that Degree Work in some cases was not up to potential. I would suggest that in such cases, the Degree be held back to a late date rather than it be spoiled. We owe that to the candidate. It grieves me to report that Tau Cross No. 16 is in trouble. For years, this Chapter has had an attendance problem. The present Officers have held office on several occasions. Other Compan ions are reluctant to assume the responsibilities of office. They have not exalted a candidate in several years.

Consideration has been given to folding up the Chapter. No decision has yet been made. One proposal was to move the Chapter to Fort Macleod. Another alternative would be to join with Kether No. 8 at Pincher Creek.

At each Official Meeting I gave a short address, for example, " Thinking Postively", " Happiness" and " Why I am a Royal Arch Mason". All were well received.

The District Meeting was held on October 21 st, 1972 at High River, hosted by Golden West Chapter No. 5. All District Chapters were represented. There were 29 Companions present. Attendance was down somewhat, because of the fine harvest weather. Four of the five Chapters reported having had degree work during the year and prospects of more.

E. Comp. J. Alex MacKay of Hi llvue No. 15 was elected to be-: Grand Superintendent for 1973-74.

I wish to thank all Companions of District No. 4 and especially those of my own Chapter for their encouragement and support during my term of office. Also thanks to E. Comp. Ken J. Bird as my District Secretary.

District No. 5-R.E. Comp. A. W. Brennan, Grand Superintendent. Official Visits: Vermilion No. 14, November 14th, 1972; Parklands No.

31, November 23rd, 1972; Bethel · No.36, December 5th, 1972; Mount Olivet No. 17, November 17th, 1972; Viking No. 32, November 28th, 1972; and Cold Lake No. 39, December 12th, 1972.

Three of the six Chapters did degree work at the time of my Official Visits and the work was well done. All Chapters make a practice of joining in a fellowship hour following the meetings.

The District Meeting was held at Forestburg, Bethel Chapter No. 36 as host. All Chapters except one were represented. E. Comp. R. Anderson of Vermilion Chapter No. 14 was elected as Grand Superintendent for 1973-7 4. Forty-five Com pan ions were present. District No. 5 held a Church Parade at the United Church, Forestburg.

Parklands Chapter No. 31 had a rough time for two or three years. However, in 1972, three Companions were exalted and there are prospects of three more. The future looks bright for Parklands.Viking Chapter No. 32 has decided to amalgamate with another Chapter, if possible, Dwindling membership and old age are given as reasons.

Page 44: Grand Chapter of Alberta Proceedings 1973

43

District No. 6-R.E. Comp. Gordon Leadbeater, Grand Superintendent.

Official Visits: Empress Chapter No. 35, November 17th, 1972;

Assiniboia Chapter No. 3, November 16th, 1972; Harmony Chapter No. 26, November 22nd, 1972; and Bow Valley Chapter No. 10, January 14th, 1972.

The District Meeting was held December 6th, 1972, at Gleichen, hosted by Bow Chapter No. 1 O. As there were no Companions present from either Assiniboia or Empress Chapters, from whom to elect a Grand Superintendent, R.E. Comp. Gordon Leadbeater was re-elected unanimously.

The Chapters of District No. 6 are active and the work is well done. Harmony Chapter No. 26 donated $263.00 to the Senior Citizens Home at Bassano.

In addition to the Official Visits listed above, I made several fraternal visits also.

Vital Statistics and Comments During the past year we:

Gained by admissions -------------------- -------------------------- 96 Gained by Affiliations --------------------------------------------- 11 Gained by Restorations -------------------------------------------- 3

Total Gain ------------------------------------------------------------------ 11 O Lost by Demits --------------------------------------------------------- 62 Lost by Deletions ------------------------------------------------------ 43 Lost by Deaths ----------------------------------------------------------- 67

Total Loss ----------------------------------------------------------------- 172 Net Loss ---------------------------------------------------------------------- 62

Comments We note that several Chapters are having difficulty holding on and

at least one has given up and amalgamated with a neighbor. Three more Chapters are carrying on under difficulty and will likely either amalgamate or cease operations in the near future.

We continue to lose members, mainly due to lack of initiations. The loss this year is about average for the past several years. Although we find little to be optimistic about, we feel that Bow Valley and Lebanon Chapters should receive special commendation for their exercise of truly Masonic principles in donating generously to two worthy causes.

We recommend that the rank of Right Excellent be confirmed by the Grand Z. upon the following Companions: John McKee C. E. Simmons E. J. O'Connor-Browne Allen W. Brennan Jack Hildebrandt Gordon Leadbeater

47

M.E. Comp. Erick Mulder addressed the meeting as follows: Most Excellent Past Grand First Principals and Companions All:-At this moment, I am very deeply conscious of the great honor,

responsibility and trust, that you, my Companions, have placed in ma and I pray the Great Jehovah will endue me with the competence to serve you well.

There are two phrases that echo through my mind at this time -the first from the installation ceremony, "That to reign sovereign in the hearts and affections of men must be more gratifying to the generous mind, than to rule over their lives and fortunes." - the second from a popular song, "I don't want to set the world on fire, I just want to start a little flame in your hearts".

It is not a matter of what the Grand Council or I can do for this Grand Chapter, but what we can inspire you to do for our Royal Craft; for thereby, you will greatly enhance our Order and your own best interests.

It is not for aught, that the members of this Grand Chapter, (and I'm speaking particularly to the Principals of the subordinate Chapters), carry the Title of Excellent Companion. It should remind us to make "excellence" in our Chapter Work and in our personal and public avocations, our mark and goal. At the Alta.-Sask. Workshop, held at Lloydminster, last month, an excellent paper on "Leadership" was present.:id. It was recommended that this, together with highlights of the discussion, be made available to the District Superintendents, to carry to the various Chapters.

I would asl< the Elected and Appointed Members of the Gra.1d Executive Committee, to consider the following question, "What image does our Royal Craft project to our Masonic Brother, to our community and society at large and what can we do to improve that image, within the landmarks of our Order." I trust that they will have something worthwhile to report, at the Executive Meeting, in March of 1974.

For the good of our Order, I would like to collect a Chapter Penny from each Chapter, I officially visit and, in return , will Jet them draw a Canadian silver dollar, some of which are collectors' items. Jn 1974, I hope to have a complete collection on display before the Dias of Grand Chapter.

We enter this session on our 60th Anniversary Year and with your permission, I would like to dedicate this year to the true significance of Royal Arch Masonry - "Holiness to the Lord". Further elaboration would seem superfluous. Let us dedicate ourselves to the task in 1973-74, of moving our Royal Order - "Forward".

Grand Chapter Closed The Fifty-Ninth Annual Convocation of Royal Arch Masons of Al

berta was closed in Ample Form at 5:55 p.m., by M.E. Comp. F. R. Erick Mulder.

M.E. Comp. 0. P. Thomas attended at the Pedestal.
